Someofthosepresent, BishopGallagher'sfriends fromschool-days,felta specialandfraternalpride inhishappyelevation.A dayofexultationandpride itmustbe.too,forthedioceseofGeraldtonwhenit sawthatitscomparative

geographicalremotenesshad notimpededthepromotion ofsoworthyaoneofits chosensons.Thebeloved BishopofGer4dton,too, mustberejoicingthatday overtherecognitionofthe qualitiesofoneofhisoutstandingpriests.

ThejoyoftheBishop andthediocesewould, however,betingedindeed withinevit4bleregretthat theywerelosingtheservicesofsooutstandinga priestandthejoyofthe newBishoplikewisewould

betemperedbytheapprehensionofafutureofincreasedresponsibilityand addedweightofoffice.

Soitwasthedutyofall thatdayamidstthefestivitiestopause,toconsider deeplyandtopraythatthe GraceofGodwouldbeas abundantasweretheir congratulations,soasto ensurethattheepiscopate beginningthatdaywould be,byGod'shelp,astoryof difficultiesovercome,ofresponsibilitiesshoulderedsuccessfully,ofcontinualex-

tensionoftheKingdomof Christinthedioceseof whichthenewlyconsecratedwouldbetheChief Shepherd. Abishop'sofficewasto judge,interpret,consecrate, ordain,offersacrifice,baptizeandconfirm.Andeven thoughformanyofthose dutiesaBishophadthe validhelpofthepriestsof hisdiocese,whowerehis coadjutorsinthesacred ministry,forsomeofthose dutieshealonewascompetentandforallofthemhis

'Goingthereforeteachall nations..,whatsoeverI havecommandedyou,'said Christto PontificaltheApostles.The commentedofa newbishop:'Mayhisspeech andhispreachingconsist notintheplausiblewords ofhumanwisdombutinthe showingforthofthepower oftheHolySpirit'.

"Letourfirstprayer thenforthenewBishopbe thatthewarmandcomfortingzealoftheSpiritofGod maybeinhisspokenand writtenwordsalways:encouragingtheweakwithan infusionofthestrengthof theSpirit,spurringthe dilatorywithenthusiasmfor thecauseofChrist,and reproachingthewayward withagentlenesswhich willbefortheirbuildingup. ratherthanfortheirdestruction,"continuedHis Lordship.

TheRev.J.N.Timbs,who wasordainedin1951,did mostoftheworkforhis degreefromSydneyUniversityvacationsfromhisecclesiasticalstudies.

Inhislatterschoolstudies, FatherTimbsworkedapermanentnightshiftasatelegraphmessengeratthe SydneyG.P.O.Thefollowingyear,whileemployedas aclerkinthepostoffice,he completedhisstudies.

In1940hecommencedan eveningcourseineconomics atSydneyUniversity,assistedbyafreeplacefrom theCommonwealthPublic ServiceBoard.Fromtheend of1941tothemiddleof 1943,hewasinthearmy. Whileinthearmy,he completedthethirdyearof studyforhiseconomics degreebycorrespondence Hewasdischargedfromthe armyin1943,andcompleted hisstudiesfortheBachelor degreeattheendofthe sameyear.

Thecentenaryofthe openingofthethirdchurch builtinSydney-theSacred HeartChurchatDarlinghurst-wasobservedduring celebrationswhichbeganin theparishonMay30,and concludedonJune1 HisGraceArchbishop O'BrienpresidedattheSolemnHighMassofThanksgivingonMay30andgave PontificalBenedictionofthe MostBlessedSacramenton theconcludingnight.His LordshipBishopLyonswas alsopresentonbothoccasions. Thefoundation-stoneof thefirstchurchofDarling-

ThefirstMasswithinthe completedwallsofthe Darlinghurstparishchurch wascelebratedonMay30, 1852. Itwasthefirstinthe wholeoftheeastern suburbs.

Becauseitisdesperately importantthattheAppealis asuccessithasbeendecided tocarryitonfromJune1 untilJuly31.

TheAssociationhasinthe pastcateredfortheneeds ofphysicallyhandicapped civilians,whoinmostcases arenotentitledtoaninvalid pension.

