J.Bourke,DiocesanInspectorofSchools,announcedthatthe DioceseofGeraldtonwouldcombinewiththeArchdioceseof PerthinsettinguptheFederation.

ThustheFederationintendedisonewhichcan comprisenotonlyParents' ,ndFriends'Associations, utalso"OldBoys'"asciationsandanygroupor .dywhichworksandhelps aschool.Althoughthe FederationisaCatholicone, thetitledoesnotprevent affiliationorworkingwith representativebodiesattachedtonon-Catholic schoolswherethereisidentityofinterests.

Itwaswellattendedand someveryinterestinglecturesweregiven.

Aftereachtalkthelads formeddiscussiongroups 'nthelawn. BrianLowe,presidentof the Y.C.W., presided throughouttheday.

Thediocesanchaplain J.Depiazzi)wasalso .sentandgavethespir- itualtalk, Duringtheluncheoninterval,allattendingtheday oftrainingadjournedtoSt. Mary'sCathedral,andrecitedthefifteenmysteries oftheRosaryforthe ChurchofSilence.

TherelationoftheFederationtoitsaffiliatedparochialandschoolbodiesis notahardandfastone,and theFederationdoesnotrun orcontroltheconstituent associations.Itissimply abodywhichfostersand helpsitsmemberbodies, feedsthemideasandliterature,andbringsthemto-

FirstStep

Theimmediateaction authorisedbyHisGracethe ArchbishopwhichtheFederationistoundertakeisto presswiththeStateGovernmentforrecognitionof theFederationonthesame basisasrecognitionisgiven totheParents'andCitizens' AssociationofStateSchools.

TheP.andC.Association annuallyobtainsmany amenitiesandspecialequipmentforStateschools whichshouldbeequally freelyavailabletoCatholic taxpayingparentsfortheir childreninourschools. Subsidiesarepaidona poundforpoundbasistoP. andC'sforOslolunch rooms,schoolwireless, schoollibraries,publicaddresssystems,andvisual educationequipment.

Sincethesethingsarean integralpartofmodern education,theyshouldbe freelyavailabletoallchildrenwhoareeducatedin theState,whateverkindof schooltheyattend.They areexpensivethingstoprovide,andthereforeState assistanceintheirprovi-

sionisavaluablefirstinstalmentofjustice.

Thereisnolegalbarrier tosuchprovisioninWest-ernAustraliaorinanyother AustralianState.InTasmaniaprovisionsofthis kindhavebeeninforce equallyinbothStateand non-Stateschoolsforsome considerabletimepast.

Parents'associationsare suitablebodiesfornegotiationswithgovernmentson educationalmattersbecause parentsareresponsiblefor theeducationoftheir childrenandthechoiceof schoolsinwhichsucheduationisgiven.Intheterms oftheDeclarationofHumanRights,Art.26(1)and (III),"educationshallbe freeandinaccordancewith theparents'choosing."

ThepolicyoftheParents' associationsinthisshould be"fullandfreeaidtoall schools-equaltreatmentfor allchildrenineducation provisions."Thisisthe forceandpolicybehindthe newFederation.

Aftertheoutbreakofthe Communistrevolutionhe wasarrestedandsentto theMoscowprison.Followingthegloriousexamples ofhispredecessors,cruelly martyredbyRussians-like St.AndrewBobola(1657), JosaphatKuncewiczand others,ArchbishopCieplak didnotyieldtotheBolsheviksandbecauseofthat hadbeensentencedtodeath in1923.

Buttheexecutionwas notcarriedoutandthe Archbishopwasreleaseda yearlaterasaresultofa mostenergeticdiplomatic protest.Hereturned Polandandafterashort stayinWarsawwentto Rome.

ThePope,PiusXI,sent himasaspecialdelegate toU.S.A.where,in1926, theArchbishopdied,earningeverywhereextraordinarycreditforhispiousandsanctimoniouslife.

FatherFrancis,whoseeffortsherepreparedthe groundfortheHomebush establishment,hasnowreturnedtotheU.S.

Alaybrother,theRev. Bro.Mario,arrivedlast MondaytoassistFather Bernard.

Asecondpriest,theRev. FatherMirko,willarriveat theendofMay. SofarinAustraliathe Order'sworkisonlyinth2 pioneeringstage,butitis hopedthatwithinafew yearsitwilldevelop-incooperationwithexisting Catholicbodies-toalargescaleapostolate.

ManyReligiousOrders haveutilisedtheradio, press,televisionandscreen, buttheSocietyofSt.Paul istheonlyonewhosemembersdevotetheirentire energiestousingthevast possibilitiesthesemodern mediaoffertheCatholic apostolate.

