Followinguponthischaoticconditioninundogmatic Christianityisacorrespondingcrumblingofthesocialfabric.Complacentamidtheuniversalconfusion,theworld's politicianshaveyettorealisethatthesocialstructuredoes dependandmustdependuponChristianprinciples.Secularismdidnotcreatethecivilisedsocialorderasithasbeen. TheCatholicChurchmadeEuropeandgaveitthatculture whichiscalledcivilisation.Thatstructureresteduponthe Christianfamilyastheunitofsociety.Thewarpandwoof ofthesocialfabricweretheChristianvirtuesofjusticeand charity.Thefirststeptowardsunderminingthesocialorder camewhensecularismadmitteddivorceasanormalfactorin civilisedsociety.Thiswasfollowedbytheregimeofgodlesseducation,andinourowndaybytheunashamed,blind propagandaofbirth-control.Handinglove,withthesesuicidalmovementswentthegrowthofindustrialism,unhamperedbythemoralprincipleswhichtheChurchwouldhave imposed.ThisreacheditsculminationinEnglandabouta centuryago,whentheFactoryActswerepassedasasortof externalsubstituteforthemorallawwhichshouldhave beenintheheartsofmanufacturers.
Perhapsthemostdestructiveactofall,onthepartof thesecularistswasthepresentfarcicaleducationalsystem. Bymeansofit,themindsofmodernpeoplehavebeenso successfullydivorcedfromthehabitofclear,consistent thought,thattheycannotperceivethatthecross-roadshave beenreached.Therearetwoalternatives.OneisareturntoChristiantruthinreligionandinsocialteaching.This callsforatremendouschangeofheart,arevolution,acompleteturningface-about,suchasiscontainedintheLatin meaningoftheword"conversion."Theotheristheacceptanceofpaganism.Already,unhappily,wholesectionsof nationsappeartohavechosen,andtheirchoiceisill.The rejectionofGodhasbeenaccompaniedbyadeepeningofthe economicdistress,thesuppressionofliberty,threats,persecution,andthebeatingofthewar-drums.Catholicismalone canexercisethespiritoftheHunsandVisigoths,asitdidof old.Plainly,then,itisthesolemndutyofeveryCatholic toenterfullyintothespiritandactivityoftheChurchinthe newcrusadeagainstthehordesofpaganism,for"hethatis notwithMe,isagainstMe."

Thereisstillaverydefinite utilityinretainingLatinforthe servicesoftheChurch.That body,asyouknow,hasaworldwideextension.HenceitisfittingthatthecentralactofCatholicworship,theSacrificeof theMass,shouldbecelebrated inthenearestthatwehavetoa universallanguage.Evenat presentLatinisperhapsthelanguagethatisunderstoodbythe greatestnumberofpeople.I shouldadd,ofcourse,thatthere arebranchesoftheChurchin unionwithRomewhichcelebrateMassinlanguagesother thanLatin.InSydney,forin-
stance,therearetwoCatholic churcheswheretheMassissaid inlanguagesotherthanLatin. Oneofthesebelongstothe GreekMelchiteRite,andthere theliturgyiscelebratedin Greek.Notveryfaraway thereisachurchbelongingto theMarmites,whipthelanguageusedisSyriac.
SIMPLESOLUTION
Asregardstheabilityofthe congregationtounderstand Latin,thatwill,ofcourse,vary fromplacetoplace.InanordinaryparishchurchinanEnglish-speakingcountrythere wouldprobablynotbemany whocouldunderstandspoken Latin,noristhatnecessary.The Massissomethingquitedifferentfromaprayermeeting.The essentialelementintheMassis theofferingofasacrifice,which primarilyisanaction.The congregationunderstandswhat istakingplacewithoutactually followingthewordswhichare used.Thewords,insuchan action,arenecessary,butthey aresubsidiary.Inordertotake partinwhatishappeningitis sufficienttoassentinwardlyto theactionthatisbeingperformed. Thejournalistswhovisiteu Jugoslaviain1949haverelated verylittleofthestateofpersecutiontowhichtheChurch continuedtobesubjectedunder theregimeofTito-perfectlyin accordonthispointwithallthe otherStatesunderCommunist dominationandalsowiththe programmeofalltheCommunistpartiesintheworld-preferringtopassoverinsilencethe stateofeconomicandmoraldisorderwhichprevailsinJugoslavia.Butinsteaditiscertainthatiftheyhadverifiedthe rumourscirculatingattheena oftheyearofaprobablerapprochementbetweentheCominformandtheGovernmentof Belgrade,alltheCommunistsof theworldwouldhavebeensatisfiedwiththeprogressavchievedbyTitointheanti-religious struggle. Quitereasonably, therefore,islamentedinJugoslaviatheindifferenceofthe worldandoftenofCatholics themselvesinfaceofthegrave andinterruptedpersecution whichisragingagainstthereligionofthepeopleofJugoslavia. Likewiseitmaybenoticedthat justasRussiaobtainedvictory inwarbyavailingherselfin largemeasureofAmericanaid andnowwishestoenjoythe fruitswithoutuselessparticipantsatthebanquet,soit seemsprobablethatTitowishes torepairthescrapsattheexpenseoftheWesternPowersin orderthemoresecurelytoaccountforhimselfwithregara tothematterofreparationat thehighcourtoftheCominform.
