ItwasasourceofsatisfactionandconsolationtotheSovereign Pontiff,amidstthearduousdutiesofhisexaltedoffice,tolearn thatsomanyardentyoungsoulshavegenerouslyofferedprayers andsacrificestoimplorelightandstrengthfromAlmightyGod fortheCommonFather.

InOctober,1948,theCatholic EpiscopalMigrationandWelfareAssociationofPerthopened negotiationswiththeMaltese Governmentaboutthepossibilityofobtainingchildmigrants fromMalta.TheMalteseGovernmentwerekeenlyinterested, andintimatedthatsuitablechildrenwereavailable.Thematterwasthentakenupwiththe CommonwealthandStateGovernments.Considerablenegotiationwasnecessary,andfinallyagreementstothesatisfaction ofallpartiesweredrawnuu. Thechildrenwereselectedbya representativeoftheCommonwealthGovernmentandarepresentativeoftheCatholicMigrationAssociation.Twentysevenchildrenwillbearriving onFriday,andafurthertwenty- threewhenshippingisavailable.

Theboysarebeingescorted byFatherGlaeaandBrother Pantalleresco,membersofthe PaulistOrder,whoaregoingon toMelbourne.

Thechaplainonthevoyageis FatherEmanuelBrincat,whois atpresenttheArchpriestofZetjunatMalta.HewastheparishpriestoftheCityofSenglea, whichwasthemostheavily bombedarea.Ofhisparish, whichincludedsome13,000inhabitants,onlyhomesfor1,500 wereleftstanding.

FatherBrincatgaveanoutstandingexampleofcoolness andcourageduringthelongsiege.Heusedtocomeout duringthebombingandreadhis Breviarywhilewalkingupanddownthemainstreet,ofwhich hardlyanythinghadbeenleft standing.Hehadthehonour ofconductingHisMajestythe Kingovertheruinedparish whentheKingvisitedMalta, andhewasawardedtheM.B.E. forhiswarservices.

Areceptionwillbegivento theMaltesechildreninSt.Patrick'sParishHall,Fremantle. RepresentativesoftheFederal andStateImmigrationDepartments,theMayorofFremantle (SirFrankGibson),andRt. PARIS,March30.-MembersoftheFrenchHierarchy haveissuedseveralimportantstatementsonthecurrentstrike situationinFrance,callingforsocialjusticeforthestrikers. Forthepastseveralweekslargenumbersofindustrial andpublicserviceworkersherehavebeenonstrikefor higherwages.Inadditiontoplayingamajorroleincalling thestrikes,theCommunistPartyhasalsotakenadvantageof oftheconfusiontheyhavecausedtocampaignagainstthe AtlanticPactandthepoliciesofthepresentFrenchGovernment.Wagelossesduetothestrikeshavealreadycaused muchhardshipinworkingclassfamilies.

AttheirmeetinginParisthe CardinalsandArchbishopsof Franceissuedthefollowing statementsonthesituation:

"TheCardinalsandArchbishopsdonotwishtoseparate withoutexpressingtheirfeelingsinregardtothecurrentsocialsituation.Theyardently hopethatthestrikes,whichare bringingpovertytomanyworkingclasshomesandseriously disturbingtheeconomiclifeof thecountry,willbebroughtto anendassoonaspossible.They insist,asseveralBishopshave justdone,thatwhilethereare certaineconomicrealitiesthat noonemaydisregardwithout peril,itisjustasimportantthat socialjusticenotbeoverlooked. Theprincipalspeaker,Mr. Cervinka,describedasthesecretaryofthecentralcommittee of"CatholicAction,"charged theVaticanwith"servingU.S. imperialism,"andaddedthatthe "Vaticanisbutacolonyofthe UnitedStates."

"WeCzechoslovakChristians," hedeclared,"relyonourown civicconscienceandpursuea policyinharmonywithourown convictions.Thevariousexcommunicationspronouncedby theVaticanagainstpriestsinthe people'sdemocracieshavean exclusivelypoliticalcharacter."

