andmanypriestsfrom neighbouringparishes.

Inhisopeningaddress, FatherChokolichexpressed gratitudetoHisLordship, BishopGoody,andhis warmestappreciationofthe helphehadreceivedfrom thelocalRoadBoard,the W.A.LimestoneCo.(headedbyMr.P.DellaBona), Messrs.V.Salpietro,B.Cattalini,M.Ravonich&Sons, M.Vidovich,S.BartulovkhandJ.&E.Hughes. BishopGoodyspokeof theenormousamountof workdonebytheparish priesthimself,whichreducedthecostofthebuilding bymanythousands.Healso remindedhislistenersof thesavingtotheGovernmentthroughsuchundertakingsasthat.

TheRequiemMasswas celebratedbytheV.Rev.E. Sullivan,wholaterconductedtheburialservice.

TheV.Rev.J.P.Wilkinson, CM,theRev.J.Bourkeand theRev.W.Foley,were alsopresent.Thestudents ofSt.Charles'seminaryand membersoftheclergysolemnlychantedtheBenedictus.

Morethan450peoplewerepresentin theEmbassyballroomonWednesdayevening,Nov.3,whentheNCGMgirlspresented theirFashionFestivalinsupportoftheir Healsonmodestyofdress.

Intheopeningaddressof theevening,thediocesan president,MissPegColteran,saidthatinmanycases itwasnotthestylesworn whichoffendedbutmore oftenthewayinwhichthey wereworn.

Inaparadeof65outfits thepublicwereshown fashionssuitableforevery occasion,daylighttodusk, sportsortheformalouting.

LeadingmodelsPatGordon,GeraldineBahenand JennyGuhlwereablysupportedbythefiveNCGM modelsspeciallytrainedby PatGordonfortheoccasion.

OnSundayabout300 Polishmigrantsassembled atKarrakattatohonour theirdeadrelationsandto prayforthesoulsofall thefaithfuldeparted. ThePolishCatholiccommitteewereresponsiblefor decoratingsome30graves.Landwasbought,wreaths wereplacedandthenationalcrestwaserectedon eachgrave.Thegraves weregrassedandcement tilessurroundeach.

Aprocession,ledbythe Rev.J.Gaykowski,was formedatthecemetery gatesandonitswaytotheir portioninthecemetery,it

-RecordPhotoService stoppedatfivestations.At eachstationhymnswere sung.Betweeneachstation theRosarywassaid-adecadeforeachstation. Thestationscommemoratedthedead:Bishopsand clergy,parents,relatives andbenefactors,allburied inthecemetery,andall soulsinPurgatory. Atthefifthstation,asermon,waspreachedbythe Rev.W.Dzieciol.The preachersaidthatofthe 10,600peopleburiedthere, 33werePoles.Theycame fromGermany,Siberia, Africa,someofthemwar veterans.

Deceasedwasbornat PottsPoint,Sydney,NSW, andlatertookupresidence inthisState.

Mr.Chauncyhadbeenill forsometimepriortohis death.Heissurvivedbya widowandfivechildren: Patricia(Mrs.G.Seeberof WestLeederville),John(St. Patrick'scollege,Manly, NSW),Margaret,Violetand Arthur,whomourntheloss ofadevotedhusbandand father.

ThelateMr.ChauncyenlistedinthefirstAIFatthe ageof18yearsandserved withthe60thbattalionfrom 1916to1919.

InthesecondWorldWar heservedwiththeHome ForcesandlaterwentoverseaswithANGAU,New Guinea.

Hewasemployedinthe PMGDept.,andlateratthe PerthWeatherBureau,and endearedhicnselftomany byhisunassumingand kindlydisposition.

Thehighregardinwhich hewasheldwasexemplifiedbythelargecongregationpresentatRequiem MassatSt.Brigid'schurch, WestPerth,andlaterat thegraveside.

Theprocessionmovedintothechurchledbycrossbearer,andacolytes,followedbytheimageofSt. MariaGoretticarriedby fourHolyAngelsinred cloaks.Thenfollowedthe firstCommunicants,girls leadingtheboys.

Theparishpriestwas followedbytheimageof ourBlessedLadyonagold andsilverbier,carriedby fourChildrenofMaryin bluecloaks.Thesimple, colourfulprocessionmoved intothechurch,thechoir renderingthehymntoSt. MariaGoretti,andthechildrensettledintheirplaces tothestrainsof"Holy Mary,MotherMine."

