Anewmissionwas beingplannedinNorthernAustralia,saidVery Rev.FatherJ.F.Hennessy,S.C.A.,inMelbournerecently.
FatherHennessy,referringtoprogressmadeduringtheyear,saidthat anotherhousehadbeen purchasedinSydneyandIt wouldfacilitatethetraining ofstudents.

COMMONWEALTHPOWERLIMITED
Foraquarterofacenturybeforetheyfederated theneedofacentralnationalauthoritywasincreasinglyfeltfornationaldefence,fortheregulationoftradeandforuniformityofimmigration laws.Addedtotheseconsiderationswasthedevelopmentofanationalisticspiritinliteratureand popularaspiration.
WhentheFoundingFathersmettowieldanation theywerecautiousintheapportionmentofpower. TheCommonwealthwastoexercise39specific powers(andsomeoftheseonlybythegraceofthe States).Chiefamongthesewere:trade,defence, money,marriage,externalaffairsandmigration.
ButitwasclearthattheframersoftheConstitutionintendedtheStatestoremainassovereign authoritiesfromthepowerswhichwereformally vestedinthem.Wherethewholebusinessfelldown wasinthedivisionoffinancialpower.Therewas. apparently,insufficientrealisationthatwhoever heldthepursewouldeventuallycallthetune. Section109oftheConstitutionleftthewayopen tokicktheStatesrightoutofthetaxationfieldthewarin1942gavethepretextwhichhasnow becomeaviciousreality.
DEAKINSOUNDEDWARNING
Onlyoneman,AlfredDeakin,advertedtothe danger.Rememberingwhatthepoweroftaxation hadmeanttotheHouseofCommonsinEngland, hewarned:" thepowerofthepursewillin Australiaultimatelyestablishtheauthorityofthe Commonwealth.Therightsoftheself-government oftheStateshavebeenfondlysupposedtobesafeguardedbytheConstitution.Ithasleftthemlegally free,butfinanciallyboundtothechariot-wheelsof theCommonwealth."
Soithascometopass.Theencroachmenthas beenaprocessofgradualism,tooslowtobepainful. Ithas,moreover,representedanunfoldingofpower whichwaspotentialintheConstitution,sothateven ifithadbeenresented,noonecouldraisethecry ofillegality.Whathasbeendonehasaccorded withthelaw,buttherearemoralviolationswhich havevirtuallyreducedtheStatestohangers-onof Canberra.Indeedoneofourlocalpoliticiansspoke enthusiasticallytheotherdayofthefastapproachingtimewhenAustraliawouldhavebut oneParliament.ItwillbeasorrydayforAustralia!
STATESINCREASINGLYFETTERED
EvensinceUnformTaxationcameintobeing in1942,theStateshavehadtogohat-in-handto Canberraforthefinancingoftheirmostessential needs.AndaPrimeMinisterofthecalibreofthe lateJ.B.Chifleycouldsayopenlyandwithoutfear ofreprisalthathewasnotinterestedintheStates. Thereisnodoubt,now,inanymindwherethe sovereigntyofpoliticalpowerlies.Itisabitter reflectionthatallthisshouldhavedevelopedina littlemorethan50yearsaftertheframingofthe FederalConstitutionwhichwastoprotectState sovereignties.
True,theStatesstillretaingreatpowerswhich affectthepersonallifeofthecitizenfarmore intimatelythanmanyofthepowersoriginally grantedtheCommonwealthorsubsequentlyexercisedbyit.Theadministrationofland,agriculture, irrigationanddrainage,education.health,transport, housingandpoliceareamongthegreatvarietyof subject-matterwhichtheStatescontrol.But Canberra,throughitsoverallcontroloftheprincipal sourcesofrevenueavailabletotheStates,has increasinglyfetteredtheirlibertytomaketheir ownpolicydecisions.
