OnMondaynext,May22nd.,1950,thecompletecontingentofpilgrimsontheofficialAustralianPilgrimagetoRomefortheHolyYear,will leaveAustraliaenroutetoItaly.
Thepilgrimship,theP.and0.liner"Strathaird,"isdueatFremantlebetween7a.m.and8 a.m.Onboardwillbethe620pilgrimsfromthe EasternStates,whowillbejoinedatFremantleby the41pilgrimswhomakeuptheWestAustralian contingent.
Theofficialsinchargeofthe pilgrimageareHisGrace,Dr. Duhig,ArchbishopofBrisbane, whoisleadingthepilgrimage; Rt.Rev.Mons.O'Donnell,ChaplaintotheArchbishop;andRev. Non-pilgrimsarefreetoattendthisceremony,buttheyare askedtoleavevacanttheseats reservedforthepilgrims.
The"Strathaird"willbesailingat4p.m.NospecialtransportbacktoFremantlehasbeen arranged.Thisisinorderto givethepilgrimsasmuchfreedomaspossibletosight-seeand visitfriends,asitisexpected thatanumberwillhavefriends andrelativesinPerth.The pilgrimswillthereforereturnto theshipattheirownconvenienttimebythenormaltransportservicetoFremantle.

TOKYO,May4.-TheVeryRev.JosephRutten,former SuperniorGeneraloftheMissionariesoftheImmaculate HeartofMary(Scheut)andoneofthegreatestmissioners theCatholicChurchhashadinChinainthelast200years, hasdiedatPauinFraner,(March18),accordingtoareport justreceivedhere.
FatherRuttenwenttoMongoliashortlyaftertheBoxer Rebellionnearly50yearsago. Missionersofthosedayswere greatlyinconveniencedbythe factthatnomapoftheareahad everbeenmade,andattherequestofhisBishop,FatherRuttenspentthreeyearstravelling aboutbycamel,armedwitha sextant,makingwhatisperhaps evento-daythe,onlyexisting mapofalargepartofthecountry.
Theempirestillexistedthen, anditwasforbiddenforanybodytomakeamapofthecountry.FatherRuttenfound,however,thathiscamelstoodso stillthatbyplacingthesextant onthehumpoftheanimal's back,hecouldtakehisobservationswithoutarousingthe slightestsuspicionanywhere.
Thosewerethedayswhen everythinghadtobepaidfor withshoe-shapedpiecesofsilverthatweighedlikelead,and itrequiredagoodcart-loadof thismoneytomeettheexpenses ofthreediocesesforayear.On oneoccasionFatherRuttenwas askedtoconveythemoneyinland,butwaswarnedbythe governmentofficialsthatbandits renderedtheroadthroughacertainareadangerous.
"Oh,"saidFatherRutten, notgoingtotakethatroad." "Butthereisnoother,"saidthe officials.FatherRuttensawa copyofhisownmaponthewall andpointedoutanotherand perfectlysaferoad."Howdid youknowaboutthatroad?" askedtheofficials.-"Oh,I've beenaroundthiscountryfora longtime,"saidFatherRutten withhisusualquietsmile,
Onthewayhehadtostop overnightatavillageandproceededtoarrangehisbedontop ofthecart.Thevillageswere surprisedandasked:"Whathave youonthecart?""Aloadofsilver,"wasthepromptreply.The villagersthoughtthatwasa wonderfuljokeandwereperfectlycontenttoletthe"crazy" foreignersleeponhiscart.
ItwasFatherRuttenwhoreallystartedthemassconversion movement,whichresultedin makingagreatpartofMongoliaabout16percent.Catholic,andthisachievement,along withhispersonalqualities,led tohiselectionin1920asSuperiorGeneralofhisSociety. The ChristianSocialparty,asanactivepoliticalorganisationcapableofrepresentingthepoliticalopinionofapartofthe peopleandofacquiringadherents,simplydidnotexistexcept onpaper."
