JesuitDebatesEurope's ProblemsAtUniversity

SpeakingattheAdultEducaticieSummerSchoolattheUniversityonJan.9,theRevE.J.Stormon,S.J.,discussedwhatform oftemporalactiontheChurchmighttakenowthatEuropewasrent intwo,andtheWestern"wayoflife'walmenacedwithextinction.

TheCatholicChurch,said FatherStormon,wasby naturetranscendentofpoliticalactivityandsocialorganisation,thoughitreservedtherighttomakecriticismsonthatlevelwherever theexerciseoftheChristian lifewasimpeded,orChristianprincipleswereflouted.

TheChurch,though"otherworldly"initsorientation, heldthatmanlivedalso withina'this-world"order (aseriesofrelationships whichfindexpressioninthe NaturalLaw),whichwas divinelyconstituted,and whichmustbeobservedby bothindividualandcommunity.

Thehistoricinfluenceof theChurchintheformulationofEuropeanidealsand intheconstitutionofEuropeancivilisationwasclearly understood,andhadbeen outlined,particularlyby ChristopherDawsoninhis book,"TheMakingofEurope."Whatformwould thetemporalactionofthe Churchtake,nowthatEuropewasrentintwo,and theWestern"wayoflife" wasmenacedwithextinction,askedthespeaker.

ChurchofSilence

FatherStormonsaidwe nolongerhad(i)aCatholicEurope,inwhichthe Churchcouldexerciseauniversalinfluenceonsociety, or(ii)aCatholic-ProtestantEurope,inwhichacommunityoffundamentalbeliefsmadeforcertainultimateagreements,or(iii)a largely"liberal"Europe,in whichanumberofimportantreligiousvalueswere preservedina"secularised" form.

OnonesideoftheIron Curtainwasagroupof Christiannations,forthe mostpartCatholic,cutoff fromcommunicationwith theWest:Hungary,CzechoSlovakia,Poland,theSlav Balkans(withamodificationforYugo-Slavia),the Balticcountries,and,ina lesserdegree,EasternGermanyandtheSovietzone ofAustria.Therereligiousactivitywasbeingreducedtoaminimum,and religiousinfluenceonpublic lifehadbeenpractically eliminated.TheChurch ofSilencewasareality.

SeekChristianAid

WithintwooftheWesternnations,Franceand Italy,Communismwasrepresentedbypowerfulpoliticalminoritiesandpressure groups.Inothernations, withtheexceptionofSpain andPortugal,ithadavaryingideologicalinfluence.

FatherStormonnextproceededtodiscussaselect groupofproblemsandthe Catholiccontributiontowardstheirsolution.

Oftheattitudetowards Communism,hesaidthat theCatholicattitudewas oneofirreduceableopposition.(Thatoppositionwas farther-reachingthanthat manifestedbymanyLiberalsandSocialists,who founditpossibletocometo termswithTito.)Twofundamentallydifferentconceptionsofmanandhuman historywereinvolved.

WithregardtoCommunisminpractice,there wasadistinctiontobemade

Italy, thebalancingof wagesandpricesinFrance, thehousingoftheincreased populationintheruined citiesofWesternGermany. ThechiefCatholiccontributionsweremadethroughthe newlyformedChristianDemocraticparties.Therise ofthosepartieswasanimportantphenomenonofthe lastdecade.

EuropeanFederation

InFrance,Catholicsocial theoryandpracticewere markedlyLeft.Insome cases,e.g.,LesChretiens Progressistes,therehaseven beensomeflirtingwith Marxism.Animportant partwasplayedinFrance bytheJeunesseOuvriere Chretienne,bytheCatholic TradesUnions,andbysmall groups,suchasthePretrosOuvriersandtheworkers oftheMissiondeFrance.

FatherStormonsaidof thecreationofaEuropean Federation,thatthecry washeardonallsides:"Il fautfaire1'Europe."The nationaldifferences,and, indeed,jealousiesandaversions,stillexisted,ofcourse, butthetendencytoovercomethemwasstronger.

Ontheotherhand,withintheWesternnations, thosewhobelongedtothe Liberal,secularisttradition, tendedtoseeksupportfrom thespecificallyChristian elements,indefence,e.g.,of thehumanperson.There wasalsoarapprochement, atcertainlevels,between CatholicsandProtestants.

CompromiseFails

IntheIronCurtaincountries, therewasnoorganisedpublicoppositiontothe Communistregime.Attemptshadbeenmadeto compromiseinnon-essentials,inordertoensurethe continuanceofreligious liberty.Thoseattemptshad notbornethedesiredfruit. Theutmostnowhopedfor wasthatminimumfreedom ofactionrequiredtokeep theChristianfaithalivein theheartsofthepeople.

Therewasnocampaign fora"HolyWar,"although manythoughtthatwarwas theonlymeansbywhich theirlibertycouldberestored.IntheWestern countries,therewaspositiveoppositiontopractical Communism,withvarying degreesofvehemence.There wereimportantnuancesto be'observedintheattitudes takeninFrance,Germany, Italy,Spain.

