ThelateSisterM.Kevin,one ofafamilyoftwelvechildren, sevenofwhomenteredreligion, wasborninOola,Co.Limerick, seventy-threeyearsago.In 1898,accompaniedbyayounger sister,shecametoAustraliaand bothenteredtheCongregation ofSt.JosephoftheApparition.
Forthepastfifty-twoyears SisterKevinlabouredinthe schoolsinFremantle,beingfor thegreaterpartofthetime HeadteacherinParryStreet Schoolandteacherofpainting anddrawing.Hundredsofgirls havepassedthroughherhands -girlswhoselivesandcharactersshesomuchinfluenced.How oftenduringthoselongyears mustthedeceasedhavebeenencouragedandcomfortedbythe tholicLibrarynotlaterthan Saturday,May13th.

Eachofthepriestsisanauthorityinhisownright.Most ofthemhadstudiedandbeen ordainedinRome.Allwere knowntothousandsofCzech Catholicsasamongthemost eloquentandlearnedpreachers inthecountry.Severalofthem hadsufferedinnaziconcentrationcampsfortheirresistance tothattotalitariansystem.

Hethusfulfilledavowhehad madeduringthefightingwhen themonumentwasseriously damaged."IfIlivethroughthe war,"hethensaid,"Iwilltake whatevertimeisnecessaryto collectthemoneyneededtorestorethemonument."
ThePlougastelmonumentis oneofthebestknownofthe manyrichlydecoratedandveneratedCalvarymonumentsthat havebeenerectedinmanyBretontownsandvillages.Itwas putupin1602inthanksgiving fortheendofaplaguethathad lastedfor20years.Morethan 200stonesculpturessurround theCrossofChristandthoseof thetwothieves,recallingthe principalscenesofOurLord's Passion.

Thereare,however,featuresoftheproposedlegislation whichinordinarycircumstancescouldnotbetoleratedina freesociety.Theserelatetothepowersconferredonthe Governor-Generalto"declare"'personsandorganisations, andthethrowingoftheonusofproofuponthedefendantin appealstotheHighCourt.Thesearewideanddrasticaccretionsofauthority,akininscopetothosesoughtbythelate GovernmentinitsBankingBill.Theywillneedtobe employedsparingly,andonlywhentheissueisamoralcertainty.Werecallthatwhensimilarpowersexistedduring thewar,acertainnumberofinnocentpeoplewereinterned foraconsiderableperiodintheEasternStates.Wecanonly countenancesuchextensiverepressivemeasuresnowbcause theyareinvokedunderthedefencepowerforthesecurityof theCommonwealth,becausethereisnodenyingtheexistence ofastateof"coldwar,"andbecausenoalternativemethod ofmeetingavitallycriticalsituationappearstoexist.Itis acasewhenonemusttrustthewisdomofthepowers-thatbe,andthey,ontheirside,mustrealisethatabusewould meanpoliticalextinctionforthem.
ThecardinalpointoftheActistheprospectofhalting industrialanarchyinthecoalmines,onthewharvesand elsewherebythebanningofCommunistsfromholdingoffice inUnions.Thisiscompletelyjustifiableinthatoffending Unionshavehadampletimeandopportunitytosettheir housesinorder,andthat,havingfailedtodoso,itisboththe rightandthedutyoftheGovernmenttopreventsectionalinterestsfromimpairingthecommongood.Itisimpossibleto forecastjusthoweffectivetheproposed.legislationmayprove asawhole,butifitonlycontributestopeaceinindustryand totheincreaseofproduction,itwillhavebeenworthwhile.

LastweekIwasdealingwith aletterfrom-LT.,ofKalinga. WhenIwasinterruptedbythe timesignalIhadgivenbriefly anoutlineofthehistoryofthe vestmentswornbythepriestat HolyMass.Mypresenttaskis totreatofeachofthevestments separately.
"J.T.,"ofKalinga,haswritten askingforanoutlineoftheoriginanduseofthevestments wornbythepriestatHolyMass.