"Wepleadwithallmen,"the prelateconcludes,"andI,asa Bishop,addressmyselftoall
Catholics,thattheyraisetheir voicesindefenceofthesehelplesspeople. ItiscommonlysaidthattheBlessedEucharistwasthe partingGiftofOurLordJesusChristtothesonsofmen.Not lessalegacysurelywasthepromiseoftheParaclete.His comingwastheuppermostthoughtinthemindofChristin thediscourseaftertheLastSupper.And,whenonOlivet, HisdiscipleswereabouttoseeHisvisiblepresenceforthe lasttime,Heconsoledthembythepromise:"YoushallreceivethePoweroftheHolyGhostcominguponyou."It mightbesaidthatatthetimeoftheAscension,Peter'sBarque-theChurch-wasfinishedtothelastdetail,completely riggedandwithafullcrew.Yetitdriftedlanguidlybythe shoreuntilPentecostmorning,whentheHolySpiritbillowed itssailsandgavetoitthattremendousimpetuswhichwasto setitscuddingacrosstheseasofthewholeearth.Itscrew wasanimatedbyanewandindomitableenergyandenterprisewhichwouldfadeoutneitherfromthemnorfromtheir successors.
FewCatholicrealise,evenpartially,theastonishingpart whichtheHolyGhostplaysinthecorporatelifeofthe Churchandinthesanctificationofitsindividualmembers. ingdervishesorRedIndianson thewar-path,planningtreacherousattacksonthepacificPeople'sDemocracies.This.propagandacanbesafelyindulgedin, becausealltheworldcansee that,asamatteroffact,the causeofworldCommunismcontinuestoadvance.Ifithasbeen checkedinWesternEurope,it hasmadegreatstridesinAsia, andsomeinAfrica.

Thegreatcriticismtobe madeofMr.Bevinisthathe stillexpressesanaltogethertoo passiveresistance,thatthepicturehepaintsoftheworldis oneinwhich,onallthesefronts, theWesternworldseekstodefenditselffromconstantand cunninglyvariedfoi'msofattackandsubversion,thinking thateachtimewewardoffan attack,asinGreece,wecan creditourselveswithapositive victory.Thisisnotthewayin whichthegreatstruggleought tobeenvisaged-thatwherever theCommunistsgainasuccess, itischalkeduptothemandaccepted,whilealltheWestern successesarenegativeanddefensive.InAsia,evenmorethan inEurope,thisattitudeisa greatliability.Itisquitetrue thatallGovernments,eventhe mostaggressive,commonlytalk inthetermsofdefence,andthe Moscowpropagandaitselfcontinuallypresentstoitshearersa pictureoftheoutsideworldof Americancapitalists,likedanc-
manyBritishassetsmightbe saved,orpartiallysaved,in Chinaitself;andtherewastoo littlethoughtaboutthegeneral effectthroughAsia,whereso manypeoplewanttosidewith thestronger,andaresoeasily inclinedtothinkthattheWesternworldisinretreat.Neither theBritishnortheAmericans havesucceededinobtainingthe prestigethattheyneed.The swiftJapanesesuccessesin1942 havenotbeenforgotten,but havestrucktheAsiaticimaginationmorethanthefactthatthey wereexceedinglyshort-lived andthatAmericanandBritish strengthwassufficienttodefeat theJapaneseinalittleover threeyears,asanadditionto theprogrammeofdefeating Germany.Itprovedunfortunate thattheatomicbombendedthe warsoabruptly,sothatthe armadasandtheinvasiontroops didnot landsarrive,reconqueringthe theJapanesehadoverrun;andtherewasnospectacularD-day,asinEurope.That madeitallthemoreimportant howtheAlliescomportedthemselvesonthemorrowofvictory; andthemoreconciliatoryand democratictheyweredeterminedtobe,themorenecessary wasitthattheyshouldalsobe, andseemtobe,strong.
forthesepoiticians,evenwhen theybelongtotheCommonwealth,torefuse,verymarkedly, tomakeanydemonstrationof solidaritywithusovertheburningissueofthetime.Theyare uncertainaboutourfirmnessof will,andforyearsnowthere hasbeenthisnoteofirresolution andabsenceofwill.Ithashad manycauses-dividedminds insidethepartyresponsiblefor Britishpolicy,amistakenpreoccupationwithadomesticprogrammemerelybecausethat programmehadbeen,through thelongyearsofOppositionand propaganda,thechiefinterest oftheLabourmovement,amore generalfatiguefollowingthe exertionsofthewar,andfundamentally,alackofself-confidence,aninteriorstateofdoubt aboutourrelationshiptothe Asiaticpeoples,arecoilfrom imperialismleadingtoprecipi- tateabdication.
