TheerectionofthenewCatholicDioceseofBunburybytheHolySeeincreasestofive theindependentecclesiasticaldivisionsinWesternAustralia.Threeoftheseare dioceses:Perth,GeraldtonandBunbury,undertheruleofBishops.KimberleyisamissionarydistrictcalledaVicariateApostolic,alsounderaBishop;lastlyNewNorciais whatiscalledanIndependentAbbey-likeadioceseinmanyrespectsexceptthatit isruledbyareligiouscommunitywithanAbbotatitshead,whoisnotaBishopbutwho hasmanyquasi-episcopaldutiesandprivileges.
ChurchhistoryforCatholicsinWesternAustralia beganin1845whenthe wholeColonyofW.A.becamethedioceseofPerth. Previoustothattheoccasionalpriestwhovisited PerthwasunderthejurisdictionoftheArchbishop ofSydney.
HobartandAdelaidehad beenmadeEpiscopalSees in1842.AfterPerth,Melbournefollowedin1848and Brisbanein1859.Allthe otherruraldioceseshave followedatintervalssince, Wollongongbeingerectedin 1951,thelatestbeforethe presentnewSeeofBunbury.Perthwaselevatedtothe rankofArchdiocesein1913 andwiththelatestdivision hasaterritoryofabout 138,000squaremiles.New Norcia,firstestablishedas aNativeMissionbyDom RudesindusSalvado,O.S.B., in1846,becameanIndependentAbbeyin1867with aterritoryof16square miles;thiswaslaterincreasedsothatthediocese ofNewNorciatodaycomprisessome30,000square milesofterritory.
Themissionarydistrictof theKimberleyswasestablishedin1887withheadquartersatBroomeandthe Bishoptheregoverns120,000 squaremilesofthefar NorthWest.
ThedioceseofGeraldton wascutofffromPerthin 1898andisthemostextensivedioceseinAustralia. comprisingover600,000 squaremiles.
ThedioceseofBunbury iscomparativelysmall,between71and72thousand squaremiles.
Ittakesin alltheSouth-Westandthe GreatSouthernfromNarroginsouthwardtoAlbany, alsoeastwardsembracing SalmonGumsandEsperanceuntilitreachesthe SouthernOceanonthe GreatAustralianBight.
Withtheexceptionofthe parishofPinjarra,which remainswithPerth,the DioceseofBunburywill consistofthetwoformer RuralDeaneriesofBunbury andAlbanyandcomprises, roughly,allofWesternAustraliasouthofalinedrawn westtoeastpassingnorth ofWaroona,southofPingelly,north'ofWickepin,

Itwillcontainthepresent parishesofBunbury,Harvey,Waroona,Collie,Dardanup,Busselton,Margaret River,Donnybrook,Bridgetown,Nannup,Manjimup, PembertonandthenAlbany, Denmark,Mt.Barker,Tambellup,Katanning,Kojonup, Wagin,Narroginandfinally Esperance.
Thedevelopmentofthis south-westerncornerof W.A.hasrecentlybeen verygreat.Withthenaturaladvantagesof climate,fertilityandrainfallitwouldseemthatonly aninternationalcatastrophe couldpreventtheSouthWestfrombecoming,sooner orlater,oneofthemost highlydevelopedandthicklypopulatedareasofthe wholeCommonwealth.
BunburyandAlbanyon thecoast;Collie,Narrogin, Katanning, Bridgetown, Manjimupandmanyother prosperousinlandtowns formthenetworkforcommunicationsandtheorganisationofdevelopment.The future,too,mayeasilyshow anunexpectedfloweringof thehighrainfallcoastal plainsbetweenAlbanyand Esperance.
TheCatholic Churchhopes tobereadyforthis expansionanddecentralisationseemstobeoneofthe firstrequirementsforsuccessfullydealingwiththe problem.

Whatreallyconstitutesamoralityismotivation andsanctions.Wherethesearesupernaturalmoral conductisfarmorelikelytobestableandpermanent,fortheyconditionnotonlytheoutward act,buttheinner,secretspringsofthoughtand desire.Ifachildisgivenanylessermotivethan thefearandloveofGodforbeinggood,itwillnot belongbeforehediscoversthattheinducements offeredforgoodnessarebynomeanscommensurate withtheself-denialinvolved.
Again,anaturalmoralityisnecessarilyalow morality,formanisthemeasureofit,andthemood ismorefrequentlytheguidethanthemotive.In practiceitbecomesindistinguishablefrommerely conventionalbehaviour.Anditisacuriousthingthat peoplewhodismissas"myths"alltalkofsupernaturalsanctionsverysoonfindthemselveshaving toinvokethemostdrasticnaturalsanctions.
TheCommunistnations,forexample,basingtheir notionofgoodnessonwhatservestheState,are driventomaintainingextensivesecretpolicesystems inordertopreservethatminimumofgoodness whichwillsavetheirpoliticalsystemfromdisintegration.Itmaybeveryenlightenedtogetrid ofGodinordertohaveamoralityof"humanism," butitmustbecoldcomforttohaveahawk-eyed, ubiquitouspolicemaninHisplace.

