Speakingatthefunction, HisGracesaiditgavehim greatpleasuretobeinvited toblessaschoolatall times,butthepleasurewas enhancedonthatoccasion becauseitwassuchanadmirablebuilding,andbecauseitwassosorelyneeded.TheArchbishopsaid hedidnotknowofabuildingmoreurgentlyneeded thantheschoolatBassendean.

Theoldclassroomsonthe verandahhadoutlivedtheir usefulness,butbecauseof post-warrestrictionsithad beenimpassibletodoany- ,:thingbeforenow.HethankedFatherMcCaulforhis

St.Michael'sSchoolBassendean,meetsthemostexactingofeducationaldemands upveryadequatelytothe mostexactingdemandsof moderneducationalauthorities.

HisGracesaiditwastrue thatanewchurchwasalso needed,butthatwouldcome inGod'sgoodtime.When therewasaquestionofthat alternative-anewchurch oranewschoolinthose circumstances-primary considerationhadtobe giventotheschool.

"Notindeed,"continued HisGrace,"thatwedonot needbeautifulchurches worthyoftheirholypurpose,butafterall,thefaithfulcananddopractisetheir religioninanybuilding,no matterhowunpretentious; andthemerittheyreceive isallthegreaterinproportiontothesacrificesthey havetomaketopractise theirFaithindifficultcircumstances."

Butwiththerightfuldemandforthemostup-todateeducationalfacilities, continuedtheArchbishop, itwasimperativethatthe Catholicschoolsshouldkeep abreastofthetimes.It

OnJan.31,Coastal Regionmembersheldtheir thirddanceintheR.S.L. hall,MosmanPark.Asthis dancewasnotadvertisedas wellaspreviousones,they regretthefactthata numberoffamiliarfaces wereabsent.However, althoughthecrowdwas smallerthanusualanexcellenttimewashadbyall.

AttheLeavinghegained sevensubjectswithfivedistinctions,andwasawarded aGovernmentScienceexhibition.Worldlycounsel pressedDavidtoacceptthe exhibitionandtopostpone hisentrancetoaReligious communityuntilhehad graduatedattheUniversity.

January31wasthefinaldayoftheinter-clubcompetitionheldatLeedervilleoval. Duetoawonderfuleffortonthepartofall competitors,Y.C.W.wonnineofthetentrophies,andwasrunner-upinthetenth.

ThefailuretowintheD' gradeisnodiscreditto thosewhobattledsohard againstthepowerfulteam Cottesloefielded.Cottesloe didnotenterintheC grade.

DavidwenttothejuniorateofthePassionistFathers atSt.Ives,asuburbofSydney,inFebruary,1946.In Junehewastransferredto thenovitiateatGoulburn, andtheremadehisReligiousprofessioninJune,1947. Thencamehisstudiesin

TheDgradeeffort,in fact,couldbeconsidered morecreditablethanthe narrowvictorygainedin theBgrade.Thisgrade which,hasinthepast, alwaysbeenconsideredone ofthestrongestsectionsof theY.C.W.onlyjustscraped

hometowinfromthesmall Universityclub.

February7and14arethe datessetfortheDouglas Memorialshieldandclub trophycompetitions.Y.C.W. istheonlyclubtohavewon bothoftheseanditwillbe apityifeitheroneislost thisseasonthroughcomplacency. Universitydoesnothave toenteraDouglasteam.It canthenbereadilyappreciatedwhataforcethey couldbeintheclubtrophy. Awholeheartedeffortis calledforfromeveryone eventhefewwhohavenot beencompetingrecently.

LossofG.Lambe Inthepastspectatorassistanceinthiscompetition hasprovedanenormous help.Y.C.W.boyshavebeen urgedtofargreaterefforts justbyaconcertedcheer comingfromtheirfriends andfellowcompetitors. Alargeburdenwillfall uponthelongandmiddle distancerunners.Thisisthe clubsmostapparentweakness. Abitterblowtotheclub inmanywaysisthetransferofGerryLambtoMt. Nodoubtduetothepreviousday'swintryconditions,attendanceattheseventhannualWarrenDistrict AustraliaDaySportswas adverselyaffected,because itappearedthatthoseunpleasantconditionswould becarriedonintoMonday. Butaftermid-morningall prospectofraindisappeared,andthedaywasanadmirableonefortheaxemen, eventhoughatriflecoldfor theswimmers.

Asinthepast,muchcare andattentionhadbeengiventothepreparationofthe poolandgroundsbyMr.A. Fontaniniandfamily,by whosecourtesythesports areheldannually.

Whatinpastyearswasa dustytripfromthemain roadtothepoolwasmade pleasantbythefactthatthe dustwaslaidbyrain,and thislefttheparkingareaon theeastsideofthepoolin goodshapetoreceivethe hundredsofvehiclessetout inorderlyrows.Atthe poolanarmyofworkers spentabusydayattending totheneedsofthepublic.

NewClub-Room Broughtintouseforthe firsttimewasthenewclubroom,builtentirelybyvoluntarylabourandatsmall cost,becausemostofthe materialwasdonatedtothe committee.Admired,too, bycompetitors,whowere theexclusivepatrons,was thehonourboard,onwhich thenamesofallsuccessful competitorssinceitsinaugurationin1947aretabulated underthevariousheading events.