ThearticlesaidFuchs,in handingovertheatomsecrets totheSoviet,was"notbewitchedby'femmesfatales,'orseducedbythemirageoffabulous riches,"butwaspromgtedby anidealwhichhehimselflater recognisedasfalse.

ThevisittotheseshoresoftheAnglicanDeanofCanterburyhasscarcelybeenanunalloyedjoyforthepeopleof Australia.Onthecontrary.ithasprovedaconsiderable embarrassmenttotheAnglicancommunity,whichnaturally findsitdifficultytoreconciletheessentialatheismoftheCommunistcreedwiththeprofessionofChristianity.Perhaps theaptestcommentaryontheDean'spositioninhisChurch wasmadebytheAnglicanArchbishopofPerth,Dr.Moline, whodescribedhimas"apsychologicalmarvel."ThegeneralpublicwouldseemtohaveassumedanairofpatientsufferingatthenaiveteofamantryingtopuffRussiaandimperialisticCommunismatatimeWhenourcountryhasreceivedhundredsofthousandsofvictimsofSoviettyranny andbarbarism.Withonesectionofthecommunityatleast DeanHewlettJohnsonwaspopular:theCommunistsandfellow-travellerswhohaveorganisedthespuriousPeaceConference.Thesepeoplewhohavebeendoingeverythingpossibletofosterandfomentclasswarfare,shouldknowall aboutpeace,anditisobviousfromtheDean'suncriticalappraisalofeverythingRussianthatthepeacehehasinmind isthepeaceofthetomb.

InthefaceofsomanyandsuchoverwhelmingevidencesofreligiouspersecutioninRussiaitself,anditssatellitenations,itisrathertooingenuousoftheDeantoattempt rebuttalbydisplayingthegoldcrucifixpresentedhiminMoscow.lWehavenomorenotionthathefromwhatchurch thatcrucifixmayhavebeenlooted,fortheirnumberislegion. Andthereis,moreover,ablasphemousironyinthesymbol chosenbytheSovietfortheirhenchman.Theonlypartof theCreedwhichappealstoMoscowisthedeathofChrist. AndunconsciouslytheDeanbearswithhimasymbolof Christ'sMysticalBodycrucifiedanddyinginsomanylands to-dayundertheSovietheel.Onecanonlydoubtthesanityorsincerityofamanwhoclaimsthatthereisnoreligious persecutionundertheSoviet.Eventhewildestsecularist wasnotdeludedastotheinnersignificanceofwhathappened toArchbishopStepinacinYugoslavia,CardinalMindszentyin Hungary,andArchbishopBeraninCzechoslovakia.Thereal truthofthematter,ofcourse,isthattheDeandoesn'tcare aboutthepersecutionofChristianity,becausehehaslong sinceceasedtobelieveinit.

WhatpuzzlestheplainmaniswhytheDeandoesnot havethecourageofhisconvictions,doesnotrefusethe stipendoftheChurchofEnglandwhenheconsistently tendstoreduceittoignominyandtodiscreditreligionat large.Hiscapacityforpropagandaisnothighlydeveloped, buttheremustbealucrativenicheforhimsomewhereinthe Sovietschemeofthings,evenifitwereonlypreparingtextbooksonatheismfortheschoolsofhalfEurope.Certainit isthatthetimeofhisvisitationtoAustraliahasbeensingularlyill-chosen.OnefanciesthattheDeanwillscarcely makeatourofthemigrantcampstotellthePoles,theBalts, theHungariansandadozenothernationalitieswhatnice peopletheRussiansare.For,althoughtheDeanhasmade anumberofvisitstoMoscow,hehasnotbeenentertainedfor anytimeintheSovietconcentrationcampsorsaltmines.It isagreatpity,forthisisanaspectofSovietlifewhichmany millionsofpeoplehaveexperienced,4nditseemstohaveleft themindoubtasthesweetnessandlightoftheRussian scene.PerhapstheDeanisindarkerdungeons-thoseofa mindimpenetrablyclosedinwiththewallsofCommunist ideology.

