TheStateGovernmentInsuranceOffice's schemeforinsuringschoolchildrenagainst occidenthasbeenextendedtocoverall schoolsintheState.
Previously,thescheme wasapplicableonlyto governmentalschools,mainlybecauseoflegalrestrictionontheclassesofinsurancebusinessopentothe Stateoffice.
Muchcreditisduetothe Parents,andFriends'Federationinrectifyingthis anomaly,inthatontheirrepresentationstotheState Government,amendinglegislationwaspassedbythe Parliamentlatelastyear.
TheFederation'sCouncil havealsobeenveryactive recentlyinimplementing thenewscheme,inundertakingtheworkofarranginganddistributingtothe Catholicschoolsthenecessaryinstructions,advice andthenecessaryforms.

SofarasAustraliaisconcerneditwasunfortunate thatourPrimeMinistershouldhavebeencommittedtoaLondonconferenceofBritishCommonwealthleadersjustatthistime.ForLondonisthe softunder-bellyofSouth-EastAsianaffairs. Despiteallthelessonsofthelastwarandthe ignominiousdefeatsufferedbytheWestatthe GenevaConference,itisstillproposedbythe Britishtofollowalongthefamiliarpathsofdarkness.

Thecrisis,accordingtoHisGraceofMelbourne, hasbeenbroughtaboutbythesuddenincreasein populationduetoMigration.Itisacrisiswhich theteachingordersofwomenareunableatthe momenttomeet.Thereisnodoubtthattherehas beenanotablefalling-offintheresponseofyoung womentothereligiousvocation,forGodinHis Providencesuppliessufficientvocationsforthework oftheChurch.Thefailureliesinthelackofhuman co-operation.
ThattheCatholicschoolsystemshouldhavecomestosuchapassisnotaVictorianphenomenon.It applieswithgreaterorlesserpressureinevery dioceseinAustralia.Andtheobviousimmediate solutionistheemploymentoflayteachersinthe Catholicschools.Thatinitselfisnobadthing.But itdoesrepresentanenormousadditionalsacrifice forwhichtheBishopsmustperforcelooktoCatholic parents.Theyhavealready,inthebuildingand maintenanceofourschools,setarecordofheroism thatcanhavefewparallels.Noristhereany questionoftheirfalteringinthefaceofthistremendousnewcrisis.Buttheissueisnotmerely oneofgoodwillandgenerosity.Thereisasaturationpointintermsofhardcash.CanCatholic' parentsfindthemoneytoperpetuateoureducationalsystemwithpaidteachers?
Ifthefailureofvocationsisthebasiccauseof thecrisis,theremaybehopesofaremedy.Ifthe teachinginstituteshavebeentemporarilyembarrassedbyadisturbanceinthebalanceofpopulation, theproblemwillworkitselfout.Thatis,ifthe issueisatemporaryandshort-termonewemay beconfidentofasolutionalongthelinesofparental self-sacrifice.Butifthecrisisisofaprolonged character,likelytobepermanent,wouldwebe justifiedinexpectingparentstomeetit?Andcould parents.withallthereadinessintheworldtohave, theirchildreneducatedinCatholicschools,findthe hugesumsofmoneynecessarytoachievethatend intheneworderofthings?Itisclearthatteachers couldnotbeofferedlessinsalaryandsecuritythan theywouldreceivefromtheState.
TojudgefromtheeconomicsituationofCatholics asaclassitwouldnotappeartobeapractical, long-termsolution.Itseemscertainthatthere wouldhavetobeamajordiversionoffundsnow availablefromlesserprojectstothecentral,pivotal" oneofpreservingourschoolsysteminexistence. Butevenifsucheconomiescanbeeffectedthere wouldyetremainanenormousdeficittobeliquidated.Therewouldappeartobenohopeof effectinganadequatesolutionapartfromdemandingthattheFederalGovernmentreturntousasa bodythatproportionofthetaxespaidbyCatholics whichisnowunjustlydevotedtothemaintenance ofStateschools.
TheinjusticesufferedbyCatholicsintheeducationalfieldhasbeenanafter-dinnertopicinthis countryforcloseonacentury.Some18years agoanorganisationwaslaunchedtoattemptthe redressofthiswrong,butitdidnotgetveryfar, apartfromremovingpopularmisconceptionsto someextent.Yetitcanscarcelybeasourceof prideforthepatronsoftheStateschoolstoconsiderthatoneinfivechildreneducatedthereinis virtuallyonaCatholicscholarship.However,the hourhasstruckwhenthetalkmayappropriately bestilledandthebooksputaway.Itisthehour foraction,whenCatholicparentsmustdemandthat theGovernmentgivethemjusticeattheperilof closingtheCatholicschools.
Thehierarchyhas,understandably,intheinterest ofservingallCatholicinterests,beenloatheto embarrassgovernments.Buttheschoolquestion isonewhichprimarilyconcernsCatholicparents. Thebattlefortheschoolsmustbetheresponsibility oflaymenandtheyhaveanunanswerablecaseand sufficienteconomicsanctionstoforcetheissue. Therewouldappeartobenoreasonwhythisshould notbedoneanddonequickly.Politiciansofevery huehavefreelyadmittedtheserviceswhichthe,, denominationalschoolshavegiventothenation. Mybrotherwasoncebig gamehuntinginEastAfrica, andhadverygoodsport withthecamera,livingin thewilds,andtrackingand stalkingandfinallysnapshottingelephants,rhinoceroses,andotherbig animals.
Onedayhehadcreptup neartoanelephantandhad setuphiscamera,andhad gothisheadunderthecloth focussingit,whenthenative cried,"Lookout,sir!"and startedtorun.
Mybrotherpokedhis headoutfromunderthe clothandfoundagreat elephantcomingtohim, onlyafewyardsoff.Sohe justpressedthebuttonand thenlitoutandrantoo.