TheWesternWorldhastoolongadoptedthepracticeofsidesteppingRed thrusts.Itistimewewrestedtheinitiativefromtheenemy,andcounterattacked.Otherwisewewillsoonfind allourflanksareturned.

BLASE. andsicknessof allultimatelytheWesternworld,coming fromphilosophicand religiousscepticism,isthechief factorparalysinganddiminishingourstrengthto-day.The apostlesandagentsofadegradingandloweringcreedandprogrammehaveanenergyofdestruction,theenergythatisgeneratedwhenmenknowclearly justwhatitistheywanttodo. Thosewhoareengagedindefendinganimperfectcivilisation areeasilydividedanddistracted;allofthemknowofparticularthingstheydonotlike,and theycanbesetagainsteach otherbybeingaskedifsome particularcharacteristicinthe wholecomplexofourcivilisation issomethingforwhichtheyare particularlyconcernedtosacrificethemselves.TherearepeopleonlyanxioustosaveEurope ifitisaSocialistEurope,who groanatthecostofdefence whentheyseethatwhatistobe defendedisfarfrombeingaSocialistsociety.Wearereproducingto-dayonamuchvaster scalewhathappenedduringthe resistancemovements,whendifferentpartiesidentifiedasfaras theycouldthecauseofresistancetotheGermanswiththeir ownsocialandpoliticalprogrammes.
SOPSTOPRIDE.
Duringthewar,movements liketheshort-livedCommonwealthmovementthoughtit usefultosaythatitwasnot enoughtobefightingagainstthe enemy;wemustalsobefightingforafutureprogramme,the blue-printofafuturesociety, thoughtherewasreallynobetterwayofdividingpeoplethan bytheseprojectionsoftheimagination.Thetwogreatrequirementsto-dayarethatmen shallacceptourcivilisation, suchasitisandwithallitsimperfections,shallaccepteach other'snationalcommunitiesand nationalcharacteristics,andnot growimpatientwithwhatisunfamiliarandunsympathetic; thattheyshallrecogniseinpracticaltermstheirover-riding commoninterests,intakingthe fewbutessentialstepstocreate anauthorityfortheirjointdefence,andtogivethematleast thatdegreeoffreeeconomicintercoursewhichtheyenjoyed beforethewar.Itisnogreat sacrificeofnationalsovereignty
toacceptaspermanentthekind ofmilitarycollaborationthat waseasilyandbrilliantlyachievedinsidethegrandalliance whichwonthewar.Allthrough thelastcentury,whendoctrines ofabsolutenationalsovereignty wereunchallengedandromantic nationalismwasinspiringmore andmoremovementsforthe creationofnewsovereignStates, allGovernmentslefttheircurrenciesfreelyconvertiblewith othercurrencies.andsomething wasdoneasamatterofcourse whichisnowrepresentedasa sacrificeofoneofthechiefelementsofsovereignty,thecompletecontrolofthevolumeand valueof,andtherightsatachingto,nationalcurrenciesby eachGovernment.Theother greatrequirementisthatwe shouldhavethecourageofour conviction,andnotbecontent merelytowaitandseewhat successthePolitburohasin bringingusdown.

OneaspectofthebombwhetheritbetheA-bomborthe H-bomb-towhichneither"the maninthestreet"northosein highofficeseemtohavegiven muchattentionisitsmoralaspect.AsfarasAmericanofficialdomisconcerned,thisaspect seemstohavebeenemphasised onlyinrecentmonths,whenthe effortofourgovernmenttojoin allourarmedforcesintoaunitedwholeprovokedconsiderable controversyamongthevarious branchesoftheservice.Inthe courseofthisdispute,Admiral Ofstiestated,inreferenceto militarytacticssuchaswere employedinWorldWarII.:"We considerthatstrategicwarfare, aspractisedinthepastandas proposedforthefuture,ismilitarilyunsoundandoflimitedeffect,ismorallywrong...."And Mr.EugeneWilson,formerpresidentofUnitedAircraft,describedstrategicbombingas "thenegationofourbasicconceptionofChristianmorality."
