Thestrike-supportedby theAustralianCouncilof TradeUnions-wascaused bythegovernment'sdevisiontoabolishthepresent systemofhiringwaterfront workers,thenewspaper pointedout.
Thissystem, legalisedin 1942,providedforthe hiringofallstevedoring labourinAustralianports bytheWatersideWorkers' Federationratherthanby employers.Quotasofnecessarylabourweresetbythe AustralianStevedoringIndustryBoardandtheunion Wasobligedtoadmitnew membersuptothelimitof thequota.
The"CatholicWeekly" admittedthattheunionhad not"metallitsobligations inimportantcases,butaimeditsmaincriticismatthe governmentfortryingto dealwiththeproblemof recruitinglabourwithout tacklingbroaderissues.it alsoaddedthat"theemployerelement must acceptabigdegreeofresponsibility."
Thepapersaidthatimportantrecommendationsof theStevedoringBoardand independentobserversin regardtowaterfrontconditionshadnotbeeniinplementedandthatobviously neededreformsandinnovationshadnotbeenattempted. But,itadded, the governmentsuddenlyacted inregardtooneelement only-thehiringoflabour.
Whateverthefinalsolutionofthepresentdispute, "TheCatholicWeekly" asserted,majorreformsare

"ThewelfareofAustralia requiresthattheexisting disputebecontainedand solved, andthattheoverall reformoftheAustralian waterfrontbeundertaken aseffectivelyandexpeditiouslyaspossible,"thepaper concluded.
Iturgedthatgreater powersbegiventothe StevedoringBoardwhich,