Whatcouldbemoreconfusingthantotellthe childthatscienceisthewayoutandthenlethim lookataworldwhichscientificirresponsibilityis threateningtodestroy.Thereisconfusionifyou like!Theladyfearsthatanadolescent,discovering thatreligiousbeliefshavenoscientificfoundation, maybedrivenintothearmsofCommunism.That seemstobetheheightofconfusion,tosupposethat
ayouthwouldbesosimpleastoembraceatheism onscientificgrounds.
Itisquitesillytosupposethatonecantest religioustruthinthesamewayasonetestsscientific truth.Onemightaswellsaythat,findingthat nuclearfissionhasnoartisticfoundation,ayouth wouldbedriveninto,thearmsofvegetarianism. Thereisacolossalnon-sequitursomewhere.Yet itisnomoresillytoapplyartisticcriteriatonuclear physicsthantoapplytest-tubetechniquetothe claimsofrevealedreligion.
Ifreelyconfessthatthescintillometeryieldsno evidencewhateveroftheimmortalityofthesoul. NoiotaofprooffortheexistenceoftheHolyGhost hasbeenadducedbythePalomartelescope.Radar hasbeensingularlyuninformativeregardingthe VirginBirth,norhastheuseofisotopesaddedto ourknowledgeofthefourLastThings.
Idonotforthatreasonthinkscienceisassilly astheScotchpseudo-scientistthinksreligionis. BrieflyIdonotconsultpsychologicaltext-booksfor factsabouttheamoebanoraculturalhistoryofthe worldforinformationrelatingtotantalite.

Impelledseeminglybyalong-smoulderingpublic opinion(whichresentedalegitimaterelaxation brandedasacrime,ifonlyundertheTrafficAct) andbymountingpressurefromthepoliceauthorities (whowerebeingdemoralisedbyfrustration)the Government-broughtdownandplacedontheStatute BooktheBettingControlAct.
Thisisameasuretolegalisethegiganticopen secretofthestarting-pricebettingshopsystem. Butitisexceedinglyqueerlegislation,fornoone outsideofParliamentcanlayhandonacopyofthe Act.Itappearsthatitdoesnomorethangive sanctiontothepracticeofoff-the-coursebetting andcreateaBoardtoformulateconditionsunder whichthesystemshalloperate.
Thatisadangeroustrendforitisvirtually governmentbyregulation.Init,Ithink,iscomprisedallthatismeantbythetermbureaucracygovernmentbyrulesframedandpolicedbyBoards. Manymatters,suchasthepresentBettingControl Act,aredifficultofpreciseformulation.Thereisa powerfultendencytosubstitutetrial-and-error methodsforlegislation.
ButinasmuchassuchmethodsinvolvethedelegationbyParliamentofitssovereignpowersto makelawstolesser,unelectedbodies.theyarea denialofthedemocraticprocess.Whetherthe regulationsoftheBoardaretoberatifiedbya singleMinister,orbyCabinet,orbyParliamentis anothercrucialmatter.Anditiscuriousthatno informationontheseissuescanbehadfromthe dailyPress.
For,ifthesanctionofasingleMinisterofthe Crownissufficient,thewayisopentoallkindsof abuses.IfCabinetconsentaloneisrequired,the pathofpoliticalprivilegeismadeplain.Certainly themainprocedurallinesoftheBoardshouldbe submittedfortheapprovalofParliament.

AnotherimportantaspectoftheActhasbeen adroitlyside-steppedbytheMinisterandalsoby thechairmanoftheBoard.Itconcernstheproximity oflicensedbettingpremisestohotels.Onits rationalresolutiondependsthemoraljudgmentof thewholesomenessofthenewAct.ForiftheBoard failstoseparate,insofarasitcan,thehithertocombinedoperationsofbettinganddrinkingitwillhave largelysold-outonthemoralwelfareofyouthand offamilylifeinthisState.
Itisalsotobehopedthatperfectionistaimsin thematterofpremisesandfinancialbondswillbe avoided.Otherwisethemoney-lenderswhonow controlourlivesalltooeffectivelywillmovein gratefullyonthegroundflooroflicensed,off-thecoursebetting.
BetweentheirenicalmouthingsoftheCommunists,coldwithcynicismandthepeaceful strivingsofthedemocracies,oftenhalf-heartedand ill-directedcamethevoiceoftheHolyFatherlast weekinhisdelayedChristmasmessage.Itwascold withtheincisivenessofreasonandwarmwiththe loveofmankind.Itcutcleanlythroughthehypoc- risy,confusionandnear-despairthatgripsthe proponentsofpeaceinourtimes.Thereisnomistakingthelongingforpeacethateatsoutthehearts ofmillionsofcommonmeneverywhereintheworld. Butthepeoplearesilenceandnoonehasbeenable tovoicetheiraspirationwiththerealism,sincerity andclarityofPopePiusXII.Whenthenational leadersfailtheCommonFatherraiseshisvoicein theirsteadintoneswhicharebeingattentively received.