Ashadbeensaidsooften-the Massgoesbacktotheinstitution byOurLordoftheBlessedEucharist;whenpriestssayMass theyarecarryingoutHisinjunction-"DothisforacommemorationofMe."NowtheApostlesandthebishopsconsecrated bythemsaidMassintheordinarylayclothesofthetime.And thereinbriefistheanswerto yourquestion.TheChurch neveradoptedspecialgarments. orvestments,foruseatthe altar.ThepriestusedhisordinarylayclothestosayMass. butafteratimethecustomgrew upofkeepingaspecialsuitof clothesforuseduringMass.But fashionsinlaydressarealways changing,andsincetheclothes setasideforuseatthealtar wereusedfornootherpurpose, theybecameoutofdate,and peoplebecameaccustomedto seeingthe''oldfashions-in Church,andnaturallyaftera whileitwouldseemunfittingto useanyotherstyleofcostume. Sothestyleofgarmentsusedat thealtarremainedthesame. Thesuccessivechangeoffashionshasgoneonforsomany centuriesthatthevestments usedatMassnolongerbearany resemblancetolaydress.There isanotherfactor,too,thattendedtoemphasisethedifference; thefaithfulChristiansnaturally wishedthatthepriestshouldbe dressedinamannerbefittingthe sacredfunctionshewastoperformatthealtar,sogradually thepracticegrewupofmakingthevestmentsasbeautifulas possible;inthecourseoftime everyformofornamentation andembroiderythatthedevout mindcoulddevisehasbeenused toenrichthepriestlyvestments, butthevestmentsthemselves haveretained,incutanddesign, theiroriginalformandarestill recognisableasthelaydressof theancientworld.Thevestmentsare:
ADAPTEDFROMLAY DRESS.
(1)Thealb,alongwhitegarmentreachingtotheankles. Thisis,ineffect,ashirt.Civiliansworeittotheankles,while forsoldiersitreachedtothe knees.Itisstillboundabout thewaistbyagirdle,oftentimes calledthecincture.
(2)Overhisleftarm,the priestwearsabandofsilk.Like theothervestmentstobementioned,thisismadeinfivedifferentcolours,allthesilkvestmentsbeingonanygivendayof thesamecolour.Thisarmbandiscalledthemaniple.It was,andis,anornamentalhandkerchief,whichwascarriedover thearm,inmuchthesameway asanornamentalhandkerchief isoftenwornprotrudingfrom thetopleft-handpocketof lounge-suits.Apparentlyits adoptiongoesbacktothetime whentheconsulsofImperial Romecarriedahandkerchiefas asymboloftheirrighttogive thesignalforthebeginningof whatcorrespondedintheirday toourOlympicGames.The consularfashionspreadtillthe
ornamentalhandkerchiefbecame partoftheordinaryformaldress ofthetime.
ONDUTY.
(3)Thenextvestmenttobe consideredisthestole.Thisis abandofsilkhungaboutthe neckandreachingtoalittle aboveoralittlebelowtheknees. IntheRomanworlditwasthe customforallofficialstowear suchastoletoshowthatthey wereondutyandactuallyperformingthefunctionsoftheir office.Inthecourseoftimeit becamecustomaryforbishops andprieststowearsuchastole toshowthattheywereactually performingtheirpriestlyfunctions.
(4)Finally,thepriestworea chasuble.Thisvestmentis madeinonestretchofcloth,an openingbeingcutinthecentre toallowittopassoverthe priest'shead.Itreaches,back andfront,totheknees,and standsoutastheprincipalvestment.Thechasubleisthe Roman"paenula,"whichismentionedinthewritingsofsuch pre-ChristianRomansasCicero. Lateritbecameknownasthe "planeta"or"casula,"whence ourword"chasuble."Thisgarmentwasalargecloak,usedby theRomansinsteadoftheovercoatofmoderntimes;itconsistedofasinglepieceofclothwith aholecutinthecentreforthe wearer'shead,anditcovered him,likeabell,downtothe ankles. Inthecourseofthe centuriesthesideshavebeencut awaytoleavethepriest'sarms free,sothatthechasubleas wornto-dayneverreaches,at thesides,tobelowtheelbow, andmoreoftenitiscutflush withtheshoulder.Thebellshapeis,however,stilltobe seeninthecope,whichisworn, e.g.,atBenediction.