Wethenheldourannual concertonthe3rdDecember.Thisincludedsinging, choralspeech,asketch,a duetandtrio,Irishandfolk dancesandanoperetta called"DameDurden's School."Everybodyenjoyeditimmenselyandwent homefullysatisfied.

SacrificePastJustice
Inthematerialorder,too, Catholicconsciencedemands sacrifice.Thereare,however,occasionswhenexternalcircumstancescreate aconditioninwhichthe sacrificeisbeyondthelimits ofjustice.Thathappens whenunjustlegislation hampersorevendenies freedomtoCatholicstoput intopracticetheirconscientiousobligations.Thatfreedomisdeniedusparticularlyinthefieldofeducationofourchildren.
However,weareconcernednotsomuchwith thefactoftheinjusticeinflictedonusaswiththe consequenceswithinour ownschools.Inotherwords, ourconsiderationcentreson theessentialqualitiesof Catholiceducation,qualities whichmustshinefortheven morebrilliantlythannormallybecauseoftheadded sacrificesdemandedofour Catholicpeopleforconsciencesake.
Biblethatchildrencondemnedtoitcangrowup withatrueandbalanced outlookonlife.
Theniggardlyadmission ofexternreligiousteachers intosecularistschoolsonly emphasisesinthechildren's mindstherelativeunimportanceoftheirdutiesas Christians.
Ontheotherhand, Catholiceducationaimsat thebalancedoutlookin whichitisnolesspartof theeducationalsystemthat, whileourchildrenare taughttobegoodcitizensof thekingdomsofthisworld, theyaretaughttobegood citizensoftheKingdomof God.
Amongstmanyother qualitiesoftheChristian teacher,FatherLewis selectedthreeaseminently practicalintheworkof formingChristinsouls.The firstwasapersonalconcern foreachteacher.Inthe schoolstheywerefaced withchildrenofanalmost infinitevarietyinaptitude forlearning,incharacter, insocialconditionsand habits.
Thedisciplineofthemind andwillrequiredwasprovidedintheinstructionson therevelationofGodabout Himself,aboutHisProvidenceinHisdealingwith us-theIncarnationandall itimplied;theSacramentsandtheHolyMassasthe sourceofthatgraceso necessarytodirecttheir affectionsandtostabilise them;prayer,thatintimate approachofchildrento theirFather;Hispromises tothosewhoremainfaithfulandHisthreattothose whoabandonHim.
Thereforetheobligation ofgivingathoroughand intelligentgroundinginthe Cathechismwasamatter forconstantmeditationand prayer.Nothingelsecould substitutefortheCatechism. Piousstories,sometimes moremythicalthanmystical,wouldnotfittheir pupilsforlifenoryetproducetheresultsdesired.
TheCatechismsetforth theprinciplesofCatholic beliefandpracticeand withoutthoseprinciples Catholiclifewasimpossible. Unlesstheiraimbetoform Christinthesoulsofthe childrenthen,nomatter howsuccessfultheirschool maybe,theywerecomplete failuresasCatholicschools andtheymadevoidthe sacrificesofCatholicparents andviolatedCatholicconscience.
ThelecturesweredeliveredbyMrs.Margaret Knight,universitylecturer andself-styled"scientific humanist,"whoachieved overnightfamewith- her firstbroadcaston"Morals withoutreligion."

