Stalin'sobservationontheeveoftheSovietCommunistPartycongress,arecontainedinanextraordinarydocument,consist'ingofextremelyrepetitive,unwieldly,abstrusetheoreticalargumentsoverlaying shrewdpracticalsuggestionsandinstructions,heldtogetherbythesinewsofacoarse commonsenseandrealism.Inthisarticle, VictorS.Frank,intheLondon"Tablet,"says thatonedetectsinthefirstpartacertainold agemellowness;theimpressionofanold manwho,afteraturbulentandbloodycareer,haslearntcertainlessons.
theSovietCommunist Party'scongress,atwhich Stalin'schieflieutenant, Italenkov,deliveredthe mainorationonSunday, October5,theoldman intheKremlinhas himselfspoken.His25,000 wordspronouncement,which appearedintheauthoritativepartyfortnightly"Bolshevik"isboundtoovershadowanythingsaidatthe Congress.
TheforminwhichStalin naschosentoclothethis majorpolicystatementis curious:themainbulkof thefifty-pagearticleisa haphazardcollectionofmarginalnotesonanewofficial text-bookofpoliticaleconomy,nowunderpreparation.ItappearsfromStalin'scasualreferencesthat, forthelastyearorso,a teamofSovieteconomists andtheoretiCianshasbeen workingonadraftofsuch atext-bookunderclosesupervisionoftheCentralCommittee:thatinNovember, 1951,amajordiscussionof thedraftwasheld("the well-knowndiscussion,"as talincallsit,althoughnota wordonitappearedinthe pressatthetime),andthat thedraftitself,andtheminutesofthedebatewere submittedtoStalin.
Practicallyonthe-eveofforeignpolicyandlandproblem.Inthisopeningchapter,Stalingentlychides "someComrades"who woulddenytheobjective characterofeconomiclaws. These"youngcadres,dazzled,astheyare,bythecolossalSovietachievements, imaginethat'nothingisimpossibletoSovietpower, thatitcan,infact,abrogate economiclaws,orcreatenew ones."No,saysStalin,the lawsofeconomicdevelopmenthaveanobjectiveexistence,andoperateindependentlyofthewillof man."Manmaydiscover them,understandthem,use themintheinterestsofsociety,limitthefieldoftheir activity,giveleewayto someofthem.Buthecannotabrogatethem,norcan hecreatenewlaws."
LackofRealism
Againandagain,invariouscontexts,Stalinreturns totheviewsof"someComrades"oftheyoungergenerationwhoselackofrealism,itwouldappear,perturbshim.Thereis,for instance,thevexedquestion ofthetransitionfromSocialismtoCommunism.When andhowisittobeaccomplished?Whatisitthat stillholdsupthis"leap fromtherealmofnecessity totherealmoffreedom?"

Onthetheoreticallevel, Stalinimpliesthatthecapitalistencirclementmight disappearwithoutadirect clashbetweenthecapitalist andtheCommtlinstpartsof theworld.Thatwouldmean thatthewaywouldthenbe opentothefamous"witheringaway"oftheState,a processdeemedindispensablefortheinauguration oftheCommunistmillennium.
PeasantProblem
Onthehomefront,the mainobstacleremains,of course,thestubbornelementalresistanceofthe peasantrywhich,even underthekolkhozorder, refusestomergeintothe generalState-runsystemof economy.Thekolkhoz systemhasalwaysbeen consideredbytheSovietregimeasamerestepping stone tegrationtowardscompleteinofagriculture. AlthoughitgivestheState auniqueopportunityfor controllingtheeconomicactivitiesofthepeasantry, thepeasantgroupsnamed "collectivefarms"stillenjoy ameasureofeconomicautonomywhichisdeniedto otherproductionunits.Itis anintolerablestateofaffairsfortheCommunists thatthecollectivefarms, thoughnotowningeither thelandtheytill(itbelongs totheState,andthe kolkhozaremerelyallowed touseitinperpetuity),nor themachines(which,too, areStatepropertyandare hiredouttothefarms),still remainmastersofthepro- duce.True,aconsiderable proportionofthisproduce issoldcompulsorilytothe