Perhapssomelistenerwhoremembersthepicturesinhis school-copyofCaesar,willwonderwhythemostdistinctiveof Romangarments-the"toga"hasnotsurvivedinsomeform intheliturgicalvestments.The answertothatquestionissimple.Thetogawasthedistinctivedressofthosewhoenjoyed therightsofRomancitizenship. SoonerorlatertheAtlantic Pactnationswillcopewiththis unrestandensureasmoother workingofthevariousprovisiansoftheAtlanticdefenceco_ operation.Butcanthisco-operation,intheformwhichisnow beingenvisagedandputinto practice,proveasufficientdeterrenttoSovietaggression?Of, shouldtheaggressionoccur, woulditsafeguardEuropefrom Sovietoccupation?
WhenGeneralBillotte,oneof GeneraldeGaulle'sclosest wartimeassociates,wholeftthe FrenchArmyashorttimeago inordertobefreetocriticise Westerndefencepolicy,was askedthesequestionsatarecentPressconference,heansweredinthenegative.AccordingtoGeneralBillottethe Americanaid,substantialasit is,doesnotrepresentmorethan amorphiainjectionadministeredtoabodythatistorturedby pain.Hesees,ononeside,the Sovietpower,purposefuland wellorganized;ontheotherside thecountriesofEurope:Great Britain,insularand,ashebelieves,turningherbacktoEurope;aweakenedFrance,adisarmedGermany;Italyhandicappedbythepeacetreaties; Spainpushedintoisolation.That iswhyhedoesnotbelieveina

Undoubtedlythepost-war structureofWesternEuropeis provingveryill-adaptedtothe urgentmeasuresofcommon defencewhich'havetobetaken. Nooneknowsinwhatorderthe menofthePolitbureauintend toproceedwiththeworldrevolution;butforthelasttwo yearstherehavebeenmany signsthattheprogrammehas beenaccelerated;thattheCommunistsinpowerintheCentral Europeancountrieshavereceivedorderstohurryforward, eventorunrisksbygoingtoo fast,buttopressonwiththe liquidationofallseriousoppo- sition-tocollectivizethepeasantsontheverymorrowof theirbeingpromisedtheland, toattacktheChurchbeforethe Communistshavehadtimeto trainanewgenerationofyouth, toreducetoaminimumintercourseandtradewiththeWesternworld.Allthismaybeno morethanthepreparationfor anattackonMarshalTitointhe courseofthisyear;butitmay portendmoreambitiousideas.
MONOMANIA.
ThetoneinwhichMoscow repliedtothepre-eminently, moderateandconstructivesuggestionsofMr.DeanAcheson, whenheoutlinedwhatthe SovietUnioncouldandshould doifitwishedtoimprovethe internationalatmosphere,was oneofblankhostility,ofmen withathesisthatallmeasures ofdefencebyAmericaorthe Westareimperialistaggression. Thereisaccordinglynoalternativeexcepttobeandtoseem toostrongtoattack.When strengthismeasuredinterms ofpotentialphysicalresources. ofwhatcouldbefairlyquickly producedinthewayofarmaments,theAtlanticworldlooks preponderantandsecure.But thepictureisverydifferentin termsofmobilizablearmies,as itisverydifferentintermsof whatisimmediatelyavailable forbattleintheairoronor underthesea.
TheRussians,exhaustedas theywerebytheGermaninvasionandtheirowncounterinvasion,gavethemselvesno breathing-spaceafter1945.Seiz_ ingallthattheycouldobtainin Germany,theypressedonwith theirsubmarines,whiletheir diplomatshadthebusinessof gainingtime,employingthe greatpositionaccordedtoRussiaintheUnitedNationsto preventthatorganizationfrom becominganeffectiveinternationalreality.ButtheWestern Powers,profoundlyrelieved thatvictoryhadcrownedtheir exertions,proceededtorelax. ThegreatwaveofAmerican militarypowerrecededas quicklyasithadcome,andthe differentEuropeanpeopleswere eachandallofthempreoccupiedwithdomesticpolitics, whichreflectedfar-reachingdivisions,carefullyfomentedall thetimefromtheEast.Allthe Governmentsarehardpressed formoney,sufferinginvarious degreesfrominflationandthe

TheDebateontheArmy EstimatesintheHouseofCommonsshowedthat,evenin Britain,relativelya-wealthy nation,whichisspendingon defencenearlyasmuchasthe wholebudgetoftwentyyears ago,therecanbenosatisfaction withwhatwehavesecuredfor £780millionayear.Andthis isaunitednation,wherethe fifthcolumnwouldbevery small,though,astheFuchscase showed,itisstrategicallywell placed.FranceandItalyare verydifferent.