Regardingtheachievementofsocialjustice, FatherStormonsaidavast arrayofsocialproblems confrontedpost-warEurope. Theseincludedagrarianreformandunemploymentin

Thechiefproblemwas theachievementofsome rapprochement between FrenchandGermans. Here theCatholicsofAlsace-Lorrainecouldhelpenormously.Itwasnoaccidentthat theCouncilofEuropemeets atStrasbourg.andthatthe authoroftheSchumanPlan wasaLorrainer, speaking bothFrenchandGerman.

EuropeanEthos

Discussingthepossibility oftheformulationofanacceptableEuropeanethos, FatherStormonaskedwas theresuchathingasa Western'wayoflife"to which,say,T.S.Eliot, WinstonChurchill,Francois Mauriac,Herriot,thelate PaulValery,ThomasMann, Einstein,thelateBenedetto Croce,.Guareschi,could havesubscribed?

"Ibelieve,"concluded FatherStormon,"thatmany Catholicwriters,particularlyanumberofthosein France,haveanimportant parttoplayintheelucidationand"miseenvaleur" ofthosecivicandhuman idealsofwhichtheWestern worldisvaguelyconscious, andwhichitisnow,under threatsfromanaliensystem,tryingtomakeexplicit toitself."

FatherStormonSaysChance . OfPeaceWithRedsRemote

ParticipatinginaforumoftheAdultEducationSummer SchoolattheUniversity,theRev.E.J.Stormon,S.J.,togetherwith LordLindsayofBerkerandProfessorA.Alexander,discussedthe theme:"ArePeaceandProsperitypossiblewhileEasternEurope remainsCommunist?"

FatherStormonsaidit wouldbequiteobviousto everyonewhoreadthe termsofthequestionthat themostimportantthingto dowastoarriveatsome agreementastothemeaningofthewords:"peace," "prosperity,"and'possible."

By"peace,"hesaid,they shouldmeansomething morethantheabsenceof armedconflictbetween countries.Warstookplace inseveralphases-ofwhich themilitaryoperationsrepresentedonlyone.By "peace,"then,hemeantthe absenceofcoldwarsas wellashotones.

Theywouldallagreethat by'prosperity"wasmeant economicwell-beingby goodEuropean,andnot,say, Asiatic,standards.They hadinmindthatprosperityofwhicheachparticularcountryhadshownitselftobecapableinnormal times,andnotthebare minimumofwell-beingthat savedapeoplefromfalling intodespair.

Itwouldbewellatattach afairlyrealisticmeaningto theword"possible."They shouldunderstanditas practicalpossibility-that kindwhichisreasonably wellvouchedforbytheir presentknowledgeandexperience-notatheoretic possibilitywhichbelonged toanorderofwhichthey hadlittleinkling.

FatherStormonsuggested asageneralconclusionthat thereweregravereasons fordoubtingwhether, withoutprofoundchangesinthe natureoftheCommunist movementitself, peaceand prosperitywerepossible, giventhepresentdivision betweenEastandWest.

Theviewthatthetwo greatblocs,orsystems

-theCommunistone,into whichEasternEuropehas beenincorporated, andthat otherwhichwasassociated withaWesternwayoflifecouldcontinuesidebyside withouttheoneimpinging harmfullyupontheother, wasexpressedinthefamousformula,"peacefulcoexistence."

Itwasrighttoremind them,saidFatherStormon, that,historicallyspeaking, theformulabelongedto Stalinhimself.Heusedit in1925,when,afterrepeatedeffortsatdisruptionby theGermanCommunist Party,itbecameclearthat theWeimarRepublicwas

notgoingtodisintegrate underCommunistpressure.

Themeaninggiventothe phrasethenwasobviously tactical.Itseemedto StalinthenthatRussiaand theWest,moreparticularly Germany,hadreacheda stalemate,sothattherewas nothingtobegained,forthe moment,byviolentmethods. Thelong-rangeaimofexportingtheRevolutionremained,however,assubsequenteventsshowedclearly enough.

Whentheopportunity came,Communistregimes werefoisted,withoutany genuinereferencetothe willofthepeoplesconcerned,onPoland,Hungary, Czecho-Slovakia,thegreaterpartoftheBalkans,and EasternGermany.

Thephrase,"peacefulcoexistence,"hasbeenrevivedinrecenttimesbyMalenkov, witharenewedinsistencethatthe"revolution isnotforexport."Butone noticed, ofcourse, thatthose wordsrecurredduringa periodofapproximate equilibriumbetweenthe WesternandEasternblocs -afactwhichshouldwarn themagainsttakingthem. tooseriously.

STALIN:Foram&et "peacefuleo-existenee"originatedwithhiss.

Forgettingforthemomentthepurelytactical meaningwhich"peaceful co-existence"seemedto haveforSovietrulers,they shouldaskthemselves whetherthephrasecould haveagenuinecontent; whether,inpointoffact, EasternandWesternEurope(andwithWestern Europetheyoughttoin. eludeAmerica)couldsettle down,asitwere,sideby side,eachrespectingthe other'swayoflife,andrefrainingfromactsofinterferenceorprovocation.