CUNNINGASSAULT
Inordertoprovehowfalseis thepropagandawhich,inview ofthedesiredaid,attributesin anywaytotheTitoGovernment acertaintoleranceofreligion, weshallindicatetheprincipal actsofpersecutionwhichhave happenedin1949.Itistrue thattheperiodofbloodandterrorwhichaccompaniedthebirth ofthePopularRepublicof Jugoslaviaandwhichwitnessed alsotheunreservedstruggle againsttheChurch,culminating
intheignominiouscondemnation ofArchbishopStepinac.of Zagreb.toforcedlabour,canbe saidtohavefinished;thetravellerwhopassesaloneto-daythroughJugoslaviawouldnot receiveanimmediateimpression ofpersecution;butitisalso knownhowtheCommunistregimesafterthewar,unlikeNazism,donotwishtoconducta greatandspectacularcampaign againstreligion,atleastincountrieswhereChristianityisof longstanding,buttheyadopta methodwhichlittlebylittleand imperceptiblybutnolessreally destroystheFaith.Thereisno changeinthetwoMarxistaims -continuousstruggleagainst religion;itisonlythatafterthe virulentphaseithasentered upona"tranquil"phase,which profitsbythecircumstancesof thetimeto"fashion"methodicallythementalityandthecollectivemilieu-agenuinelyLeninisttacticand doubt muchmoretobefeared.The proximateobjectivesarethe alienationofthemassesfromthe Faith,especiallybycunningly strikingthePastorsothatthe flockmaybedispersed,andby perversionoftheyouth.We maybepermittedtorepeat someepisodeswithwhichthe publicisalreadyacquainted;in facttheyweretreatedvery brieflyandsuperficiallysince theygavelittleinformationwith regardtotherealconditionsof theChurchinJugoslavia.Insteaditisimportantthatina worldto-daywhollyintenton thestrugglebetweentheCorninformandTito,Catholics shouldnotoverlookthedetails ofthepersecutionagainstthe Churchwhichcontinuesasbeforeandworsethanbefore.
COMPREHENSIVE PERSECUTION
Inshort,fromourexposition itwillbeevidentthatBishops aresystematicallyimpededin theircontactswiththefaithful; priestsareoftenrefused,with thehypocrisyofanew"placet," givenonlytothosewhoadhere totheCommunistPopular Front,theauthorisationforthe
inpublicreunionsheldexpresslyforthispurpose.Againstall thistheclergyandpeoplehave nomeansofdefenceexceptresistanceandastillcloserattachmenttotheFaithasisevident fromnotableexamples.The "Orthodox"andMohammedans alsofigureinthesetrials.
HINDERINGSACRED MINISTRY
Theregulationswhichstrike attheChurch'slibertyofjurisdictionandadministrationare generalandontheincrease.
InSlovenia,from1945,the exerciseofthesacredministry bypriestswhowerenotinthe placeofofficeduringtheoccupationwasoftenmadeconditionalupontheconsentofthe civilauthority;allfuturepriests wereexcludedfromthissince theysufficientlymettherequirementsbytheirenrolment attheUniversity. lessin1948threenewpriests andanadministratorofaparishwereinstructedtoobtain thisconsenteventhoughthey werenotobligedtodoso.After theirremonstrancestheyreceivedananswerinFebruarystatingsimplythatitwasnotpossibletodisregardtheaction whichhadbeeninitiatedfor securinganddemandingthis consentforallpriestsnewlyappointedortransferred,andthat ifintheotherRepublicsofthe Federationthingswerenotso withregardtothispointitwas becausetheSlovenianecclesiasticalhierarchydidnotrecognise theauthorityoftheState.