TWOFOLDWEAKNESS.
Thereisatwofoldweakness apparenteverywhereinWestern Europe.Oneweaknessisthat thenationalcommunitiesdonot understandeachotherbetter. Nationalpatriotismremainsone ofthestrongestmotives,and Europeconsistsofnationalcommunities.TheEuropeanideais notanalternativebutanaddition,topatriotism.Dr.Adenauer'seminentlysensiblesuggestionsforeconomicunion betweenWesternGermanyand Franceareencounteringavery mixedreceptionamongthe French,fortherearemany Frenchmenwhoareequally afraidoftheGermansasindustrialpartnersandasindustrial competitors.Theyare,inshort, afraidoftheGermans,andwith
plentyofreason.Inthesame waytheyrecoilfromtheidea oftheGermansplayingany partinthemilitarydefenceof Europe;whilethereareGermanswho,fromtheirside,with aratherunexpectedwit,are adoptingtheroleofpeoplewho haveaconscientiousobjection towar.Buttheeconomicand themilitarysituationsleadto thesameconclusionofeconomic andmilitaryunion.
PARTYPOLITICS.
Itisherethatwetouchthe otherweakness-that,insideall thenationalcommunitiesof Europe,thespiritofPartyisso strongandtheorgansofparty, thepoliticiansandnewspapers, domostofthetalkingbetween countries.AtHastingslast weekendtheFrenchand GermanSocialistsdeclaredthat theycouldtrusteachother,but noteachother'scountrymen, andtheyhadtoacknowledge that,unfortunately,inneither countryaretheSocialiststhe largestpartyorinchargeof theGovernment.Inevery communityitoughtberecognizedthatthereareabidinginterestsabovetheideological war,andthatdefenceisoneof them.PrimeMinistersoughtto avoidchoosingsingularlycontroversialfiguresfortheDefenceMinistries,andoughtto seekrathertoremoveallthis sideofpubliclifetoaneutral andtechnicalplane;andatthe meetingsinEuropeatwhich thecontributionsofthedifferent countriesareagreedandarrangementsmadetodovetailthem, theOppositionpartiesaswell astheGovernmentparties oughttobepresent. TheHolyYear,whichisin thecourseofpassing,has alreadyfurnishedUsmorethan onereasonforjoyandconsolation.ToRome,whencethelight oftheGospelteachingradiates sincetheoriginsoftheChurch, multitudesofthefaithfulhave streamedfromallpartsofthe world.Theyhavecometothe SeeofPeternotonlytoredeem theirownfaults,butalsoto expiatethesinsoftheworld andimplorethereturnofsocietytoGod,fromWhomalone cancometruepeaceofheart, civilconcordandthewell-being ofnations.
Andweknowthesefirst groupsofpilgrimsformthe vanguardofthosewhowill comemorefrequentlyandin greaternumbersduringthefavorableseason.Therefore,the hopeiswarrantedthatfrom thisstillmoresalutaryand abundantfruitswillbeharvested.Nevertheless,ifthesesights havegivenUsgentlecomfort, reasonsarenotlackingfor anxietyandanguishwhich grieveOurpaternalheart.And inthefirstplace,althoughwar hasalmosteverywhereceased, neverthelessthelonged-for peacehasnotcome-astable andsolidpeacewhichmight happilysolvethemanyand ever-increasingreasonsfor discord.Manynationsarestill opposedtoeachother;andas confidencelessensanarmaments racebegins,leavingthehearts ofallovercomebyfearand trepidation.
ROOTOFEVIL.
ThatwhichseemstoUsnot onlythegreatestevilbutthe rootofallevilisthis:oftenthe lieissubstitutedforthetruth andisthenusedasaninstrumentofdispute.Onthepartof notafewreligionispassedby asathingofnoimportance,and elsewhereabsolutelyprohibited infamilyandsociallifeasa remnantofancientsuperstitions;publicandprivateatheism isexaltedinsuchawaythat GodandHislawarebeingabolishedandmoralsnolonger haveanyfoundation.Thepress alsotoooftenvulgarlyreviles religiousfeelingwhileitdoes nothesitatetospreadthemost shamefulobscenities,agitating andwithincalculableharm leadingintovicetenderchildhoodandbetrayedyouth.
