Ithasbecomeacustom, duringthepastdecade,for theCatholicHierarchyof Australiatoissueeach.year, directlyorindirectly.,astatementonsomefacetofthe socialproblem.Sometimes thesedocumentshavedetailedingeneraloutlinea:practicalschemeofreformsas, forinstance,intheiradvocacyofanewbasis,forthe wagesystem.Atothertimes theBishopscontentthemselveswiththestatementof

moralprinciplesastheyaffectsocialrelations.The presentstatement,"Morality inPublicLife,"fallsintothis category.butitdoesnotfail toapplycertainprinciples practically.WhattheHierarchyputsforwarddoesnot derivespecificallyfromCatholictheology,hutfromthe NaturalLaw.andhenceits prospectsofgeneralacceptanceshouldbeassured amongmenofgoodwilland naturalconscience.

DOUBLESTANDARDOFRIGHTANDWRONG

ThepithoftheBishops' statementisthatwhatis primarilywrongwiththesocialorderisnotameremat-

inthepursuanceofadouble standardofmorality-onefor privateconsumptionandone forpublicrelations. Wecanseethishypocrititerofmechanics.Theydocalfissionofthesoulina nothereconcernthemselveshundredandoneinstances. withtheproblemofprivateThereputablebusinessman enterpriseversusnationali-whowouldnotdreamof sation,orwiththeclashofstealingyourgardenhose politicalinterestsbetweenmayfeelnoqualmindetheStatesandtheCommon-fraudingyouofafairliving wealth.Theirrightandwage.Similarly,thewharf properinterest,asbefitsthelabourerwhowouldaccount pastorsofsouls,iswiththeitacrimetopickyourpoctransgressionandneglectofket,maythinkverylightlyof thevirtueofjusticeasitap-pillagingafewgoods.Peopliestosocialrelations.Theypiewhowouldratherbe emphasisethat,thefatal"de-founddeadthanscrawlingon partmentalisation"oflifeyourloungewall,arequite whichwassetupintheafter-uninhibitedwhenitcomesto mathoftheReformationhastelephoneboothsandrailway nowreacheditsevilclimaxcarriages.

WEAKNESSOFTHEDEMOCRATICSYSTEM

WHERESECULARISMENDS

Whattheabsenceofmoralityfrompubliclife amountstoisthepublicenthronementofsin,andthe realtragedyofmodern.living isitsignoranceoftheconsciousnessofsin."Sinhasbeen elevated,"claimtheBishops, "tothelevelofpolicyincertainorganisationswhoseacts dominatethelivesofentire communities."Nobodywho isatallintimatelyacquaintedwithoursocialstructure willdenythetremendous powerforgoodorillyielded byorganisedbodies,which aresometimesmoreinfluentialthanthegovernmentof

theday.Itisalsoobvious thatiftheseformidable groupspursuepoliciesfoundedininjustice,oranyhow impervioustomoralconsiderations,nothingshortofdisastercanultimatelyensue. Surelytheevidenceofthisis overwhelminginourgenerationininternationalpolitics, inthedestiniesoftherecentlyoverthrownNazisand Fascists,intheSovietto-day, andtoalesserbutstillactual degreeinthedemocracies.In thislatterrespectwemight dowelltoreflectwhereseculareducationanddivorceare leadingus.

BOOSTINGMORALEWITHMORALITY

Intheindustrialspherethe sametrendappears.Even duringthelastwar,men withoutmoralsinkeyunion positionswereabletosabotagethewarefforttosome extentandeventoendanger thelivesofourtroops.In somecases,deliberatelyand withfullknowledge,they preferredsectionalinterests andillegitimatepoliticalaspirationsbeforethecommon wealandthenationalinterest.Norareemployeeorganisationsaloneculpable. Themenwhofosteredthe blackmarketandprofiteeringineveryshapeandform arethesameunscrupulous typeswhoto-dayhavepush-

edtheprocessofinflationto theedgeofcatastrophe.It isquiteludicroustosuppose thatanygovernmentunder heavencanhaltthisruinous marchofvaluelessmoney unlessbothemployersand employeesgivetothenation afull,increased,sustained efforttoincreaseproduction tothepointwhereitcan meetpurchasingpower.Unhappily,none'orfewwillbe impelledtodosooutof motivesofpatriotismwhen theywillnotdoitforselfinterest.Whatisreally neededtostirmoraleismorality.Ifmenbelievedthey hadadutysotoactbefore God,theAustralianscene couldveryrapidlyhealtered.

