TheerectionofthenewCatholicDioceseofBunburybytheHolySeeincreasestofive theindependentecclesiasticaldivisionsinWesternAustralia.Threeoftheseare dioceses:Perth,GeraldtonandBunbury,undertheruleofBishops.KimberleyisamissionarydistrictcalledaVicariateApostolic,alsounderaBishop;lastlyNewNorciais whatiscalledanIndependentAbbey-likeadioceseinmanyrespectsexceptthatit isruledbyareligiouscommunitywithanAbbotatitshead,whoisnotaBishopbutwho hasmanyquasi-episcopaldutiesandprivileges.

ChurchhistoryforCatholicsinWesternAustralia beganin1845whenthe wholeColonyofW.A.becamethedioceseofPerth. Previoustothattheoccasionalpriestwhovisited PerthwasunderthejurisdictionoftheArchbishop ofSydney.

HobartandAdelaidehad beenmadeEpiscopalSees in1842.AfterPerth,Melbournefollowedin1848and Brisbanein1859.Allthe otherruraldioceseshave followedatintervalssince, Wollongongbeingerectedin 1951,thelatestbeforethe presentnewSeeofBunbury.Perthwaselevatedtothe rankofArchdiocesein1913 andwiththelatestdivision hasaterritoryofabout 138,000squaremiles.New Norcia,firstestablishedas aNativeMissionbyDom RudesindusSalvado,O.S.B., in1846,becameanIndependentAbbeyin1867with aterritoryof16square miles;thiswaslaterincreasedsothatthediocese ofNewNorciatodaycomprisessome30,000square milesofterritory.

Themissionarydistrictof theKimberleyswasestablishedin1887withheadquartersatBroomeandthe Bishoptheregoverns120,000 squaremilesofthefar NorthWest.

ThedioceseofGeraldton wascutofffromPerthin 1898andisthemostextensivedioceseinAustralia. comprisingover600,000 squaremiles.

ThedioceseofBunbury iscomparativelysmall,between71and72thousand squaremiles.

Ittakesin alltheSouth-Westandthe GreatSouthernfromNarroginsouthwardtoAlbany, alsoeastwardsembracing SalmonGumsandEsperanceuntilitreachesthe SouthernOceanonthe GreatAustralianBight.

Withtheexceptionofthe parishofPinjarra,which remainswithPerth,the DioceseofBunburywill consistofthetwoformer RuralDeaneriesofBunbury andAlbanyandcomprises, roughly,allofWesternAustraliasouthofalinedrawn westtoeastpassingnorth ofWaroona,southofPingelly,north'ofWickepin,

Theabovemapshowstheboundariesofthe ecclesiasticalprovincesofWesternAustralia.ThenewSeeofBunburyisdelineated alongthesouthernstrip.

St.Patrick'sCathedral,Bunbury,wherethe firstoccupantoftheSee,BishopGoody,will beenthronedonSunday,Jan.30. southofNorsemanandsoto theGreatAustralianBight.

Itwillcontainthepresent parishesofBunbury,Harvey,Waroona,Collie,Dardanup,Busselton,Margaret River,Donnybrook,Bridgetown,Nannup,Manjimup, PembertonandthenAlbany, Denmark,Mt.Barker,Tambellup,Katanning,Kojonup, Wagin,Narroginandfinally Esperance.

Thedevelopmentofthis south-westerncornerof W.A.hasrecentlybeen verygreat.Withthenaturaladvantagesof climate,fertilityandrainfallitwouldseemthatonly aninternationalcatastrophe couldpreventtheSouthWestfrombecoming,sooner orlater,oneofthemost highlydevelopedandthicklypopulatedareasofthe wholeCommonwealth.

BunburyandAlbanyon thecoast;Collie,Narrogin, Katanning, Bridgetown, Manjimupandmanyother prosperousinlandtowns formthenetworkforcommunicationsandtheorganisationofdevelopment.The future,too,mayeasilyshow anunexpectedfloweringof thehighrainfallcoastal plainsbetweenAlbanyand Esperance.

