Werecentlypublishedasurveyofthe increaseinnumbersofchildrenenrolledin Catholicschools.Therewasanincreaseof 55%inthenumberofchildrenbetween 1939and1953,theenrolmentsrisingfrom 10,372to16,174.

Therehasbeennecessarilyasubstantialincreaseintheaccommodationfortheaugmentedenrolment.From1939tothe presentday,£422,000 hasbeenspentinthe Archdioceseonnewbuildingsalone.

Thisfigureisarrivedat simplybytotallingthe58 contractsletfornew schools,extensions,orreplacements.Itdoesnotincludethecostofequipping classroomswithdesks, classroomfurniture;the costofrenovatingand maintainingexistingbuildings. Therefore,totakeone example,thecostsareexcludedoftheexpansionof C.B.C.,St.George's-terrace, whichintheperiodunder reviewhasincreaseditsenrolmentfrom250to650.

Ofthe58separateventuresinbuilding,30have beennewschools;theremaining28representadditionstoexistingbuildings.

Boys'schoolsrepresentsix ofthe30newopenings;the remainderofthenew schoolsaregirls'ormixed schools.

Theexpenditureof£422, 000onnewschoolbuildings alone,tendstocreatetwo impressionsinthepublic mind,onefortunate,thesecondlessfortunate.The firstimpressionisthatthe Churchcancommandvitality,energyandgenerosity. Thesecondimpressionis thattheChurchhasenormousreservesofwealth.

Thesecondimpressionis regrettable.Thetruefactis thatthisexpansionispossible,becausethegenerosity oftheCatholicpeoplehas beenmortgagedinadvance. IndividualCatholicsshould makecleartotheirnonCatholicfriendsthatthe Churchbuildsonthesafe assetoffuturegenerosity, andnotonfictitiousreservesofwealth.

Ifthispieceofeducation wereimpartedthepublic generallymightfeelmore sympathyforourclaimsfor ameasureofgovernment assistance.

Brandingthisproposalas a"mischievousmove,"The CatholicMessengerdeclared that,ineffect,itamountedto ademandforamendingthe presentconstitution,which ensuresreligiousneutrality. 'SeptemberTide'seemsto beoneofthosepseudoseriousplaysthatpresume totreatmoralissuesand dramatisethem-always,of course,withaslyeyeto theirpotentialbox-office appeal.

Inthisplaythereislittle originality.Thereisthe stockartist,thestockselfsacrificingmother,thestock selfishyoungset,allcoupedupinastocksituation.

Soherewehaveasthe basicthemetheconflictbetweentheoldandtheoncominggeneration.Theold generation,preservedin StellaMary,sticksfirmlyto its'values'and,beingbroadspirited,proceedsto'understand'itsrevoltingoffspringinthemostirritating way;whenwhatiscalled forisasoundtrouncing.The youngerset,pseudo-sophis ticatedandultra-smart, flowersinherchildren, CherryandJimmy.

Butthereisa'nice'representativeofthenewgeneration(andanartistic oneatthat!)toprovethat atbottomtheyoungsters canbeasniceastheirelders,onlygoingaboutit inadifferentway.Aliaison betweentheleadersofthe twocampsisprovidedto alloweachtoshowthathe knowswhat'srightandis abletodoit.

IfMr.Grahamdoesnot godowninourpoliticalannalsforhiswisdcm,atleast noonewilldenyhimthe crownforpertinacity.Nor cananyonesayhetrucklestopopularopinionfor hisproposaltobuilda monstrouspileofflatsat Subiacoappealstonoone buthimselfandMr.Krantz.

Mr.Grahambrought forthhisbrain-childatthe endofAugustlastyear.It wasreceivedwithhostility bymostofthepress.SubsequentlySenatorSpooner (MinisterforNationalDevelopment)announcedthat, intheviewoftheCommonwealthGovernment,the buildingoftheflatswasinconsistentwiththeintention,spiritandscopeofthe housingagreement.Hestatedpubliclythatnoadvances underthatagreementwould bemadefortheSubiaco project.

Subsequently,thePremier,Mr.Hawke,assured theCommonwealthonthis point.Itthenbecameknown thattheStategovernment hadputahypotheticalquestiontotheW.A.Supreme CourtastowhethertheFederalgovernmentwasbound tomaketheadvance.

Apparentlyanassurance oflegalsecuritywasobtainedfromsomesourcefor shortlyafterwardsthegovernmentannounceditsintentiontocalltendersfor thebuildingoftheflats.

Therenowremainsthe questionofwhetherthe Hawkegovernmentintends torideroughshodthrough thehousingagreementor whetheritproposestofinancetheprojectfromits ownfunds.Inanycasethe publicisentitledtobetaken intotheconfidenceofthe governmentwhichwillbe spendingthepeople'smoney inawaytheydon'tapprove. Thehole-in-the-corner methodswhichhavebeen employedargueanuneasy conscienceandarealisation oftheunpopularityofthe move.

Now,thereisnoquestion butthattheproblemof housing-plentifulandreasonablycheap-isonethat shouldweighheavilyon theconsciencesofpolit'icians.Itisathearta moralproblembecause manyyoungcoupleswho knowthemorallawand wishtofollowitarepreventedbythesheerphysical lackofspace.

Formanylivingincrampedquarterschildrenarean impossibility,andsomarriedpeoplearecompelled toadoptalifeofheroism becauseofman-madedif-

Everyoneknowsthat thereisacaseforflats.For elderlypeoplewhohave raisedafamilyandfor singlepeopleofmatureage suchaccommodationmay beideal.