SHREWDMOVES
PrescriptionsAccuratelyDispensed
Inthesameterritoryvarious priestswerefinedforhaving preachedandheardconfessions inparishesnottheirown,since thepriestcanexercisetheministryonlyintheplaceforwhich hehasreceivedthe"placet"of theGovernment.Naturallythe situationbecomesdesperatefor thoseparishesforwhichthe Governmentdeniesthe"placet" forthepriestsnominatedbythe Bishop,andtheyhavetorelyon thepriestsoftheneighbouring parishes.Thefinesarevery heavy,andarehigherforconfessionsthanforpreaching.The refusalofthisdespotic"placet" resultsinmanyparishesbeing leftwithoutpriestsandremainingdeprivedofanyreligiousassistance.Inaboutthirtyparishespoliticallydependentupon Slovenia,butfromareligious pointofviewdependentupona Croatiandiocese,theBishopis neverseeninthesetimes.Itis notdifficulttoseeinthisareasonsimilartothatforwhich PriestsandNunscannotexercise theirdutiesoutsidetheRepublictowhichtheybelong.In vacant'parishesitisforbidden fortheneighbouringPrieststo renderassistance,andiftheyattemptatleasttocelebrateMass, asoldieratthedoorofthesacristypreventsthemfromentering.The"placet"isnecessary alsoforassistants.TheGovernmentforbidsthemtostayin acentreforPriestswhoseduty itistoexercisetheministry;accordinglyaparishcannotbe caredforifitdoesnotgivea Priestresidentinthetown.In thiswaygreatdifficultiesare
villagestomeethimwhonot onlycameinthenameofthe Lord,butalsotravelledasOur LordHimselfdidintheHoly Land.Inmanyparishesthe Communistswillnotpermitthe membersofthepartytohave theirchildrenconfirmed.However,manydisregardthisinstruction.Othersgobynight toreceivethisSacrament,becauseoftheirfearoftheCommunists.TheCommunistskept onthealertneartheparish houseswheretheBishopresidedinordertopreventpeople fromhavinganycontactwith him.Communistfathersinsome placesseverelypunishedtheir childrenforhavingreceived Confirmation.Neverthelessthe Bishop'svisitwasarealtriumph fortheChurch,formanylapsed Catholics,includinganumberof ex-Communists,returnedtothe practiceoftheirreligion.

Theseare,isolatedandparticularcases,butitisnonetheless truethatthegreaterpartofthe countryofJugoslaviaisliving underageneralstateofcoercion.TheSeminariesareina dreadfulcondition,andattempts havebeenmadetostopnewvocations.Insomevillagesthe parentsoftheSeminaristshave hearditcalledadisgraceto havesonsstudyingforthe Priesthood,andhavebeenurgedbythreatsfromthepoliceto withdrawthemfromtheSeminariesandputthemintheState schools.Theparentsofthese seminaristsnotonlyforegoany assistancefromtheirsonswho makethesestudies,butareobligedinthedirestpovertytopay fortheirvocation.

Everymeansismadeuseof toplacetheclergyinabad light.Certainboyscriedout inthestreets,-Wearefollowers ofStalin,"andwhenquestioned bythepolice,theyreplied:"The Priestshavemadeusbecome followersofStalin."Thisis trulyalittleingenious.Butin ordertoshowthattheclergyis unpatriotic,theChurchissubjectedtothecalumnywhich makesofherasupporterofcapitalism,andanenemyofthe Government,etc.Itisnotnecessarytostresstheinsistencewith whichsuchthingsarefeatured inthepress.Anideaofthe situationmaybehadfromwhat takesplaceincertainfreecountries.Ifinthosecountries whereitiswellknownthatone mustbecarefulnottoprintanythingwhichwouldbeimmediatelycalledfalsebytheopposingpress,orevenmadethe subjectofajudicalprocess,if inthosecountries,Isay,the Communistsdaretocallblack thatwhichallotherscallwhite, itcanbeimaginedwhattakes placeinacountrywherethere isnosuchfreedomofopposition inthepress.Ifa,judicalprocessisheldagainstaspy,itis madeclearthathedinedatthe "Pope'stable"(e.g.,Slovenski Porocevaleconthe23rd.January),whichisameansofdenouncingtheVaticanforconspiracy.Afewdayslater,8th. durethatitiseasytodetectthe tissuesofcalumniesrunning throughsucharticles.
SUBJECTIVEREPORTING
Sincedirectattacksofageneralcharacterwouldlosetheir forceinthelongrunbecauseof theiruniformity,thepressnow givesveryvariedanddetailed news,butitisalwayspresented insuchawaythattheHolySee anditsactivitiesappearinthe worstpossiblelight.Abeginningwasmadeinthisdirection bythepaperoftheCentral CommitteeoftheP.C.J.For example,whenspeakingofa judicialprocesswhichtheSpan_ ishGoyernmentwaspreparing against71Basquepatriotswho wereaccusedofhelpingthe Partisans,itwasaddedthat "underpressurefromtheBasqueworkerstheirclergyhad solicitedtheinterventionofthe Vatican,whichrefusedtoprotestagainstthetorturesofthe Spanishpatriotswhohadbeen arrested"(Borba,31st.August).
Onthe23rd.Septemberthe"Tanjug"spokeofamarchmadeby halfamillionItaliansonthe 20th.demonstratinginfavourof aliberationfromtheslaveryof theVatican.

RISKYTESTIMONY
ThedeathsofcertainCommunistwitnesseshavegiven peoplefoodforthought.Amaid whohadaccusedaPriestofimmoralrelationswithherselfand otherwomen,wasinMayfound hanged.Thepeopledidnotbelievethesuicidestorygivenout bythePolice.Theythoughtinsteadthatiswasanactofvengeanceandameansofstillmakinguseofanaccusationwhich hadbeenforcedfromherwith threatsofviolence,andofwhich shehadsincerepented.Likewise,becauseofthetestimony ofacertainLibakovic,aPriest wascondemnedtotwelveyears imprisonmentforimmoralacts. Hediedlaterinaprisonhospital,andthereisreasontobelievethathewasputtodeath forhavingdeclaredinaletter thathisstatementswerefalse. Thesuddenandmysterious deathsofwitnesseswhohave becomethetoolsoftheO.Z.N.A. havebecomecommoninJugoslavia.
