tobenamedaBishop.The otherwasthelateBishop WilliamBernardKelly,first BishopofGeraldton,who diedDec.26,1921.

ThesonofthelateMr. andMrs.C.S.Gallagher, formerlyof73Outram street,MonsignorGallagher receivedhisprimaryschool educationattheChristian Brothers'college,Perth,and

hissecondaryeducationat St.Iltiephonsus'college, NewNorcia. HeleftforRomein1929 andwasordainedpriestfromthePropagandacollegethereonDec.22,1934. AfterhavinggainedthedegreeofDoctorofPhilosophyhereturnedtoAustraliaandtookuphisfirstap- pointmentasassistantto theCathedralparishin Geraldtonandeditorofthe diocesanpaper,"TheCathedralChronicle."

In1938hewasmadeAdministratoroftheCathedralparishandDiocesan Secretary.Heactedas VicarCapitularofthediocesefromthetransferof BishopO'CollinstoBallarat tothearrivalofBishopGummerinGeraldton.In 1945hewasmadeparish priestofThreeSprings,and inhisfewyearstherewas responsibleforthebuilding ofthenewpresbyteryand school.Planswereallpreparedforstartingonanew churchinthecentrewhen theannouncementofhis elevationtotheEpiscopacy wasmade.

MonsignorGallagherwas namedaDomesticPrelate inMarch1951.Aswellas hisparishdutiesheheld severalimportantofficesin thediocese.Amongthese werethoseofDiocesanSecretary,DiocesanConsultor,officialoftheDiocesanTribunalforMatrimonial Causes,Directorofthe SocietyforthePropagation oftheFaith,DiocesanInspectorofSchools,andDirectoroftheImmigrationscheme.

BorninSeptember1911 hewasoneoffourboysin thefamily.Histhree brothersareMr.Charles

Gallagher,agraduatein EngineeringoftheUniversityofW.A.whoisnow manageroftheThompson PipecompanyinBrisbane, Queensland;Mr.Allister Gallagher,seniorHouse SurgeoninthePerthDental Hospital,andMr.Francis Gallagherformerlyofthe Accountsbranchofthe W.A.G.R.whoisnowworkinginSydney.

Whenhewasinformed of Bishoptheappointment,the ofGeraldton,the MostRev.A.Gu:nmer said:"Iamdelightedthat onesoworthyhasbeen raisedtotheEpiscopacyand thattheGeraldtondiocese hasgivenaBishoptothe ChurchinAustralia."

TheusualmeetingofOur LadyHelpofChristians' branch,H.A.C.B.S.,was heldMarch11.Thepresident,MissM.Mason,remindedmembersofthe dateofClontarffieldday, April27,whenhelpers wouldberequiredforthe occasion.Memberswere pleasedtolearnthatMr. TonyWhitelywasbeing transferredbacktoPerth fromBunbury,andwould becominghomeonthepicnicbus.

Threepainfulaccidents haveoccurredintheparish recently.Mrs.Ronanand Mrs.Palmer,senr.,have hadseverefalls,andMr.D. Harrisonreceivedabadly bruisedankleinaroadaccident.Allthreearenow recovering.

OnSunday,March16,a railwaysemi-trailerbus leftthechurchafterfirst Masswithalargepartyof membersandfriendsona

picnictriptoBunbury.The rundownpastthegreen pasturesoftheirrigated areaswasquiteapleasant one,andonarrivalatthe southernportthelunchtime wasspentintheusualpicnicfashion,afterwhichthe membersofthepartydispersedtoindulgeintennis, swimming,touring,visiting friendsandseeingthe sightsofthetown.At5.40 p.m.astartwasmadefor home,andafteranuneventfulrunatiredbuthappy partyarrivedbackatEast VictoriaParkat10o'clock.

Mr.Foley'sreport,which openedwithawarmwelcometothenewDiocesan Director,requestedFather Aherntoconveythesociety'sdeepappreciationof HisGrace'scontinuedinterestinitsactivities,with particularreferencetohis kindactioninpresidingat, calandadministeringPontifiBenedicaionat,thesociety'sannualSpiritual rallyatSt.Mary'sC4the- dralduringJanuarylast, andhisgraciousactin greeting memberpersonallyeach oftheDiocesan Unioncouncilattheconclusionoftherally.Father Ahernwasalsorequested toconveytoHisLordship, BishopGoody,thesociety'sveryrealpleasureonthe occasionofhiselevationto theEpiscopacy.

