FatherBourkespokeof thedoubledutyofteachers tocommendaloyaltytothe ChurchregardingSunday Mass,andaloveandknowledgeoftheMassasaSacrifice.Hesuggestedthat allpublicquestioningof childrenaboutfulfilmentof theirduty,allrecourseto punishmentorequivalent humiliationsshouldbeexcludedfromclass-room practice.

Hethenindicatedhow thesyllabusregardingliturgywasdesignedtoincul-

catealovingunderstanding oftheMass,anattitudethat couldbemoreeasilycaught fromtheteacherthan taught.FatherChallisspokeof thebackgroundandstructureoftheGospels,andgave whatmightwellbeapreliminarytoamoreexhaustivetreatmentofsomeaspectsoftheScripturesat futureconferences.Those whoheardhistalkwere verygratefulforthepersonalandpedagogicalhelps itcontained.

"Itismostgratifying," saidBishopLyons,"tofind fromanumberofrecentexpressionsofpolicyfromofficialsourcesthatwhatthe Catholicauthoritieshave beensayingforyearsisat lastreceivingsupportfrom others.

"Itiscertainlyhightime thatthepublicconscience didthusquickeninitsappreciationofthemajorrole played,andindeedforso long,bytheparentsofthis countrywhoexercisetheir naturalrighttosendtheir childrentoprivateschools, andwhohavesavedthe Statesaverylargesum yearlyforbuildings,salaries,maintenance,textbooks andalltheothercostsinvolvedineducation.

"Themostoutstanding evidenceofthiswelcome changeinpublicopinion," HisLordshipcontinued, "hascomefromtheisland StateofTasmania,andfrom

theexecutivebodyofthe ChurchofEnglandinVictoria.

"ThePremierofTasmaniaandhisGovernment lastyearappointedaJoint CommitteeofbothHouses oftheTasmanianParliamenttoreportontheadvisabilityorotherwiseof Governmentassistancefor thosenotattendingState schools.

'Convincing,Urgent'

"Initsreport.broughtup toParliamentlastmonth, thiscommitteestatedthat 'theevidenceinsupportof assistance tonon-State schoolswasconvincingand basedonneedsthathave becomeurgent.Itwas supported,'continuedthe report,`bythefrankstatementsoffactsandfigures relevanttothematterunder enquiry.'

-Attheendofitsreport theJointCommitteerecommended'thatanapproach bemadebytheGovernmentofTasmaniatothe Governmentsoftheother States,withaviewtomakingaclaimontheCommonwealthGovernmentfor thepaymenttoallStatesof apercapitagrantforeducationalpurposessothat thisgrantcouldbeapplied toStateschoolsaswellas non-Stateschools.'

"Thecommitteefurther recommendedthat,failing

satisfactoryCommonwealth relief,theTasmanianGovernmentshoulditselfbring forwardaproposalforsubmissiontoParliamentprovidingforfinancialassistancetonon-Stateschools."

HisLordshipthenquoted fromanoteworthystatementoftheMelbourneauthoritiesoftheAnglican Church.madeafewdays previouslyandgivenprominentcoverbytheVictorian press.

"Inthisstatementofpolicy."saidBishopLyons, "theChurchofEnglandannouncedthatitintendedto asktheGovernmenttoinstituteanewprogrammeof aidtonon-Governmental schools.

'NotMendicants'

"ThisdecisionwasannouncedbytheAnglican Archbishop-in-Council of theChurchofEngland,the executivebodyoftheAnglicanChurchinthedioceseofMelbourne.

"Thestatement,issuedby ArchbishopBooth,saidthat 'non-Governmentalschools hadrenderedfineservice overthepastcenturyofthe historyofVictoria.

"'Theyhadenrichedthe communitytoaveryreal degree,andattainedhigh educationalstandardsand maintainedthem.

"'Theyhaddonethis withoutGovernmentassist-

ance,butthedifficultiestodayweresogreatthatit appearedimpossiblethey wouldcontinuetodothis unlesssomemeasureof Governmentassistancewere given.

"'Inmakingarequestof thiskind,'thestatement continued.'theseschools feeltheyarenotmendicants,butaremakinga claimwhichisjustand equitable.

"Uptonow,ithasbeen asthevoiceofonecrying inthewilderness.

"Wecanhopethatoutof thissalutarychangeinthe viewsofourfellow-citizens, whoarecomingtorealise thatwhatisbeingdonein otherpartsoftheBritish Commonwealthcanbeand oughttobedoneiatheland oftheSouthernCross,will comeaseriousandstatesmanlikesolvingbyourrulersofthislong-standingnationalproblem.

Ascanbereadilyseen, theWayoftheCrossis oneofthemostrichlyindulgencedofallthepious workssanctionedbythe Church.Amongtheconditionsrequiredforgaining theStationindulgences,the firstisabriefmeditation ateachStationonthesufferingsoftheSaviour.This prayerneednotbeoral,nor ,Tieeditbecentredonthe subjecteachscenedepicts inthevariousStations.A piousremembranceofthe Lord'sPassion,madewith contritionforsin,suffices fortheordinaryperson.If onemakestheStationsprivately,hesliouldgofrom onetotheother;butifa priestleadstheStations,as atLentenFridayservices, ...thefaithfulmaygainthe indulgencesthoughthey remainintheirseatswhile thepriestandacolytesproceedaroundthechurch.The visitingofthevariousStationsmustbeuninterrupted, butashortinterruption doesnotbreaktheconnection.Areligiousreason, suchasassistingatMass, permitsevenalongerbreak.
