CompromiseonStableOrderinPalestine WillNotProvideSound,LastingSolution
Thegreatamountofpublicitybeinggiventheconsid- erationoftheJerusalemquestionbytheUnitedNationsis shotthroughwithmisleadingstatements.Someofthese statementstrytocreatetheimpressionthattheHolySee haswithdrawnfromitsoriginalstand,andwouldnowacceptsomethinglessthantheinternationalregimeforJeru- salemandenvironswhichitoriginallyasked.There hasbeennosuchchange.
"OsservatoreRomano,"theVaticanCitynewspaper, hasvigorouslyattackedthismanoeuvre,callingit"mostac- tivebutnotvery.honestpropaganda."Itsaidflatly,ina front-pageeditorial,thatitis"contrarytotruth"toassert thattheVaticanhasrenouncedtheideaofaninternational regimeforJerusalemanditsenvirons.
TheGeneralAssemblyoftheUnitedNationsvotedlast DecemberfortheinternationalisationofJerusalem,butits actionhasnotbeenimplemented,anditisnowwidelyas- sertedthatastrongattempttoreverselastyear'sdecision willbemadeinthecurrentAssembly.Theslysugges- tionthattheHolySeehaswithdrawnfromitswell-known standonthisquestionisapparentlyapartofthiscunning manoeuvre.
Thesefearsareheightenedbytheintroductionofa "compromise"proposalwhichisreceivingnotablepublicity.ThecompromiseabandonstheideaofaninternationalisationstatuteforJerusalem,andsubstitutesamereguarantee fortheHolyPlacesbasedonextra-territorialstatus.The Netherlands,Canada,andsomeSwissexpertsintheU.N. havebeenheldupassonsorsofthecompromise.Itcan besaidwithfullconfidencethatthiscompromiseproposal wouldnotbeacceptabletoCatholics.Itsimplydoesnot givesufficientguaranteeofsecurityforJerusalemandthe HolyPlaces.Actually,greatamazementhasbeenex- pressedthattherepresentativesofCatholicsinHolland, whohaveaconsiderableresponsibilityingovernment,have agreedtosupportthepresentationofsuchacompromise.
As"11Quotidiano,"theCatholicActiondailynewspaperintheCityofRome,pointedoutveryemphatically recently,theHolySeefirmlyadherestoitstraditionalposi- tionthataninternationalregimeforJerusalemanditsen- vironsisessentialinordertoguaranteerespectandsafety fortheHolyPlates.
"IIQuotidiano"saideditoriallythattheHolySee'spositionhasbeenmadeclearfourtimes"beyondanypos- sibilityoferror"intheencyclicals"Multiplicibus"and"Re- detnptorisNostri."theApostolicexhortationofNov.10, 1949,andtheChristmasmessageofthePopein1949.The editorialsummarizedtheCatholicpositionasfollows:
1.AninternationalregimeforJerusalemanditsen- virons.
2.ProtectionandsafetyofHolyPlacesoutsideofthat territory,withfreeaccesstothem.
3.LibertyforallCatholicinstitutions.
4.ProtectionofhistoricalCatholicrights.
TheRomenewspapernotedthat,inspeakingofthe "compromise"plananditsproposalofanextra-territorial statusfortheHolyPlaces,someofitsproponentsmention thejuridicalpositionofVaticanCityinItaly.Itisnot correcttotalkaboutthe"extra-territoriality"ofVatican City,thepaperreminds,because"VaticanCityisjuridically anindependentsovereignstatelikeanyother."
Whilebeingonguardagainstthecontinualinsinuation thattheHolySeehasreverseditsstandinthismatter,one woulddowelltorecallthewarningof"OsservatoreRomano."Thepaperemphasisedthat"thedestinyoftheHoly PlacesandthecauseofpeaceinPalestineremaincloseto theheartofthewholeCatholicworld;"that"astableorder guaranteedbycountriesfaithfultotheidealsandmethods ofpeaceandfreedomistheonlyroadpossibletoreach thataim,"andthat"everyothersolution,achievedthrough painfulcompromiseforthesolepurposeofavoidingpre- sentdifficulties,wouldheafalsesolution."