Atthepropertimethe boys,followedbythegirls, receivedtheirfirstHoly Communionveryreverently.Attheconclusionof theMasstheRev.R. O'Reillymadethanksgiving withthechildren.The colourfulprocessionmoved outofthechurchtothe strainsof,"Iamalittle Catholic."

Thechildrenretiredwith theirparentstotheschool wheretheSistershadpreparedasumptuousbreakfast.DuringtheMassthe choirsanghymnsappropriatetothegreatoccasion.

FatherO'Reilly,inspeakingtotheparents,remindedthemthatthemostpowerfulweaponattheircommandisgoodexample. Goodexamplefromparents waslikeasacredauthority. Childrennaturallylooked uptotheirparentsastheir idealofChristianconduct. Hence,exemplaryconduct byparentswasforchildren thebestofallinstructions, andthemostefficaciousof allpreaching.

Moreover,onmoralgrounds,oncetherightof theStatehasbeenrationallyestablished,thereremainstheobligationofpayingequitablecompensation.AndinthisconnectiontheStateGovernment hasbynomeansagoodrecord.Iunderstandthat nolessasumthan£1,000,000isoutstandingfor claimscoveringresumedareasinQueen'sPark, Maniana,KwinanaandtheCockburnSoundareas. IalsorecallreadingthattheGovernmentispreparedtopayonlysome£200,000insettlementofthese claims.

Itsemisthat,tosatisfythedemandsofjustice. compensationshouldbemadewithdueregardto rulingmarketrates.Presentlegislationprovidesfor ajudgeandtwoassessorstoironouttheseclaims, huttheprocessisinvolved,oflongdurationand liabletocosttheclaimantalotofmoney.

InQueensland,Iunderstand,suchmattersare handledmuchmorefairlyandexpeditiouslyand neworamendedlegislationmightwellbebasedon theproceduresinfqrcethere.

Veryconsiderabledissatisfactionalsosprings fromthemethod(orlackofit)ofnotifyingpeople theirpropertyistoberesumed.Iknowpersonally ofcaseswhereresumptionwasgazettedinOctober andownershavenotyetbeennotified.Acomplete changeinthemethodsofresumptionmightbring aboutadifferentattitudeintheGovernmenttowardsthewholequestionandpreventanarmyof bureaucratsfromdominatingindividualcitizens.

SomePrinciplesAreRestated

Itmaybeaswelltosumupsomeconclusions:

1.TheStatehastherighttoresumelandwhen andwhereitcanbeshownthattheresumptionis forthecommongood.

2.Property,beingakeyfactorinthewelfareand stabilityofasanesocialorder,theStateshould haveseriousrespectfortherightsofindividual ownersandespeciallyoffamilygroups.

3.Areasonproportionatelygravetothelossand inconveniencewhichmayresultfromresumption shouldbeestablishedbytheStatebeforeresuming land.Thisimpliesthatnoalternativeplancould heimplementedwhichwouldservethesamepurposewithoutoccasioningthesameilleffects.

4.Wherethepropositionappearsinevitable,such methodsshouldbeappliedtogivethegreatestconsiderationtothefinancialinterest,convenienceand alternativeprospectsofthosewhoselandisresumed.

5.Compensationshouldbeassessedbyanindependentauthoritywithstatutoryobligationtoregardprevailingmarketvalues.

Evenso,iftheseandbetterprinciplesbescrupulouslyobserved,resumptionofproperty,likewar andstrikes,shouldberegardedonlyasanoccasion oflastresort,ayerythingofanalternativenature havingbeentriffdandfoundwanting.

Theissueofresumptionis,unhappily,paramountlyaquestionwhereanounceofmoralprincipleis worthatonofpoliticalexpediency.And,tragically, inourpubliclifethetwothingsco-existinabout thatproportion.

Thereisadelusion,deepeningwitheveryhalcyon day,thatbiggerprofitshavesomehowmellowedthe machinationsofthecapitalistandmadeimpotentthe mouthingsoftheagitator.Itseemedthat,evenif wecouldn'tbesureofpeace,d'ecouldgrapplepros- peritytooursoulswithhooksofsteel.Unemploy-menthaddisappeared,thehousingsituationwas lesstense,andwhilemarginswerenotallthatcould beexpected,mostpeoplemanagedtomakeends meet.Inthemidstofthispleasant,corrosivedream thewharveswereimmobolisedandthePrimeMinisterdeclaredthatthewaterfrontstrikewilland mustbebroken.InfluentialsectionsoftheLabour Partyhavebackedthestrikersconditionallyandthe wholethingcouldnothavebeenbetterarrangedfor Dr.H.V.Evatt.

