Thetroubleoriginated lastFebruary,whenpolice tookasignreading"Chiesa diCristo"fromnearthe entranceofthebuilding, holdingthatthesecthadnot receivedthenecessarypermitforreligiousservices.

TheProtestantmissionaries,mostofthemTexans, broughtcourtactionagainst thePoliceCommissionerof Rome,arguingthathehad over-steppedhisauthority. Recentlythepublicprosecutorsubmittedhis"conclusion"upholdingthe church'sstand,andthe Protestant missionaries thereuponrestoredthesign toitsoldplace.

TheresultwasthatMr. Padenwassummonedto policeheadquartersand orderedtoremovethesign withintwohours.Whenhe failedtodoso, plainclothes policeappearedandremovedthesignforasecond time.

TheTexasmissionaries haveannouncedthatthey willconsulttheirlegalrepresentativestomakesure oftheirgroundbeforethey erecttheirthirdsign. The magistrate'scourtmeanwhilehasrebukedthe policecommissionerforexceedinghisauthority.

Observersherehave pointedoutthattheDepartmentofCultsinthe MinistryofInteriorhandles allsuchmattersinadiscretionarymanner. They saidthatfreedomofreligionisgrantedtoall, but eventheCatholicChurch, whichistheStateChurch inItaly, mustcomplywith manylegalregulationsand ordinances.

Theobserversstatedthat, forinstance, theCatholic Churchdoesn'tjustopen newchurcheswheneverand wherevershefeelslikeit, butmusthavetheconcurrenceandpermissionofthe publicauthority.