The"SaturdayEveningPost" forNovember9,1949,remarked editoriallythat"itisacommentaryonthestateofmoralsthat thiscommentcomes,notfrom `ethicalleaders'butfromnaval officersandamanufacturerof militaryaircraft."
MIGHTORRIGHT.
points,groupedunderfourheadings,representthemorecommonlyacceptedCatholicteachingsregardingthemoralityof warfareandofitsmethods,with particularattentiontotheuse oftheH-bomb:
1.TheMoralityofWar.The CatholicChurchhasalways taughtthatundercertainconditionsitismorallylawfulfora nationtowagewar.GodHimselfsometimescommandedHis chosenpeopletotakeuparms (JosueVI,VIII)andtheChurch itselfapprovedthewarsofthe Crusadesfortherecoveryofthe HolyLand. However,the Churchregardswarasamost deplorableprocedure,permissibleonlyasthelesseroftwo evils.Consequently,theChurch teachesthattherulersofana-

Itstandstoreasonthatboth partiestoanarmedconflictcannotbeobjectivelyright.Only onecanhavejusticeonitsside. However,itispossibleforthe leadersofbothcountriestobe convincedthattheircauseis justandthattheyarelawfully defendingtheirrights.Asfar astheordinarycitizenisconcerned,hemustobeyhiscountry'ssummonstotakeuparms

tionmaynotdeclarewaragainst anothernation suretheyareintheright,and havefirsttriedallpeacefulmeasuresthatmightcontributetowardrightingthewronginflictedbythisothernation.Moreover,theymusthavegoodreasontoforeseethatthebenefits thatwillbeeffectedbytheir victorywillnotbeoutweighed bytheevilconsequencesofthe strife.
Thiscriticismofthe"SaturdayEveningPost"isnotjustified,asfarasCatholictheologiansareconcerned.Hardly hadthefirstA-bombfallenon Hiroshimawhenacondemnationofitsuseinthisparticular caseappearedintheCatholic press.However,thiscondemnationdoesnotnecessarilymean thattheuseofasuperbombis immoralunderallcircumstances.Properdistinctionsmust bemadebeforethemoralityof thismannerofwarfarecanbe correctlyestimated.Andevidentlythemoralaspectofwarfareingeneralandoftheuseof theH-bombinparticularisa factortobeponderedseriously atthepresenttime,notonlyby CatholicsbutalsobythosenonCatholicswhobelievethatthere isaruleofrightandwrongto befollowedbyhumanbeings whichisindependentofconsiderationofexpediencyandhas beenproclaimedbyGodHimself.
Theprinciplesonwhichthe presentstudyisbasedhavebeen taughtintheCatholicChurch forcenturies;buttheirapplicationatthepresenttimeinvolves specialdifficultiesbecauseofthe newtypeofwarfarewhichwe nowface.
MORALCONSIDERATIONS.
Whiletherearecertaindetails onwhichCatholictheologians
EVILENORMOUS, Thislastconditionisespeciallypertinenttoawarwiththe useoftheH-bomb.For,ifwe aretobelievethescientists,even asingleH-bombmaycause deathanddestructionoverthe spaceofahundredsquaremiles. Inviewofthetremendousdamagewhichaconflictwagedwith suchdeadlyweaponswould certainlyinflictonbothwarring powers,itcouldhappenthata government,thoughunjustly treated-byanothergovernment andabletodefenditsrights throughwar,wouldnevertheless notbejustifiedinwagingwar, becausethehavocwhichisforeseenwouldoutweighthebenefitswhichwouldbethefruitof victory.Inthosecircumstancesanationmustbewillingto putupwithinjustice,asalesser oftwoevils,ratherthangoto war.