DoyouacceptasfacttheNew Testamentmiracles?ProfessorMurdoch,the"Herald's" AnswerMan,hadtoadmitto cowardice.Thequestionlayon hisdeskformanymonths.He wasafraidofgettingintohot water,butthevoiceofconsciencewasnottobedenied.A greatCatholicwriter,wrotethe Professor,hasmaintainedthat Christianityhadneverbeen tried.Thewriter,ofcourse, wasG.K.Chesterton.The sameCatholicwriterpillories thosetortuousmuddledminds whocan'tsay"Yes"or"No"to asimplequestion.Theysay "Yo."ProfessorMurdoch'sanswerwas"Yo."Heregardsthe miraclesoftheNewTestament aslegends,includingpresumablytheResurrection,whichis theverycorner-stoneofChristianFaith.Buthebelievesin whathecalls"themainmiracle oftheNewTestament"-namely,themiracleoftheestablishment,thepropagationandpermanence of Christianity throughouthistory.Whatfollowsisafarragoofnonsense,so illogicalastobealmostincredible.Hismindonthematter wasobviouslymadeuponthe outmoded"modernism"ofa pastgeneration.Heswallowed theoldHigherCriticswhole,but isstilllivinginthepast.He seemsunawarethatthe"mistof legends"whichveiledthestory ofChrist'slife,weresiftedout andrelegatedtotheApocrypha twothousandyearsagoandthat thenineteenthcenturyHigher criticismisdead,leavingthe NewTestamentasthemosttried andtestedoftheworld'shistoricaldocuments.Buthereisthe Professor'slogic!Thevery

Oneoftheelementaryfacts oflifewhicheSecretaryof Statemustlearnistocomein outoftherain.FromhisJanuary19lettertoSenatorTom Connally',chairmanoftheSenateForeignRelationsCommittee,itlooksasifSecretaryof StateDeanAchesonhadfinally learnedthatourpolicytowards Spainwasgivinghimagood dousing.Resortingtothewisdom,of"thecommonman,"Mr. Achesonisreadytogetout fromunder.

TheSecretarybeganbyexplainingthatitwastraditional Americanpolicytorecognise foreigngovernmentsdespiteour disapprovaloftheideologythey representandofthedomestic policiestheypursue.Thecriterionwehavegenerallyapplied,henowadmits,iswhether recognitionservestheinterests oftheUnitedStates.Presumably,wemayadd,theseinterestsarelegitimate,andinmany respectsidenticalwiththeinterestsofallnationsinestablishingworldprosperityand peace.

InthecaseofSpain,Mr. Achesonconfessesthatthe1946 resolutionoftheUNGeneral

miraclehedeignstoacceptbeginsintheNewTestament,especiallytheActsoftheApostles. Heacceptswhatsuitshismood ashistoricfact,butrejectswhat doesn'taslegends.Butevena Professorcan'thaveitboth ways.Finally,heforgetsthat themiraclesoftheNewTestament,especiallytheResurrectionandallitimplies,arethe explanationofthemiraculous propagationofChristianity whichheaccepts.Ifheaccepts theonewithouttheothers,heis contradictinghimself,asahistorian,athinker,andawriter. Asforhissneersatchurches, theologiansandecclesiastics,he forgetswithhistypicalviolence toelementarylogic,thatthe teachingmissionarychurchis responsibleforwhatheregards asamiracle-namely,"thespirit oftheChrist,stillalivingforce inthelivesandmindsofmillionsofgoodmenandwomen."