ThebulkoftheState's axemencompetedinthe programme,andallspoke wellofthefacilitiesattheir disposal.Thewoodinthe machine-trimmedlogswas totheirlikingandhadbeen keptingoodcondiitonby beingburied'undermoist sawdustsincetrimming. Soakingrainthedaybefore obviatednecessityofwateringthechoppingmoundby usingthepooloverflow.

Perhapsthestrongestargumentforsomeformof financialreliefforCatholic andotherchurchschools liesinaninconceivablesupposition.If,forinstance, theChurchshoulddecide forsomereasonorother thatitwouldcloseallits schoolsanddirectitschildrentotheStateschools theStatewouldbeboundto extendthemfullfacilities, givingthemfreeandcompulsoryeducation,andleavingtheChurchtosupply thereligioustraining.The financialburdenofsuchan additiontothetotalschool rollswouldbeheavy.Asit is,theStateisrelievedof thiscost,anditwouldseem thatinallfairnessthere shouldbesomeformof Stateassistanceforaccrediteddenominationalschools, evenifitisonlyanannual grant.

Anditischaracteristicof thephlegmatic,plodding natureoftheEnglishpeople that1944wasalsotheyear inwhichtheEnglishParliamentthrashedouttheterms oftheButler1944EducationAct,which,becauseit wasinfactacompletenew charteroffreeandfar reachingeducation,providing"equalopportunityfor allchildren,"becomesineffectamajorraidingpostin Englishsocialdevelopment.

DemocracyLives

Inthemindsofmany EnglishCatholics1944and itsgreatEducationActhold afurthermemory,amemoryofacampaignofprayer andactionwhichproduced aseriesofdelegationsto Parliament,packedpublic meetings,andhundredsof thousandsofletterstomembersofParliament,allwith onecommonmessage.The messagewassimply,"JusticeforCatholicschools."It wassimple,itwasdirect,it waswithoutprecedentin scale,intensity,orsincerity inanyapproachwhichhad everbeenmadetomembers ofParliamentbeforein knownconstitutionalhistory.

Itwasalsoagreattribute tothedemocraticnatureof Parliamentandofthepatientwayinwhichitsmemberswilllendaneartoany privatecausewhatevertheir ownviewsonthesubject thattheylistenedtothis pleaofjusticeforCatholic schoolswithwarmsympathy.Andhavinglistened, theycarriedthemessageto thedebatingfloorofthe HouseofCommonsandto theprivateearoftheMinisterinchargeoftheEducationBill.

Inconsequence,during thedebateonthe1944EducationAct,practicallyevery memberofParliamentwho spokeindebateespoused thecauseofthebestpossibledealundertheprovisionsoftheBillforCatholicschools.TheBillbeforeitbecameanActwas inconsequenceamendedin severalimportantdetails. Themostimportantofthese wastheintroductionofits Section72,whichsays:

Theimportanceofthis clausewasthatitgavean absoluterightinlawfor thesettingupandconductingofnon-Government schoolswhichcouldbe maintainedbyfinanceprovidedbytheGovernment. Thisrightwasnotsomethingwhichaministerof Parliamentcouldgrantor withholdashedeemedfit.

Itwasanabsoluteright residingwiththeparent,the so-called"primacy"ofthe parentovertheeducationof hischildren.

Itwasinfactthefirst codificationoftheCharter ofHumanRights,which wasatthattimebeing thoughtoutasagrowthof thefamous"fourfreedoms" oftheAtlanticCharter,set

outbyWinstonChurchillsteadilyandpeacefullyto andPresidentRoosevelt. theirmembersofParliamenttellingoftheirstrugglestogettheirchildreneducatedwithwhattheywere convincedwastheonlysatisfactoryspiritualbackground-throughCatholic education,in Catholic schools,byCatholicteachers."

Itwasfittingthatthis "parents'rights"clausewas proposedbyagreatchampionofCatholicschools, LordJohnRussell,ofKillowen.LordRussellhad beenfightingthecauseof CatholicschoolsinEngland fornearly50years-foras longbackas1906hisname wasrecordedasaprincipal speakeratthegreatAlbert hallmeetingunderCardinal Bourne,whicheffectively stirredupParliamentaryactiontodefeataBillwhich, ifithadpassedintolaw, wouldhavethrownEnglish Catholicschoolsintothe sameplightasourWest Australian1895Actdidour Catholicschoolsinthe West.

TheBilldidnotpass.It waskilledbythedebating craftofIrishM.P.'sina ParliamentwithanoverwhelmingGovernmentmajority.Andin1944,Lord JohnRussell,aheirofthat formerIrishdebatingcraft, madealmostalastservice tothecauseofCatholiceducationinEngland,forwhich hehadfoughtsolong: "Childrenshallbeeducated inaccordancewiththe wishesoftheirparents."

CorrectApproach

Forthefirsttimemany thousandsofCatholics foundthatunderdemocratic,parliamentariangovernment,amemberofParliamentisnotonlythecorrectchannelofapproachto Governmentoveranygrievancebut,inajustcause, canbeamostpowerfuladvocate.Theyalsorealised thevalueofprayingfor helpandguidanceforCatholicschools.Asoneold Dutchpriestputit:"Every morningIhavethechildren say,'SacredHeartofJesus, spareourschools;ImmaculateheartofMary,watch overus,thylittlechildren," andwhileyourwordsmay beheardinParliament,my children'sprayerswillbe heardinHeaven."Perhapsthereissomethingthat weinAustraliacanlearn fromallthis.