TheCatholic Churchhopes tobereadyforthis expansionanddecentralisationseemstobeoneofthe firstrequirementsforsuccessfullydealingwiththe problem.

PontificalHighMassat whichtheArchbishopof Perthwillpresidewillhe celebrated,afterwhichthe enthronementwilltake place.TheTeDeumwill thenbechanted.

Theceremonyhasbeen plannedforthelateafternoontoenablepriestsand laityfromeverypartofthe Diocesetobepresent.

OnthesameSunday night,thenewBishopwill beofficiallywelcomedat theMayfair'theatreat8.30 o'clock.Afunctionforthe priestsoftheDioceseand visitingclergywillbeheld onMonday,Jan.31. Amongthedistinguished guestswillbetheMostRev.

Again,anaturalmoralityisnecessarilyalow morality,formanisthemeasureofit,andthemood ismorefrequentlytheguidethanthemotive.In practiceitbecomesindistinguishablefrommerely conventionalbehaviour.Anditisacuriousthingthat peoplewhodismissas"myths"alltalkofsupernaturalsanctionsverysoonfindthemselveshaving toinvokethemostdrasticnaturalsanctions.

TheCommunistnations,forexample,basingtheir notionofgoodnessonwhatservestheState,are driventomaintainingextensivesecretpolicesystems inordertopreservethatminimumofgoodness whichwillsavetheirpoliticalsystemfromdisintegration.Itmaybeveryenlightenedtogetrid ofGodinordertohaveamoralityof"humanism," butitmustbecoldcomforttohaveahawk-eyed, ubiquitouspolicemaninHisplace.

Thatistheperilofourmodern,naturalistic moralities.Havingdethronedthefearandloveof Godastheprimaryreasonsforgoodconduct,they invariablysetupthewelfareoftheStateasgrounds formorality.ItisquiteashortsteptoStatismor worshipoftheState.Thathashappenedoverand overagaininhistoryfromtheCaesarstothe Soviets.

ForthefactofthematteristhatiftheStateis thenormofgoodnessitisinrealityGod.From obediencetoworshipisalogicalline,especially whentheobedienceisnotthewillingtributeof freemenbuttheboundendutyofslaves.Butthat notionofdeificationexistsratheramongtherulers thantheruled.Itmustbeaheadysensationtobea sawdustCaesarbeforewhomthemillionsbowat thecrackofawhip,orthedenialofarationbook.

SEPARATIONOFTWINSFAILS

ButplainmendonottakeeasilytotheAlmighty State.Itneverexistswheremenarefree.Slavery isthenecessaryconcomitantofthatevilworship. Freemengiveareasonableservicetothepublic authorityintheinterestsofgoodorder.Butsofar fromworshippingtheStatetheyarenotloathe,as opportunityarises,toclippingthewingsofpoliticiansandinextremecases,tocuttingtheirthroats.

Itseemstome,then,thatonecancutmorality freefromreligion,buttheoperationinvolvesthe severingofidenticaltwins.Itisnotsuccessful, becausewhiletheymaybeseparated,theyarenot capableofseparateexistence.Theprognosisfor moralityinsuchacaseisnegative.ThatiswhyI saytheAberdeenspinsterisnotscientific.She doesn'tunderstandthefactsoflife.

Theladyatleastishonest.Sheisanti-Christian. SheobjectstochildrenbeingtaughtChristian "myths"becausetheywillseriouslyconfusethem. Shedescendstoexamples."Hewillhearinchurch thatdeathisthegatewaytoeternallife,butoutside thechurchhewillseethatdeathisregardedasthe greatestevil."

Lackingasolidfoundationof"scientifichumanism"Icannotseehowthelady'sexampleisthe leastconfusing.SurelyitiselementarythatbetweentheChurchandtheworldthereisperpetual conflictonradicalquestions.Thechildhasonly tomakeuphismindwhichisright-theChurch whichpromiseshimfulfilmentinheavenorthe "scientifichumanists"whowon'tevenlethimhave peaceonearth.