ThefaultsofPriestswhichoccursometimesaregivenmuch publicity.However,sincethey areveryrare,thelackoffacts ismadeupforbyinventedstories.Onsuchoccasionsthey mentionthingswhichareridiculousandrepugnant.InanactionagainsttheJesuits,which willbetreatedoflater,aPriest wasaccusedbythePublicProsecutorofmisconductwitha Nun.ThePriestsimplyturned tothosepresentandremarked thattheNunwas74yearsold. Itisnotoutofplacetoreportandcommentuponanaccountwhichappearedonthe 22nd.Februaryin"Porocevalec" regardingapre-electoralconferenceofthemembersofthe PopularFront.Herewesee theirastuteandsuavemethodof belittingaPriestintheeyesof thepeople.AtSlovenskaBistriesitwasascertainedthat untilthentherehadnotbeen anyconsiderablesuccessbecausemenhadjoinedtheFront whohindereditinitsactivities. Thevigilantmembersofthe PopularFrontwerewellaware ofthesourcewhencethisstate ofaffairsproceeded.Inthe presbytery,itwasalleged,the ParishPriestlivedinplentyand amusedhimselfwiththeladies, andthroughtheirmeanshewas drawinganetaroundthePopualrFront,opposingtheirauthorityandtheplansoftheworkers.ThePriestwasarrested, andwhencertainpeoplecried outforhisreleasetheywere toldthatitwasnotonaccount ofreligiouspersecution,butbecauseofspyingandsabotage. Hewasalsoaccusedofnotable deceptioninregardtohiscivic duties,andofhavingorganised theresistanceagainstthePartisansduringthetimeofthe war.Themembersofthe Frontthentoldofhisimmoral lifeandthewomendeclared thatPriestsofthetypeofthis man,Solinc,wereasourceof harmtotheirchildren.Each ofthemwishedtosaysomething becausetheyallclaimedtohave aknowledgeofhisoffences. Therewereotherpeople,however,whoendeavouredtodefendthePriest,butbecauseof thetacticsoftheCommunists andthelackofprotection,they couldsayverylittle.Infact onewomanexclaimed:"Thisis ademocracy,andthereare700 ofusagainstSolincand30for him,sothatyouarenotpermittedtospeak."Accordingto thenewspaperreport,theold ladieswhodistrustedtheseproceedingsattheoutsetnowapplaudedandsaid:"Thiswashow ourParishPriestacted,anditis wellthathehasbeenarrested.
Everywhere,butespeciallyin Slovenia,thiscampaignof slanderisgoingoninanalarmingmanner,andPriestshaveto beontheirguardagainstthe trapssetforthembythePolice.Manyofthemhavebeen subjectedtolongquestionings bynight,andthreatenedwith tortureanddeath.Torturehas beenusedtoforcethemtosign declarationsthattheyareguilty. CertainattacksuponPriests havecausedbloodshed,andthis hasbeendonewiththeconnivanceofthePolice.AtLoborin thedioceseofZagrebonthe 25thSeptember1949theParish Priest,JosephVedrins,aman ofzealandhighlyesteemedin thedistrict,wasattackedbya groupofCommunistswhilsthe wasreturningfromafuneral, andwasstonedandbeatenwith sticks.Bothheandhissacristan whoattemptedtohelphimwere killed.Theassassinswereneitherpunishednorsoughtafter. ThepeopleveneratedthePriest whohadbeenmurderedas"a newSt.Stephen".

Asecretcircularofthe0.Z. N.A.hascausedlistsofCroatianandSlovenianPrieststobe madewhichwillclassifythem accordingtothreecategories: A,BandCforcasesofemergency.Inthefirstcategoryareto beputtheso-calledactivists, namely"fanaticcriminalswho wouldnothesitateinfavourablecircumstancestotakethelead inastruggleagainsttheCommunists."Tothisclassbelong allthosewhohavedoneservice fortheCroatianarmyduring thetimeofCroatia'sindependenceandallwhoopenlybelong totheCroatianpeasantparty ofMacek,andingeneralall youngPriestswhohavestudied abroadincapitalistandreactionarycountriessuchasItaly, AustriaandFrance.Inacase ofemergencyalltheseshouldbe immediatelyshotor"liquidated"insomeotherwayassoon aspossible.Incategory"B"are tobeincludedallthosePriests whoarequiet:nowbutwould becapableatagivenmoment oforganisingthemassesagainst theCommunists.Inacaseof emergencytheseshouldbearrestedandsenttotheconcentrationcampsinSerbia.Category"C"comprisesPriests whoareold,sickandnotvery active;ifthesedonotkeep quiettheyshouldbeinterned.