ItseemsthatProfessorMurdoch isnotaChristianatallinthe traditionalsenseoftheterm, buthasperpetratedaneatpiece ofliterarylegerdemainonthe public.Andthetimingofpublication-ontheeveofHoly Week,whichculminatesin Easter,thecommemorationof themiracleoftheResurrection --isaninsulttoChristianreaders.Intheeveningofhislife, theSageoftheWestshould quietlyponderChrist'swarning tothecitieswhichsawbutrejectedhismiracles."Woe,to thee,Corozain!Woetothee, Bethsaida!ForifinTyreand Sidonhadbeenwroughtthe miraclesthathavebeenwrought inyou,theyhadlongsincedone penanceinsackclothandashes. ButIsaytoyou,itshallbemore tolerableforTyreandSidonin thedayofJudgmentthanfor you."-"TheAdvocate."

Youmightthinkthataftersotragicalessonasthelate war,wewouldallhavebecomewiserandorderedourlives inanewdirection.Tooursurprise,however,wemustadmitthatwehavelearnedalmostnothing;formererrorsand waysarerepeated,incurringgreaterdangerswhichareeasily foreseeable.

Amonginstitutionswhichhavebeenresurrectedand whichareresumingtheirvigour.notonlyinItalybutelsewhere,isFreemasonry,withitseverrenewedhostilitytoreligionandtheChurch.Thatthisissoisevidentwhenyou recallthespeechesmadeinParliamentbytheheadofItalian Freemasonry.

ThenewaspectofthisMasonicrevivalisthecontentionin variouscirclesofsocietythat thereisacertainkindofMasonrywhichisnolongeratloggerheadswiththeChurch,that MasonryandtheChurchhave reachedanagreementbywhich evenCatholicsmayjointhesect withtranquillityandnotincur excommunicationorreproval. Thepeopleresponsibleforthis propagandaarewellawarethat nothinghasbeenalteredinthe legislationoftheChurchasto Freemasonry.Theirinsistence onthispropagandameansthat theyaretryingtoprofitbythe naiveteoftheweak.

TOTALPROHIBITION.

PresidentAuriolisavery representativefigurefromthe FrenchRepublic;aSocialistwho emergedfromaRadicalSocialist homeandbackgroundinthe Midi,andoneofthevoicesof FrenchSocialismwhich,while itkeptastrongdesiretointroduceSocialisminsideasocietywhichshouldremainhum_ anistandliberalinculture,in factprovedforsomanyofits rankandfileapreparationfor Communism.ThegreatweaknessofFranceto-day,theCommuniststrengthinindustrial organizations,isthenemesisof laicite:thepedigreeofdescent iswithoutmystery,fromthe aggressivesecularizationofthe firstJacobins,throughthemen whosteadilyandconsistently soughttoextrudetheChurch fromthenationallifeinthenineteenthcentury.Radical-Socialismgraduallybecamemoreand moreconservativeinmattersof property,butitspoliticians soughttoappearprogressiveby theresolutenessoftheiranticlericalism.TothisdaytheCatholicshavetodefendsomething whichshouldnotneedtobe defendedatall,thevaluetothe nationoftheindependent school.TheFrenchchampionof thelayState,howeverliberal hemightimaginehimselftobe, builtasystemofuniversalState educationwhichwasinthefull traditionofLouisXIV.Itwas anachievementoftheState,by andfortheState,andnotofthe nation,byandforthenation. Thiscloseconnectionbetween theGovermentandeducation, inspiteofallthecounter-balancinginfluencesofthegenuinelyindependentcentres,predominatelytheCatholiccentres, gaveasharpnesstoFrenchpolitics,whichweretoomuch concernedwithsomethingwhich shouldnotbeapoliticalquestion,theethosofthenational life.Thegreatdefenceoflaicite wasalwaysthatthenationmust beunitedandstrong,andthat

makeasynthesisandtotranscendthedivision,butithasnot asyetbeenachieved.Itwas mostnearlyachievedbyNapoleonwhenhegaveallFrenchmenanover-ridingcommoninterestintheFrenchhegemony ofEurope.ButaftertherestoredBourbonshadmissedtheir greatopportunity,intheyears between1815and1830,itwas clearthatthetwocampswere thereinalltheirdeep-rooted opposition.Thepartyinpower wasalwaysvividlyconsciousof anotherFrance,temporarily