Therewasrecentlyablatantexampleofthisin thematteroftheStateHousingCommission'sflat projectatSubiaco.Ithoughtandsaidatthetime,
andIstillbelieve,thattheadventurewasafoolish one.Butthefactremainsthatitwaswithinthe competenceofStatepowertotakethedecisionand tobuildtheflats.However,theStateGovernment hadtogotoCanberraforthemoneyandCanberra wouldnotadvanceitbecauseitdisapprovedofthe flats.ThatwasaclassicexampleofStatepowers beingstultifiedbyFederalfinance.
FATALRESULTSOFFRUSTRATION
Itisbutasmallfacetofageneraldenialtothe StatesbytheCommonwealthofallsenseoffreedom andresponsibility.Inthelongrunthepossession ofpowerandtheinabilitytoexerciseitwillbeused asacardinalargumentfortheabolitionofState Parliaments.So,whileconstitutionallytheStates havesovereignrights,theyareunabletoemploy hemasindependententities.Theyarecompelled tosuehumblyatCanberraforthemoneytoimplementtheirpoliciesandCanberragrowshaughtier andmorearrogantasitsappetiteforpower increases.
Ontheotherhand,thefeelingoffrustrationand angergrowsastheStatesareforcedmoreandmore intothepositionofmereinstrumentalitiesofCanberra.ArchbishopMannix,whohaswrittena tellingarticleonthissubject,attributestheindifferentperformanceofthenationinthevital fieldsofmigration,primaryproduction,landsettlementandnationaldevelopmenttotheenfeeblement oftheStates.
POPEDELINEATESNATURALLAW
Itisidletodenythatmanyfavourpolitical centralisationandbytheirnumbersorinfluence theyareaneffectiveforcetohinderthesummoning ofaconventiononconstitutionalreform.Theproposaltoextendandconsolidatecentralpolitical poweristantamounttosettingupadictatorship underademocraticfacade.ThatiswhyCommunists,true-blueSocialistsand"pinks"ofevery varietyleantotheproposal.
Thenaturallaw,clearlyenunciatedbythePopes intheirsocialEncyclicalsleavesnoroomfordoubt wheretheChurchstandsonthisissue,sovitalto thefutureofourcountry.PopePiusXIepitomised theissueinanimmortalsentence:"Justasitis gravelywrongtotakefromindividualswhatthey canaccomplishbytheirowninitiativeandindustry andgiveittothecommunity,soalsoitisaninjusticeandatthesametimeagraveevilanddisturbanceofrightordertoassigntoagreaterand higherassociationwhatlesserandsubordinate organisationscando."
WHEREONUSOFPROOFLIES
Knownastheprincipleofsubsidiarity,thatisa measuringrodofagreatmanymatters,socialand political,inourtime.ThePopewentontosaythat bylettingsubordinategroupshandlemattersand concernsoflesserimportance,itavoidsdissipating itsowneffortswhichshouldcentrearoundaffairs ofhigherstatecraftalone.Agraduatedorderof thatsortwouldclearlymakeforahealthier,stronger andmoreeffectivesocialauthority.
Itisimportantalsotonotethatinhisfamous encyclical(QuadragesimoAnno)thePopewasdealingspecificallywiththerelationsbetweenaState anditssubordinateauthorities.Itapplieswitheven morecogentforcetotheissueunderdiscussionhere. Ithasreference,too,tothebalanceofpowerbetweentheStateandlocalgoverningbodies,voluntaryassociations(suchasunions)rightdownto thebasiccellofsociety-thefamily.
UnhappilyinAustralia,thenumberofsubsidiary bodiesbetweentheStateandtheindividualfamily arefewandnotstronglydevelopedasinEngland andvntheContinent.ThispaucitymakesitinevitablefortheStatetoarrogatemaximumpowerto itself,andhencefortyranny.Where,however,the diffusionofpowerispossibleandthereiscontention aboutdefinitivespheres,ArchbishopMannixdeclaredthattheburdenofproofalwaysrestswith thehighergovernment.