Howfarhasthisanti-clericalapesucceeded?Exactlyasfarashisprototype Nero.FortheFaithhasbeendriven underground,andintheheartsofmenis becomingdailystrongerthaneverbefore politics,butheisinfactimpelledtodoso.Anattemptis beingmadetowinthesympathyoftheCatholicClergy afterapattern,whichhasbeen followedelsewherewithnonCatholics.Atfirstsmilesand assurancesarebestowedwith thehopeofusingtheClergyas asupportforthepeopleandof silencingthemwhentherights ofGodandtheChurchare trampledupon.Theyarepromptedtotakeaccountofthegreat successwhichhasbeenachieved bythenewdemocracy.Though suchanofficialadherencemay betoleratedorcounselledunder otherregimesforthesakeofa greatergood,itisCertainlynot permittedwhenitisquestion ofaregimewhichinideology andpracticeisdefinitelyantireligious-nottomention otherinhumanaspectsofitandinfactloyaltyandrespect forauthoritydonotimply sympathyforaregimewhichis neveridentifiedwiththecountryitself.
ThatiswhytheHolySee, afterpatientconsiderationof thematter,condemnedthe paperoftheSecretariateofthe SlovenianPriests,adherentsof theLiberationFrontwhich comprisesvariouspoliticalpartiesbutisunderthecontrolof theCommunists.Thispaper, the"Bitten"wasbeguninNovember,1948.Noonecan wonderatthiswhenhereads suchvilifyingandinsinuating articlesasthefollowing:"There areonlytwocampstodayin theworld-theimperialistcapitalistcampwhichthrives ontheimpoverishmentofindividualsandStates,andconducts acriminalpropagandaforthe warmongers,andthenthecamp ofthedemocraticforceswhich strugglefortherealisationof democracyandpeaceunderthe directionoftheSovietUnion. Ourpeopleisinthecampof peace.Istherenotthereforean addedreasonwhythePriest shouldstruggleresolutelybesidethepeopleforpeaceand thevictoryofthenationalmovementforfreedom,sincethe Priestshouldannouncethe Gospelofpeace?"Itgoesonto say:"Tobewiththepeopleand thePopularFrontisnothing morethanthefulfilmentof fundamentalduties".
UTOPIA
Inthefirstnumberof1949 weread:"TheChurchlikecivil societycanonlychooseoneof twothings-tojoinSocialism withusorbecomethetoolof theimperialistpoliticsofthe capitalistworld.Moreover,itis observed,sincethegreatmajorityofthefaithfulare amongthenumberofthemilitantsofthePopularFront,and arebuildingconscientiouslya neworderofsociety,itistime thattheClergyfollowedthe newlineandcollaborated, unlesstheywishtobeoverridden.DonotCatholicscollaboratesincerelyinpracticewith citizensofotherbeliefsinan inflexibledefenceofthetruths ofFaith?Indeed,sincethe Papaldirectionswithregardto collaborationwithCommunism donothavedirectreferenceto Faithandmoralstheyarenot deemedtobeobligatorycriteriaforaction.Onecannot condemntheattitudewhich doesawaywithanythingwhich isarestrictionuponreligious liberty,notonlywhenitmeans anattitudeofneutrality,but evenforthebuildingupofa newJugoslaviabypositiveenthusiasm.Inthiswayaperson
wouldforgettheanti-popular attitudeassumedbyvarious membersoftheClergyduring thewarandevenatpresent whentheyconductthemselves inawayunbecoming"true PriestsofChristandofthe people".Insteadhewould "performactsofcharitytowards hisneighbourandpreachitto thepeople."Inotherwords,he wouldworkwithzealinthe ranksofthePopularFront. Trulynothingisaskedof Priestswhichisrepugnantto theirconscience,andsupposing thattheycanbeingoodfaith injudgingthattheconductof theBishopsisnotlackingin foresightanddoomedtofailure, neverthelessthatdoesnotpreventthemfromintroducing democraticpracticessuchas resolutionsintothedisciplineof theChurch.Theseresolutions wouldbetakenatmeetingsof Priests;theywouldnotonlybe senttotheBishopbutpublishedinabulletin.Another practiceofthiskindwouldbe acriticismofdisciplinarymeasurestakenbyaBishopwith regardtoacertainCleric.
DISTINCTIONSDISAPPEAR
Inthiswaythedistinction betweenatheisticCommunism andthecountry,betweenSocialismandaneworder,betweenacitizenandaBishop becomestootheoretical.Itis inevitablethattherewillbea badusageofofficialterminologywhichdoesnotrightlyassignpraiseandblame.Aperson iseasilycalumniatedinthis way,andoftenthereisadanger ofsilencewhenthereisaduty tospeak.TheCongregationof theCouncilhasinfactfound allthatinthebulletinmentionedwhenitsays:"itteaches falsedoctrines,triestodestroy ecclesiasticaldisciplineand insultstheCatholichierarchy."