thirprimaryinterestandenthusiasmwasforthevictoryover theirfoesathome.Outofthis camethepeculiarlypolitical' characteroftheFrenchresistancemovements,andthepointedlynationalcharactergivento FrenchCommunistpropaganda. Thecontrastisverymarked withotherCommunistPartiesof WesternEurope,thatnational renaissanceandrenovationis moreconsistentlyandvociferouslythethemeinFrancethan anywhereelseintheWest. theCatholicreligioncreateda dualism.Butinfactnothing weakenedFrancembre'thanthe attempttorenderthenationin thespiritandimageofonepart ofit.

UNHAPPYLEGACY.

Thehistoriancanpointout, quitecorrectly,thatinallthis theheirsoftheRevolutionwere alsotheheirsoftheancienregime,thatLouisXIV.setthe fashioninusingthemachinery oftheStatetoestablishanorthodoxyofbeliefandoutlook, underminingtheworkofhis grandfatherHenryIV,whenfor atimeitlookedasthough Francewasgoingtoleadthe restofEuropeintheerection ofamixedandtolerantnational society.Suchasociety,thatrecognizedbytheEdictofNantes, wasthefruitmoreofexhaustionthanofconviction;the priceofamixedandtolerant societywasaweakState,with factionsamongwhomtheexternalenemiesofFrancecould findfriends.Themonarchyreestablisheditselfandproceeded tobuttressitsauthority;and whatthemonarchydid,theRepublicinitsturnsetouttodo.

IfFranceisweaktoday,itis becauseoftheviolenceofthe past,theterrorandtheSeptembermassacres.Innumerable Frenchmenofhighpatriotism andgoodwillhavesoughtto

submerged,andsetitselfto fortifyitsownpositionbyonly advancingaparticulartypeof Frenchmaninthepublicadmi-nistration,theuniversitiesand theServices.Theslow,longblockedpromotionofMarshal Fochwasbutoneillustration ofthis.

BITTERCLEFTS.

Howdivided,andhowfierce intheirdivision,theFrenchare wasShownrecentlyinthe broadcastswhichtheB.B.C. gave,twiceover,ofaso-called "LetterfromParis,"byM. ClaudeBourdet,editorofCombat,boastingoftheparthehad justtakenintheBritishgeneral elections.Hedeclaredthata Conservativevictoryherewould havemeantchaosinEurope, wouldhaveencouragedthe bourgeoisie,alreadytoofullof self-confidenceandmovingtowardsfreshinjustice,andwould havefilledtheworkerswith theconvictionthat"decency doesn'tpay":wouldhaveencouragedinItaly"DeGasperi's diehardright-wingGovernment" -andsoon,thequintessenceof thespiritofblindfaction.

Itishardlyanexaggerationto saythatalltheinternational crisesofthe'thirtiesandthe warofthe'fortiesweretomany Frenchmenincidentsin,raw materialfor,thenextroundof thisperennialstruggle,andthat

Havingreceived,withgreatdistinction,thetitleofDoctorof bothCanonandCivilLaw,Fr.

Suarezpursuedpost-graduate coursesattheUniversityofFriburg,Switzerland.

RecalledtoRome,thefuture Master-Generalwasentrusted withaprofessorshipintheFacultyofCanonLawattheAngelicoUniversity,ofwhichFacultyheeventuallybecame Dean.In1936,hereceivedthe highestscholastichonourthat theDominicanOrdercanbestow onitsmembers-thatofMaster inSacredTheology.In1941,Fr. SuarezwasappointedasRector MagnificusoftheAngelicoUniversity.

Whilstengagedinthedischargeofthisoffice,hewas electedMaster-Generalofthe wholeDominicanOrderatthe GeneralChapterheldinRome inSeptember,1946.Heisthe 79thsucessorofSt.Dominic.

