Mr.DonnellanandMr. Fergusonwereappointed presidentandsecretary.respectively.Amongtheprobationersarethreenatives andtwoSpaniards.

Speakingatthefunction, HisGraceexpressedpleasureatbeingassociatedwith thatafternoon'sceremony, becauseithadforitspurposethehelpingoftheHungariannuns.

HisGracesaidhewas gratefultoFatherForro, whohadbeensohelpfulto thenunsandtheHungarianpeopleduringhisvisit.

HewassorryFatherForro couldnotremain:butrepresentationswerebeing made,anditwashopedthat theservicesofaHungarian priestwouldbemadeavailableinthisState.

SufferingsofNuns

HisGraceassuredthe Hungariansthateverything possible,withinreason, wouldbedonetohelpthem, andhewasconfidentthat theywouldco-operate.They couldbestshowtheirappreciationofthehospitality andkindnessoftheAustraliensbybecomingassimilatedwiththeAustralianpopulationasquicklyaspossiblebymasteringtheirlanguageandadoptingtheir customsandmodeoflife; byindustryandinterestin Australianaffairsthey wouldhelpthematerial prosperityofthecountry, andalso.spiritually,they woulddotheirpartinimplantingtheFaithandcultureoftheirnativeHungaryinthislandoftheir adoption.

Whiletheywouldalways retainagreatloveforthe countryoftheirbirth,he hopedtheywouldneverforgettheobligations,material andspiritual,tothelandof theiradoption. HisGracewelcomedthe Hungariannunsmostcordially.Theywereallthe morewelcome,hesaid,be-

witnessedtheblessingandopening ofthefirstAustralianconventof LadyofthePoorSchoolsonSunday causeofwhattheyhadsuffered.In1948,whentheir conventsandschoolswere confiscatedbytheCommunists,theyhadanenrolment of27,000intheirschoolsin Hungary.To-daythose nuns,nearly1,000ofthem, werelivingwiththeirfamiliesandwereworking,for themostpart,infactories, toekeoutanexistence.

TheSisterswhomthey welcomedtoAustralia,continuedtheArchbishop,were doingmissionaryworkin China,mostofthemfor over20years.Thesame fateawaitedthemthereat thehandsoftheReddisciplesofMoscow,theironly "crime"beingthatthey weresacrificingtheirlives andgivingtheirtalents (withoutanyrecompense fromthegovernment)to amelioratethelotofthelittlechildrenofChina.

Deprivedoftheirhomes andtheirmeansoflivelihood,theyhadnoalternativethantoleavethecountry.Toreturntotheir nativelandwasoutofthe question,andsotheyturn-

edtheirevestoAustralia and.thankGod.Australia thisfreedom-lovingand God-fearingcountry,was willingandeagertoreceive them.AndsoChina'sloss hadbecpme,intheprovidenceofGod,Australia's gain.

Theyhadcomeherewithoutanymaterialmeansbeyondtheirownfewpersonalbelongings,butthey broughtwiththemrichesof farmorevaluethanany materialwealth. They broughtwiththemthelove ofGodintheirhearts,the deepspirituality,therich culture,andthesplendid traditionsoftheirnative land.

9.Furthermore,wemight learnfromEngland,withits muchgreaterpopulation, wheretelevisionwasstarted inabout1935withonestationinLondonanddevelopedveryslowlyfromthat stage.In1946,afterthewar, asecond_startwasmade andnow,sevenyearslater, onlyfouradditionalstations havebeenestablished, thoughitistruethatplans arelaidforfurtherstations.

10.Comingtothesecond point,namely,theneedto obtainexperience,wecan hardlysaythattelevisionit, newseeingthatithasbeen inoperationinGreatBritainandtheUnitedStates forseveralyears.Butitis newtoAustraliaandwe feelthat,takingalongrange view,ourcountrywould greatlybenefitfromthe operationofalimited numberofstationsinthe initialperiod,duringwhich wewouldfindoutfrom experiencemuchessential informationrelatingtoour ownproblemsinthissphere whichwecannotacquire fromtheexperienceof othercountries.

11.Forexample,one fieldinparticularwhich hastobeverycarefully exploredistheavailability ofprogrammematerialof thehighstandardwhichwe wouldallhopewillbe maintainedinourtelevision services.Ifweproceedtoo fast,itwill,wefear,be foundthatthenewtelevisionindustrywillbeill preparedtosatisfythedemandsofapublicwanting moreandmoreofwhatmust provetobeaveryfascinatingformofentertainment.

Therewould,wefeel,be agravedangerthatinthis event,thetelecasterswould lookintoeverynookand crannyoftheentertainment worldsearchingformateriel andthatthecriteriausedin theselectionofmateriel may,byforceofcircumstances,belowered.Whilst itisappreciatedthatthese commentsmayalsohavea bearingonthequestionof periodsofoperationoftelevisionstations,whichis alsoamatterspeciallymentionedinthetermsofreferenceoftheRoyalCommission,wesubmitthat theirmainrelevancyisto supportourgeneralcontentionthatourtelevisionservicesshouldbeintroduced onaverygradualbasis.

13.Itmaywellbethatfor economicreasonsitwillbe necessaryintheearlystages tocommenceservicesinthe largercapitalcities,the areasofgreatestconcentrationofpopulation,where thedemandforreceiving setswillwarranttheirpro- ductionatareasonablecost; buttheCatholicChurch wouldhopethat,astimes improveandtheexpansion oftheservicescanbeeconomicallyjustified,means willbefoundtoextendthem to television,countrydistrictswhere canplayperhapsitsmostusefulroleinbring- ingtothecountrypeople manyamenitiesatpresent largelyrestrictedtobig centresofpopulation.

14.Asalreadypointed out,welookforwardtothe greatpossibilitiesoftelevisionforreligion,education, culture,informationand entertainmentand,therefore, wesubmitunderthisheading,first,thatstations shouldberequiredtopre-sentwellbalancedprogrammeswhichwillensure adequateattentiontoeach ofthesesubjectsandprevent, undueemphasisonanypar- ticularone.Lightentertainment,forexample,has aproperplaceinourlives, butitwouldbeagreatpity iftoomuchtimeweredevotedtoitintelevisionprogrammesandtoolittleto sessionscalculatedto enlightenandupliftthe people.

15.Secondly,weurgethat fromthebeginningahigh standardofqualityshould besetforthepresentation oftheindividualitemswhich willcompriseastation'sprogrammes.Itisinevitable thatwhenfirmlyestablishedinthiscountry,televisionwillwinthesame popularityasithasinGreat BritainandintheUnited States,andwillhaveatremendoussociologicalimpact onthepeople.Ifweareto becertainthatthisimpact willhaveabeneficialeffect, wemustensurethataconsistentlyhighstandardis maintainedineachsessioa whichispresented.

12.Fromwhatwehave heardfromoverseassources,wethinkitistruetosay thatmuchofthecriticism towhichtelevisionin Americahasbeensubjected inthepastarosefromthe factthatitsdevelopment wassorapidthatitsdemandsoutstrippedallavailableresourcesintheprogrammefield,whichledto thepresentationofmaterial

"Iaminterestedinthe movement,"hesaid,"becausewhenaperson becomesanalcoholic,not 'onlydoesheharmhimself physically,buthestops practisinghisreligionand endsupbyruininghislife, hischaracterandhishome."