Moreover,anyonewhowishes tothinkforhimselfcansee fromthefactswhichweare exposinginourcorrespondence, howcollaborationwiththe "enemiesofthepeople"ispunished,andwhatconsequences followfromthenewseparation ofChurchandStatewhichhas beenlaiddownintheConstitution.Thedesiretotreat Priestsbetterisnotenoughif itismerelyaten$orarymeasurebywhichtheCommunist authoritiesseektoinduceto jointhePopularFrontandto followthemovementsponsored bythe"Bilten"inSlovenia. Thosewhorecognisedthat Frontsofthiskindwereonly Communistactivitiesindisguise,andrefusedtobeassociatedwiththem,havebeenclosely watched,andsubjectedtolengthyquestioningsinorderto discoverthemotiveforsuch resistance.AnyPriestswho daredtostandfirmdiedin prison.
ECONOMICPRESSURE
lastmeansofsustenancefor priestslasbeentakenaway, andtheextremepovertyofthe faithfulfrequentlymakesitimpossibleforthemtopaythe stolefees,andtheymakesome offeringsofgoods.Thisimpoverishmentoftheclergyisultimatelycausedbytheanti-religiouspoliticsoftheCommunist Government,whichkeepssaying that"thepriestshouldwork also,"andthat"thetimefor parasitesanduselesspeoplehas passed"Foodcouponsaregiventopriestsonlyveryrarely, andeventheninsucharestrictedwaythattheycanobtainonly averysmallquantityofgoods. Rationbooksforclothingand shoesaredenied,anditappears thatsince1941theclergyhave neverbeenabletoobtainwhat theyneeded.Manygoabout withtheoldshoesandunbecomingclothes;othersare ashamedtoappearinpublic. Thereisanurgentneedforpersonallinenandbedding.Asa resultPriestshavecontracted variousillnessesduringthe warandthepost-warperiodof hardship,andmodernmedical aidcouldrenderthemfitagain fortheirministry,buttheyare obligedtoforegothisaid.
RETRIBUTIONS
TheChurcheshavesuffered inlikemannerThereisalamentablelackofvestments, especiallyamices,albs,altar linenetc.andofcandlesand incense.TheGovernmentwill notallowthesearticlestobe madeortobeimported.Prayer_ booksofallkindsarelacking also.Butfargreaterdifficulties areencounteredwithregardto thespirituallifeofthefaithful. Positivemeasuresaretakento keepthemawayfromMass. Anymemberofthepartywho iscaughtassistingatMassin anywayisexpelledfromit. Thosewhoassistregularlyat Massarethreatenedwithlossof workandwithdrawaloftheir foodcard.Pressureisbrought tobearonUniversitystudents, andadmissiontotheUniversity ofZagrebisrefusedforthis reason.Workmenwhohave theirmarriageperformedinthe Churchorhavetheirchildren baptisedarealsothreatenedwith thewithdrawaloftheirmeans oflivelihood.Inmanypartsof Sloveniathecrucifixhasbeen torndownfromthechapelsof thecemeteries;ithasbeenprofanedandtheimageofOur Lordhasbeenremovedfromit.
In1949ontheFeastofCorpus ChristisoldiersheldupaprocessionoftheBlessedSacrament inonedistrict,anddispersedthe peoplewitharmouredcarsfrom thelocalbarracks.ItisforbiddentoringChurchbellsduring afuneralexceptwiththespecial permissionoftheauthorities, whichisonlygivenaseachoccasionarises.Atthenational CroatianshrinenearZagreb pilgrimswereforbiddentoenter thecityincarsorwithother meansoftransport.Moreover,it wasforbiddentotakelodgings inhotelsorwithprivatefamilies withoutapreviouspermission whichwasonlygrantedtosuch asappliedforitindividually. Throughlackoffoodintherestuarantsthepilgrimshadto carrytheirprovisionswiththem.
Theeconomicpositionofthe Clergyisanotherexample. Stepsaretakeninthisregard whichwillmostsurelymakeit impossiblefortheClergytodevotealltheirtimetothework oftheirministry,andwhichwill dissuadeyoungpeoplefrom embarkinguponsuchaprecariouscareer.Theagrarianreformof1945-46reducedChurch landstoaminimumandwithdrewanyGovernmentassistance.Exorbitanttaxeswere imposedontheremainderwith theresultthatmanyPriests wereunabletopaythem,and thelandsbecametheproperty oftheState.Atthesametime throughoutallJugoslaviacollectionsoutsidetheChurchwere 'forbidden,and,lateron,even collectionsinsidetheChurch whichwereofanextraordinary naturewereforbidden,suchas Peter'sPence,theMissions,the diocesanCuria,theSeminary etc.InSloveniaespeciallythe collectionswerestrictlylimitedsothattheycouldbeused onlyfortheneedsofthe ParishPriest. In1949allcollectionsinSloveniawereprohibitedwiththe exceptionofthosespeciallyallowedbythecivilauthority,and theboxesforthereceptionof almswereremovedfromthe churches.ThusinSloveniathe
hospitalsandcharitableinstitutions;twelveNunshavehad toleavetheirhouseatMostar. TheyareSistersofCharity.The househasbeenconfiscated.The MotherHousehasbeentakenin thesameway;therewereforty Nunsinit.AboutninetyNuns oftheCongregationofSt.Joseph wereexpelledfromtheirhouse atSerajevo.TeachingSisters werealsoexpelledfromthree townsofthedioceseofMostar (Livnov,Duvno,andKonjic). TheSistersofthePrecious Blood,numberingabout100were livingatBanjaluka;theirpossessionsweretakenandhanded overtoanInstituteofAgriculture.BylastMaytheSalesians andthereligiousoftheTeutonic Orderhadbeendrivenfrom theirhousesinSlovenia;along withthemwenttheteaching Sistersandallthoseengagedin hospitalwork.Theturncame alsofortheSistersofSt.Mary Magdalenwhosepropertyat Studelice(Maribcr)waschanged toKolkoz,andabout300nuns wereobligedforthemostpart toreturntotheirfamilies.A. shorttimeafterwardstheLazaristsalsowereexpelledfrom theirhouses.Theresidenceof theChapterCanonsofMaribor wasalsooccupied,andthe lawfulpossessorswerepracticallyallobligedtoliveinthe residenceoftheBishop.