Becauseofthedestructive powerofmodernweapons,some personsbelievethatallwarfare isimmoralnowadays,sinceevery warwilldomoreharmthan good.WiththeprospectofHbombsinanyfuturewar,those whoargueinthiswayareconfirmedintheirposition.However,thissweepingcondemnationofallwarfaredoesnotseem justifiable,eventhoughthese annihilativeweaponsaretaken intoconsideration.Forthere arecertainspiritualpossesions thatoresopreciousthatanation couldreasonablybewillingto enduregreatlossoflivesandof propertyintheefforttoprotect ortorecoverthembyarmed force-forexample,freedom fromenslavementbyatyrannicalpower,andespeciallyfreedomtoworshipGod.Tosuch asituationthewordsofPope PiusXII.inhisChristmasmessageof1948canbeapplied:"A peoplemenacedby.oralready victimsofunjustaggression,if itdesirestothinkandtoactina Christianmanner,cannotremaininpassiveindifference."
unlessheissurethatthewaris unjust. eventhe mustrefusetoparticipateinactualcombat,eventhoughhe wouldbesentencedtodeathin consequence.Butitisseldom possibleinmoderntimesforany ordinarycitizentoacquiresufficientknowledgeoftheinner workingsofhisgovernmentto passacertainjudgmentonthe justiceorinjusticeofaproposed recoursetoarms.Besides,clever propagandawillconvincemost civiliansthattheircountryis fullyintheright. INNOCENTBYSTANDERS.
4.Indirectharmtononcombatants.Itfrequentlyhappens thatwhenadirectattackis made-onamilitarytarget,some noncombatants,whohappento beinthevicinity,arekilledor injured.Accordingtowhatis knowninCatholictheologyas theprincipleofthedoubleeffect,thiswouldsometimesbe permitted-namely,whenthe immediategoodeffect,themilitarygain,issufficientlyimportanttojustifytheattackersin permittingthebadeffect,the harmdonetothenoncombatants.Ofcourse,itisverydifficulttoevaluatemilitaryvicto_ riesintermsofthenumberof innocentpersonskilledor maimedasanindirectconsequenceofalawfulattackona militaryobjective. Sincewearedealingspecifi-callywithaweaponthatcould spreaddeathanddestruction
overaradiusofmanymiles,the mostpertinentproblemwould bethis:"WoulditeverbelawfultousetheH-bombonamilitarytargetinthevicinityofa largecity,whenitcouldbeforeseenthatmanythousands-of noncombatantswouldbekilled orseverelywounded?"The answeris:"No,unlessthe targetisoneofsupremeimportance,suchastheonlyfactory inwhichtheenemyismaking hisownsuperbombs,orthe buildinginwhichallthewar lordsofthe'enemyareassembled."Thedestructionofsuch objectiveswouldbeofsupreme valuetowardwinningthewar, andhencemightbesufficiently importanttojustifytheconco- mitantandindirectharmtoso manycivilians.But,apartfrom suchextraordinarycases,itis difficulttoseehowitwouldbe permissibletoattackevena lawfulmilitarytargetwiththe H-bomb,ifmanythousandsof noncombatantswouldinconsequencesufferdeathorgrave injury.
VITALDISTINCTION.
Itisvitallyimportanttonote thedifferencebetweenthecase presentedinthefirstparagraph underNo.3andthecasewe havejustconsidered.Inthe formerinstancetherewasques- tionofadirectattackonnon combatants,whichisneverallowed.Inthepresentinstance weareconcernedwithanattackwhichisdirectlylaunched onalawfulmilitarytargetand onlyindirectlyharmsthenoncombatants,andwhichisthereforepermissiblewhenthere isajustifyingproportionbe-tweenthegoodandevileffects.
MaytheH-bombbeused lawfullyinthevicinityof largecityiftheciviliansare warnedofthecomingattack? Yes,ifthesepersonsaregiven sufficientopportunitytoleave thecityandtofindadequate shelterelsewhere.Butthe warningwouldhavetoname thecity-orafewcities-likely tosustaintheattack.Itwoul notsufficetogiveagenera warning,suchas:"Wearegoing tousetheH-bombonsomeo yourcitiesafteraweek."Ho couldthemillionsofcitydwellersinagreatmoderncountry vacatetheirhomesinthecourse ofafewdaysandfindshelter andsustenanceintheruraldis tricts? Agreatnumbero themwoulddieofstarvation anddisease.Itwouldactually be_amoredestructiveprocedurethantheattackonseveralcite withpowerfulsuperbombs.