Thesocietyconsistsof priestsandBrothers,and therearethreecorrespondingordersofnuns-the DaughtersofSt.Paul,the PiousDisciplesoftheDivineMasterandtheGood ShepherdSisters.

Allwerefoundedby FatherAlberione.whois stilllivinginRomeand guidingthefourinstitutes.

Thisyearisthe40th anniversaryofthefoundationoftheSocietyofSt. Paul,onthesamedayas BlessedPopePiusX.died -August20,1914.

Thereare4500priests, Brothersandnunsofall nationalitiesinthefourinstitutes.

ThefounderoftheOrdet., whois70yearsofagethis year,hasbeenaroundthe worldfivetimessincethe lastwar.

FatherAlberionerealised morethan40yearsagothat moderndevelopmentsinthe fieldsofcommunicationand entertainmentpresentedun paralleledpotentialitiesb influencethemindsofmen forgoodorevilanddeterminedtoharnessthesedevelopmentstotheserviceof theChurch.

To-dayseminariesare establishedorarebeing establishedineverypartof theworldforthetrainingof priestsandbrothers,and millionsofpiecesofCatholicliteraturehavebeen publishedineverylanguage.

Filmdivisions,whichincludefilmrentallibraries andmodernpictureproduction,havealsobeenorganised, madeTheordershavealready severalfilms,mainly dealingwithsubjectsfromtheCatechism.

Japan'sCatholicbroadcastingsystemisoperatedanddirectedbyTheSociety ofSt.PaulandtheDaughtersofSt.Paul. Brothersofthesociety arenotemployedindomesticduties,butareteachers intechnicaltradesofthe Societyandmoreparticularlydevotethemselvesto workingwiththepriestson radio,press,televisionand screenwork.

OnGoodFridayevening,atSt.Ignatius, motherchurchoftheFlatheadIndianreservation,auniqueceremonycommemorates thePassion,DeathandBurialofOurSaviour.IndiansoftheFlathead,Kootenaiand othertribesandwhitesfromneighbouring' towns-someasfarasMissoula-fillthe churchtocapacity.

TherearesomefullbloodedIndianmen,their braidedhairturninggrey, andolderwomenwith bright-colouredshawls,their feetmocassin-clad;but mostoftheworshippers fromthereservationareof mixedbloodandwearplaid jacketsovertheircustomary apparel.Amongthewhites inattendance,somecome throughcuriositybutmost ofthemthroughasincere desiretomeditateonthe deathoftheirRedeemer.

Theedificeitselfmerits theattentionofthecasual visitor.Adorningitswalls andtheceilingsofsanctuaryandnavearemorethan 60frescoes,alltheworkof alayJesuit,BrotherCarignano,who,nearly50years ago,presentedfortheinstructionofthosewhowould beholdthem,thetruthsof ourFaithandtheprincipal eventsandsaintsoftheOld andNewTestaments.

On.GoodFridayevening thealtarofSt.Ignatiusis hardlyvisible:Rowsof evergreentreesinthesanctuaryalmosthideitfrom view.Inthemidstofthe trees.onaplatforminfront ofthealtar,risesalarge crucifix,carvedacentury agobythatversatileIndian missionary,FatherAnthony Ravalli.Thefigureof Christhas"movable"arms, sothattheydroptothesides whenthenailsareremovedfromthehands.

Apriestentersthesanctuaryandproceedstothe rostrum.HegivesasimplesermononthePassion, firstinEnglishandthenin Salish-afewoftheolder Indiansstillspeakthelanguageoftheirforebears. TheWayoftheCross,which

followsthesermon,isalso recitedinbothlanguages. AftertheFirstStationthe children'schoirsingsinthe Salishtongue,andasthe Stationscontinue,two choirsalternatewiththe singing.

Thencomesthemostdramaticpointoftheceremony.Thechoirbegins KaekschschinimJesuskaeilimigum-"Letusgowith JesusourKing"-asaltar boysprecedethepriestsinto thesanctuary.Aladderis placedagainstthecrucifix andapriestmountsitto withdrawthenailsattachingthefigureofChristto thecross.Nearbystand threegirls,dressedinwhite, symbolicoftheThree Marys.Onsilverplates theyreceivethenailsand thecrownofthorns.Reverentlythecorpusisloweredandcarriedaway.

ProcessionForms

ingtheStabatMater,Englishhymns,andthemission chantscompasedinSalisha centuryago. Bythetimetheendof theprocessionisleavingthe church,thecross-bearerand acolptescanbeseenreturning.Backinthe churchagain,sixIndian menplacethefigureof Christonitsbieratthefoot ofthestrippedcross.The pastorblessesthecongregationwitharelicoftheTrue Cross,thechoirssingafinal

hymn,andgraduallythe churchisemptied. Inside,altarboysareextinguishingcandlesand lights,andthebeautiful frescoesofBrotherCarignanorecedeintothe shadows.Allisquiet,but thewordsofthePassion hymnsungbytheIndian choirsstillseemtolinger: Nemkae-metlemtem tel silips-"Letusmingleour tearswiththebloodthat pouredoutfromHis wounds."

