Inthatleading articleitwasstated:"The factisthatforthepast10 yearstherehasbeenserious infiltrationofCommunists andLeftistsfellow-travellersintohighpositions amongtheadministrative authoritiesatWashington. .Thesegentlemenhavehad 'tremendousinfluencein framingAmericanpolicyin thelastdecade,andhave consistentlyfavouredRussianintereststothedetrimentofAmericaandthe causeoftheAllies.

"Anotableinstance-and onewhichcuriouslyhasnot receivedpublicityinAustralia,waswhenthesepoliticaladviserssucceededin persuadingthePresident, despitethecontraryadvice ofhisservicechiefs,torejectaJapaneseofferofunconditionalsurrendersix monthsbeforewarendedin thePacific,Acceptanceof theofferwaspostponed untilRussiawasreadyto enterthePacificstruggle."

AftertwotrialsAlger Hiss,ahighStateDepartmentofficial,whoaccompaniedRoosevelttoYalta andwassecretaryofthe U.S.delegationattheSan Franciscoconference,was foundguilty,asaCommunistundergroundworker,of beingthemainsourceof thestolendocuments.

Otherofficialsinthe RooseveltwartimeAdministrationwerenamedas sourcesofinformationfor Communistspyringsby

ChambersandbyElizabeth Bentley.Perhapsthemost importantoftheseofficials wasHarryDexterWhite, highTreasuryofficialand principalauthorofthe MorgenthauPlan.

OtherimportantmenincriminatedwereMr.N.G. Silvermaster,Dr.Klaus Fuchs(whohadaccessto U.S.confidentialinformationaboutatomicresearch), Dr.HarryGold,Professor Lattimore,Mr.PhilipJaffe, Mr.E.S.Larsen,andeven theVice-President,Mr. HenryA.Wallace.

Chamberlin'ssumming-up isforthright:"Therewere strongMellow-travellerinfluencesatworkinshaping AmericanpolicyintheFar East.Thisimportantfact shouldnotbeobscuredby theobviousexaggerationswhichmaybefoundinthe chargesofSenatorJoseph McCarthyaboutCommunistinfiltrationoftheState Department."

Andagain:"Onthebasis ofwhatisknownbeyond reasonabledoubt,however, itmaybesaidthatinno previouswarwastheUnitedStatessoplaguedwith

Nowregardingourclaim thatthewarintheFar Eastwasdeliberatelyprolongedforsixmonthsin

theinterestsofRussia,there isabundantevidence. "TheAnglican"referred thisclaimtoits"owncorrespondents"inWashington andLondon.Accordingto theiradvice,theWhite Housespokesmandescribed theclaimas"purefantasy." InLondonaWarOffice spokesmanisreportedas sayingthattheclaimwas "completelywithoutfoundation."

Sixmonthsbeforetheend ofthePacificWarJapan hadmaderepeatedsurrenderoffers,theonlyconditionofwhichwasthatthe Emperorshouldnotberequiredtoabdicate.Allthe Alliedtalkofunconditional surrenderwasinsincereand theworkofLeftistsinpolicymaking.

Mr.W.H.Chamberlin says:"Twodaysbefore PresidentRooseveltleftfor theYaltaConference,hereceivedfromGeneralMac-' Arthuraforty-pagemessageoutliningfiveunofficialJapanesepeaceovertures,whichamountedto acceptanceofunconditional surrender,withthesolereservationthattheEmperor shouldbepreserved.

AftertheYaltaConferencehadconvened,Baldwinwrites,stillanotherintelligenceestimate,bythe 20th.AirForce,described Japaneseresistanceasrapidlyweakening.Thisestimate,too,neverreached thehighestechelons.

InDec.1944,theU.S.intelligenceauthoritiesin Washingtonreceivedareportfromaconfidential agentinJapanthata peacepartywasemerging andthattheKoisoCabinet wouldsoonbesucceeded byaCabinetheaded byAdmiral.BaronSuzuski,whowouldinitiate asurrenderprocess.-(E.M. Zacharias:"TheABomb WasNotNeeded.")