BesidesbeingaConsultorof severalSacredRomanCongregationsandamemberofanumber ofCommissions,Fr.Suarezisa ConsultoroftheCommissionfor theAuthenticInterpretationof theCodeofCanonLawand,in addition,isanAdvocateforthe SacredRomanRota.

couldobtainboththesecurity andtheresourcestheyareaimingatintheSaarbypursuing quiteadifferentpolicy,conceivedinEuropeanterms.Itis nottoolateforadecisivereorientationofpolicy,whichwill accept,whatisdemonstrably obvious,thattheinhabitantsof theSaarareGermans.Instead oftryingtoseparatetheSaar fromGermany,weoughttobe unitingGermanytoEurope.The strongSaarpolicyoftheFrench doesnotreallycomefrom strength,butfromweakness, fromdoubtsabouttheBritish andAmericanpolicies.Yet therecannotto-daybeanumberofdiscordantindividualnationalpoliciestowardsGermany;theremustbeoneWesternpolicy,designedtobringthe Germansintoasystemsolarge andsobroadlybasedthatthey cannotaspiretodominateit, butcanfindscopefortheirenergiesandabilitiesinsideit.

AGONYOFINDECISION.

TheFrenchto-dayareequally uncertainwhichtheywantto see:theGermanswithanarmy, ortheFrenchthemselvesprovidingsoldierstoprotectthe EasternfrontiersofEurope. HereagaintheGermanquestion isnottobeseparatedfromthe internalpoliciesofFrance.It is,inshort,astrueto-dayasit wastenyearsagothatthereis aFrenchinternalcrisisintimatelyinteractingonFrench policytoGermany.Theoffer ofjointcitizenshipwhichMr. Churchillsodramaticallymade in1940wasnotmerelyanimprovisationaftertheeventsof May.Itwasmadenotmerely tosecurerightsinAfrica.It cameoutofdeliberationsthat beganin1939,promptedbya realisationthattheThirdRepublicbyitselfseemedunable toliftthenationallifeofFrance outoftheconflictbetween Frenchmen.To-dayitisaEuropeanratherthanaBritishreinforcementthatneedstobe broughtup;andthatalsohappenstobenecessaryforthe otherEuropeansaswell.The morethedefenceandthetrade ofEuropeisproclaimedtobe andistreatedasawhole,the easierthetaskoftheFrench Governmentwillbe.-"TheTab-

Franticallyhearguedwith himselfthathehadbeenobligedtodoit;ifthepriesthad spokenhisnamehewouldhave beenruined. Hefoundwhathehadbeen lookingfor;thedistractedlittle priesthadnotthoughtof buryinghishalf-dozenbottles ofaltarwine.Themencould beheardtalkingoutside,and hesentthemtoforage.The churchwouldmakeasgooda

Inapastoralletteraddressed tothefaithfulonPassion SundayHisEminenceConrad CardinalvonPreysing,Bishop ofBerlin,urgedparentstoredoubletheireffortsinthesupportofCatholicschools.The naziregime,theCardinalsays, suppressedallCatholicschools. Sincethenconditionshave barelyimproved.In 1937 therewere83Catholicpublic schoolsintheBerlindiocese.55 oftheseinthecityofBerlin.In additiontherewere17private schoolsmaintainedbyparishes orreligiousorders.Allthese schoolswerewipedbytheHitler authorities.

Today,theCardinalgoeson tosay,theBerlinschoollawnot onlyexcludestheCatholic publicschoolasitexistedbefore thewar,butrendersCatholic instructiongenerallydifficult. Classesinreligionarepermittedduringunsuitablehours onlyandtheChurchmustpay thesalariesoftheteachersof religion.Yet,68,000Catholic childrenmustbeprovidedfor. Inthediasporadistrictssome 8,000childrenaredeprivedof allreligiousinstruction,mainly becauseoftheshortageof teachingpersonnel.