ZEALOTRYDAMAGESPUBLICWEAL

TheBishops,intheirstatement,putforthcertainprinciplescalculatedtoarousea senseofresponsibilityinthe leadersandmembersofvariousorganisedbodiesin whosehandsreststhewellbeingormasssufferingofthe people.TheBishopsdemandthatnosectionalinterestshallprevailagainstthe plainly-seencommongood Thatisnottodenyorganisationstherighttofightfor theirparticularobjectives, butonlytorestrainazealotrywhichdamagesthepublicwelfarethroughexcess.In anotheragesuchapostulate wouldappearasatruism.Todayitbearsanairofnovelty,

butforallthatisacardinal conditionforre-establishing oursocietyonanormal moralbasis. Unfortunatelythereis amongallofusacomplacent rectitudewhichagreeswith mostofwhattheBishops havetosay,becauseit doesn'tseemtoconcernus directlyasindividuals,at leastnottothepointofincommodingorembarrassing ouraccustomedroutine.The Bishops,however,arenot contentwithplatitudinous generalities.Theypressthe issuefromthegeneraltothe particular,andthatisliable tomakeeveryoneuncomfortable.

WHENSLOTHCOMFORTSINJUSTICE

TheHierarchyinsiststhat whereanorganisationhas goneofftherailstothedetrimentofothersectionsofthe community,theblamecannot beplacedsolelyontheleaders.Theordinarymembers, insomedegree,areinculpated.Itissurelylogicalthat theground-floormembersof amoralunionarenotfreeof moralresponsibilityforthe actsofthatunion.Itmust beconfessedthatthesinof injusticehereinvolvedwill normallybecommittedrather throughomission than throughevilintent.But lethare'vandapathyareno excuseforacquiescingininjustice.Indeedtheonesin maybeaggravatedbythe

othercalledsloth,whichthe Churchhas categorised amongthedeadlysins.In Australiato-day(this"hard saying"wouldappeartoappl,'tothealmostcomplete lackofcontrolwhichcitizens exerciseovertheirelected parliamentaryrepresentatives andtotheappallingapathy ofemployersandtradeunionistsgenerallytotheaffairsof theirorganisations.Inthe latterrespect,forexample,it canfairlybeclaimedthatno unioninAustraliato-day couldbedominatedbyCommunismifthegeneralrtyof memberstookanactiveinterest.Thattheydonot leavesthemunderagrave moralstigma.

Whenweturntotheother extreme,wefindmenso weddedtopoliticalpartiesor partisangroupsofonekind oranother,thattheyareunwillingtohearanythingof moralprincipleswhichmight representacriticismoreven amodification.Suchmen haveprostitutedtheirconsciencesandforgottenthat themorallawprevailsover allpurelyhumanarrangements.Wecannotbutnote withregrethowlittlemoral principlesareinvokedinour parliamentsevenwhenbasic questionsofrightandwrong areatstake.Thisisnotonly aseriousmatterofconsciencefortheindividual,buta mostpernicioussourceof scandal.Unhappilyitis ratherwidespread,andCatholicsinpoliticallifearenot entirelyfreeofcensure. Thereisnoseparatemoral codewhichenablespeoplein publicofficetocarryonas theywouldnotdaretodoin privatelife.Itiswith.no personalanimusthatwe quotethecaseofpoliticians whowouldnotpersonallyindulgeinmaritalinfidelityor thedistributionofcontraceptivestoyoungpeople countenancingjustsuchactionsinwar-timeonthe groundsofhygieneandsolicitudefordefacto"wives."

Theattempttomaintaina doublestandardofmorality imperilsaman'sprospectsof savinghissoul,theBishops warn.Thereisnothingmore tohesaidaboutit.

