ArchbishopO'Haraisland.Inallthesematters goingtoLondoninanondiplomaticcapacity, but thereissomespeculation thateventuallythestatusof theApostolicDelegatemay beelevatedtothatofanInternunciature.Thiswould endtheanomalyofBritain havingadiplomaticrepresentativeattheVatican

Finally,onNovember11, 1920,PrimeMinisterLloyd Georgeannouncedinthe HouseofCommons:"His Majesty'sGovernmenthave decided,afterfullandcarefulconsideration,thatitis desirableinthepublicinteresttocontinuethediplomaticrepresentationofBritainattheVaticanwhich hasbeeninexistencesince thefirstyearofthewarand hasbeenattendedwith beneficialresults."

SincethatdayBritain's LegationtotheHolySee hasbeenonapermanent footing, andhasbeenoccupiedbyasuccessionofdistinguishedMinisters. However, nofullfledgeddiplomaticrepresentativehasyet beennamedtoLondonby theVatican,norwasituntilNovember,1938,thatthe PopenamedhisfirstApostolicDelegatetoBritainin thepersonofArchbishop WilliamGodfrey. Onereasonforthedelay inmakingthisappointment wasthat, assomehaveinterpretedtherulesofdiplomacydrawnupatthe CongressofViennain1815, aPapalNunciomustbe deanofthediplomaticcorps inanycapitalwhereheis accredited.Itwasnot thoughtappropriatetohave aPapalNuncioasdeanof thediplomaticcorpsina Protestantcapitalsuchas London.

Thatiswhythereare ApostolicDelegatesandnot PapalNunciosintheUnitedStates,Canada, andAustraliaaswellasinBritain. Itwould, however, now becomepossibletoovercome thedifficultiesarisingfrom thediplomaticprecedence ofaNunciobyappointing anInternuncio, whohas diplomaticstatus.Theother obstacle-thataBritishsubjectshouldnothavediplomaticstatusinLondon-has disappearedwiththeappointmentofanArchbishop asApostolicDelegatewho isnotaBritishsubjectlike hispredecessor.

LONDON,July8.-A atheisticpropagandamay beexpectedinRedHungarysooninanewdrive tounderminethereligiousloyaltyofthepeople, bothCatholicsandProtestants.

Thenewanti-religious campaign,accordingtowellinformedsourceshere,isto becarriedoutunderthe auspicesoftheHungarian AcademyofSciences,which recentlyhelditsannual meetinginBudapest.

Secondly,whileBritain's missiontotheHolySee necessarilyhadadiplomatic character,therewerevariousreasonswhythesame charactercouldnotatfirstbe giventothemissionofthe HolySeeinLondon.There weregoodreasons,too,for choosinganEnglishman, suchasArchbishopGodfrey,asthefirstenvoyof thePope,butitwasnot thoughtproperforaBritish subjecttohavediplomatic statusinLondon.

Bothdifficultieswere overcomebytheappointmentofArchbishopGodfreynotasPapalNuncio butasApostolicDelegate.A PapalNuncioalwayshas diplomaticrank, butan ApostolicDelegatenever.

Nevertheless,thereremainedanincreasinglylarge numberofsubjectsonwhich itwasdesirablethatthe UnitedKingdomgovernmentshouldbeincommunicationwiththeVatican.Theseweretheyears, inthesecondhalfofthe lastcentury,ofthegreat expansionoftheCommonwealth.

Manylegalproblems werethenarising-forinstance,inMalta,wherethe canonlawoftheChurch continuedtobegiventhe supportofthecivillaw. TherewerecomplicatedrelationswiththePortuguese intheArchdioceseofBombay.Therewereproblems inFrenchCanada,as,for example, overthequestion ofthelanguagesusedand taughtinCatholicschools.

Mostdelicateofallwere thequestionsconcerning Ireland,andthepositionof theIrishclergyinissues betweenBritainandIre

OneoftheseCardinalsin the1880'swasCardinal EdwardHenryHoward,a grandsonofthe12th.Duke ofNorfolk,wholeftthe BrigadeofGuardstobecomeaCatholicpriest,and wasordainedinRomejust 100yearsago.Afterordination,butbeforehebecameaCardinal,hecarried outanimportantmissionto IndiaonbehalfofthePope.

IfformaldiplomaticrelationsbetweenBritainand theHolySeedidnotexist inthosedays, itwascertainlynotforlackofgoodwilloneitherside. In 1887,forexample,Queen VictoriaandPopeLeoXIII bothcelebratedjubilees, and eachsentaspecialdiplomaticmissiontotheother toconveycongratulations.

Theydidnotdreamof doubtingtheCalvinistdoctrines,uniformlyheldby PresbyteriansandCongregationalistsalike.