Itisnaturalduringacountry'stransitionfromdependencetoindependencetoemphasiseonlythebrightsideofthe picture.MostspeakersandwritersonIndiathrowmorelight ontheirsubjectiveattitudeto thenewregimethanonthe objectivetruthaboutit.Itmay thereforeinterestyoutoknow justwhatisthestateandprospectofCatholiceducationin Indiatoday.

OurnewConstitution,which wentintoeffectonJanuary26, 1950,haslaiditdownthat allminorities,whetherbased onreligion,communityor language,shallhavetheright toestablishandadminister educationalinstitutionsof theirchoice[PartIII,No.23, (3)(a)].

Thatthisisagreatvictory notonlyforCatholicsbutfor allparents-whohavethenatural,divinerighttodirectthe educationoftheirchildren, thosewhoareintouchwithrecenthistorywillreadilyappreciate.InthenativeStateof Travancore,afewyearsago,a seriousattemptwasmade,in theteethofunconcealedoppositionfromtheentireChristian community,to"statize"all primaryeducation,withtheintentionofcompletingtheprocess ineasystagesforthesecondary andhigherschools.Teachersup anddownthecountry,luredby theprospectofhigherscalesof payandimprovedconditionsof service,passedresolutionsin theirguildsandassociationscallingfororwelcomingstatecontrolandmonopolyofeducation.

ItistothegoodsenseandfairnessofthemembersoftheCons_ tituentAssemblythatweowe thedefiniteacknowledgment, quotedabove,oftherightof parentstoeducatetheirchildren accordingtothedictatesofconscienceandreligiousbelief.

Butastatemayadmitthe rightsofprivateschoolsandyet indirectlytrytonullifythese rightsbyimposingintolerable conditionsonsuchschoolsor bydenyingthemfinancialhelp. SECULARISTBLIGHT

IshallnotdwellonPartIV, No.6ofournewConstitution, whichpromisesuniversalprimaryeducation"withinaperiod oftenyearsfromthecommencementofthisConstitution";but shallpassontoasubjectmore vitalforCatholicandotherminoritiesinastatewhichcalls itself"secular.'Section22,(1)

drylysays: Noreligiousinstructionshall beprovidedbythestatein anyeducationalinstitution whollymaintainedoutofstate funds.

Thismeansthatgovernment, district-boardormunicipal schoolsandcollegesmaynot providereligiousinstructionto thepupilsofanyreligion.In privateinstitutions,whichare onlypartially(halfortwothirds)maintainedbythestate, religionmaybetaught;forNo. 22,(3)oftheConstitutionadds: Nothinginthisarticleshall preventanycommunityordenominationfromproviding religiousinstructionforpupils ofthat nationcommunityordenomiinaneducationalinstitutionoutsideitsworking hours. Fromthisclauseweinfer thatreligiousinstructionmay begiveninprivateschools,in schoolbuildings,butnotwithin schoolhours.

Thislastphrase,harmlessas itlooks,isoneofthefewunsatisfactoryitemsinourConstitutionfromthepointofviewbf Catholiceducation.Itimplies thatreligionisnotanimportant orevenintegralpartofeducation.Andthoughaschoolmanagement,lefttoitself,may withoutanydangerallowreligiousinstructionbeforeorafter theregularschoolhours,itcannotberequiredbythestateto allowsuchinstruction.

Theotherobjectionablepara- graphisSection22,(2),which says: Nopersonattendinganyeducationalinstitutionmanaged bythestateorreceivingaid outofstatefundsshallberequiredtotakepartinany religiousinstructionthatmay beimpartedinsuchinstitui

Thegoodintentionofthis provisioncannotbequestioned. ItismeanttopreventacompulsoryteachingoftheBibleor otherreligiousbookstopupils whodonotbelievethesebooks tobesacred.Butitdoesnot makeanydistinctionbetween suchpupilsandotherswhodo belongtothesamereligionas thosewhoconducttheschool.Is thepermissionoftheparentor theconsentofthepupilnecessarybeforeaCatholicschool canrequireaCatholicpupilto attendthereligionclassorthe chapel?Isformalconsent needed,orisitsufficienttohave thevirtualconsentimpliedinthe veryfactofseekingadmission intosuchacollegeorschool? TheConstitutiondoesnot answerthesequestions,though theyareofgreattheoreticaland practicalimportance.