ADVICETOFOUR PARTIES

TheHierarchyconclude withbriefpertinentreflectionsuponthespecificproblemsoffourtypesoforganisations.Pointingtotheessentialnobilityofpolitical life,properlyconceived,they seeitasafieldforthewidest charity,sinceitconcernsthe well-beingofall.Hencethe incitementofhatredinany respectisexecrable,whilefinancialabusesareexceptional violationsoftheSeventh Commandment.Asregards theindividual,thepleathat onehasnointerestinpolitics,becauseofcasesofcurruption,willholdnowater. Inthedemocraticsystem theindividualhasashareof moralresponsibilityforthe actionsofthoseinhighoffice. Thereareoccasionswhenthe failuretovotemightconstitutemortalsid.Henceeach citizenhastherightandthe dutytodowhathecanto preventtheviolationbypoliticiansofnaturallaworreligiousprinciples.

Employersarereminded nottoresistthejustdemands oftheworker,forsuchmoral, obduracybreedsextremism.

Likewise,tradeunionists mustpreventthetriumphof Communisinandpositively baseunionpolicyonjusticeandcharity.Whilethe righttostrikeisgranted, suchadecisionissubjectto theprinciplesofmorallaw.

Finally,theBishops.while rejoicingatthegoodtimes thathavecomeforagriculture,warnfarmers'associationsnottoemploypolicies whichwouldincreasethesufferingofwarvictims,norto enrichthemselvesbyexploitingthehungerofmillions.Allinall,"Morality inPublicLife"isacallfor personalresponsibilitybased onman'sinherentknowledge ofwhatisrightandwrong. It-callsoneveryindividualto placethevoiceofconscience aboveeveryotherconsideration.

TheCivilwarinSpainstarted whathetermedthe"political attackontheChurch"anattackwhichcontinueseven today."ThewarinKorea,"he stated,"isbutanotheractinthe dramaofwhichthewarin Spainwasthecurtain-raiser." Hissympathieswerenot,he said,withGeneralFrancobut withtheMonarchy."Asa writer,"hecontinued"Ibelieve inthefreedomofthepressand Idonotlikearegimethatdoes notletmewritewhatIwant".

Referringtotheso-calledper- secutionoftheProtestantsin Spainhesaidthattherewasno actualpersecution.Protestants werefreetoattendservicesin theirqwnchurchesbuttheyweredeniedtherighttopro- selytize.Thiswas,heconsidered, agreatpityastherearebut 20,000ProtestantsinSpainand thenumberofconvertsthey wouldmakewouldbeneglible.

Thefactthattherearesome Rr restrictionsimposedonthem makesitappearthattheChurch isresponsibleforsuchlimitations.Takeawaythesupportof theAmericanBaptists,hesaid, andProtestantisminSpain wouldbeathingofthepast.

Allthismightbeachieved bysomedreadfulkindof Spartanism,suchasexisted amongtheNaziyouth.But ouryoungmenwhowillsee God'sprotectinghandinall theyundertakewillnotbe abandonedbyHisgrace. Theycandoallthingsin HimWhostrengthensttem.

Itwould,however,bea cardinalerrortoimaginethat Gracecomesautomatically. Graceisgivenfortheasking intheMass,intheSacraments,inprayerandgood works.Thereisnopointin speculatinginwhatmeasure Graceandhumaneffortare necessarytotheaccomplishmentofChrist'swork.Both arenecessary.Buttherealityofthesupernaturalhelp withwhichGodsupports, rallies,inspiresandstimulateshumanwills,cannothe toooftenconsidered.Withoutitaman-fallsintopride andtheendofallgoodwork.

Agreatdealoftheroutine workoftheY.C.W.maybe unspectacular,eventoits members.Butitissolidly baseditisGod'swork. Therefore,withfidelity,zeal, andconstancy,itwillendure -andchangethefaceofthe earth.

THEAPOLOGETICOF ARNOLDLUNN.

ThelecturetourofMr. ArnoldLunn,whichcommencedinPerthenSunday night,iswelcomeifforno otherreasonthatitwillbea counter-blasttotheorganisationwhichissponsoringthe toursofatheistssuchas LordRussellandothers. Positively,however,Mr. Lunn'slecturesshouldarouse aconsiderableintereston theirownmerits.Forone thingMr.Lunnisaconvert totheCatholicFaith,and withhisbackgroundofathleticism,publicschooland EnglishUniversitymaybe abletoexplaintotheAustralianagnosticsandpagans howamodern,eventypical, Englishmandoesnotfindthe CatholicFaithanalienthing, somehowincompatiblewith hispatriotismorhisrational nature.Foranother,itmay strikeagreatmanythatMr. Lunndidnotsneakquietly intotheChurchbytheback door,sothathecouldkeep hisreligionthestrictlypersonalandprivateaffairwhich theenemiesofreligionareso anxioustohaveit.Likeso manyintelligentconverts, Mr.LunnhasseentheFaith, notonlyasamatterofpersonalsalvation,butasthe hopeoftheworld.