Whatcouldbemoreconfusingthantotellthe childthatscienceisthewayoutandthenlethim lookataworldwhichscientificirresponsibilityis threateningtodestroy.Thereisconfusionifyou like!Theladyfearsthatanadolescent,discovering thatreligiousbeliefshavenoscientificfoundation, maybedrivenintothearmsofCommunism.That seemstobetheheightofconfusion,tosupposethat

ayouthwouldbesosimpleastoembraceatheism onscientificgrounds.

Itisquitesillytosupposethatonecantest religioustruthinthesamewayasonetestsscientific truth.Onemightaswellsaythat,findingthat nuclearfissionhasnoartisticfoundation,ayouth wouldbedriveninto,thearmsofvegetarianism. Thereisacolossalnon-sequitursomewhere.Yet itisnomoresillytoapplyartisticcriteriatonuclear physicsthantoapplytest-tubetechniquetothe claimsofrevealedreligion.

Ifreelyconfessthatthescintillometeryieldsno evidencewhateveroftheimmortalityofthesoul. NoiotaofprooffortheexistenceoftheHolyGhost hasbeenadducedbythePalomartelescope.Radar hasbeensingularlyuninformativeregardingthe VirginBirth,norhastheuseofisotopesaddedto ourknowledgeofthefourLastThings.

Idonotforthatreasonthinkscienceisassilly astheScotchpseudo-scientistthinksreligionis. BrieflyIdonotconsultpsychologicaltext-booksfor factsabouttheamoebanoraculturalhistoryofthe worldforinformationrelatingtotantalite.

Itseemstomethatifsciencehastakentheplace ofGod,thenewdeityhasturnedloosesomepretty punkprophetsonthehumanrace.Thefactsabout theResurrectionofChrist,forexample.willstand uptoalltheexaminationthatthetrulyscientific mindcarestoapply.Wehavenofearofscience butonlyofthehalf-bakedwhostandsomewhere inthepenumbrabetweenthedenialofGodandthe exaltationofman.Theladywillnotbelievewithout evidencebutthereisnoslightestindicationthat shehaseverbotheredtofindoutwhatistheevidence forChristianity,whichhasstooduptoeverytest forthepast2.000years.

TestsOfMorality InBureaucratPlan

Impelledseeminglybyalong-smoulderingpublic opinion(whichresentedalegitimaterelaxation brandedasacrime,ifonlyundertheTrafficAct) andbymountingpressurefromthepoliceauthorities (whowerebeingdemoralisedbyfrustration)the Government-broughtdownandplacedontheStatute BooktheBettingControlAct.

Thisisameasuretolegalisethegiganticopen secretofthestarting-pricebettingshopsystem. Butitisexceedinglyqueerlegislation,fornoone outsideofParliamentcanlayhandonacopyofthe Act.Itappearsthatitdoesnomorethangive sanctiontothepracticeofoff-the-coursebetting andcreateaBoardtoformulateconditionsunder whichthesystemshalloperate.

Thatisadangeroustrendforitisvirtually governmentbyregulation.Init,Ithink,iscomprisedallthatismeantbythetermbureaucracygovernmentbyrulesframedandpolicedbyBoards. Manymatters,suchasthepresentBettingControl Act,aredifficultofpreciseformulation.Thereisa powerfultendencytosubstitutetrial-and-error methodsforlegislation.

ButinasmuchassuchmethodsinvolvethedelegationbyParliamentofitssovereignpowersto makelawstolesser,unelectedbodies.theyarea denialofthedemocraticprocess.Whetherthe regulationsoftheBoardaretoberatifiedbya singleMinister,orbyCabinet,orbyParliamentis anothercrucialmatter.Anditiscuriousthatno informationontheseissuescanbehadfromthe dailyPress.

SOMEADVICEFORABOARD

For,ifthesanctionofasingleMinisterofthe Crownissufficient,thewayisopentoallkindsof abuses.IfCabinetconsentaloneisrequired,the pathofpoliticalprivilegeismadeplain.Certainly themainprocedurallinesoftheBoardshouldbe submittedfortheapprovalofParliament.

