Thereisagreatdealtobesaidforanextension oflocalgovernmentratherthanforitsdiminution. Apowerfulcasecouldevenbepleadedforan increaseinitspowersattheexpenseoftheState government.Butunhappilythemaniaforcen- tralisationiseverywhere,basedonthedelusionthat bigthingsareefficient.Localgovernment,byvirtue ofnotpayingcouncillors,tendstoattractmenof goodqualitywhosechiefmotivationispublicspirit. Againstthisstandsthe argumentthatSt.Bernard obviouslyknewnothing aboutthem,thoughhe wroteafamouslifeofSt. Malachy,andthoughhe proclaimedthemiraculous powerpossessedbythe saint.
