Recallingthepolitical chaoswhichcharacterised thecountry'sbriefexperimentasarepublicfrom 1931to1936,thevisiting BishopsaidSpainprimarily needsarepresentativegovernmentthatwillpreserve authorityandsafeguard humandignityandlegitimatehumanfreedoms.