Hence,hehasnotthought itundignifiedtoshoutabout itfromthehouse-topsin muchtlAesamespiritasthe heralddngelsshoutedthe goodnewsoftheGospelto theshepherdsintheJain.If anybodycanbesaidtohave theChurchinhisdebt,Mr

ThebitumenontheplaygroundofthSacred HeartprimaryschoolatHighgatewaswearinginto holes.Patchinghaddoneallthatcouldbedone tokeepitinrepairforthetimebeing.Butitwas evidentthatifitwasnotresurfacedsoonitwould becomeamajorrepairjobrequiringbreakingup andresettingthewholesurface,oneofthosecases whereastitchintimecouldsaveawholelotof latertrouble.

Therewereabout1,000square yardstobedone.Aninquiry foracontractpriceproduced onewhichwasbeyondour modestmeans.Thematerial neededforthejobwouldhave costabout£25.So,itwas decidedtoorganisea"busy bee."

Thetheoryofthe"busybee" is,ofcourse,wellknown.Itis whatamilitarystrategistwould call"amaximumconcentration ofmenandmaterialtoachieve agivenobjectatagiventime." Militarycommandershowever haveaneasywayoforganising theirmaximumconcentrations ofmen:theyshootanybodywhorefusestoturnup.This methodisdeniedtochairmenof CatholicSchoolParents'Associations-andothermethodshave tobeused.

CATHOLICSCHOOL

ECONOIIICS

The"busybee"isalmostan essentialpartoftheeconomics ofrunningCatholicSchools becausetheyhavenoPublic WorksDepartmenttocallonto dothehardworkroundour schools.Itisthereforeusefulto discusswhatmakesfortheir failureorsuccess.

"BusyBees"have,onmoral grounds,toberunonSaturdays. Itmightbeastepintheright directiontogetdispensationforSunday"busybees"because Saturdayisadifficultdayfor some.

Thereisonlyonewaytoget an sembledadequateworkingpartyasandthatisbypersonal contact.Writtennoticesfail becauseeachrecipientfeels

thathewillbeabouttheonly manwhoislikelytoturnup. Itshouldbeoneman'sjobto recruitthelabourforce.

SANDV.BLUEMETAL

Thematerialsrequiredare simplertoassemble.Someare difficulttoobtain.It.isamistaketoordertooliftleortobe extravagantandfinishupwith fartoomuchleftover.Deliveriesofsandormetalcannot bemadeduringtermtimebecausethechildrenwouldspread themaboutormaybegetcoveredwithbitumen.

Eithercreeksandorfinegradebluemetalmaybeused asthematerialwhichisbound bythebitumentomakethe newsurface.Bluemetalis rathereasiertoworkwithand givesawell-graded,hard wearingsurfacebutitisharder onboththebootsandtheknees ofthechildren.Creeksandisnot verycleanandmustbescreened (usuallyonthespot)beforeuse anditisnotveryeasytospread. Butitleavesasandedsurface whichiseasieronthechildren andtheirfootwear.Wemanaged togetcreeksandanddida jobwithitdespiteitsproblems.

PRAYERANDSPRAYER

Thebitumencamealrightbut notwithasprayerwhichhad beenpromised.Anywherebut inWesternAustraliaandpossiblyIreland,the"bee"would havebrokendownforlackof thatsprayer.Frantictelephon-ingbroughttheassurancethat allthat wouldwashumanelypossible bedonetogetoneon thesite,buttherewasno sprayerthereat5p.m.onthe Fridayevening.

So,thereweretwoworries totaketobedthatnight:one thattherewouldbenosprayer,theotherthattherewouldbe no"bee'assembledanyhowto workthesprayer.However,one purposeforwhichtheHolyRosarymayhavebeengivenus istocomebetweenworriedorganisersandtheirorganisational fears.

Nextmorningafteranumber ofdelaysinvolvedinalastminutecheckupofbrooms, shovels,ragandkerosenefor washingoffbitumenfromthe hands,awheelbarrowinthe bootandharshejectionofseveralruniormembersofthe familyfromthecar,theschool wasreached.

Therewereacoupleofcars andabikeoutsidealready.In- sideapartyorfourwasalready hardatworksweepingtheplayground-youhavetoget ridofthedustandbric-a-brac ofbottletops,boottipsandodd bitsof workingorangepeelfromyour surfacepriortoputting down.Andthereaswellwas thesprayer.Italmostlookedas ifthis"bee"wasthekindthat worked.

AFULLTEAM

Fromnowonitwasmerely amatterofdeploymentand tactics.Aswiftcheckofavailablemanpowerwasmadeand anestimateofpromisedaccretionsarrivingbylunchtimewas addedin.Theanswerwasstill shortofthefullforcerequired, auaswiftS.O.S.wassentdog/n totheC.B.C.highschoolfor reinforcementsperoneofthe severalsmallboyswhowas alreadylookingforoddjobs.

Brothersentbackthepromise offoursoweaddedfourbottles ofsoftdrinktocommissariat, andamessagetotheparishhallwheretheladiesofthe committeewerebusygetting lunchready,that"theprevious,anticipatedestimateoftwelve forlunchstillstoodfirm."The occasionsofdemonstrablemale omnisciencearerare,butthis happenedtobeoneofthemnot lightlytobepassedover.

Anotherwisegoodjobwould bespoiledforlackofayardof sand.Itcontinuedtorunout butremainedfortunatelyatjust abouttheleveloftheflourand theoilofthewidowofSarepta. Perhapsthatwastobeexpectedbecausetheactualfield-commanderinchargeofspraying operationsintheconcluding stagesworebeneathhisoveralls theclericalblackofoneinHoly Orders.

NUNSANDTHEELEMENTS

Thesandinfactranoutto thelastshovelful.Thejobwas finished.Werubbedoffthe bitumenfromourhandswith kero-soakes1ragsforthelast time,hadacupofteaandthen

clearedupandgraduallyslippedawayinonesandtwos. Itrainedthatnightbutnot enoughtospoilthejob.Rain earlierwouldhavemarredthe daycompletely.Butthen,one advantageofdoingajobfor nunsisthatthereismorethan a willchancethatthesupernatural keeptheelementsincheck tofavourtheworkinhand.

Andthecostofthejobwas fairlyclosetotheestimated £25so,ifwecanrunasuccessfulconcerttopaythatoff itwillnothavecostusa penny-whatyoumightcall really"freeeducation."Enough tomakeHenryParkesatleast twitchwhereverheliesburied.

Likewise,somesuccesshasbeen achievedinthesuppressionof variousformsofpublicindecency.

PREPARATIONFOR MARRIAGE.

ApleasingfeatureofY.C.W. activityisthecloseliaisonit maintainswiththeNationalCatholicGirls'movement.Perhapsthemosteffectivecombinedactionhasbeenthesponsoringofpre-Canaconferences, whichassistyoungcouplesengagedtobemarried.Three suchconferenceshadbeenconductedandwerewellattended by78couples.Threeother combinedconferences,centering aboutChristianmarriage,attractedattendancesofupto200.

Themostsuccessfulspiritual activitywastheannualretreat inJuly,whichmaybeconductedtwiceannuallyinfuture.

SocialservicesunderY.C.W. controlareaVocationalGuidancebureau,anemployment bureau,andanaccommodation service.Thesearesmall-scale asyet,butcapableofexpansion.

Sporthasbeenadequately providedwithnineteamscompetingatfootballandcricket, fiveatbaseball,and70athletes participatingintheinter-branch athletics.

AIDFORNEWAUSTRALIANS

Avaluablenationalworkis theassistancegivenbythe Y.C.W.toyoungmigrantsto adopttheAustralianwayoflife. MostbrancheshavenewAustraliansintheirranks,andhave recruitedleadersfromamong them.Itisproposedtoconductaspecialcampaignonthis subjectnextyearwithaview tospreadinganattitudeofgreat charitytowardsmigrants.