Itisdifficultatanytimetoarriveatareasoned, objectivejudgmentofsuchsituations,largelybecauseoneisnotinpossessionofallthefacts.In thepresentinstancethemainoutlinesappearrelativelyuncomplicated,exceptforthedistortionsof propagandaonbothsides.Whatdoesmuddythe wellsisthepasthistoryoftheWatersideWorkers' Federation,whichhasforsolongbeenatoolofthe CommunistParty.SinceDr.Evattsawfittoattack theVictorianIndustrialGroupsasbeingunderthe dominationofCatholics,itmighthavebeenequally importanttohavementionedtheanimatingprinciple oftheWWF.Thestrikecouldnotreasonablybe condemnedoutofhandonthatgroundalone,for Communistsnotablycapitaliseonrealgrievances.

Sothat,forthesakeofobjectivity,letitbesup- posedthattherighttoselectWharflabourisagood andvalidonewhichtheFederalGovernmentispro- posingtoabrogateoratleastseriouslytomodify. FromtheCatholicpointofview,themoralityofthe situationmaybetestedbythequerywhetherevery possibleavenueofconciliationhadbeentriedbefore strikeactionwasdecidedupon.Anotheroneiswhetherthegoodeffectstobeanticipatedasaresultof thestrikewilloutweightheevilsintermsofunemploymentamongnon-strikersandeconomicloss ofgiganticproportionstothenationatlarge.Further,ifthePrimeMinister'scontentioniscorrectand thestrikestemsfrompoliticalandnotindustrial causes,thestrikerswouldseemhardpressedfor justification.

ItwouldappearverydoubtfulwhethertheWWF claimtotheexclusiverecruitmentoflabourcould, inanyrationalsense,bedubbeda"right."Evenif long-standingasacustom,itsusehasscarcelybeen consecratedbythefailuretofulfilportquotas.On theotherhand,Mr.Basten,theEnglishauthority, wasctriticalofportconditionsuptoapointand perhapsthesedefectsshouldhavebeenremedied. Putwould"amenities"besufficientgroundsfor striking?Perhapsifthemenreturnedtothework andtheGovernmentdeferreditsBillpendingan exhaustiveenquiry,itwouldrepresentafaircompromise.Itwouldcertainlybeagreatbenefittothe Australianpeople.

Onthismatteroffearin generalalotoftwaddleis talkedthesedaysparticularlybyhalf-bakedpsychologistsandthethoughtless clientelewhofollowthem unquestioninglyasthough theywereprophets.They givetheimpressionthat fearofanykind,fearof

Butthisisnonsense.For fearisdeep-seatedinthe natureofman,andwhatis deep-seatedinournature cannotbeunworthyofus. Infact,fearisthenormal protectoroflife,ofour bodilylife,ofourrational lifeand,inasense,ofour supernaturallifewhenany oneoftheseisindanger.

Therearetwokindsof fear,fearofterrorandfear ofcaution.Fearofterror isirrationalandtobechecked.Fearofcautionsaves. Itiswithusconstantlyin regardtothelifeofthe bodyandofthemind.As soonasanythreattoeither approaches,thisfearcomes totheforeandsavesus. Whydowelookrightand leftbeforewecrossabusy intersection?Becausewe fearanaccident:notafear ofterrorbutofcaution,not adisturbingfearbutasavingfearinmomentsofpossibledanger. Itsavesourbodilylife dozensoftimesadayfrom injury,diseaseordeath. Whydoyouputyourmoney inthebankratherthan leaveitonyour'doorstep?

Fear,nodoubt.Whydo youkeepwithinthespeed limitwhendrivingyour car?Fearofhurtingsomebodyor,perhaps,ahealthy fearofthespeed-copsbehindyou. Thecorrespondingfearof cautionforthelifeofour soulsweshouldalsocherish,andthemanwho scornsit-asitwouldseem yourneighbourdoes-isas foolishasthemanwho, withoutnecessity,blithely entersaburningbuilding. UNuofBurmahasraised hisvoiceagainstpeoplewho demandthatBurmabedeclaredanofficialBuddhist state.

Thisdemandwasmetby thegovernmentwithaban onallreligiousinstruction instateschools.

Thepriest-workermovementwasstarted,hepointedout,inageneration which,byitsintellectual environmentandhistorical circumstances,wasinclined toquestioneverythingand toacceptauthorityonlyinsofarasitagreedwithits personalviews.