Meanwhile,abierupon whichliesarecumbent imageofChrist,isbrought fromitsplaceofconcealment.Thisisthesignal fortheprocessiontoform. Headingtheprocessionis thecross-bearer,attended byacolytes.Nextfollowthe women'schoir,themen's choir,therestofthecongregation,UrsulineSisters,and theschoolchildren;then, thewhite-cladgirlscarryingtheinstrumentsofthe Passion,andfinallyapriest inablackcope.

Uponinquiryhelearnedthereason.They werelaughingathiswork,ohno!Theywere justrelievedtodiscoverthatinthehellshown atthebottomofthepaintingofSt.Michaelthe Archangel,onlywhitemenwerevisible.

Emphasizingthetremendouspowerofthepress here,BishopMoynaghcited thefactthatNigeria'sawakeningtotherightofself governmenthasbeenduein largemeasuretothepress.

"Forthefirsttimeinhistoryhere,"hesaid,"apublicopinionisbeingformed andthatopinionisbeing formedbythepress.Hithertopublicopinionmeant theopinionofthechiefsor

Explainingwhysomuch dependsonthepress, BishopMoynaghsaidthat incountriesnewlycometo savourtheimpactofideas takenforgrantedinmore developedlands,thenewspaperisreadavidlyfrom beginningtoend-evenread togroupsoffiveormore aloud.Furthermore,literacy hereissuchanewandwonderfulthingthatyouwill rarelyfindpeopledoubting whattheyseeinprint.

Recently,aNationalappealwaslaunched,with thepurposeofraising20,000toperpetuatethe memoryofSirHenryParkes,one-timePremierof NewSouthWales,andclaimedasthe"FatherofFederation."Lethistoriansargueastothefulljustice ofthatclaim;withoutdoubthiswasacommanding figureinthenegotiationswhichprecededFederation, andwithoutdoubtalso,hewasanoutstandingpersonalityinthepublicandpoliticallifeofAustralian coloniesinthelatenineteenthcentury.Hehasan undisputedplaceinAustralianhistory.

Nevertheless,thenameofHenryParkesisrememberedbyCatholicsforanotherreason:theactive, dominantpartheplayedintheestablishment,inNew SouthWales,ofaStatesystemofeducationand,particularly,theeffectofthatestablishmentonthecourse ofCatholiceducation.Inthespiritofnineteenth centuryliberalsecularismitwasenactedthateducationprovidedbytheStateshouldbefree,secularand compulsorythuswasfashionedthepatternofState educationthroughoutthewholeofAustralia.

TherightsoftheStatedonotoverridetherights oftheFamilyandtheChurch.Itisnotthatthe Statecanbeexpected,inthecircumstancesofeach andeverycountry,toprovide,directly,forfullreligiouseducationinasystemofcommoneducation.A systemofcommoneducationexistsinmanycountries, andtheintegration,intothatsystem,oftrainingin religiousprinciples,inChristianliving,iseffected indifferentways.

AsournationallifehasdevelopedinAustralia, theStatehasestablishedasystemofcommoneducationforitscitizenswhichdoesnotadequatelyprovide, evenindirectly,forsuchintegration.Consequently thosetowhomadequatereligiousinstructionandadequatetrainingintrueChristianlivingisanessential partoftheeducationofchildrenmustseekother means.And,providedthatthestandardofsecular educationgivenintheirschoolsmeetsthelegitimate requirementsoftheState,parentswhousethoseother means,fulfiltheircivicduty.TheStatehas,indeed, therighttomakeeducationcompulsory,not,however, therighttoinsistthatallchildrenattendState schools.Thechoiceofaschoolistherightofthe family,andthatchoicedoesnot,surely,depriveparentsofafirstclaimtotheboonoffreeeducationenjoyedbytheirfellow-citizens.

Aswehaveseeninthese articles,Anglo-SaxonPresbyterianismbeganinSco..land.Andonenaturally askshowitcameabout thatanewreligionwas partlyimposeduponand partlywelcomedbythat country.

Presbyterianswould doubtlesssaythatsuccess wasduetothenewreligion beingareturntothepuresystemandtruerfaithof primitiveChristianity.

Itisnotdifficulttosee whypeople,uninstructedin thefaith,shouldhavefailed toperceivethedoctrinai errorsofthenewreligion, andwhy,withsuchbad exampleshownthemby theirclergy,andwithsuch positivepressureputupon them,theyshouldhave agreedtoacceptanewre ligionofalmostanykind.