Bymeansoffalsepromisesa peopleisdeceivedandprovoked tohatred,rivalryandrebellion, especiallywhenthehereditary faith,theonlyreliefinthis earthlyexile,issuccessfully tornfromitsheart.Disturbances,riotsandrevoltsareorganizedandfomentedincontinuingseries,whichpreparefor ruinoftheeconomyandcause irreparableharmtothecommongood.

EVIDENCE"INCONTESTABLE."
Insupplying"incontestable archaeologicalevidencethatthe burialplaceofthePrinceofthe Apostleswasandisunderthe centralpointofthegiganticcupola"ofSt.Peter's-tousethe reigningPope'sownwords-the presentdiscoveriesarebutfurtherconfirmationofafact concededonallsidesbythe conscientiousmodernhistorian. Afterthesplendidstudiesof suchnon-Catholicscholarsas Lietzmann,GerkenandCaspar, itwouldrequireararedegree ofobtusenessorprejudicenotto admittheprobativeforceofthe testimonyofSt.Clementof Rome(aboutA.D.120)andof St.Irenaeus,regardingthefact thatPeterlivedanddiedasa martyrinRome.
Yetapuzzlingifpolitedoubt hasremainedinthemindofthe historian.Whentherenaissance architectsandbuildersofthe sixteenthcentury,underthe guidanceofMaderno,Bramante andMichelangelo,pulleddown theoldConstantinianbasilica ontheVaticanhill,replacingit inthecourseofahundredyears withthepresentmagnificent structure,noattemptwasmade toinvestigatebeneaththepavementoftheoriginaledifice, despitetheobservationsof MaffeoVegius(1406-1457)and thefactthatAntonioBosio,in hiscontemporaryrecordingsof RomaSotterranea(Subterranean Rome:sixteenthcentury),made mentionofanumberoftombs andsarcophagithatwerethen unearthedandscatteredthrough thecity.
ALTARSUPONALTARS.
Thusthematterstooduntil Januaryof1941,wheninthe courseofdiggingsbeneaththe pavementoftheSacredGrotto underSt.Peter's,theSampietrini,Vaticanworkmen,came uponmarbleslabsformingthe floorofConstantine'sbasilica. Excavatingfurther,afullcemeterywasunearthed.Itconsistsoftwolinesofmausoleums,extendingalonganiter, orpath,runningdowntheside oftheVaticanhill,onthe northeasternslopefacingthe riverTiber.Eachtombhasan entranceopeningtowardthe south.Thesemassivefuneral
Theauthorofthisarticle recentlyreturnedfromRome wherehepursuedgraduate studies.Hehasgivenhis particularattentiontothe excavationsbeneathSt.Peter'sBasilica.
monumentshadevidentlybeen occupiedbybothpaganand Christianfamilies.
HERCULEANTASK. Immediatelyacommissionof Vaticanarchitectsandarcheologistswasformedunderthe guidanceofMsgr.LudwigKaas, custodianoftheFabricofSt. Peter's.Theprojectwasshroudedinthestrictestsecrecy,as muchbecauseoftheimportance ofthediscoveriesastoprevent wildrumourssuchasthat whichassertedthatMonsignor Kaaswouldnotbesatisfied until"hehadpulleddownthe cupolaofSt.Peter's."Thework requireddoublecareindigging outthepreciousremainsof ancientRome,andinshoring upthetremendouspilastersand supportsofthebasilicaitself. Itwascarriedonamidmountingdifficultiescausedoywater seepagesfromancientsprings cutoffinthecourseofthecons_ tructionunderConstantine, shortagesofcementandother materialasaresultofItaly's participationinWorldWarII, andthedesiretodocumenteach findingscientificallyinkeeping withthebestofmodernarcheologicaltechniques.