Wehaveprovidedartificiallimbs,invalidchairs, motorisedinvalidchairs,a homevisitingwelfareservice,andinmanycases substantialmonetaryhelp whenfoundnecessary.

Itisfelt,however,that muchmorecanbedonefor manyofourmembersand wehavecommencedan InstituteforPhysicallyHandicapped,whereinwe employ cappedphysicallyhandimembersinthemanufactureoflegs,arms, crutches,andsplints.

Thisventurehasproved amostusefulinstrumentin WesternAustraliaandwe feelthatfurtheradvances arenecessaryinotherfields ofrehabilitationandservice andwethereforerecentlyopenedanewdepartment

forthemanufactureofsurgicalbootsunderaqualified technician.

Thisprovedanimmediate successandiffundswere availablecouldbeextended greatly. Themembtrshipofthe Associationhasgrownat therateof100peryear,our presentmembershipbeing 712. Thepresentfinancialpo- sitionoftheAssociationis atsuchlowebbthatunless theAppealprovesasuccess manyofouractivitiesand plansforthefuturewill havetobecurtailed.

Post-poliosOurplansforhousing ina home, whichwaspurchasedbyus someeighteenmonthsago, mustofnecessitybepost-poneduntilsuchtimeasfinancespermittherebuildingandorganisingofsuch animportantInstitution.

MariaMonk'sdaughter wasnow25,wealthy,beautiful,andanavowedatheist. Shefledwar-torn AmericaforParis,where shealreadyhadinfluential friendsinthediplomatic corps-forwhomshehad obtainedappointments.Her socialrisewasgradual,but persistent,untilfinallyshe reachedhergoal,presentationtotheEmperorand Empress.

ButnotallofMadame Eckel'sParisfriendswere socialschemersandfreethinkers.Thereweremany goodCatholicsamongthem, andtheybegantoexercise asubtleinfluence.Then, too,herdaughterhadbeen placedwithnuns,andthey werefoundtobeanything butwhatshewouldhave expectedfromhermother's "AwfulDisclosures.-Her daughterGenevievewas,in fact,finallybaptisedMarie GenevieveDominiqueFerdinandeLenoreEckel,and itisatributetoher mother'sambitionthata PrinceandaPrincesswere hergodparents.

Oneofthefirstpiecesof newsthatsheheardupon herarrivalWasthather brother,Miles,hadbecome aCatholic.Itwasamatterofgreatgratificationto her,sinceshehadlong prayedforit.Hersister, Georgina,however,wasfar fromconversion,andwasin factpubliclysuingherhusbandfordivorce,agreat scandalinthe1860s.

AvisittoAmeniabrought hertheinspirationofbuildingthereachurch,aspart ofherrestitutionofherillgottengains.Itwasaplan thatreceivedtheendorsementofCardinalMcCloskey,But,beforethechurch wasfinishedherfortune wasgone,andshewasin poverty.ThespiritualdirectionoftwonotedJesuits, FatherMerrickandFather Bapst,didmuchtorootout fromherdaughterwhat wasleftofMariaMonk.

CompleteExpiation WasitcoincidenceorProvidencethatbroughther backtothesamenun,MadameHardey,thatshehad metyearsbefore.atthe AcademyoftheSacred Heart?Remarkably,the nunrecognisedher,and fromthenonwasherguide andconfidant.Itwasin theacademythatGenevievewasenrolled.

Perhapsthegreatesthumaninfluenceuponthe mother'sconversionwas ViscountLaferriere,aman ofinfluencewiththeEmperorandaferventCatholic.verynearly,infact,a saint.Hewasoldenough tobeherfather,butshe setouttomarryhim.He, inturn,thoughdeeplyattractedtoher,determined toconquerhersoul.Inthe enditwashe,andGod's grace,andtheexampltand prayersofthenuns,that won.

Thequeryhaslongsince beenansweredwithatriumphantyes!bythepublic testimonyofsomanynoted converts,proclaimingthat theirfeetwerefirmlyplantedonthepathtoRomeby Chesterton'swritingsand example.

Ithasbeentrulysaidthat hewasaCatholiceven whenhewasanAnglo-Catholic,andhisgreatbook, "Orthodoxy,"broughtmany intotheCatholicfold,includingtheEnglishauthor, TheodoreMaynard,who wrote:"ThoughChesterton didnotentertheChurch until13yearslater long beforethathehadmadea Catholicofme."