ReactionstotheActfrominterestedquartersare muchwhatmighthavebeenexpected.Thecourse bookmakershavecomeoutwithaflagrantproposal thatlicensedshopsshouldclosebeforetheraces commence.Thatisplainlyananti-socialproposal whichpreferstheself-interestofahandfulofmen tothelegitimatepleasureofthousandsandtothe financialsharingof-gainwiththemenwhowill conducttheshops.Itshouldbegiventheconsiderationitdeserves-whichispreciselynone.

AnotherimportantaspectoftheActhasbeen adroitlyside-steppedbytheMinisterandalsoby thechairmanoftheBoard.Itconcernstheproximity oflicensedbettingpremisestohotels.Onits rationalresolutiondependsthemoraljudgmentof thewholesomenessofthenewAct.ForiftheBoard failstoseparate,insofarasitcan,thehithertocombinedoperationsofbettinganddrinkingitwillhave largelysold-outonthemoralwelfareofyouthand offamilylifeinthisState.

Itisalsotobehopedthatperfectionistaimsin thematterofpremisesandfinancialbondswillbe avoided.Otherwisethemoney-lenderswhonow controlourlivesalltooeffectivelywillmovein gratefullyonthegroundflooroflicensed,off-thecoursebetting.

BetweentheirenicalmouthingsoftheCommunists,coldwithcynicismandthepeaceful strivingsofthedemocracies,oftenhalf-heartedand ill-directedcamethevoiceoftheHolyFatherlast weekinhisdelayedChristmasmessage.Itwascold withtheincisivenessofreasonandwarmwiththe loveofmankind.Itcutcleanlythroughthehypoc- risy,confusionandnear-despairthatgripsthe proponentsofpeaceinourtimes.Thereisnomistakingthelongingforpeacethateatsoutthehearts ofmillionsofcommonmeneverywhereintheworld. Butthepeoplearesilenceandnoonehasbeenable tovoicetheiraspirationwiththerealism,sincerity andclarityofPopePiusXII.Whenthenational leadersfailtheCommonFatherraiseshisvoicein theirsteadintoneswhicharebeingattentively received.

TheHolyFathersetbeforetheworldasublime paradoxforliberatingitselffromfear."Areturn tothefearofGod,"hesaid,isthewaytoridthe worldofitsagonisingincubus.Thereisnoother way."Heattackswithscorntheabsurdityofthe doctrinewhichhasheldswayinpoliticalschools forthepastfewdecades-thatwarisoneofthe manyadmissibleformsofpoliticalaction.Rather. hesaid,statesmenshouldtreattheproblemofwar asaquestionofconsciencebeforeGod.Mankind generallymustconsiderwaras"anobjectofthe moralorder,whoseviolationconstitutesinfacta culpabilitywhichwillnotgounpunished."Ahigh plane,indeed,onwhichtosetadiscussionusually couchedintermsofrelativeatomicpower,buta planealone"worthyofrationalcreatures."

WithamazingpenetrationthePopeconsthe politicalforcesmountedagainsteachother.Isit possibleforthingssodisparatetoco-existina worldconstantlyshrinkingasregardstimeand space?WhereonemighthaveexpectedChrist's Vicartosaysimplythatnosaneperson,letalonea Christian,canliveinthesameworldasmilitant atheism,thePopefromhiswatchtoweroflightand wisdomthrowsanewbeamofoptimismupona humanitygroaningunderloweringclouds.Itis possible,hesay,tohavepeacefulco-existence,on thebasisoftheprinciplesofBethlehem.Evenon alowerplaneitispossiblefortheopposingpolitical findthewaytotruepeace.Theremustbe built"abridgeoftruth"whichregardsmenfirstly asmenratherthanasfactorsinparticularpolitical alignments.

