Onecongregationofparticularinterest,asweshall seelater,wasthatat Scrooby,inNottinghamshire.There,WilliamBrewsterandJohnRobinsonhad builtupasocietyofIndependents,ofwhichBrewster wasthe"RulingElder" andRobinsonthe"Minister."
In1808thisgroupwas forcedtofleethecountry toAmsterdam,andthence toLeydon,inHolland, wheretheylivedaccording to"congregational"principlesforabouttwelve years.
IndependentsRule
Meanwhile,inEngland theIndependents,whether on"Presbyterian"linesor "Congregational"lines,continuedtoincreasein strength.FinallytheysecuredcontrolofParliament, andsentbothCharlesIand ArchbishopLaudofCanterburytotheblock.
TheseleadersofStateand Churchhavingbeengot ridof,theCommonwealth Periodsucceeded,under OliverCromwell'sProtectorship,andlastedforelevenyears.
Thismeantthevirtual establishmentofIndependencyasthenationalreligion.Itdidnotmeanthe vindicationofdemocratic liberty,whetherpolitically orreligiously.Cromwell wasaCalvinist,convinced thathewasactinginaccordancewiththeDivine Will,whateverhedid.He provedtobeastyrannicalandintolerantastheStuart kingshehadsupplanted.
Ithasbeenclaimedthat theprincipleof"freeand voluntaryChurches"was permanentlyestablishedduringtheCromwellian period.Butitwasnotfreedomallround.ItwasfreedomfortheIndependents, notforCatholicsandAnglicans.
Thegreatopportunities forthegrowthofIndependencyunderCromwell ledtotheemergenceof over200differentvarieties ofsmallProtestantsects. Freeandunorganisedconventicleswerespringingup everywhereinEngland, andreligiousanarchyprevailed.
ExilesinHolland
Inthemidstofsuch chaos,newscamefrom Americaofthenewly-formedPuritanChurchesthere. Peoplebegantoaskabout the"NewEnglandWay," andboththesystemthere, anditsname,"Congregationalism,"wereintroduced intoEngland.Congregationalistministersoccupied alargeproportionofthe parishchurches,andthe ChurchofEnglandasby Lawestablishedseemed doomed.
However,theRestoration oftheStuartswiththe returnofCharlesIIand there-establishingofthe ChurchofEnglandin1660 forcedallIndependents, Presbyterians,Baptists,Congregationalistsandothers intonon-conformityonce more,astatustheyhave
munity,exiledfromEnglandtoHollandin1608, whichbecametheconnectinglinkbetweenEnglish andAmericanCongregationalism.
WilliamBrewster(15601644),ofScrooby,Nottinghamshire,hadstarteda "gatheredcommunityof electsouls"whichmetfor worshipinhisownhouse. Hewastheir"Ruling Elder,"whilstJohnRobinson(1576-1625)waschosen asministerofthenew group.Robinsonhadbeen ordainedasaChurchof Englandclergyman,buthad beensuspendedfornonconformityin1603.

In1608thiscommunity wenttoHollandtoform thefirstdefiniteChurchon Congregationallinesat Leydon.Buttheeconomic struggleprovedtoosevere. Aftertwelveyearsithad becomeabundantlyclear thattherewasnofuture aheadoftheminthecountryoftheiradoption,and thattogoelsewherewas imperative.
Buttheycouldnotgo backtoEnglandwithout conformingtoAnglicanism, orbeingpunishedasrebels againsttheStateChurch. Theythereforeturnedto America.
In1619,Brewstersecured apatentfromtheVirginia Companyforagrantof landintheColonies.Robinsonorganisedagroup of102emigrants,though hehimselfdidnotgowith them,remaininginHolland todieatLeydonin1625. "ElderBrewster"accompaniedthemigrantsas leader,theexpeditionsettingsailfromHollandin the"Mayflower,"andarrivingofftheAmerican coastonDecember20, 1620,
CompromiseStruck
TheylandedatPlymouth, nearCapeCod,andatonce commencedfoundingtheir colonyundertheguidance of heBrewster.Religiously, remainedtheirteacher andpreacherduringthose earliestyears,although, owingtohislackofordination,hedidnotadministertheLord'sSupper.
Congregationalprinciples hadnotyetarrivedatthe stageofaffirmingallbelieverstobecapableofall functionsintheChurch.
The102Pilgrimswhohad landedatPlymouthin1620 nowfeltfreetoworship Godintheirownway,withoutanyinterferencefrom thedetestedauthorityof Papalhierarchy,Anglican episcopacy,orPresbyterian polity. Butdifficultiessoonarose withthefloodofimmigrants fromEnglishandDutch ports.Thepersecutionof non-conformistsinEngland byCharlesIandArchbishopLaudresultedina Puritanexodus,over20,000 additionalColonistsarrivinginNewEnglandbetween1620and1640.
Mostofthenewcomers, whosettledatMassachusettsBay,were IndependentsPresbyterian andPuritan Anglicans.thelattereasily outnumberingtheformer. TheselasthadfoundArchbishopLaudtoomuchofa ritualist,andhopedto establishapurifiedChurch ofEnglandforthemselves intheirnewhome.

But,beforelong,practicallyallhaddriftedtothe Presbyteriansystem.They hadnobishops,andsoon adoptedtheprinciplethat everycongregationhasthe righttochooseandordain itsownministers.This brokewiththeentiredoctrineandpracticeofepiscopalsuccessionasmaintainedinEngland;andthe newprinciplewascarriedso farthat,onJuly20th,1629, FrancisHigginsonand SamuelSkelton,whohad

Church"Thisnew"Congregational soonbecamethe State-establishedChurchof Massachusetts,andlaterof thegreaterpartofNew England,enjoyingthesupportoftheStatebothlegallyandfinancially.
ItwasastrangeinconsistencythattheIndependentsfromEngland,whosoobjectedtheretoaState-establishedChurch,shouldhave introducedsimilarconditionsintheColonies!
Theresultswerenot happy.Ministersnaturallybecamepersonsofinordinatepoliticalpower,dictatingthepolicyofthe Stateinsevereandintolerantways,TheNewEng-landPuritansmayhave rejoicedintheirfreedom todevelopaChurchwithout"PopeorPrelate,PresbyteryorPrince,"buta tyrannyofanotherkind wassubstitutedforthe authoritythathadbeen repudiated.
NathanielHawthornedescribes,in"TheScarletLetter,"thePuritans'grim enjoymentofthepublic punishmentof"evildoers," ofthesewhodaredtodissentfromtheGospelas preachedbytheministers, andtoresisttheireffortsto fastentheyokeofPuritanismonthenecksofthe Americanpeople.

SoPuritanharshness prevailed,andthepersecutedhadbutescapedfrom EnglandtobecomepersecutorsintheColonies.WillardL.Sperry,himselfa Congregationalist,andDean oftheDivinitySchoolin HarvardUniversity,writes:
