IntheGospelofSt.Matthew wehavetherecordofChrist's promisetograntHisChurchthe powerofforgivingsins.He makesthatpromisefirsttoSt. Peteralone,inthe16th.chapter,andlaterinthe18th.chaptertoalltheApostles.Inthe latterpassagetheApostlesare promisedthepowerofbinding andloosing,whichvirtually comprisesthatofforgivingsins. ofthekeysincludestheprimacy oftheHolySee.However,that questionisoutsideourscopethis evening.AllthatIintendto provenowisthatthepowerof forgivingsinsisincludedinboth textsquoted.

WhatdidOurLordmeanwhen HepromisedSt,PeterthatHe wouldgivehimthe"keysofthe kingdomofheaven?"Evidently HemeantthatHewouldmake himtheheadofHisChurch, withfullpowertogovernall whobelongtoit.Themetaphorofthekeys,asyoucan verifyforyourself,isusedinthe Bibletorepresentsupreme poweroflegislationandjurisdiction.Hence,ingivingtoSt. Peterthekeysofthekingdomof heaven,Christgavehim supremepowertogovernthe Church,toadmitintoitandexcludefromit,tomakeandexecutelaws,toimposeandremit penalties,inaword,theplenitudeofjurisdictionoverhisfellowApostlesandallthefaithful.WhateverPeterdoesinhis capacityofsupremebearerof thekeysGodwillratify.

"Wheredoyougetthecommandtoconfessone'ssins?"

AfterassuringSt.Peterthat heistherockonwhichthe Churchwillbebuilt,OurLord continues(Matt.XVI.,19):"And Iwillgivetotheethekeysof thekingdomofheaven.And whatsoeverthoushaltbindupon earth,itshallbeboundalsoin heaven:andwhatsoeverthou shaltlooseuponearth,itshall beloosedalsoinheaven."In thesecondplacetowhichIreferred,namely,the18th.chapter,verse18,speakingthistime toalltheApostles,Christuses almostthesamewords,atleast inpart.Hesays:"Amen,I saytoyou,whatsoeveryoushall binduponearth,shallbebound alsoinheaven;andwhatsoever youshalllooseuponearth,shall beloosedalsoinheaven."In spiteofthefactthatthesetexts arealmostidenticalinterms thereisavastdifferencebetweenthem.Thepowertobind andlooseconferredonallthe Apostlesisnotco-extensivewith thepowerofthekeysconferred onSt.Peteralone.Thepower

Socomprehensiveapower mustnecessarilyincludethefergivenessofsins.St.Peterhas allthekeys,notjustoneortwo. Nowthereisnothingwhichso effectivelyexcludesmenfrom thekingdomofheavenassin. IfPeterlackedthepowerof forgivingsins,hewouldnot possessallthekeysofthekingdomofheaven,becausehecould notbindorloose,openorshut unconditionally,andGodwould notratifyallhisofficialacts, andconsequentlythewordsof Christwouldbeuntrue.Further,sincefromthewordsof thetextthepowerofforgiving sinsmustbecoterminouswith theprimacybestowedonSt. Peterinthesamepassage,itfollowsthathissuccessors,i.e.,the Romanpontiffs,possessthe powerofforgivingsinsinthe Church. AswesawitwasnottoPeter alonethatthepowerofbinding andloosingwaspromised,but alsotoalltheApostles.To bindandtoloosearefigurative terms.Whatexactlydothey meaninthispassage?The phrasecannotrefertophysical bonds,hencethepowermustbe spiritualormoral.Inthe moralspherethereisathreefoldbondwhichpermitsofbindingandloosing:Thebondofthe law,thebondofsin,andthe bondofpunishment.Fromthe physicalanalogywhichisimpliedinthephrase,wemust inferthattobindinmoralmatterssignifiestocommandorforbid;whereastoloosemeansto alloworpermit.Inregardto sin,therefore,tobindmeansto withholdabsolutionorforgiveness;toloose,tograntforgiveness.Thesameholdsgoodin regardtothebondofpunishment.Tobindinthissense evidentlysignifiestocondemnto punishment;toloose,toremit thepenalty.

Thegrantofpowermadeby OurLordtoHisApostlesisunlimited.Consequentlythepromisemadetotheminthetexts IhavequotedfromSt.Matthew mustcomprisethepowertoforgivesins,asthisisbutapartof thewhole.Furthermore,this powerwasnotapersonalprivilege,destinedtoceasewiththe deathoftheApostles,butitwas grantedtothemintheirofficial capacityandhencewasintended byChristasapermanentinsti-