Theessentialsolidarityofthehumanraceisthe greatnaturalelementuponwhichthefoundations ofpeacecouldbebuilt.SoitisthatthePope deploresthenationalistictrendsinEuropewhich militateagainstorganicunification.Helooksnot onlytoferventbelieversbuttoallpeople-millions ofthem-inwhom"theimprintofChristispre- served."toworkforunity.TheChurchhasahuge contributiontomakeandmakesitwherepurblind politiciansdonotbantheinfusionofmoralprinciples intosociallife.Despitethedarkness,thePontiffsees "someprogressinthelaboriousripeningofpeace." Whatmosthamperstheadvanceistheacceptanceof warasinevitableinthemindsofmany,especiallyleaders.Deliverancefromfear,claimsthePope, mustbesoughtonhigherandmorehumanelevels"worthyofthemysteryofBethlehem."

TheScriptureoftentakes usintotherealmofmystical theology,andfromitwe haveproofthatthosewho loveGodwithalltheir capability,wanttohaveHis willprevailinsteadoftheir own,andareeagertobe conformedtoChristinevery possibleway,eventothe extentofsuffering,havea newbirthofloveinGod, andknowGodinaspiritual waythatmanyrarelyor neverexperience.

LoveofNeighbour

Supernaturallovecomes intoourheartswithsanctifyinggrace,anditresides chieflyinthewill.Religion maybeemotionalattimes, butitsproperdwelling placeisintheintellectand thewill.

OurloveofGodhasasits motivetheDivineGoodness asmadeknowntousby faith.Thereisnothing wronginlookinguponGod asthesourceofhelp,reward,orhappinessforourselves,butthevirtueof charitytowardGodgoes higherthanthisandloves HimforHisownsake.

GodIsGoodness

Thereisalsonothing wronginlovingtheattributesofGod,suchasHis omnipotence,Hisomniscience,Hisalmightyjusticeandmercy,Hispresenceeverywhere.AnyattributeofGodisworthyof adorationandlove,forG6d isabsolutelysimple,not dividedintoparts.Hisattributesdonotinherein Himasaccidents,butthey areGod.

"Wearetiredofbeing fobbedoff,"sayshisGrace, "andIsaythat,should anotherwarcome,andifit hastobefoughtoverseas, then-mythoughtatthe momentis-Iwouldfeel inclinedtocallonourown mentostayathomewhile thosewhodenyusjustice herecandothefighting overseas."

There-isnodoubtwhateverthattheArchbishop hasmadehisstatementin thisformsimplytodirect attentiontothestrengthof RomanCatholicfeelingon thissubject.Thatisthe wayinwhichitshouldbe accepted.Thereisreally noneedtolookonitas morethanagestureofemphasis.

Thepointwhichthe Archbishophasinmindis theessentialingredientof ademocracy,government accordingtothewillofthe majority,withprotection fortheminority,andwith justiceforall.

NotSatisfactory

RomanCatholicsareina religiousminorityinNew Zealand.Thismakestheir positioninanymatterdependentonapopularvote oneofrealdifficultyfor governments.

Butthatsimplyaddsto thenecessityforgiving considerationtotheir claims,especiallywhen thoseclaimsinvolveamatterofconscience.

Thecircumstancesmake itimpossibleforanygovernmenttodecideoract alone.Buttheydonot makeitimpossibleforany governmenttoact.

Yet,theyfind,astaxpayers,alargepartofthe moneynecessarytothe maintenanceofasystemof educationofwhichthey makenouse. TheChurchschoolsteach tothestandardsetbythe State.TheChurchschools areopentoinspectionby oftheStateschool system.

Theyaresubjecttodisciplineunderthesystem; iftheyarefoundunsatisfactorytheirregistration canbecancelled,which meansthattheirpupilscannotsitforStateexaminations.

Therehasalreadybeen someacknowledgment-an acknowledgmentvitallyimportantinprinciple-ofresponsibilitybytheState.A certainamountofassistance isgiventopupilsand schoolsoutsidetheState system.Conveyanceis

sometimesprovided,ora conveyanceallowancemade. Boardingallowancesare sometimespaid.

But,ofcourse,this,assistanceisinsignificant,by comparisonwiththecost. Moreassistancecouldbe givenand,itseemsonthe faceofit,shouldbegiven.

