VATICANCITY,Oct.10.-HisHoliness PopePiusXII.hasdecidedthattheproclamation ofthedogmaoftheAssumptionoftheBlessed VirginwilltakeplaceinfrontofSt.Peter'sBasilicaonthemorningofNovember1,withtheSolemnPontificalMassfollowingimmediatelyafterwards.
AnnouncementoftheHolyFather'sdecision wasmadein"OsservatoreRomano,"VaticanCity daily.Thedecisionreversedanearlierarrangementwherebytheceremonyoftheproclamation wastotakeplaceontheeveningofOctober31, andtheSolemnMassonthefollowingmorning.
The"Osservatore"announcementcameastheofficersofthe variousVaticancongregations arefeverishlyatworkarranging thedetailsforthemomentous ceremony.
TheceremonyfortheproclamationofthedogmaoftheAssumptionwiltbesolemnand colorful,yetsimpleandbrief, accordingtotheRt.Rev.Msgr. EnricoDante,prefectofPapal ceremonies.

OutsideSt.Peter's Barringanythingshortofa downpouritwillbeheldinthe openwiththePapalthrone,or "Cathedra,"erectedbeforethe principalentranceoftheSt. Peter'sBasilica,andinthepresenceofathrongpackingthe piazza.Theceremonywillconsistof:Theformalrequestfor aproclamationofthedogma madebyHisEminenceFrancescoCardinalMarchetti-Selvaggiani,deanoftheCollegeof Cardinals;HisHolinessPope PiusXII'sinvitationtoallto pray,andsingingofthe"Veni Creator,"andthereadingofthe Papaldecretalletter,orBull, proclaimingthedoctrineofthe BlessedVirginbeingassumed intoHeavenasrevealedbyGod.

Thereisnofixedortraditionalritualforthisextremely rareevent,accordingtoMonsignorDante,anditssimpleessentiallinesfollowwhathistory recordsconcerningtheproclamationofthedoctrineofthe ImmaculateConception96years ago,in1854,byPopePiuxIX.
Initsgenerallinesthisceremonywillcloselyfollowthat forthecanonizationofasaint, withtheproclamationofa adogmainsteadoftheprocla-
mationthatacertainsaintisin heaven. Itisexpectedthatthelarge numberofArchbishopsand Bishopspresentwillfillthe greatapseofSt.Peter'sBasilica. Thisisthespacewherefor usualceremoniesmembersof thediplomaticcorpsandreligiousordersandothervisitors wouldbeabletofind'laces. Forthisreason,Monsignor Dantesaid,itbecamevirtually imperativethattheproclamationceremonybeheldout-ofdoors.Otherwise,whileagreat numberofpersonscouldbe present-asactuallytherewill be-relativelyfewofthemother thantheHierarchycouldwitnesstheceremonyitself.Inthe openmanythousandswillhave theopportunityofseeingaswell ashearingtheHolyFatherand theproclamation.

Whenallhavearrivedattheir placesandthePopeisseatedon thePapalThrone,Cardinal Marchetti-Selvaggiani,willapproachthethroneandmakethe formalrequesttotheHoly Fatherthatheproclaimthe dogmaoftheAssumption.The Pope'sreplywillbehisinvitationtoprayer,andhewilllead allinthesingingofthe"Veni Creator."Followingthisthe Popewillascendthethroneand readtheproclamation.

Therehasbeenagrowingbar-. rageofgovernmentpropaganda totheeffectthathumanrights areextendedtoall,thatreligiouslibertyispermitted,andthat relationsbetweentheChurch andStateareconstantlyimproving.Butnewsreaching heremakesitclearthatpersecutionoftheChurchbyCommunistYugoslaviacontinues.

ThewarinKoreahasovershadowedtheinternational sceneinrecentmonths,andithasbeenavaluable.ifpainfulexperience.Forithasdemonstratedbeyondquibble therealworthoftheSovietpeace"offensive,"andmore importantlytheresolutionoftheUnitedNationstostem thedriftwhichwasleadingmankindintothecarnageofa newwar.Butithasovershadowedalsothelawlessness anddefiancewhichtypifythePalestiniansituation.That issueisamongthe62itemsontheagendaoftheUnited NationsGeneralAssembly,butitisonewithwhichnoone isanxioustocometogrips.Indeed,totheconsternation oftheChristianandMoslemworlds,therearemountingindicationsthattheremaybeanattempttoreversetheinternationalisationdecisionsoflastyear.

TheopeningOverture,from "Wanda,"byDvorak,wasbilled ashavingitsfirstperformance inAustralia.Personally,Iwould notbebrokenheartedifInever hearditagain.Itisnotanexampleofthecomposer'sbest work,evenintheorchestration, whichsavessomuchofDvorak's musicfrombeingcommon-place. Theorchestragaveeverythingit had,andMr.Pekareklaboured manfullytojustifyhisfellowcountryman,buttheresultwas notinspiring.
Theincidentalmusicto"A MidsummerNight'sDream"is amongthemostdelightfulof Mendelssohn'sworks,andthe Scherzoisapieceofsheer genius.Itwassuperblyplayedanddeftlyconducted.The workoftheflutesectionwas absolutelybrilliant,andtheconductorjoyfullyhandedtheapplauseovertothetwoplayers -muchtotheirembarrassment.
Iwouldsaythatwehaveone ofthebestwoodwindsectionsin Australiaatpresent,andtheir workwasparticularlynoticeableonSaturdaynight.The playingoftheScherzoranked withthebestperformanceson record.TheNocturneisnot oneofmyfavourites,andthis renditiondidnothingtomake mechangemyopinion.
ThesoloistinMozart'sConcertoinAMajor,K488,wasour oldfriend,JaschaSpivakovsky, iron-greyofhairthesedays,but stillpossessedofoneofthemost appealingstagemannersIhave everseen,andthenimblestand mostartisticfingers.HeenjoyedeverybaroftheConcerto, wagginghismassiveheadtothe partsinwhichhewasnotpersonallyengaged,andpickingup therhythmandthefeelingap hisentriescamealong.Hisinterpretationwasrestrainedand loving,filledwithwarmthand tendernessintheAndante. brightwithquiethappinessand atouchofwhimsicalmirthin theothertwomovements. I havehearditplayedwithmore fire,butIthoroughlyenjoyed Spivakovsky'smoresubtlerendition.
Beethoven'simmortalSymphonyNo.5,inCMinor,filled thesecondhalfoftheprogramme.Itisastrangething tosayofaworkonehasheard sooftenbothinconcerthalls andonrecord,butIhavenever feltcompletelysatisfiedwithany performanceof"TheFifth."At leastitwilltempermycriticism ofMr.Pekarek'sinterpretation, whichIfoundatriflelaboured. Theopeningbarsseemedtolack force,andtherewastoomuch adherencetostricttempi.This wasparticularlynoticeablein theScherzoandatthebeginning ofthefinalmovement.Another faultIhadtofindinthelast movementwasthebuildingup oftheclimaxbeforetheendof theworkwasreached,which gavetheFinaleafeelingof