knownas"TheConfessionof St.Peter."Thecoffinthatcontainedhisremainsisatalevel justatriflebelowthepavement oftheSacredGrotto.Overit werebuiltthethreealtarsof Popes ClementSilvester,Callistusand VIII. InrecentVaticanrevelations regardingthediscoveries,nothinghasbeensaidaboutthe bodyofPeter.Thisisdueto thePope'sdesirethatthemattershouldbehandledina strictlyscientificfashion.An internationalcommissionof archeologistshasbeenformed toinvestigatethetombitself. Butishardlytobehopedthat theyhavefoundPeter'sbones intact.Therearefirstofallseveralhistoricaldifficultiestobe dealtwith,themoreimportant of feastwhichconcerntheliturgical of"St.PeterintheCatacombs,"whichseemstoindicatethatintheyearofthe Valerianpersecution,258A.D., Peter'sbodymayhavebeen transportedtotheCatacombsof St.Sebastian.Butitiscertain thatithadbeenreturnedtoits originalrestingplacebefore Constantinebeganbuildinghis Basilica.
EMPTYTOMB.
Romewaslikewisesackedon severaloccasionsinthecourse ofboththefifthandtheninth centuries.ThoughinalllikelihoodtheactualtombofPeter wasnottouched,thereisstill tobeconsideredthefactthat intheLateran,arelicthat purportstobetheheadofthe Apostleisondisplay.
Mostprobably,ofcourse,if thetombofPeterhasnowbeen opened,ithasbeenfoundempty, forasoneoftheVatican archeologists,theJesuitFather Kirschbaum,warns:"Whenwe speakofthetomboftheApostle,wearenottoimaginethat thereshouldbefound,atwho knowswhatdepth,acoffinin whichiscontainedabodymiraculouslyincorruptoverthe courseofnineteenhundred years;but,asinthecaseofthe greaternumberoftombsof saintsandheroesofhistory,we shouldsay:hereistheplace wheretheboneshavebecome dust,andwherethePrinceof theApostleswillonedayce- lebratehisgloriousresurrection."
In1594,whenPopeClement VIIIhadthepresentmainaltar inSt.Peter'sbuiltimmediately overitspredecessor-thework ofCallistusIIin1122-the Pontiffrefusedtoallowany tamperingwiththefoundations ofthataltar,whichrestedupon anoriginalputinplacebyorder ofPopeSilvester(314-336)and wasprobablyreornamentedby GregorytheGreat(590-604). Severalpagancoffinsandtombs weredugupin1615and1626, andhelpedtoconvincethehistoriansofthetimethatPeter's tomblayinanancientpagan cemetery,whichwasinuse untilatleastthethirdcentury.
Ancienttradition,modifiedto someextentbyrenaissance scholarship,maintainedthat Constantinehadbuilthisbasilicaoveratleastonewallof theCircusofGaiusandNero. Thistheoryprovedfalse,when notracewhateverwasfound ofthattheatreofsport.Instead, conclusiveevidencewasproduceddemonstratingthatConstantinehadselectedthesiteof theancientRomancemeteryon theVaticanhill,levellingan immenseplainbyloppingoff thetopoftheheight,andfillinginthemausoleum-cladravine,andusingasanaxisfor hisnewbasilicathbpavement ofonetomb-thatinwhichlay theremainsofSt.Peter. However,aninscriptioninthe formofacodiciltothewillof onePopiliusHeraclaproclaimed theproximityoftheCircus, thoughtothepresentmoment notraceofithasbeenfound.
TOMBBENEATHALTAR.
Itisnowcertainthatthe bodyofthePrinceoftheApostleswasburiedinanordinary tomblocatedimmediatelybeneaththecentralsectionofthe Basilicawithinwhatisnow
Inanycase,thepresenceor absenceofPeter'sbodyhasno greatsignificanceinatheologicalsense.Itiswonderfultc havesuchpositivedatasupportingthetraditionofcenturiesregardingthepresenceof theApostleinRome,andofhis burialontheVaticanhill.But theauthorityvestedinPeter's successors,theBishopsof Rome,andtheguaranteegiven totheChurchthatitwillendure,areindependentofthe preservationofanyearthly relic.Theyareboundupwith thepromiseofChrist,andas such,haveasupernatural guarantee.

IleftLondonandtookthe boattraintoDover,embarking onaChannelsteamer,which tookaboutanhourandahalfto reachCalais.Halfadozen trainsweredrawnuponthe pieratCalais,andtheconfusion insortingoutthepassengers wasindescribable.