Thetwoschoolsdiffer,however,intheirdeductions fromthisaxiom.Theradicalsadvocateawholesale expropriationofkolkhoz propertyi.e.,ofagricul- turalproduce,collectively ownedlivestockandthe like.Thedefeatists,onthe otherhand,suggestthat sincethekolkhozareallowedtoindulgeinsuchcapitalistpracticeasfree marketingoftheirproduce, itwouldbejustaswellto renounceallpretenceofa pureSocialisteconomyand toselltothefarms"the meansofproduction,"i.e., theagriculturalmachinery.
NowStalinrejectsboth thesesuggestions.Heisas baffledasotherSoviet theoreticiansbythisstubbornsurvivalofcapitalistelements.Theultimateaim, hesays,remains,ofcourse, thecreationofauniform systemofeconomy.The kolkhozformofpropertyis, ofcourse,aloweronethan thecommunalone,exemplifiedbytheState-ownershipofindustrialplant.
Stalin'sSolution
Thequestionis,howis onetoraisethekolkhozpropertytothishigherlevel? CoronationOathRouses QuestionsofContinuity
Inthisarticle,MonsignorHawkschallengesarecentstatementbyDr.EdwinMorris,AnglicanBishopofMonmouth,who questionedtheaccuracyoftheoathbywhich QueenElizabethII.willbindherselfather coronation"tomaintainintheUnitedKingdomtheProtestantreformedreligionestablishedbylaw."
Dr.Morrisdeclaredthe ChurchofEnglandisnota Protestantchurchbutis"the ancientchurchoftheland, reformedindeed,butCatholicstill,"MonsignorHawks, whobecameaconvertfrom Anglicanismin1908,isan authorityonnon-Catholic effortstowardunityamong themselvesandinrelation totheCatholicChurch,and haswrittena?lumberof booksonthissubject.Heis apriestofthePhiladelphia Archdiocese.
EnglishCatholicscan sympathizewithDr. EdwardMorris,theAnglican BishopofMonmouth,who objectstotheoathwhich QueenElizabethIIwill takeattheceremonyforher coronation,buttheywilldo soforadifferentreason. Tothemthedeclaration thatshemadeattheopeningofparliament,describing herselfasa"faithfulProtestant"aswellastheoath thatshewilltaketomaintaininEnglandandScotland"theProtestantReformedReligionestablished byLaw"seemtobeoutof date,especiallyasabout halfherEnglishsubjectsare notAnglicansandmany thataresorarelyattendthe officialworship.
DislikestheName
AlthoughtheBishopof Monmouth,asamemberof theDisestablishedAnglican ChurchofWales,isnotdirectlyconcernedwiththe oath,hisobjectiontoitis understandable.Likemany modernnon-Catholicsof everyvariety,hedislikes
beingcalledaProtestant. He isliterallycorrectinsaying thattheformulariesofhis churchhaveneverdescribed itassuch, butthisistrue ofeveryotherreligionwhich ispopularlycalled"Protestant."Thesoleexception thatcomestomindisthe ProtestantEpiscopalChurch intheUnitedStatesof America, withwhichthe Bishopisincommunion.
ContinuityClaim
"Protestant,"likethe word"Christian,"wasoriginallyadoptedbycommon usagetoexpressavitaldistinction,ratherthanasa theologicalterm.Itisnotoriousthatallschismatics claimtobethetrueexponentsofthereligionwhich theirforefathersonceprofessed,andnoneofthem willadmitthattheyhave renouncedtheChurchof Christ.
TheBishopofMonmouth! doesnotagreewiththis proposedmergerbecausehe saysthatattheReformation, theScottishKirk, unlike theChurchofEngland, did notpreservethesuccession ofbishopswhichAnglicans "regardasoneofthenecessarymarksofcontinuity withtheChurchofNew Testamenttimes."Tothis thePresbyteriansreplythat theyregard,(inaccordance withtheirreadingofHoly Scripture),bishopsand presbyterstobeofthesame Order, andvestedwiththe sameapostolicauthority. Theyalsoclaim, asdoesthe BishopofMonmouth, that "theypurgedtheCatholic Churchofanumberofdoctrinalerrorsandreordered theirwayofworshipinaccordancewiththeprimitive patternandwithcommon sense."
ThemodernLutherans,as isshownintheirrestored liturgy,makeexactlythe sameclaim.Eachone regardscertaincharacteristicsasessentialtotheir continuity.Thetruthcannotbesettled,however,by whatinterestedparties regardasnecessary.

Thus,althoughweunderstandthattheword "Protestant"hasbecome objectionable,wecannotacceptthereasonwhichthe Bishopgivesforhisobjection.HeclaimsthattheAnglicanChurchhasmaintained "continuityandidentity" withtheCatholicChurch fromthebeginningofits foundation.TheScottish Presbyteriansmakethe sameclaimforthesame reasons.Atthismomenta reunionmovementisbeing promotedbyprominent membersofbothbodieson thebasisofacommonbelief EveryonewantstobecalledaCatholic;veryfew wishtobecalledProtestant. lifEll1111111111111111111111111111121111111111MIIII

Theword"Protestant" hasacommon-sensemeaningasisshownbycommon usage.Itwasfirstusedin Germanytodescribethose whorejectedalleffortsof reunionwiththeCatholic Church.Byreasonofits valueasadistinction,it wassoonadoptedinEnglandandelsewhere.When hewasonthescaffold,the famousArchbishopLaud, whowasthevictimofthe Puritansonaccountofhis alleged"Romanism,"declaredhimselftobealifelongProtestant.Hewas bornin1573,onlyafew yearsaftertheReformation wasfinallyestablished.
Strangelyenough,AnglicansoncecalledthemselvesProtestantsindistinctiontoPresbyterians, and theydosotothisdayin theNorthofIreland. When theProtestantSuccession wassecuredbytheexclusion oftheCatholicStuarts,WilliamofOrange, athisCoronationwaslegallycompelledtodeclarethathe wouldmaintain"theReformedProtestantChurch." GeorgeIVandhissuccessorsmadethisdeclaration whentheysucceededtothe throneoropenedtheirfirst parliament.EdwardVII, whowasalwaysagreat friendofCatholics, loudly objectedtothisdeclaration andissaidtohavedeliberatelymumbledit.Inhis reignparliamentchanged thedeclarationsothatfuturesovereignswould simplycallthemselves "faithfulProtestants."Itis instructivetonotethatthe renunciationoftheMass was, totheEnglish, amark oftheirProtestantism.
Theclaimtocontinuity andidentity,whichthe BishopofMonmouthmade mustbejudgedbyfacts.