Anotherimportantactivity whichwillbeundertakenbythe diocesanmovementinthenext 12monthswillbethecommencementofanAdolescent Trainingcourse.Thesehave provedverysuccessfulinMelbourne,andlecturesrangefrom outlinesofmoralconducttothe profitableuseofleisure.

Aserviceforthesickhasalso producedfavourableresultsin onebranch,andistobeextendedtoothers.Inaddition,itis hopedtorallygreaterparental supportforthemovement,and toattracttheinterestofboys nowtooyoungtojointheY.C.W.

LongerHolidaysfor YoungWorkersUrged.

LONDON.-Britain'sYoung ChristianWorkershavebeguna campaigntoobtainthreeweeks' vacationeveryyearforyoung peopleunder18. Theyalready haveattractedtheattentionof Parliament.

Althoughthatvenerableveteran,GeorgeBernardShaw,is stillwithus(attheageofabout 93),hisplays,onefeels,arebeginningtotakeontheairofinterestingcuriosities-relicsofa pastgeneration.

Forthesecondtimeinrecent yearsPerthaudienceshadthe opportunityofhavingaclose lookatoneofthebetter-known Shavianmaster-pieceswhenthe UniversityDramaticsociety, undertheauspicesoftheAdult Educationboard,presenteda revivalof"ArmsandtheMan" intheAssemblyhalllastweek.

Itisnotmerelythattheplays are"dated"inpointoftime(the oneunderreviewissetin1887), butthemethodoftreatmentis sodifferentfromwhatweare accustomedtothatnoteventhe brilliantwitofthecelebrated authorcanentirelyobscurethe factthathewroteforourgrandparents.

This,ofcourse,isentirelyin order.Everydramatist-every successfuldramatist-writesfor thepeopleofhisownday;but withShawstillalivewetend, perhaps,toneglectthefactthat byordinarycomputationshe oughttobedead.

Yetthethingshesaidinhis playsareastrueforourgen- erationastheywereforhis; thisisthehallmarkofagreat dramatist.In"Armsandthe Man,"forinstance,hetilts mockinglyatthefoiblesofthe "privileged"classes.Hemakes thatcraftyoldretainer,Nicola, advisetheheadstrongyoung

Fridayevening'sprogramme openedwiththeTrioinBFlat major,opus99,ofSchubert,one ofthiscomposer'sbest-kown andbest-lovedworks.Thereis littlethatcanbesaidofthe Quartet'srenditionofthisitem exceptthatitwasnearperfection,particularlyinthebeautiful slowmovement,inwhichallthe poignancySchubertpouredinto hismusicwasbroughtout.The celloopeningofthismovement wassuperblyplayed,but,even morenoticeablythanatthe previousrecitals,Fridaynight seemedtogiveoneopportunities

Theworkofthecontemporary Englishcomposer,William Wordsworth,ispracticallyunknowninthiscountry,sohisTrio inG.Minor,composedin1944, wasamostinterestingsecond item.Writteninthemodern idiom,itisattimesatrifle bizarreandstrangetotheear, butneverdiscordantorboring. Ithasanentrancingthirdmovementmarked"adagiomanon troppo,"whichsoundSlikea lullabyinastrangetongue, exquisitelysoothing,andmaking mosteffectiveuseoftheviola and'cello.Thewholeworkis fullofnewandarrestingtechniques,andwoulddefinitely repaymanyhearings.

Fortheirlastnumberthe QuartetchoseFaure'sbeautiful QuartetinCminorforPiano andStrings.Thefirstmovement gavetheensembletheopport- unityforsomebeautifulunison workinwhichtheirmagnificent senseofbalancewasevident, thethreestringedinstruments risingandfallingtogether,with thepianoadaptingitstone subtlytothevolumeofthe otherplayers.Thisblendingof colourwasstrikinglydemonstratedinthedelicatelittle Scherzo,duringthemutedpassagesofwhichitalmostseemed thatthetherewasaninvisible threadbetweenthestringsand thepiano,agossamerthreadso finethattheslightestvariation intoneorrhythmwouldhave shatteredit.Thebroodingslow movementwasmagnificently played,andthefinalAllegro broughttheworkandtherecital toatriumphantconclusion.