UltimatelyIfoundmyseaton theRomeexpress,sharinga compartmentwithfiveScottish ladiesmakingthepilgrimage fromGlasgow.Alldaywe travelledthroughthefiatFrench countryside,arrivingatParisin theevening,butwestayed.only halfanhourandsawlittlebeyondthetworailwaystations, GareduNordandGaredeLyons andadistantviewoftheEiffel Tower.Wetravelledallnight. Ihaddinneronthetrain,beautifulfoodandbeautifullyserved,andsoitoughttobefor500 francs(11s.).

Whenwewokenextmorning werewereintheFrenchAlps (HauteSarrie),andwetravelled mostofthemorningthrough magnificentsceneryonboththe FrenchandItaliansidesofthe border-snow-cladmountains andprecipitousvalleyswithfascinatinglittletownswithbright redroofsandgailypainted walls.
Aboutmiddaywecrossedthe plainsofLombardyandcameto TurinandGenoa,thendownthe MediterraneancoasttoPisa, whereIhadanexcellentview oftheLeaningTower,which leansmuchmorethanphotographswouldleadyoutoexpect. Actuallyitissofaroverthatit looksquiteunsafe.
Fortherestoftheafternoon andeveningwetravelledacross theRomanCampagnaatgreat speed,drawnbyanelectric locomotive.Themealswere evenmoreexpensivethanon theFrenchtrains,lunchbeing 12/6anddinner15s.TheScottishladiestoldmetheywereto pay£3adayattheirhotel. FirstthingEasterSunday morningIwenttoSt.Peter's, wherethePopewastosayMass at10.Iwasthereat8.45a.m., butalreadytheCathedralwas fullandthePapalGuardshad erectedbarricadesacrossSt. Peter'sSquare,whichprevented anyfurtherentry.Justbefore 10a.m.twostudentsfromPropagandaCollegetoldmehowto getin.Theofficialguests-diplomats,Churchofficials,andso forth-werearrivingbycarsmanyintaxis,whichwerebeing passedthroughthebarriers.Accordingly,twoIrishmenand myselfcharteredataxiandwere driveninstyleroundtheChancelloryentrance,where,of course,wecouldnotbeadmittedwithoutaticket,butwe wereinsidethebarriersand madeourwayroundtothemain entrance,gettinginjustintime. WASHINGTON,March13.-BirthcontrolMightbecome anAmericanexportunderthe"PointFour"programme,if someadvocatesoftheartificiallimitationofpopulationshave theirway."PointFour"isPresidentTruman'sprogramme revealedathisinaugurationinJanuary,1949,forraisingthe livingstandardsinbackwardareasoftheworldthroughthe exporttothemofAmerican"know-how"and,insomecases, government-insuredloans.
TheForeignPolicyAssociation,here,hasjustmadepublic areportonastudymadeforit byDr.J.B.Condliffe,director oftheTeachingInstituteof EconomicsattheUniversityof California,whichsaysbirth controlisoneofthekeystothe successofthe"PointFour" programme.
Contendingthatthequestion ofpopulationincreaseisamajor factorintheproblemofeconomicdevelopment,Professor Condliffesaidthat"PointFour" programmeswillnotimprove thelotofthepeopleofAsiaand Africaunlessthosepeoplesfollowthepopulationpatternof WesternEurope,whichhasa fallingbirthrate.

Heglancedupatthethirteen footcutbankoverwhichthey hadfallenandjudgedtheywere atleastamileormoreabove themouthofAlakuchakSlough. Nichtmutewasafulleleven milesdistant,acrossthefrozen bayandseveralmilesintothe tundrabeyond.
Withgrowingconcernhekept watchingthecourse.Spotwas notsettingastraightcoursebut wasswingingfirsttotheright andthentotheleftasifnot certainofthetrailorofhisdirection.Theymayhavedriftedconsiderablytotheeastward, -riflesofftheregulartrail.If theymissedNichmuteandcontinuedonintothetundracountryandthestormdidnotletup bymorning,thechanceswere tentoonetheywouldnotcome throughitalive,Heknewthe tundra,thatvastseaofseeminglyendlesswhite,stretching fornearlyonehundredandfifty milesinthreedirectionswith onlyscatteredigloosforshelter whichwoudbeimpossibletolocateinthedarknessandstorm. Everyminutetheycontinued onwardmadetheirchanceof gettingthroughthatmuch smaller.
