TheclaimmadebytheChristianHeraldthatmorethan4,000,000Catholicshave joinedProtestantchurchesinthepast10 yearsistotallyunconvincing,bothbecause theevidencepresentedisinadequateand becausetheclaimcontradictsknownfacts.

(TheChristianHerald, aninterdenominationalmagazinepromotingevangelicalChristianity,carried anarticle,basedonasurh.vey,whichclaimsthat 4,144,366Catholicswere "converted"toProtestantism inthelast10years.
Thearticleseekstoprove that,because1,071,897Protestantsarereportedto haveenteredtheCatholic Churchinthelastdecade, onemustnotassumethat thetrafficin"conversions' was"alloneway".Thearticlesaysthat,evenallowingforerror,thefigureon Catholic-to-Protestant change"couldhardlybe lessthantwotothreemi!lionsandinallprobability runsclosertofivemillions.")
InvalidBasis
TheChristianHerald's claimisbasedonaquestionnaire"sentto25,000" Protestantministersin23 cities,outofthe181,000 Protestantministersinall partsoftheUnitedStates.
Ofthose25,000towhom questionnairewassent, only2,219replied,whichis aratherlowproportionof respondents.
Themethodbywhichthe questionnairereplieswere statisticallyanalyzedisnot altogetherclear.Mentionis itmadeof"aprojectionto thetotalnumberofchurchservingpastorsintheUn:tedStates."
Apparentlythismeans thatifthenumberofrepliesequalled,sayoneper centofthetotalof"churchservingpastors"inthe country,thenthenumber of"converts"claimedon thosereplieswasmultiplied byabout100toestimate thetotalnumberofCatholic-Protestant"converts"in thelast10years.
Bysomesuchmethod,it seemsanestimateof4,144,366wasreached.
Togetvalidresultsbya mailquestionnaireisdifficult.First,itwouldhave tobeproved,inthepresentcase,thatthe25,000 ministerswhoweresent questionnairesweretypical ofthe181,000ministersin thecountry.Secondly,it wouldhavetobeproved thatthosewhoactually repliedweretypicalofthe 25,000whowerequestioned.

perienceofsocialscientists usingmailquestionnaires thatthosewhohavefavorableinformationtoreport replyindisproportionately highnumbers.
Oneneedbenoexpertto seemuchwrongwiththe surveyunderconsideration. Itwasconductedinsucha wayastoviolatesomeof thebasicnormsofpolling, anditsresultsarereported inagrosslymisleading manner.
Thequestionnairecites earlythereportthat100,000 Protestantswereconverted toCatholicismineachof sevenconsecutiveyears, andexpresses"thesuspicionofmanyofusthatthe predominationoftraffic(in conversions)isinfactin theCatholic-to-Protestant direction."Thentheministerisaskedtogivethe numberofRomanCatholics hehasreceivedinto"the fellowshipofyourchurch" duringthelast10years. Naturally,fewreportedno receptions.Thepoleswere setforbigfish.
Contrarytoscientific procedure, noexplanationis offeredofhowthe"cross section"ofProtestantministerswasworkedout.Apparentlythosewhoreplied theyhadnoactualfigures aboutCatholicsreceived intotheirchurcheswere excluded.
Onealsowondershow convincedwerethese"con-

Aninterestingsidelightis theChristianHerald'sstatementthat"mixedmarriage"wasthe"chiefreasonforconversiontoProtestantism."Priestsknow thatthe"mixed"marriages thatleadtothelossof membershipintheChurch are,typically,invalidmarriages.

Thusitappearsthatwhat theChristianHeraldcalls the"chiefreason"for Catholic-Protestantconversionturnsouttobelargely theexcommunicationbythe CatholicChurchofthoseof ofhermemberswho areunwillingtoliveupto herseveremoralcode. The lossofCatholicsthrough theirmoralweaknessisregrettablecertainlyfromour standpoint, butitishardly verts"fromCatholicism.ajustcauseforProtestant Someofthemcouldhaveelation.