IntheislandofLakeBled, whichwasChurchproperty untilabouttwoyearsago,even thechapelwasconfiscated.In CroatiatheauthoritiesofFiume madealltheSlovenianNuns leavethehospitalsandreturnto theRepublicfromwhichthey came.Thesamewasdonewith theSalesians,whowereengaged atFiumeinthecareofsouls. Theywereobligedtoreturnto Sloveniawheretheywillhaveto waitfora"placet"beforethey willbepermittedtoexercise theirministry.Almostallthe Sistersweredrivenfromthe hospitalofMercyatZagreb, withtheexceptionofthosewho couldnotbereplaced.Onthe 1stJulyeventhoseworkingat theasylumatVrapciewere obligedtoleave.
ATTACKONYOUTH
hadbeenadmittedtothe schools.Inmanytownsand villagesoftheregionwhereat firstapermissionwasgranted toteachCatechism,thepermissionhasbeenwithdrawn. Accordingtothenewscholasticlawwhoeverhasattended Catechismintheelementary classesisnotallowedadmission totheAcademy,andwhoever hasattendedattheAcademy isrefusedadmissiontothe University.AtLaibach12were enrolledforthecourseof Theology,buttheO.Z.N.A.put suchpressureonthesecandidatesandupontheirparents, andresortedtosuchmeasures, notexcludingprison,thatonly sixappearedfortheopeningof thescholasticyear.
CAN'TWIN
DEMOCRACY?
TheconfiscationofChurch goodsandtheexpulsionofreligiousfromtheirhousescontinuedin1949withoutinterruption,evenwhenaminimumof humanitywouldsufficetoavoid certainexcesses.Theredoesnot existanylongerasinglecommunityofNunsatMostar,the capitaloftheoldprovinceof Herzegovina,anditisclearthat withverylittleefforttheywill bebanishedentirelyfromthe wholeregion.TheNunshave beenforcedtoreturntotheplace fromwhichtheyoriginally, came.Theseprovincesareclassedasmissionaryterritory,and theNunsareforthemostpart SlovenianandCroatian.Theexpulsioninmostcasesisreally equivalenttosecularisationbecausethemajorityofthereligioushousesinCroatiaare alreadycrowded,andveryfey: ofthemnowexistinSlovenia. Yetaccordingtothelawevery personinJugoslaviashould enjoythecommoncitizenship.
MASSEXPULSIONS
HerearesomecasesofexpulsionintheRepublicof Bosnia-Herzegovina:atBielo PolljenearMostar,occupation ofthelandsbelongingtothe teachingNuns,whichtheycultivateintensivelyinorderto providefoodfortheirfellowNunswhohavealreadybeen drivenfromtheschools,from
Thegreatcarewithwhichall thetotalitarianregimesattempt towinovertheyouth,isaccompaniedinJugoslaviabya violentstruggleagainstany kindofreligiousinfluenceupon youngpeople.Theschoolis evidentlytheplacebestsuited fordechristianizingtherising generation.Schoolsofevery typeinJugoslaviacarryoutthis policy,evenuptotheso-called popularUniversities.According to"Politika"(11thFebruary) thereare773popularUniversitiesinthewholecountry,142of whichareinthetownsandindustrialcentresand631inthe villages.InSlovenia,according tothesamepaper,in115popularUniversities,fromJanuary toJulyoftheprecedingyear, therewereheld27,244political conferenceswithanaudienceof 1,037-882;26professionalconferenceswithanaudienceof1,660, and145conferencesondiverse matterswithanaudienceof 1,790.Theseconferencesarevery numerousandareheldinorder toinstiltheCommunistideology evenintothesmallcentres,for astheGovernmentpressrecognises,theaimistoaffectthe wholepeople.Intheboarding collegeswhereyoungmenand boyscometogether,especially fromthecountrydistrictsbecauseofthefavourableconditionswhichtheyhavethere,the workofdechristianizinggoeson togetherwithmoralperversion. Inmonthlymeetingswhichare heldfortheteachersalone, thereisalwaysemphasisplaced onthepointthattheobjective tobefollowedineducationis theeliminationof"mysticism", whichinCommunistjargon meansreligioningeneral.