AWorkofGenius

ThegreatFrenchphilosopher,EtienneGilson,declaredthatChestertonwas oneofthedeepestthinkers whoeverexisted,writing, withoutpossiblecomparison,thebestbookever writtenaboutSt.Thomas: "Ihadspent20or30years studyingAquinasbut Chestertonputmyscholarshiptoshame.Nothing shortofgeniuscouldaccountforsuchanachievement."

Thingsweregettingmore difficultasmoneywaspouredoutforthechurch,but atlastitwasfinished.Then camethefinalblow.DuringtheChristmasholidays in1875,whenGenevieve washomefromschool,fire burnedtothegroundtheir homeinConnecticut,seven milesfromAmenia.Everythingwaslost-furnishings, clothes.allpersonaleffects. ForChestertonwasinthe strictsenseoftheworda missionary.Hewasnot contenttohidewithinthe fourwallsoftheChurch, preachingtotheconverted.

Fromfirsttolast,says hisfriendEmileCaemmerts,hismainconcern wasthemaninthestreet. withoutdistinctionofclass orcreed,towhomhespoke withcompletefrankness andfamiliarityofhismost sacredbeliefs. Chestertononcesaidthat ifhewereamillionaire,he wouldlike''justtochuck hismoneyabout."

Fourhundredyearsofaccumulatedignoranceabout theChurchstilldarkens themindsofmillions,to whomthedoctrinesanddevotionsoftheChurchmust bemadefamiliar.

ChristiansintheLabourmovementhovetheopportunityat thismomentofgettingtheLabourPartytodropthedoctrinaire SocialistaimswhichtroublesomanyCatholicswhogiveittheir votes,writesDouglasHydeoftheBritishscene.

Manyofthemoderateleaderswouldundoubtedlywelcome thedroppingofthemoreextremeSocialistpointsinitsaimsand constitutionwhichhave,onthebasisofpracticalexperience,becomelittlemorethananembarrassmenttothem,butwhichnonethelessstrengthensthehandoftheLeft.

Butnomoveislikelyto bemadeunlessthedemand comesfromtherankand file,backedbypositivealternativeproposals,suchas forindustrialco-partnership,whichsome,atleast, oftheleadersalreadyfavour. Notificationthatresolutionsfortheannualconferencemaynowbereceived arebeingsentoutfromthe Pprty'sheadquarterstothe tradeunions,divisionalpartiesandotheraffiliated bodies.Thisgivesthose Christiansandotherswho areconcernedatthedirectioninwhichitisatpresenttravellingtheopportunityofchangingitswhole course.

ReturntoOrigins

Thatitwouldbepossible nowtomakefirstmovestowardsareturntoitspurely Labouroriginsisshownby thefollowingfacts:

1-Influentialbodies,includingtheFabiansociety. whichwaslargelyrespon siblefortheadoptionofthe party'sSocialistconstitution,andsomeCo-operative organisationshavecalled,in thelightoftheactualexperienceofSocialisationin practice,forareviewofthe party'ssocialistaims;

2-TheLabourParty's lastelection manifesto madenomentionoffuture nationalisation, reflecting the"newthinking"ofthe party'smoremoderateleaders;

3-Nolessafigurethan Mr.HughGaitskell,when hewasChancellorofthe Exchequer,calledatthe conferenceoftheT.U.C.last Septemberfor"someform ofpartnershipbytheworkersin theindividual firmsorindustriesthrough thedistributionofbonus shares."

Thatproposal,soremote' fromtheparty'sSocialist thinking,isinlinewiththe thoughtofmanyCatholics.

4-TheforcesoftheLeft arerapidlygainingstrength andinfluenceatalllevels ofthemovementandwill, iftheyaretobechecked, havetobeconfrontedwith positive,andnotapurelynegative,campaign.

PossibleAlternatives

ThusCatholicsandothers inthetradeunions,and thevariousaffilatedbodies, whopropose resolutions aimedatamodificationof thosepartsoftheaimsand constitutionwhichcommit ittothe"socialisationofthe meansofproduction,distributionandexchange,"can presumablyexpectthesupportofsomeatleastofthe leaders.

equitabledistributionof propertyshouldalsoreceiveasympatheticresponsefromthosesame leaders.