Concernisexpressedin informedcircleshereover theoutcomeoftheopera- tionintheRed-controlled hospital.Itispointedout thatneglectofthepatient duringsuchacritical operationcouldeasilylead tohisdeath.Stilltheregimecouldclaimthatithad takentheprisonertoahospitalanddoneeverythingpossibleforhishealth.
Itisrecalledthatthe formerPolishPrimate, AugustCardinalBlond,died ofcomplicationsin1948 followinganappendicitis operationinaWarsawhospital.Theprelatewasonly 67at havethetime.Charges beenmadethatthe Redregimedeliberately createdobstaclestohis propermedicalcarewith theresultthathediedof subsequentcomplications.

LoveofNeighbour
Supernaturallovecomes intoourheartswithsanctifyinggrace,anditresides chieflyinthewill.Religion maybeemotionalattimes, butitsproperdwelling placeisintheintellectand thewill.
OurloveofGodhasasits motivetheDivineGoodness asmadeknowntousby faith.Thereisnothing wronginlookinguponGod asthesourceofhelp,reward,orhappinessforourselves,butthevirtueof charitytowardGodgoes higherthanthisandloves HimforHisownsake.
Thereisalsonothing wronginlovingtheattributesofGod,suchasHis omnipotence,Hisomniscience,Hisalmightyjusticeandmercy,Hispresenceeverywhere.AnyattributeofGodisworthyof adorationandlove,forG6d isabsolutelysimple,not dividedintoparts.Hisattributesdonotinherein Himasaccidents,butthey areGod.

Whatseemscertainis thatpriests,especiallypreoccupiedwiththeyouth question,arefinding, wherevertheyenquire,that terrifyingproportionsofour youngpeople,someeducated inCatholicschoolsand someinnon-Catholic schools,aregivingupthe practiceoftheirFaithduringthosecriticalyearsof firstfreedomwhenhome, parishandschoolhave ceasedtomouldtheiroutwardbehaviour.
Itistruethatinthis countryCatholicchurches arefull,andthatgenerally thereismuchCatholicfervour;butitwouldtakea goodmanyyearsbeforethe effectsoflapsinginthewar generationmadethemselves felt.Moreover,wehave hadsincethewarandduringitanimmenseCatholic immigrationfromIreland andtheContinent.
Itisreasonablealsoto believethatlapsingfromthepracticeofreligionin thefirstflushofyouthful independencedoesnotalwaysmeanthatwhenit comestomarriageand bringingupafamilymany donotreturntotheChurch.

Britain,itshouldberemembered,maintainedareligioustraditioninthe peoplegenerallyagooddeallongerthanmostofthe Continent.
Weneverhadanticlericalisminmoderntimes.
TheinfluenceoftheEstablishedChurch,withits well-educated,kindly,and gentlemanlyparson,ofState institutionsveryobviously partlyreligiousinsignificance,ofcustomslikethe EnglishSunday,andofthat "respectability"thatisso deartotheEnglishcharacter,maintainedapublicre-ligiousandmoralorderlong afterrealfaithwasweakening.
Thelastwarhadanimmenseeffectinbreakingall thisdown,sothatmillions arelefttodayvirtually Godless.
Butwhathasallthisto dowithCatholics,onemay ask?TheCatholicChurch hasgrownstrongerand moreuniqueasothers weakened.Yes,buttoday factorslikeindustrialprosperity,thegrowingimportanceoftechnicaltraining,theenormousinfluenceof secularistinfluenceslikethe press,radioandtelevision andlow-gradeliterature haveaffectedeveryone,and mostofalltheschoolleavingyouth.
Peoplearemixedtogetherandsubjecttothe samemajorinfluences.This meansthatindifferent Catholichomes,parishes thatareoftenhardlymore thanMass-centres,schools which,evenwhenCatholic, areState-directedand taughtbyCatholicteachers subjecttopaganinfluences areeasilysweptasideby thecurrentindifference. easyjobsandgoodmoney.
Inotherwords,weare livingatatimewhenthe routinemethods,eve thoughfaithfullyandapostolicallycarriedout,maynotbeenoughtotrainour youthtoberesistanttoallpervadingpaganinfluence.

Thereportcamefroma groupofmorethan50 Germanprisonersofwar whoarrivedhererecentlyafterbeingreleasedfrom theSovietprisonswhere theyhadbeenheldforthe pasttenyears.
MostoftheCatholic chaplainsimprisonedin Russia,theysaid,comefrom countriesthatarenowbehindtheIronCurtainYugoslavia,Rumaniaand Hungary.Thegovernments ofthesecountrieshaveno interestinaskingtheRus-siansfortheirrelease,they pointedout.