To-daythosesametwovoices aresoundingsoofteninthe heartsofyoungwomen.Two voicesthatarefromGod,leadingthesoultoHim,butonehas thegreaterclaim.Onemust bepreferredbeforetheother. Thereisthevoiceofthefriend andthat.ofthebridegroom. ThereisthevoiceoftheChurch andthevoiceofChrist.The Churchhasthestrong,challeng-
ingvoiceofJohn,theBaptist, urgingherchildrentobefaithfulandtodopenancefortheir sinsfortheKingdomofHeaven isathand.Andtheothervoice, thatofChrist,iscallingwitha soft,strangeinsistencyasdid thevoiceofChristneartheJordan,invitingthemtodosomethingmoreandofferingthem greaterlove.Johnhaddiscipleswhohadcometohimand whohadlearnttolovehim,but whentheyheardthevoiceof theLamb,theyfolloweduntil Heturnedandsaid:"Whatseek ye?"Theanswercamewith awakeninglove:"Master,where dwellestThou?""Comeand see,"wastheanswer.And whentheyhadseen,theysaw alsothattherewasnotreachery inleavingJohn-theclaimsof Christaregreaterandthelove He.offereddeeper.

Suchisthescenewearewitnessingthisafternoon-thesurrenderoftheMothertothe claimsoftheBridegroom-that doublecallhasbeensounding intheheartsofeachofthese twoyoungwomen.Therehas beenthevoiceoftheCatholic world,urginghertoserveGod; tobefaithfultoHim,promising herahomeinHeaven,ifshe willbeloyal;atthesametime, tellingherthatshecanhavethe loveofGodforeternityandstill enjoytheinnocentpleasures thattheworldwillofferher. Therehasalsobeenthevoiceof Christ,callingtoher,askingher todosomethingbetter,inviting hertothemor%perfectway,He wouldshowher,promisingher thatinreturnforthesacrifice, Hewillgivetoherthetreasure ofHisSacredHeart,andaninnermostplaceinHisFather's House.
Catholicmothers,surrenderingyourdaughterstoGod,is theresorrowinyourhearts? Perhapstherearetears.Would yougrieveifyourdaughter madeawealthymarriage,accordingtothestandardsofthe world?Wouldyousorrow,if yousawhergaintherichesof theworld?Wouldyoulament, ifyouknewshehastheideal husbandandperfecthappiness?
Yet,whathusbandisperfect?
Whatmarriageisideal?What unioniswithouttrialsanddifficulties?Somanymothers,even Catholicmothers,willurgethe claimsofthemanwhoseeks theirdaughter'shand,without knowingthesecretsofhisheart andthefaultsofhisnature.But whentheEternalBridegroom comes,whenChristappeals toamothertobegenerous,togivetoHimherown flesh'andblood,themotherwill falter,hesitate,andevenrefuse, andtheDivineSonofGod,with
allHitperfections,withHisinfiniteloveandHiseternal wealth,mustturnawayfrom thathome,disappoint0and lonely,toseekelsewherefora generousmotherandaloving daughtertofillthatemptyplace inHisSacredHeart.Itisa crimetothinkthatmotherswill doanythingtogetanimperfect husbandforthechildofher womb,andyetwillrefusethe PerfectMan-theIdealMan, WhoisalsoGod,forthechild shehasbroughtintotheworld. Christwillneverfail-Hewill neverbefaithlessbutalways loving yetthemotherwho hasreceivedthischildfromGod willnotgiveherbacktoHim. ForsomeyearsWestAustralianCatholicshavebeendiscussingtheformationofaCatholicParents'Associationtoserve CatholiceducationinterestsinthesamewayastheStateParents' andCitizens'AssociationfunctionsforStateschools.TheformationofsuchanArchdiocesanAssociationmaybebroughtappreciablynearerastheupshotofadiscussionwhichtookplaceat annualgeneralmeetingoftheSacredHeartPrimarySchoolParents'andFriends'Associationrecently.
Themeetingempoweredits committeetoestablishliaison withotherCatholicSchoolParents'organisationsasafirststep tobringingaboutfederation. Thehopewasalsoexpressed thatCatholicschoolswhichhad notalreadyParents'Associationswouldconsiderforming them.