InEnglandandinWales, forexample,thelocaleducationauthoritiesmaintain, whollyorpartly,schools whosepremiseshavebeen providedbyavoluntary body,whichisusuallya Church.Taxesandrates areusedforwhichthe RomanCatholicChurch wantstaxestobeusedin NewZealand.

Thisdoesnotmeanthat NewZealandshouldnecessarilyfollowtheexample. Butitdoesshowthatin EnglandandinWalesthe sameproblemhasbeen facedanddealtwith.In NewZealand,despitethe factthattheStatehasacceptedsomeresponsibility inprinciple,theproblem hasnotevenbeenfaced.

ThetownwhereIlived wassituatedinavalley.It hadonlyoneentrance, whichwasaroughgravel road.Asitwasonlyasmalltowntherewasno firebrigade.Anyway,in thefollowingcaseevena firebrigadewouldhave beenuseless.

ItwaslateinJanuary andwehadhadnorain fortwomonths.Bushfires hadbeenburningsome milesawaybuttheydidnot worryusuntilabout10 o'clockinthemorningwhen astrongwindblewupfrom thewest.Anhourlatera firewasseenatthetopof thehill.Somehouseswere indangerofbeingburnt.

Thefirewasspreading furtherdownthehill.The mensaidtheycoulddo nothingtostopit.They burntthelonggrasswithin 10yardsofthehouses.A fewboysrodeupabush trackwithwaterbagsand buckets,buttheysoonreturned,blindedbythe smoke.

Theheatwasalmostunbearable.Thefirewasstill spreadingandwasbearing downonthetownfromtwo sides.Someofthepeople begantomovetheirfurnitureintothestreet.but mostjuststoodwatching theflames.At2o'clock thefirewasonly500yards fromthehouses.

Itwastheneveryone madepreparationstodesert thetown.Carswereloadedwitheverythingimaginable.Suddenlythewind changed.Itblewagainst thefirewhichgradually burntitselfout.

Itistruethatinthis countryCatholicchurches arefull,andthatgenerally thereismuchCatholicfervour;butitwouldtakea goodmanyyearsbeforethe effectsoflapsinginthewar generationmadethemselves felt.Moreover,wehave hadsincethewarandduringitanimmenseCatholic immigrationfromIreland andtheContinent.

IstheproblemwidespreadintheChurchtoday?Informationreceivedfrom Americasuggeststhatthe problemisfarlessacute there;butitmustberememberedthatreligionis stillastrongfactorin Americansociallife.Indeed,thewarandthepost-warinternationaldangerhave, itseems,ledtoaconsiderablereligiousrevivalinall communions

What,Ithink,iscertain isthat,despitespasmodic religiousrevival-among thinkingpeople,forexample,orwherespecialChurcheffortsaremade, whetherCatholicorAngiican--ourpeople,asawhole. hasbeensteadilydrifting intoa"couldn'tcareless" attitudeaboutthewhole subject.

Britain,itshouldberemembered,maintainedareligioustraditioninthe peoplegenerallyagooddeallongerthanmostofthe Continent.

Weneverhadanticlericalisminmoderntimes.

TheinfluenceoftheEstablishedChurch,withits well-educated,kindly,and gentlemanlyparson,ofState institutionsveryobviously partlyreligiousinsignificance,ofcustomslikethe EnglishSunday,andofthat "respectability"thatisso deartotheEnglishcharacter,maintainedapublicre-ligiousandmoralorderlong afterrealfaithwasweakening.

Peoplearemixedtogetherandsubjecttothe samemajorinfluences.This meansthatindifferent Catholichomes,parishes thatareoftenhardlymore thanMass-centres,schools which,evenwhenCatholic, areState-directedand taughtbyCatholicteachers subjecttopaganinfluences areeasilysweptasideby thecurrentindifference. easyjobsandgoodmoney.

Inotherwords,weare livingatatimewhenthe routinemethods,eve thoughfaithfullyandapostolicallycarriedout,maynotbeenoughtotrainour youthtoberesistanttoallpervadingpaganinfluence.