OurnewConstitutionisthus fairlysatisfactorytoCatholic education.Butitsactualdayto-dayimplementationwill dependonthehumanbeings whoareinchargeofschools andcollegesinvariouspartsof thisimmensecountry-andon thosewhoareappointedbythe Governmenttoinspect,control,recognizeoraffiliateprivate schoolsorsanctiongrants-in-aid tothem.

Thatthissideofthepicture isnotsorosyasoutsidersmay beinclinedtothinkfromofficial 'reportsinthepress,orfrom government-appointedspokesmennowsentinincreasing numberstoEuropeandAmerica,willappearfromafew factsoutofmanythatmightbe cited.Ontheonehand,thereis not,hasneverbeenandnever willbeapersecutionbythe CentralGovernment.Yetthere isasilentsupport,oratleast connivance,whichemboldens thepettypersecutorsatthecircumference-wherethepoorCatholics'mostlylive.Butforhis confidencethatDelhiwouldnot intervene,SirC.P.Ramaswami wouldnothavebeenableto continuehiseducationalpersecutioninTravancoresolongas hedid.Norcouldtheformer MinisterofEducationinMadras -whereCatholiceducationis more thanwidespreadandrenowned inanyotherpartof India-havedaredtointroduce abillallowingtheGovernment torequisitiontheproperty, furniture,libraryandothereffectsofanyprivateschoolwhich thesameGovernmentshould havedeclaredtohavelostits "recognition."(Thisbill,which wasstronglyopposedbyCatholicsandbyotherreligious groups,isreportedbyNCWC NewsServicetohavebecome lawintheMadraspresidency onJanuary12,1950,whenit waspassedbytheMadraslegislativecouncil.Accordingtoits terms,theGovernmentcan seize,fortheperiodofoneyear, anyprivateeducationalinstitutionwhichitdeemstoberun "inefficiently."Mostofthe privateschoolsinthepresidency areconductedunderCatholic auspices.-Ed.)

Thereisnoobjectionto(Harijan)ChristianswhoarereconvertedtoHinduismbeing grantedthefullfeeconcessions,providedtheother conditionsrelatingtothe grantoftheconcessionsare satisfiedandthatauthenticatedcertificatesregardingthe conversionsfromChristianity toHinduismareproduced. SobybecomingChristians theybecomerich,andbyagain becomingHindustheyagainbecomepoor.IfthisisnotdiscriminatingagainstChristianity, whatis?

Thesamediscriminationis practisedinChotaNagpur.Ina memorandumsentbytheRt. Rev.0.Sevrin,S.J.,Bishopof Ranchi,totheGovernment,he says: Aboriginalswhohappentobe Christians.aredeprivedof

scholarshipsandothereducationalconcessionsonthesole groundof Anotherreligion. indirectmeansof discouragingCatholicschoolsis todemandfromthemwhatare calledendowments,hugesums ofmoneywhichhavetobeset apart(andcannotbeused)asa guaranteeofthestabilityof theseschools.BeforeIndiaattainedindependencetheseendowmentswerenotdemanded fromschoolsandcollegesrun bybishopsandreligiousbodies withacertainreputationand financialstanding,thoughthe ruleexistedonpaper.Butrecentlytheyhavebeeninsisted upon,sothatbishopsandreligiouscongregationshavenot beenabletostartandmaintain thenecessaryschoolsfortheir Catholicchildren.InMadras theGovernmentwasnotunwillingtoexemptcertainHindu organizationsliketheRama-

FatherBourkesaidthatthose presentjoinedintheofferingof Christ'sBodyandBloodinthe Massfortworeasons-because ofthecommonpossessionofthe Catholicfaith,andbecauseof theircommonassociation,past orpresent,withtheUniversity.