Aboutthepurposeof education,therecanhardly beanyargument.Obviouslyitaimsattheperfection ofman'sbeing.Wehave withinusthefacultiesfor self-government,butthey areasitwere,dormantand canbeawakenedandactivisedonlybyinfluences outsideourselves.
NeedOfBalance
Inthesupernaturalorder, thatinfluenceisdivine graceandtheinfused virtues.Inthenatural orderitis,chiefly,thatconditionofaffairswhichwe termsociety.Amajorpart ofsocialinfluencesisformal education,theimpactof teacherandpupil.
Balanceisasnecessaryin educationasinadiet.Thus. forinstance,specialisation isnoteducationandshould beencouragedonlyasa sequeltothegeneraldevelopmentofthestudent's faculties.Commonsensetells usthatphysicalculture boughtattheexpenseof mentaldevelopmentisan unbalancedandthereforea harmfulapproachtoeducation. Butnolessunbalancedis asystemwhichpaysattentiontothethingsofCaesar whileitignoresthethings ofGod.Thesamehuman personwhoisthesubject ofCaesarandtherefore owesservicetoCaesar,isat oneandthesametimea subjectofGodboundto renderdueservicetoHim.
ThereforethefirstconditionofatrulyChristian educationonthepartofthe teacherissummedupby St.Paul,"Letthismindbe inyouwhichwasinChrist Jesus."Foreveryoneof thosechildren,thedullest asmuchasthemostbrilliant,theslovenlyaswell astheneatest,thepoorest aswellasthewealthiestforeachoneofthemthe SonofGodthoughtitworth HiswhiletobecomeMan andtodieinalltheagony ofCalvary.Theymight differinallthingselse,one mightbebetterthananother-butinthistheywere allequal-"Christlovedme anddeliveredHimselffor me."
Inthatworktheteaching oftheCatechismwasof paramountimportance.On theirpartlaythedutyto Godandtothechildrento fitthemselvesasbestthey couldtoteachtheCatechism asintelligentlyandconvincinglyastheytaughtany othersubject.

Religiouslife,contiued FatherLewis,expressedthe twofoldprincipleofCatholicconscience-self-denial andtheappreciationofthe spiritualandeternalover thematerialandtemporal. Buteachoneofthemwas thenormbywhichreligious lifewasadjudged.Religiouslifeinitselfwasthe mostpracticaldemonstrationofthetruthoftheir catecheticalinstruction.
