hissecondaryeducationat St.Iltiephonsus'college, NewNorcia. HeleftforRomein1929 andwasordainedpriestfromthePropagandacollegethereonDec.22,1934. AfterhavinggainedthedegreeofDoctorofPhilosophyhereturnedtoAustraliaandtookuphisfirstap- pointmentasassistantto theCathedralparishin Geraldtonandeditorofthe diocesanpaper,"TheCathedralChronicle."
In1938hewasmadeAdministratoroftheCathedralparishandDiocesan Secretary.Heactedas VicarCapitularofthediocesefromthetransferof BishopO'CollinstoBallarat tothearrivalofBishopGummerinGeraldton.In 1945hewasmadeparish priestofThreeSprings,and inhisfewyearstherewas responsibleforthebuilding ofthenewpresbyteryand school.Planswereallpreparedforstartingonanew churchinthecentrewhen theannouncementofhis elevationtotheEpiscopacy wasmade.
MonsignorGallagherwas namedaDomesticPrelate inMarch1951.Aswellas hisparishdutiesheheld severalimportantofficesin thediocese.Amongthese werethoseofDiocesanSecretary,DiocesanConsultor,officialoftheDiocesanTribunalforMatrimonial Causes,Directorofthe SocietyforthePropagation oftheFaith,DiocesanInspectorofSchools,andDirectoroftheImmigrationscheme.

MajorpointsinMr. Foleysreportweretheinaugurationduringtheyear ofnewbranchesatClontarf, gateLearoydstreet,HighHill;Tambellup,and Carlisle,therebyincreasing thecurrentnumberofbranchesto67.Diocesanmembershipofthesocietywas revealedasbeing3,990,inclusiveof851juniormembers. Itwasalmostcertainthatthetotalmembershipwasover4,000,asthe absenceofstatisticalreports fromtwoofthenewbranchesandthelackofknowledgeoftheirmembership figureshadpreventedinclusioninthetotalofanyesti-matedmembershipfor thosebranches.

Mr.Foleythenreported ontheresultstodateofcollectionsforthebursaryfund,whichnowtotals L18119s7d,subscribedby 37branches,plustwoindividuals.Thecurrentyear's bursaryof£130hadalreadybeenhandedtoHis Grace,whohadpassedit overtoSt.Charles'seminary,theRectorofwhich, V.Rev.FatherWilkinson, C.M.,hadexpressedthesincerethanksofallatthe seminary.
Thereportdeploredthecontinuedneglectofmany branchestofurnishmonthlyreports.Somebrancheshadsentnoneduringtheyear.Thismadeit impossibleforhimtopresentaccuratestatisticsto delegates,andheappealed todelegates,andespecially tospiritualdirectors,tosee toitthattheirbranches carriedouttheirobligations inthismatter.Basedon reportsreceived,itappearedthattherehadbeena dropinthepercentageof membersreceivingthe monthlyHolyCommunion by4percent,andatthe monthlyeveningdevotions by5percent.,compared withthepreviousyear'sfigures.Heurgeddelegates toheedthesefiguresandto gobacktotheirbranches determinedtoeffectimprovementsandliftthe qualityoftheirmembership,rememberingthatthe solepurposeofthesociety isthepersonalsanctificationofitsmembers.

Lastweek,Mr.Watts(MinisterforEducation) toldtheLegislativeAssemblythat,onthebasisof 50childrentoaclass,250classroomswererequired thisyeartoaccommodateincreasednumbersof schoolchildren.Inotherwords,theStatesystem ishardputtofindplacefor12,500youngsters.Now, supposingsomecatastropheweretocomeuponthe chainofCatholicschoolsinthisState,somekindof sectarian-selectiveearthquake,sothatto-morrow morningallthebuildingswererazedtotheground andparentshadnooptionbuttosendtheir16,000 childrentobeeducatedbytheState.Mr.Watts wouldthenhavetofindnot250classrooms,but570. That,weimagine,wouldtaxtheingenuityofeven astatesman.Ofcourse,nosuchcalamityislikely tooccur-unless,ofcourse,thepatienceoftheCatholictaxpayeroneclaybreaksclown.
IthasbecomeanacceptedpolicyamongCatholicsinthestruggleforeducationaljusticenotto embarrassgovernmentsbyjustsuchanaction.But onefearsthatpoliticianshavemadecapitaloutof thisgenerosity.TheyfeelconfidentthatthepowerfulCatholicminoritywillbecontenttosufferfor thenext60yearswhattheyhaveenduredinthepast 60.Buttherehasbeenaradicalchangeinour socialstructureinthelastdecade,andfromthe fiscalstandpointithasnotmadethingsanyeasier fortheCatholicparents.Indeed,withtheappallingcostoflivingandtherateofdirecttaxation,we maybewithinmeasurabletimeofthedaywhenthe Catholicparentssimplycannot"takeit"anylonger.
Thereisanotheraspectofthequestionalso whichgivesitacriticalaspect.Thatisthefalling offofvocationsamonggirlstotheReligiouslife.