Toplayentirelysafeiforboth himselfandhisteam,hedecidedtostopandwaitforthe stormtodiesufficientlyforhim toestablishhisposition.The teamsankdownintheirtracks andwearilyrestedtheirheads ontheirforepaws.Theywere nearlyexhausted.
WithnumbedfingersFather turnedthesledoverononeside andtyingtheedgeofthecanvastotheupturnedrunner, madeapartialwindbreak.The dogswouldbesafeforatleast thirty-sixhours.Theylaywhere theyhadstopped,curledinto greyandblackballs,withtheir backstothewind.Snowwas beginningtodriftaroundthem andFatherknewinseveral hourstheywouldbecompletely buried.Hecrawledunderthe sledcoverandpulledtheedges intightaroundhim.

ThefirstmoveoftheCouncil "vastoopentowardstheendof 1943itsAustralia-widePlayWritingCompetition,whichcarriedanawardof£25.This competitionbroughtforward numerousentriesfromallStates.
ThesuccessfulentrantwasMr. TomJudd,ofVictoria,andhis winningplay,"LifeBurnsOn," waslaterfeaturedinthe1949 DramaFestival.
Earlyin1949theTheatre Councilmadeitssecondmove byanarrangementwiththeAssemblyHallCommitteetodraw upaplanofimprovementsfor thishall,whichisusedbymost amateurdramaticgroups.Asa resultaconsiderablesumof moneywasgrantedbythehall committeetoimproveseating accommodation,lightingequipment,etc.Itwasalsostatedby aspokesmanfortheAssembly Hallthat,inviewoftheoutstandingworkbeingdonebythe amateurgroups,itwashopedto makefurtheralterationsinthe future.
ThenextventureoftheCouncilin1949wasthefirstpost-war DramaFestival,whichwasconductedinJuneforaseasonof threeweeks.Theplanningof suchafestivalwasabigundertaking,particularlyinviewof thedifficultieswhichfacedthe Councilandthecompeting groups.Itisfeltthatthe DramaFestivalsarehereto stay,judgingbythesupport giventotheproductionsofthe 1949Festival.
ThePlay-WritingCompetition hasagainbeenlaunched;the finaldateforentriesisMay31, 1950.Alreadyalargenumber ofrequestsforentryformshas beenreceivedfromallover Australia.Theawardthisyear is£50,thissumbeingmade availablebytheTheatreCouncil.Apublicseasonofthe winningplaywillbeheldlater intheyear. CurrentlyclaimingtheattentionoftheTheatreCouncilis theDramaFestivalof1950. ThisyeartheFestivalwillagain beconductedonacompetitive basis,andwillcontinuefora seasonofthreeweeks,commencingonMay20th.,andconcludingonJune9t1iiAnofficial partywillbeinattendanceto conducttheopeningceremony.

AccordingtoBishopMuench, whoisonthesceneinhiscapacityasRegentoftheApostolic NunciatureinGermany,theidea waslaunchedattheKatholikentag,orCongressofGermanCatholics,inBochum,Germany, lastSeptember.
Theresolutionadoptedthere wasdiscussedalloverGermany, amongCatholicsandnon-Catholics,inthesecularandinthereligiouspress,andinmeetingsof employers'groupsandtrade unions.Atfirsttherewereprotestsfromcapital,whichfeared infringementsonpropertyrights andincompetentinterference withmanagement,andfrom unionleaders,whofearedloss ofconfidenceandloyaltyfrom rankandfilemembers.
ButaJesuitscholar,Father Nell-Breuning,clarifiedtheissuesinawidely-quotedarticle tellingwhattherightofjoint decisionsmeansandwhatit doesnotmean,andtowhatextentitshouldbeappliedinthe variedkindsofbusinessundertakingsandindustrialplants.
"Thebigproblem,ofcourse, isthequestionofhowtheright shouldbeimplementedinpracticalreality,"vlishopMuench wrote."Thisisunderstudy.A numberofinterestingproposals havebeenputforward,among themthatoftheInstituteofthe GermanLeagueofTrade Unions.