Atthesametimethey willhavetoreckonwiththe growingpopularityof"Bevanism,"asreflectedintrade unionconferencesalready heldthisyear,andinthose sectionsoftheParliamentaryLabourPartyinfluenced byMr.Bevanhimself.

SixYears'Lessons

Thehistoricstrugglebetweenthetwoforces,the purely"Labour"andthe rabidlySocialist,which havecontendedwitheach throughoutthehistoryof theBritishLabourMovementis,infact,tendingto sharpenasopposinglessons aredrawnfromtheexperienceofsixyearsinpower.

Thatexperienceofthe actualimplementationof someoftheSocialistmeasuresforwhichthepropagandistshadfortwoor threegenerationscampaignedledtothosefarthestremovedfromMarxismseeing thatSocialistsolutionsto thesocialproblemmaybe nosolutionsatall.

Theresultwasthatbythe endofthefirstpost-war LabourGovernment'sterm ofofficethepoliticalthought ofsomeofitsmostoutstandingfigureswasclearly inthemeltingpot.

SocialistFallacy

Catholicshavenoreason torejoiceatthedisintegrationofthepartywhichaims tospeakforlabour,stillless toabandonittopeoplewho, whatevertheirdeclaredintentions,holdwhatisanessentiallyanti-Christianphilosophy.

A"Times"editorialleader whichprovokedarevealing correspondence12months ago,gaveasonelessontobe learnedfromtheexperience oftheLabourGovernment .theunquestioningfaith inthepowerandactivityof theStatehasprovedillusory."

ItendedbyurgingLabour toabandon"thegreatfallacyofmodernSocialist thought-thattheState andthecommunityaresynonymous."

Fabians'NewIdea

Withinafewdaysitwas publishingaletterfrom DonaldChapman,secretary oftheFabianSociety,ofall bodies,givingsupporttoits analysis.

Mr.Chapmanopenlydeclaredthat"itistruethata carefulrestatementofthe aimsoftheLabourPartyis needed.-Heassertedthat

"newthinkinghasbeen reachingtheLabourMovementandthegeneralpublic inseveralformsoverthe lasttwoyearsandoneof itsfeatureshadbeenthe suggestionthatthetendency tomoreandmorecentral Stateactionshallbereversedinfavourofdecentralisationandthedistribution ofpowerthroughthecommunity."

Hewentontosuggestthat theprocessofdecentralisationcouldbehelpedby "cooperativeformsofownershipandproduction." That,comingfromthebody whichderiveditsthought fromtheWebbs,Shawand Wells,wasrevolutionary.

WhenceItDerived

Itisinterestingtonote thatitwastheWebbswho weremainlyresponsiblein 1918forthewritingofthe firstconstitutionwhichcommittedthepartytoSocialism.Theconflictingtrends ofthoughtwereemphasised bythefactthatinthesame yearSidneyWebbalso wroteinhisLabourandthe NewSocialOrderthatthe party'sfirstprinciplewas "thesecuringtoevery memberofthecommunity, ingoodtimesandinbad alike,ofalltherequisitesof healthylifeandworthycitizenship"-anaimwith whichnoChristianwould belikelytoquarrel.

Butwhatisoftenoverlookedisthatthepartywas notSocialistinorigin;it existedforalmostagenerationwithoutacceptingSocialistprinciples,andthe wholeofitsmorerecenthistoryhasbeenoneofa pendulum-likeswingingbetweenthedoctrinaireaims :owhichitwascommitted atanordinaryannualconferencerelativelylatein

itslife,andmoremoderate policies.

Thereisnoreasonwhy thosedoubtfulaimsshould notberescindedbyannual conference.Butthe"new thinking"foundnoexpressionatlastyear'sconference,norwasMr.Gaitskell's positivealternativetosocialisationtakenupbydelegatestothe Buttradeunionists,LabourPartymembersand othersinthemovement havetheopportunitybetweennowandJulyof seeingthatitisonthe agendawhenthisyear's conferencemeetsonSeptember29inMorecambe.