NewBranches

MajorpointsinMr. Foleysreportweretheinaugurationduringtheyear ofnewbranchesatClontarf, gateLearoydstreet,HighHill;Tambellup,and Carlisle,therebyincreasing thecurrentnumberofbranchesto67.Diocesanmembershipofthesocietywas revealedasbeing3,990,inclusiveof851juniormembers. Itwasalmostcertainthatthetotalmembershipwasover4,000,asthe absenceofstatisticalreports fromtwoofthenewbranchesandthelackofknowledgeoftheirmembership figureshadpreventedinclusioninthetotalofanyesti-matedmembershipfor thosebranches.

NamemembersattheannualEucharisticProcession atAquinascollegeasanalltimerecord,andthanked branchesfortheirsplendid co-operationintheorganisationoftransportonthat day.

BursaryFund

Mr.Foleythenreported ontheresultstodateofcollectionsforthebursaryfund,whichnowtotals L18119s7d,subscribedby 37branches,plustwoindividuals.Thecurrentyear's bursaryof£130hadalreadybeenhandedtoHis Grace,whohadpassedit overtoSt.Charles'seminary,theRectorofwhich, V.Rev.FatherWilkinson, C.M.,hadexpressedthesincerethanksofallatthe seminary.

Thereportdeploredthecontinuedneglectofmany branchestofurnishmonthlyreports.Somebrancheshadsentnoneduringtheyear.Thismadeit impossibleforhimtopresentaccuratestatisticsto delegates,andheappealed todelegates,andespecially tospiritualdirectors,tosee toitthattheirbranches carriedouttheirobligations inthismatter.Basedon reportsreceived,itappearedthattherehadbeena dropinthepercentageof membersreceivingthe monthlyHolyCommunion by4percent,andatthe monthlyeveningdevotions by5percent.,compared withthepreviousyear'sfigures.Heurgeddelegates toheedthesefiguresandto gobacktotheirbranches determinedtoeffectimprovementsandliftthe qualityoftheirmembership,rememberingthatthe solepurposeofthesociety isthepersonalsanctificationofitsmembers.

QuotingsomeoftheactivitiesoftheDiocesan Unioncouncilduringthe year,Mr.Foleymentioned thatdiocesanofficershad paidofficialvisitsto19 branches,byallofwhom theyhadbeenreceived withkindnessandhospitality.Thevalueofapress correspondentontheDiocesonUnioncouncilwasrevealedbythesplendidnews coveragegiventothesocietyby"TheRecord"and "TheHolyNameMonthly," tobothofwhichjournals Mr.Foley'sreportpaidtributeandofferedthesincere thanksoftheDiocesan union.Thereportclosed withsincerethankstothe NationalSpiritualDirector, Rev.FatherW.V.McEvoy, O.P.,forhisunfailingguid-anceandadvicethroughout theyear.

Lastweek,Mr.Watts(MinisterforEducation) toldtheLegislativeAssemblythat,onthebasisof 50childrentoaclass,250classroomswererequired thisyeartoaccommodateincreasednumbersof schoolchildren.Inotherwords,theStatesystem ishardputtofindplacefor12,500youngsters.Now, supposingsomecatastropheweretocomeuponthe chainofCatholicschoolsinthisState,somekindof sectarian-selectiveearthquake,sothatto-morrow morningallthebuildingswererazedtotheground andparentshadnooptionbuttosendtheir16,000 childrentobeeducatedbytheState.Mr.Watts wouldthenhavetofindnot250classrooms,but570. IthasbecomeanacceptedpolicyamongCatholicsinthestruggleforeducationaljusticenotto embarrassgovernmentsbyjustsuchanaction.But onefearsthatpoliticianshavemadecapitaloutof thisgenerosity.TheyfeelconfidentthatthepowerfulCatholicminoritywillbecontenttosufferfor thenext60yearswhattheyhaveenduredinthepast 60.Buttherehasbeenaradicalchangeinour socialstructureinthelastdecade,andfromthe fiscalstandpointithasnotmadethingsanyeasier fortheCatholicparents.Indeed,withtheappallingcostoflivingandtherateofdirecttaxation,we maybewithinmeasurabletimeofthedaywhenthe Catholicparentssimplycannot"takeit"anylonger.

Thereisanotheraspectofthequestionalso whichgivesitacriticalaspect.Thatisthefalling offofvocationsamonggirlstotheReligiouslife.