London,March5(NC):TheCatholic MissionarySocietyofEnglandhasfollowed theexampleoftheKnightsofColumbusin theUnitedStatesbylaunchinganewspaper campaigninthiscountrytoadvertisethe Church.

AccordingtoFatherIribarren,Spaincouldaffordto send2000secularpriests,2000 regularpriests,and6000religiousintotheSpanish-speakingregionsofCentral andSouthAmerica.He wrote: "Whatwouldhappenin Spainif,allofasudden,we deprivedourselvesQf10per cent.ofourpersonnel?Probablynothing.Andwhat wouldhappeninSpanish Americaifweweretomake thisgenerousgestureofsendingthese10.000personnel? Probablymuch."

FatherIribarrenplacedthe numberofpriestsinSpainat 29,580-22.087secularand7493 regular-andthenumberof brothersandnunsat17.205 and63.267,respectively.He saidtheover-alltotalof 110.052Spaniardsinreligious lifedoesnotincludeSpanishmissionariessenttoremote lands.

Pointingtothescarcityof religiousvocationsinLatin America,FatherIribarren saidthattwomajorseminariesinSpainalonehave 8406students,closetotwice thecombinedtotalof4978 seminariansin19Centraland SouthAmericancountries. TheCatholicdoctrineof "transubstantiation,"dedaringthatthesubstance oftheelementsisconverted intothesubstanceof Christ'sbodyandblood, andtheLutherandoctrine of"consubstantiation,"declaringthatthesubstanceof Christ'sbodyandblood becomepresentintheEucharistwiththesubstance ofbreadandwine,are bothrejected.

ThreefoldPolity Presbyteriansbelieve that,afterconsecration,the breadandwineremainin themselvesexactlyasthey werebefore.Butthebene fitsChristobtainedfor mankindbymeansofHis bodyandbloodareconferredupontheworthyre ceiver,accordingtothe degreeofhisfaith.

Therite,therefore,must alwaysbeassociatedwith thepreachingoftheWord, theminister'sexhortation re-awakeningthefaithof thosewhoparticipate.

Asmusthavealready becomeclear,themostdistinctivefeatureofthePresbyterianChurchisitspolityororganization.

Thegeneralaimisthreefold:(1)tosecureparity ofallministers,asopposed toepiscopacy;(2)tosecure organicunityoftheChurch, asopposedtoCongregationalism;(3)tograntthe laityashareinthegovernmentoftheChurchthrough representative"Elders".

Toattainthisend,aclosely-knitseriesof"Church Courts"hasbeenestablished.Thelowestisthe"Kirk Session,"consistingofthe ministerandrulingelders ofalocalcongregation.The rulingeldersareordained forlife,andassistthem:nisterindecidinguponthe admissionofnewmembers, incontrollingChurchaffairs,distributingCommunionwhentheLord'sSupperiscelebrated,andin parochialvisitation.

DivineAuthority?

Abovethe"KirkSession" isthe"Presbytery"consistingofministersandchosen rulingeldersofagiven district.The"Presbytery" overseesthecongregations withinitsjurisdiction,establishesnewcongregations, ordainsministers,andhears appealsfrom"KirkSessions."

Stillhigheristhe"Synod,"aCouncilofaspecifiednumberof"Presbyteries."

Highestofallisthe"GeneralAssembly"ofministersandeldersfromevery "Presbytery."A"Moderator"ischosenannuallyas officialheadofthePresbyterianChurchduringhis Multi

termofoffice.Heisnot, however,a"monarchialprelate"withanyspecialjurisdiction,butissubjecttothe Assemblyoverwhichhe presides.

The"GeneralAssembly" reviewstheworkofthe Church,appointsprofessors oftheology,hearsappeals andsettlescontroversiesreferredtoitbylowercourts.

Presbyteriansareexpectedtobelievethatthisorganization,whilsthumanly constructed,isendowed withdivineauthority.Any judgmentofthe"General Assembly"istobe'accepted asfinal,andnotsubjectto reviewbyanyothertribunalonearth.

ThePresbyterianisprobablythemostauthoritarianofalltheProtestant Churches;andifthetheory wereheldinrealitybyits members,theywoulddiffer fromtheCatholics,notso muchontheprinciplesof authority,butmerelyasto whatshouldbetheorgans ofthatauthority.

Butitwouldbetoomuch tosaythatPresbyterians haveanyfaithatallin theirChurchasaChurch comparabletothatwhich CatholicshaveinthehistoricCatholicChurchofthe centuries.

NoFixedForms

ThereisnotoneworldwidePresbyterianChurch. NationalChurchesarequite independentofoneanother.

Itistruethat,in1877,an "AllianceofReformed ChurchesholdingthePresbyterianSystem"wasestablished,withmeetingsof representativesfromall countrieseveryfouryears. ButinnosenseisthisagoverningbodybindingPresbyterianChurchesinfoorganicunity.Atbest,the meetingsofthe"Alliance" areregardedasusefulconferences.

Intheirworship,PresbyterianChurchesarenot boundtoanyfixedliturgicalformsorprayers.

Itisstrangetonotewhat nonsensethesemodernmaterialistscantalkinregard toscientificmatters.Letus rememberthattheonly evangelisttorecordthefact wasaphysician.Andour veneratedcolleague,Luke, "thebelovedphysician" (Col.4,14),doessowiththe precisionandconcisenessof agoodclinician.
