TheSisterswhomthey welcomedtoAustralia,continuedtheArchbishop,were doingmissionaryworkin China,mostofthemfor over20years.Thesame fateawaitedthemthereat thehandsoftheReddisciplesofMoscow,theironly "crime"beingthatthey weresacrificingtheirlives andgivingtheirtalents (withoutanyrecompense fromthegovernment)to amelioratethelotofthelittlechildrenofChina.
Deprivedoftheirhomes andtheirmeansoflivelihood,theyhadnoalternativethantoleavethecountry.Toreturntotheir nativelandwasoutofthe question,andsotheyturn-
edtheirevestoAustralia and.thankGod.Australia thisfreedom-lovingand God-fearingcountry,was willingandeagertoreceive them.AndsoChina'sloss hadbecpme,intheprovidenceofGod,Australia's gain.

11.Forexample,one fieldinparticularwhich hastobeverycarefully exploredistheavailability ofprogrammematerialof thehighstandardwhichwe wouldallhopewillbe maintainedinourtelevision services.Ifweproceedtoo fast,itwill,wefear,be foundthatthenewtelevisionindustrywillbeill preparedtosatisfythedemandsofapublicwanting moreandmoreofwhatmust provetobeaveryfascinatingformofentertainment.

Therewould,wefeel,be agravedangerthatinthis event,thetelecasterswould lookintoeverynookand crannyoftheentertainment worldsearchingformateriel andthatthecriteriausedin theselectionofmateriel may,byforceofcircumstances,belowered.Whilst itisappreciatedthatthese commentsmayalsohavea bearingonthequestionof periodsofoperationoftelevisionstations,whichis alsoamatterspeciallymentionedinthetermsofreferenceoftheRoyalCommission,wesubmitthat theirmainrelevancyisto supportourgeneralcontentionthatourtelevisionservicesshouldbeintroduced onaverygradualbasis.
13.Itmaywellbethatfor economicreasonsitwillbe necessaryintheearlystages tocommenceservicesinthe largercapitalcities,the areasofgreatestconcentrationofpopulation,where thedemandforreceiving setswillwarranttheirpro- ductionatareasonablecost; buttheCatholicChurch wouldhopethat,astimes improveandtheexpansion oftheservicescanbeeconomicallyjustified,means willbefoundtoextendthem to television,countrydistrictswhere canplayperhapsitsmostusefulroleinbring- ingtothecountrypeople manyamenitiesatpresent largelyrestrictedtobig centresofpopulation.
14.Asalreadypointed out,welookforwardtothe greatpossibilitiesoftelevisionforreligion,education, culture,informationand entertainmentand,therefore, wesubmitunderthisheading,first,thatstations shouldberequiredtopre-sentwellbalancedprogrammeswhichwillensure adequateattentiontoeach ofthesesubjectsandprevent, undueemphasisonanypar- ticularone.Lightentertainment,forexample,has aproperplaceinourlives, butitwouldbeagreatpity iftoomuchtimeweredevotedtoitintelevisionprogrammesandtoolittleto sessionscalculatedto enlightenandupliftthe people.

15.Secondly,weurgethat fromthebeginningahigh standardofqualityshould besetforthepresentation oftheindividualitemswhich willcompriseastation'sprogrammes.Itisinevitable thatwhenfirmlyestablishedinthiscountry,televisionwillwinthesame popularityasithasinGreat BritainandintheUnited States,andwillhaveatremendoussociologicalimpact onthepeople.Ifweareto becertainthatthisimpact willhaveabeneficialeffect, wemustensurethataconsistentlyhighstandardis maintainedineachsessioa whichispresented.

AndrewZakar,formersecretaryofJosef CardinalMindszenty,hasbeenreleased fromprison,itwaslearnedfromunimpeachablesourceshere.
ArrestedonNovember19. 19,1948,MonsignorZakar was"tried"withtheCardinalPrimateofHungaryin February,1949,andsentencedtosixyearsinprison.He wasoneofsixco-defendantswithCardinalMindszenty.Thechargesagainst thegroupweretreason,espionageandcurrencyviolations.
Thesourcesherestated thatMonsignorZakarwas releasedtwoweeksago afterservingaboutfourand ahalfyearsofhissix-year term.Noexplanationwas givenfortherelease.butit waspointedoutthatthe priesthadalmostcompleted histermandmighthave beengiventimeoffforgood behaviour.
Therewasalsonoexplanationhereastowhythe Hungarianregimehadnot publicisedtheMonsignor's release.
AtthesametimeanunconfirmedrumourprevalentinViennastatesthatthe Hungarianregimeisalso planningtoreleaseCardinal Mindszenty,whowassentencedtolifeimprisonment inFebruary,1949,and ArchbishopJosefGroesz,of Kalocsa,givena15-year prisonterminJune,1951.
