Thegreatmassoftheworkingpeopleinthis countryhavetheirweeklyincomedecidedforthem bytheArbitrationCourts.Initsoriginalconception,thebasicwagewasanattempttoassessthe minimumneedsofaman.wifeandtwochildren. Inquiterecenttimes,however,theCourtshave retrogressedintothepolicyofpayingwhatparticularindustries,orthenationaleconomyasa wholecouldafford.
Thistemerariousattemptismadewithoutadequatestatisticaloreconomicknowledge.Butmost seriouslyItismadebymenwhosepracticalacquaintancewiththetypeofworkinvolvedandthefamily necessitiesoftheworkingmanmust,atbest,be fragmentary.Whenthegovernmentincreasesthe salariesofthesejudges,itwidensagapwhich alreadyyawnsandplacesthearbitratorsofworkingclasslifeatanevenmoreremotedistancefromthe objectsoftheirjudgment.
Inthenatureofthingsaworkingman'sneeds arenotalleconomic.Thereareeducational,cultural,relaxativerequirementsaswell.Buttoday theseareofnoaccount.Butevenonthegross economicalplane,theremustbeaccountofthese thingsbecausetheyallcostmoney.Butitisone thingtohaveacold,objective,intellectualknowledgeofsuch"needs"andtheircostandquite anothertohaveawarm,practical,humanunderstandingofhowtheydopropupandenterintohis familylife.Butitwouldseemthatfinancialconsiderationsalonebindtheoutlookofbothworker andjudge.
Idonotknowwhattestsareappliedinthis matterofgivingmoretohimwhoalreadyhath. ButIdonotforonemomentbelievethatthe capacityoftaxpayerstopayistakenintoaccount except,perhapswithwithacalloushumour.On thegroundsof"needs"Idonotthinkthat,onprevioussalaryscales,theirWorshipshavesuffered anyrealhardshipsthroughthelossofvaluein money. Inthematterofcharitytheologiansdistinguish an"order,"wherebythevirtueinitspractical effectsisappliedingraduatedfashionfirstlytothose whohavethegreaterclaims,andthentothose whohavelesserclaimsornone.Soitseemstome thatthereshouldbesome"ordering"inthedispensationofsocialjusticesothatthe"have-nots"take precedenceoverthe"haves"inorderthatthegreat disparitiesbetweenthetwoclassesshouldbe lessenedappreciably.Suchaprocedure,endorsed alikebyreason,justiceandcharity,wouldrubdown theroughedgesoftheclasswar.
Inanycasesomereasonshouldbeshownby governmentforthehugeincreasesinsalarytothose alreadyreceivingadequateremuneration.Couldit honestlybecontendedthatjudges,seniorcivilservantsorarmyofficershavebeenlanguishingina noblesilenceinfinancialstringency?Ratherit wouldseem,theythinkbecauseworkerswhohover withinafewpoundsofthebasicwagereceive increasestheyshouldautomaticallygetpreferment also.Thatisillogicalbecausetheiroriginalsalaries weresetarbitrarilywithoutreferenceeithertotheir "needs"ortothecountry'sfinancialcapacities.
Meanwhilethatgreatandgrowingsectionofthe community-pensionersandothersonfixedincome-reallydofellthepinch.Itseemstome elementarythat,ifthegovernmenthasfundswith whichtobeprodigal,thesepeopleshouldbethe firsttobenefit.Sincenaturalaffectionscountfor solittletodaythatmanyelderlypeoplearevirtually abandonedbytheirchildrenandthrownbackon theStateforsupport,theStateshouldshoulder itsresponsibilities.Evenifahandfulofjudges havetobattlealongbravelyon£5,000ayearfora furthersmallperioditwouldbeworthittoimprove thescandalouspositionofthepensioners.
Historyisintheprocessofpointinganironical moralaboutthemaintenanceofanimperialsystem baseduponslavery.Aftertheinaugurationofthe SovietStateinRussiatheclassicwayofdealing withopponents,realorimaginary,wasbywayof "liquidation."Astimeadvanced,however,thenew ProgressiveState,havingcutthepainterfromthe traditionalvaluesuponwhichWesterncivilisation rested,gotfullstrideintoreactionandreactivated theancientinstitutionofslavery.
TheordinarySovietcitizen,havingnorights inherentinhisnaturebutonlythosewhichthe new'imperialistsoftheKremlinchosetoconfer uponhim,wasineffectaslave.Thespecialclassof slaves,enemiesoftheState,whogrewtonumber 14,000,000inhundredsofforcedlabourcamps differedfromtheSovietcitizenonlyinthedegree ofservility.
TheSoviet,ofcourse,attemptedtoconcealfrom theworldatlargethatsuchagrotesquelyreactionarystateofaffairsexistedintheWorkers'Paradise. Butthethingwasasighttoolargetoremaina secretandcertainlysincethepastwarnations becamepainfullyawarethatthousandsoftheir soldierswerebeingheldunwarrantedlybythe Soviet.
Thediscoveryanddevelopmentofatomicpower inthepastfewyearshas,despiteSovietvauntsof equality,ifnotofsuperiority,driventheKremlin ontothedefensive.Nomorestrikingproofofthis isavailablethanthefrenziedeffortsofMoscowto preventtheunificationofEuropeandthere-arming ofGermany.TheSovietisseeminglypreparedto wreckEuropeanintegrationatanycostwhatever.
Withoutchangingoneiotaofherbasicprinciples, Russiaisintentuponenlargingliberty.Sheseeks tocurryfavourwithherchiefenemy,theCatholic Church,byreleasingafewofthethousandpriests fromherslavecamps.Sheseekspoliticaladvantage bytheholdingofahandfulofAmericanhostages.
Butintheveryprocessofliberalisationshehas cookedherowngoose.Forthefreeingofsome slavesgivesthelietotheSovietdenialofher maintenanceofslavelabourcampsonagigantic scale.And,ofcourse,theslaveswilltalk.Every freedmancantellofathousandstilllanguishing inthosehell-holesinSiberiaandahundredother places.Moreover,hecantellofinhumanityand crueltywhichmaketheNazisseemtheveriesttyros inthescienceofsadism.
TESTFORTHE"PARLOURPINKS"
Thereisgrimironyinthereflectionthatwhen theSovietattemptstobekinditonlysucceedsin leavinganimpressionofitsabominablecruelty. Itwarnsthefreeworldinthemostvividfashionof whatCommunistdominancewillmeanforfreemen. ItillumineswithablindinglightwhattheSoviet talkof"people'sdemocracies,"freedomandpeaceis worth.
Never,inthenear-40yearsofitsexistencehas theSovietmadesuchanexposureofitsrealnature andmethods.TherevelationswillnotaffectCommunists,fortheyarecase-hardened.Butitshould haveaprofoundimpactuponthesillyintellectuals whoaffectsanarchismasafad.Thecontinuing disclosureswillproveatestcaseofthesincerityof the"parlourPinks."

Easilythemostoutstandingperformanceinthe gradewasbythe16-yea:oldHerbElliott,whoran the880yardsingustyconditionsinlmin.57.2sec.It wasElliott'sfirstclashwith University'sDonDyerwho finishedinsecondplace, some25yardsbehind Elliott.