Chi!dEndowment
Sir,-The"CatholicWorker"publishedthismontha statementonChildEndowmentwhichisworthyof thewidestnotice.Ittraces the1941introductionwhich derivedfromtheopinionof theFederalArbitration Courtthatthebasicwage wasrelatedonlytoman, wifeandonechild.Inconsequenceitwasincumbent upontheGovernmentto makeprovisionforallchildrenunder16yearspast thefirstchild.
Thefirstendowmentwas paidattherateof5s.per week.In1945itwasincreasedto7/6,whenthe basicwagereached£418s. In1948itwentupfurther to10s.ObviouslythepresentGo/ernmentshouldincreaseendowmentto20s., sincethebasicwagehas nowrisentoover£12.
ApparentIncrease
Theamountinvolvedin suchincreasewouldbean additional£35,000,000onto the£51,000,000raidoutin endowmentin1953.
Itmaybearguedthatthe remarkablevote-catching introductionofendowment forthefirstchildbythe MenziesGovernmentin 1950wasanincreaseinendowment.Itcost,of course,another£15,000,000 perannum,andaccounts for30%ofallendowment payments.
Inatwo-childfamilyit meanttheendowmentwent upfrom10s.totalperweek to15s.-a50%increase.But inthesix-childfamilythe risewasonly10%from50s. to55s.perweek.Firstchild endowmentis,ofcourse, notrelatedtothebasic wagefoundationofendowmentin1941.Unfortunatelyitisnotadecision whichanygovernmentcan affordtogobackonbecause ofitswidevoteappeal.

BERLIN,March27(NC).-TheCommunistregimeofEasternGermany-now grantedfull"sovereignty"byitsSovietmasters-istakingnewmeasurestostrengthen itscontroloverschools
Thereareindicationsthat theregime-detestedbythe greatmajorityofthe18 millionpeopleunderits rule-feelsithasnotbeen rigorousenoughinthefield ofpubliceducationand nowdeterminedtobring schoolsintofullconformity withthecommunistpattern.
Shortlybeforethenationalconventionofthe EastGermanCommunist Party,scheduledtoopen March30,theregimeissuedadecreedeclaring thattheaimofalleducationisthetrainingofcommunists.Itdenouncesthose parentsandteacherswho stillclingtothe"reactionary"beliefthatpartypoliticsmustbekeptoutof schools.
Teachersarebeingsubjectedtotheclosestscrutiny.Asaresultmany have'wendismissedwhile othersretiredvoluntarily becausetheyfounditimpossibletocontinueworkingunderthepresentconditions.Particularsuspicion isdirectedtowardthose whostillteachreligionin schools.
Thisrenewedpressure ontheschoolsispartoftha systematiccampaignto makeEasternGermanya 100-percentcommunistsatellitestate.Amongreligiousgroups,thefirstto feelthisnewpressureis theEastGermanEvangelicalChurch.Itshead,Bishop OttoDibelius,recentlytold theAll-Germansynodheld inSpandau,nearBerlin,thatCommunistsupervision ofministersandreligious serviceshasbecomemore rigorous,afterasix-month periodoflesseningtension.
Catholicsbelievethatthis newpressureonthe churcheswillnotremain confinedtotheProtestants.
Whilesystematicallyincreasingpressureonorganizedreligion,theRedregimeatthesametime seekstocreatetheimpressionabroad-particularlyin westernGermany-that fullreligiousfreedomexists incommunistEasternGermany.
Itisgenerallyconsidered asapartofthiscampaign thattheRedregimesuddenlyannouncedithad givenpermissionforthe all-GermanannualProtestantcongress(Kirchentag) tobeheldintheSoviet ZonecityofLeipzingnext July7to11.
Thispermissionhadbeen previouslygrantedbutwas suddenlyrevokedonthe eveoftheBerlinFourPowerConferencelast month.