SILENCEOFPRESS
Itmaybenotedthatinthe pressreligionisrarelymentionedsoasnottogivetheimpressionofpersecution.AccordingtothelawCatechismshould betaughtintheschools,butto maintainthisinsomanywords seemstobeaconcession.In practiceitisgivenallkindsof opposition,andthepresentstate ofaffairsisonlyapretextfor newandmorehatefulattacks.
Asamatteroffactveryfew Priestsareallowedtoenterthe schools,foritissaidthat: "Priestsarenotcompetentto teachinaSocialistState".It appearsthatinacitylike Zagreb,whichhalatleast17 schoolsofmediumandhigher grade,attheandofthelast scholasticyearonly4Priests
Whatisworsehoweveristhe factthattheauthorities,under thepretextthatreligionshould betaughtintheschools,forbids Prieststoassembleyoungpeople intheChurchforreligiousinstruction,andtheonlyopportunityforsuchinstructionis duringMass.Thesearethegeneralmethodsordinarilyfollowed.Hereandthereothermeasuresarealsotakenwiththe objectofkeepingtheyouth fromthepracticeofreligion. Theteachersareobligedtoholdclassesforthestudentsinwhich religionislabelledantiscientific andanti-progressive.ThestudentswhogotoMassareintimidatedbythePoliceandare reprimandedbythedirectorof theschoolfortheiranti-social conduct.Theyaremadetostand beforetheircompanions,andare ridiculedfortheiractionwhich isconsideredunworthyofaSocialistsociety.ThePriestsofa particulartownhavepermission toteachCatechismtoboysfrom 7to15years;inaportionof anotherdiocesetheteachingof religiontoboysofmorethan16 yearswasforbidden.Thisprohibitionwaswithdrawn,because itwasembarassingforaregimewhoselawsclaimtoprovidelibertyofreligion,Butthe prohibitionremainsinpractice andithasbecomeimpossibleto teachCatechismtotheyouthin thatzone.Catholicstudentshave alsobeenknowntodisappear ortobesecretlyarrested.In Jugoslavia,asinallthecountriesofprogressivedemocracy, theCommunistsmakeaspecial efforttoopposetheChristian FeastofChristmasandreplace itwiththepagancelebrationof thetreefortheNewYear.
REACTION
Itisnotpossibletorelateall thecasesofanti-CatholicpersecutioninJugoslavia,andindeed thefearofreprisalsissogreat thatnotevenonewhohasbeen avictimofithasthecourageto speakofit.Thepeopletryto reactasmuchastheycan,for example,ifyouwereatLaibachinaChurchontheFeast ofPentecost,youwouldhave witnessedasceneofprimitive Christianity,whenthefaithful aftertheMass,despitethewellknownordersoftheGovernmenttothecontrarywithregard tocollections,placedtheofferingsoftheirownaccordonthe altar.Agreatcrowdassists almostalwaysattheevening Masses,notwithstandingthenoticesattheentranceofthe Churches.
Inonedistrictwhenanirreligiouspersonthrewthecrucifixonthegroundandtrampled onit,thepeoplemadeaspontaneousandunitedprotestto thelocalauthorities,andwent intotheChurchforasolemn actofreparation.Pilgrimscome incrowdstotheshrineofMariaBistrika,andarecontentto sleepintheChurchorinthe open,andevenintherain.Thus theyreactagainsttheCommunistswhoattackthedevotionto theBlessedVirgin.Particularly inCroatia,ArchbishopStepinac isconsideredasaintbythe people,andpublicprayersare recitedintheChurchesforhim. Inordertoimitatehim,young peoplecometotheSeminaries andtheNovitiates.

CatholicswhodonotgotoRomefortheHolyYear haveonlylimitedopportuntiesforthegainingof indulgencesforthemselves.Thereisnorestriction,however,ontheacquisitionofindulgencesfor thedead.Therearenotableexceptions,however,permittingthefaithfultoreceiveindulgences forthemselves,andtheseandthespecialHolyYear prayerofPopePiusXIIaregivenbelow.
The1950HolyYearofJubilee willbethetwenty-thirdregularHolyYearobservedsince PopeBonifaceproclaimedthe firstintheyear1300.Asthe centuriespassedprescriptionsfor thegainingofindulgencesduringaHolyYearandforother specialprivilegesbecamemore orlessstandardized.Butsince thejubileescomeaquarterof acenturyapart,thereare usuallysomespecialregulations issuedeachtime.ThisHoly Yearisnoexception.Thereare afewimportantpointslaid downforthegainingofindulgencesin1950.Notmanyofus willbeabletomakethejourney toRometoobservetheHoly Year,butitwillbepossible forustoshareintherich treasuryofblessingswhichthe yearwillbring.Wereprint herewiththespecialregulations whichgovernthegainingofindulgencesandsuggestthatyou savethislistforreferenceduringtheyear.