Becauseofthesethings, hewenton,therewere provendeviations,responsibilityforwhichisimpreciseandwidelyshared.The Churchwasthereforeforced tointerveneofficiallyand setmattersright.

Theconditionslaiddown bytheChurchforthissort ofministry,henoted,were thechoiceofpriestsforit bytheirBishops,proper training,limitedhoursof work,noinvolvementin non-religiousorganisations andattachmenttoacommunity.

Itisnowaquestion,the Cardinalsaid,ofrecoveringtheinitiativeonthe partofthepriest-workers whoacceptedtherulingof theChurchandofworking inacommonmissionaryeffortwiththeparishclergy andthelaymenofWorkers'CatholicAction.

TheCardinalannounced thathehadalreadyasked anumberofpriestsina districtofhisdiocese,along withagroupofWorkers' CatholicAction,toreceive communitiesofworking priestswhowillfunction

NothingwhichIdidcomparedwiththeeffortsof thousandsofrankandfile unionistsofallreligiousnersuasions-andofnone. NorwasIattacked,intimidated,victimised,expelled frommyunionanddriven frommyjobassomanyof themwere.

Tosaythatinthisgreat crusadeIwasthe"master mind,"asMr.Dougherty does,istoimporttheatmosphereofatwopenny noveletteintoalife-anddeathcontroversy.

Itisaverydifferentpicturetoday.Manytrade unions-particularlyonthe waterfront-havealways remainedinthehandsof theCommunists.Theuseof thesectarianweaponhas allbutdestroyedtheunity oftheopponentsofCommunism.

Inthosecircumstances, thoseunionswillnotberegained.Inmonthstocome, othertradeunions,which werebroughtback,willfall toCommunismagain.The sectarianpoisonwillcontinuetowork.Letusbe undernoillusionsastowho firstusedthisignobleweapon.

Thereisnothinginwhat hasbeensaidbytheLeader oftheOppositionandhis supportersinrecentdays aboutmyfriendsandmyselfwhichhasnotbeensaid intheCommunistpressfor monthspast.

Finally,mayIattemptto bringagrainofsanityback intoafastdeterioratingsituation.Becauseoftherapid unificationofpartsof South-EastAsiaunder ChineseCommunism,this countrywillfaceafundamentalmilitarychallenge toitsveryexistencewithintwenty-fiveyears.Ifall Australianswereunited, ourbackwouldstillbeto thewall.Butifthetrade unionsaretofallagainto Communism,andifthe nationistoengageinfratricidalstrife,becauseofthe calculateduseoftheweaponofsectarianism,wecan rollupthemapofAustralia.Itwillnotbeneeded again.

Littleneedbeaddedto this.Thesemen,Catholic andnon-Catholicalike, bandedtogetherwithinthe TradeUnionstoinjecta saneChristianoutlook,a senseofjusticeandfreedomandtruedemocracy intotheorganisationsto whichtheyalreadybelonged.Wasthereanycrimein this?Shouldtheyrather haveallowedAustraliago thewayofChinaandthe "ironcurtain"countries wherethereisnotavestige offreedpm?

Itwastheirperfectright, itseemstome,andtheir dutyalso,tousetheir rightsascitizensandtrade unioniststopreventasmall cliquefromfoistingonto Australiaawayoflife-or ratherawayofslaverywhichisanti-democratic,anti-Christianandthoroughlyanti-Australian.

Tosuggestthatthese men,manyofthemstout Protestants,weretryingto captureAustraliaforthe Vaticanis,ofcourse,the heightofnonsense.

Mr.Gilhooleyiswrong againwhenhestatesthat theanti-LabourCommonwealthGovernmentrefusestoallowanyofits rentalhomestobesold directlytothetenanton anytermsatall,formy copyoftheCommonwealth andStateHousingAgreementshowsthatitwas passedin1945whena Labourgovernmentwasin powerbothinCanberraand Perth.

Inadequatelyversedin thescientificbackground ofthesubjectandappar-

BothPopestaughtthe ChurchthatBiblereadingandmeditationisoneofthe surestremediesagainstthe evilsoftheday.ThebeautifulwordsofPiusXIIcitingSaintJerome,areworth quoting:"Peoplewillknow theauthorofsalvationmore fully,lovehimmoredearly, imitatehimmoreloyally themoretheyaredrawnto studyandknowandmeditatetheHolyScriptures,especiallytheNewTestament,because,asJerome says,Ifyoudon'tknowyour Bibleyoudon'tknow Christ."