NOQUESTIONOFINEVITABILITY
Thereare,unhappily,manypeopleinthiscountry whoclaimthatthetrendtounification,eveninits mosthorridextremeofCommunism,isinevitable. Itwillassuredlybesoifthiskindofdefeatismis allowedtoflourishunchecked.Itisacontention withoutmeritofanykind.Itmerelyarguesintellectualinsolvencyandslothofwillinitsprotagonists.Politicaltrendsmaybetosomeextent inthenatureofaccidentswhichexceedtheir visiblecause(asinthecaseoftheReformation), butmostlytheyaretheresultofdeliberatedesign. Itispossibletomouldpoliticalinstitutionsaccordingtorationaldesires.
Norisstronggovernmentthesamethingas centralisedgovernment.Forthelatterbyits entanglementinahundredandonethingswhich donotconcernittendstogrowdebilitatedand theinstrumentofthousandsofofficials.Andno oneinhissenseswillcontendthatabureaucracy isabulwarkofhumanliberty.
TheRoyalCommissionontheConstitutionwhich satin1929claimedthat,"wherethereareadequate powersofself-government.thereisscopeforpublic spirit,localpatriotismandlocalknowledgewhich Continuedfootofnextcolumn
Onthepartofmanyunknowingly,thebirthof ChristOurLordwillbecelebratedineveryhome. Foradisturbingnumberthedayhaslostsignificance, foriftheyknowthatitisthebirthdayofagreat mantheydonotknowthetremendoussecretofthe God-made-manbornofavirgin.InChristmasis focussedthehighpointsinthetragedyofsecularism -thateachdaythousandsofmendiewithouthaving hadanyadequateideaofwhytheywereborn.Life indeedisamystery,butnotonesoheavilyshrouded thatthemainoutlinesofpurposeanddirection cannotbediscerned.If,evenwithsupernatural aids,itisdifficulttoseeandtofollowwithresolutiontheDivinePlan,whatchancehavethemenof ourtimetowhomthelightofreligioniseither positivelydeniedorinferentiallymadeofno account?
Theaspectoftheworldtodayispainfullylike theworldintowhichtheChristChildcameonthe firstChristmasnight.Thesocialfabricofthat worldrestedsecurelyandindefinitelyuponthe immemorialinstitutionofslavery.Inourtimevast massesofpeoplehavebeendrivenbackintoa conditionwheretheirprimaryrightsaresetaside andlibertyisdeniedthemasafolly.Inthattime, too,HerodsoughtthelifeoftheChildtoquenchit. Todaytheleadersofsome800,000,000peoplehave asaprimaryconcernthedenialoftherightto believeandliveaccordingtotheChristiancode. Inbothcasestherewasontheonehandprofound spiritualdarkness,andontheothermenvaunting emptilyabouttheirownprowessandprogress.Pride wasandisenthronedforthedeificationofman.
ThatisthebitingironyofChristmas,forman isintruthdeified,butonlyintheWordmadeflesh. Hewasaverydaring kookaburraandashesat ontheedgeofthebranch hisfriendCurlyKookaburraflewby.

Aboutfourdaysafterthe incidentofthefireinthe bushIheardthattheEsmondfamilyweredesperatelyinneedoffood,money andclothing,soItoldall thepeopleIknewoftheunluckyfamilyandasked couldtheycontributeany smallthingtowardsthepoor people. Inaweek'stimeIhad collectedalargecaseof clothes,£40andabigbox ofgroceries.Amillionaire wholivedapproximately 20milesfromEsmond's, contributed£100tothe causeafterthenewsreachedhim.
AweeklaterItookthe giftstoMrs.Esmond,and shethankedmeforallI haddoneandaskedmeto take£5outofthemoneyI hadgivenher,butIrefused politelyandtoldherIcould notacceptsomuchforthe littlebitIhaddone.
