thetheoreticalquestionof whatacountrymaydoifit findsitself, infact, overpopulated, theinteresting thingabouttheconference wasthat, onthequestionof whetheranycountrieswere infactoverpopulated, the advocatesofthepointof viewgenerallyknownas "Malthusian"foundthemselvesoutnumbered,*encircledandforcedtoretreat.
Anglo-AmericanFad
Theword"Malthusian" shouldmean,strictlyspeaking,onewhofollowspreciselythedoctrinesofMalthus. Malthus'writings were,onmanyimportant points,soobscureandevasivethatitisdifficultfor anyonetofollowhisopinionsprecisely.
Althoughhedisbelieved thelargerpartoftheAnglicanfaith,Malthuswasnot anadvocateofcontraception,asaremostofthose whousehisnamenowadays. Theword"Malthusian," however,bycommonusage, ratherthanbyliteraryaccuracy,hascometobeappliedtothosewhofearan increaseofpopulation,and whoseektopreventitby advocatinganincreaseduse ofcontraceptives.
Malthusianadvocacyis largelyanAnglo-American phenomenon.Insidethe UnitedStatesithaslargely ceased,andthesizeofthe Americanfamilyhasgreatlyincreasedduringrecent yearscontrarytotheexpectationsofalltheexperts.

Inanycase, eventhe mostsecularistMalthusian feelsacertainchangeof atmospherewhenhecomes toRome;itwasmovingto seehowdeeplysomeofthem respondedtothepersonal sanctityoftheHolyFather whentheyreceivedhis benedictionattheaudience inSt.Peter's.
TheconferencewasopenedontheCapitolineHill, bythereadingofamessagefromtheSecretaryGeneraloftheUnitedNations.Insteadofthepolite mumbo-jumbowhich is commonontheseoccasions, Mr.Hammarskjoldsenta messagewhichmadeevery delegatesitupinhischair.
