LONDON,Dec.2.-TheLabor Governmenthasrejectedthe BritishHierarchy'splanfora newfinancialarrangementfor CatholicschoolsinamemorandumcompiledbyGeorgeTomlinson,MinisterofEducation.It wascirculatedamongallLabor membersofparliament.

Thememorandumisregarded asanofficialstatementoftin GovernmentandLaborParty policy.Itfounditswayintothe publicpressdespitethefactthat, accordingtoanofficialspokesman,ithadbeencirculated confidentially,withinstructions thatpublicationwasundesirable.

Thememorandumsays:

"TheRomanCatholicHierarchyhavealwaysaimedatthrowingthewholecostoftheir schoolsuponpublicfundsand havenotceasedtodosodespite improvedfinancialprovisionsof the1944EducationalAct.Itis, therefore,notaltogethersurprisingthattheyshouldusethe forthcominggeneralelectionas ameansofventilatingtheirdifficultiesandseekingtoobtainan amendmentofthevoluntary schoolsettlementof1944,which wasmorefavourabletoRoman Catholics."

InreplytothistheLabor Government'smemorandumunderlinesobjections,"notonlyby teachers,"todenominational testsforpubliclypaidteachers, andconcludesthatanattemptto introduceanylegislationfor "problemsfacingasectionalinterest"wouldriskdestroyingthe foundationofgoodwillandcooperationbuiltupsince194-3.

TheLabormembersofparliamentweretoldthatthememorandumwassenttothemto helpthemin"dealingwithquestionswhichtheywillundoubtedly beaskedbytheirconstituents" duringtheelectioncampaign.

ManymembersoftheHouseof Commons,alreadyquestionedby Catholics,havepromisedsupport fortheHierarchy'splan,butthe majoritynotyetcontactedare nowhearingthegovernment's voiceontheissueforthefirst time, ConservativePartysupportfor theplanwouldprobablywin manyCatholicvotesintheLabor Party,hutmanypersonssuspect thataprivateagreementhas beenmadebetweentheTories andLaboritesonthisissue.

Itisperhapsonlyinthechurchesonemayseekandfindand feelagain,thebreathofthe ChristChild,whocameintothe worldonthatfirstChristmas morning,bringingamessageof love,hopeandredemption. EDUCATIONALHOPES?

Whileitmadeagoodpropagandistpointduringthe elections,itmustbeconfessedthattheissueofpetrolsuppliesisscarcelyanationalproblem.Itisrightandjust thatthenewFederalGovernmentshouldattempttohonouritselectionpromises,butwhatthepeopleofAustralia arereallywaitingforisforstatesman-likehandlingofthe reallybasicproblems.Firstandforemostamongtheseis thequestionofreligiouseducation.Itisnotoriouslyone fromthemerementionofwhichthepoliticianshrinks. HencewerecallthatMr.Menziesin1943statedinabroadcastaddressthat"thereareverymanythousandsofpeople inthiscountrywhobelievethateducationdivorcedfrom religionnotonlyisincomplete.butmayactuallybedangerous."

"MyownopinionisthatitisunlikelythattheChurch schoolscan,inthepost-warperiod,efficientlysurviveunthereissomemeasureofStateassistancetothem.Such 4 Stateassistancewouldnaturallyinvolvesomechangesin thestructureoftheseschools,butitneednoteffecttheir essentialcharacter. Myownbeliefisthatthe maintenanceoftheChurchschools,ofwhateverdenomination,issoimportant thatwemustallbepreparedto. cometogetherinthepost-warworldtodevisewaysand meansofensuringthatthosewhoarecontentwitha purelyseculareducationshouldbeabletogetit,while thosewhomsuchaneducationwillneversatisfyshould beabletogetthekindoftrainingtheywantfortheir childrenwithoutabsolutelybankruptingthemselvesin theprocess."

Thesewereverywell-reasonedwordsandexpressed succinctlytheclaimswhichCatholiceducationalists,bishops, andparentshavebeenpressingvainlyforsomanyyears.

NowthatMr.MenzieshasbecomePrimeMinister,itwill beinterestingtonotewhetherhisviewsofsixyearsago aboutthefundamentalimportanceofreligiouseducation haveremainedconstant.Iftheyhavedoneso,wemay reasonablyexpecthimtogivesomepracticalrelieftothose hundredsofthousandsofparentswhorejectseculareducationas"incomplete"and"dangerous,"andwhomaintain theirconscientiousobjectionsatthecostofdoubletaxation.

Frankly,wearenotoptimisticofseeingtheslightest changes,primarilybecausepoliticiansoutofofficeseem scarcelyeverabletoremembertheirutteranceswhenreturnedtopower.MoreovertheattitudeoftheConservativePartyinBritainisonewiththatoftheLabourGovernment,andisboundtoaffecttheideasoftheAustralian Tories.AndinofficialLiberalliteraturerecentlyavailableweareinformedthat,whileitishighlydesirablethat privateschoolsshouldcontinue,"itismorehighlydesirable thattheyshouldcontinuefreeofanydirectgovernmental control,andmoreparticularlyfreeofanystringswhich wouldundoubtedlyattachtofinancialassistance."Sothe politiciansviewthegreat,necessarystructureoftheprivate schoolsystemfromafar,throughbinoculars.Theyseeit swayperilously,butfeartopropitupuntiltheyhavereconciledtheeternalpoliticalenigmaofwhatisideallyimperativeandwhatispracticallypossible.

InBritainboththeLiberaland Labourpartieshaverecentlyissuedpamphletsoutliningthe policiesuponwhichtheyare likelytofighttheelection.The Liberalpamphletiscalled"PeopleinIndustry,"andisconcerned withtheco-ownershipproposals whichweresoenthusiastically endorsedattheLiberalAssembly inMarch.TheLabourParty's pamphletiscalled"LabourBelievesinBritain,"andisanoutlineofgeneralpolicy.

Basically,theLiberalproposals aresimpleenough;theysuggest thatlabourshouldhavethelegal righttoshareinprofits'assoon ascapitalhasreceivedareturn of3percent,orso,andalsothe legalrighttoberepresentedon boardsofdirectors.Apartfrom this,theywouldallowforthe greatektvarietyindifferentschemes:theirpamphletmakesitclear attheoutsetthattheyhaveno intentionoftryingtoimposethe samekindofschemethroughout industry.Thefactthatevery industrialfirmemployingmore than50personswouldberequired topreparesomekindofscheme mightreducethepaternalism andthetradeunionsuspicions whichareapttobeassociated witheventhebestschemesintroducedontheinitiativeofthe employer.

Inconsideringtheseproposals weshouldrememberinthefirst placethattheyformpartofthe Liberal"OwnershipforAll"policywhichisspecificallydesigned toachieveamoreequitabledistributionofproperty,anaim whichisverymuchinconformity withCatholicsocialteaching.

Alsotheyfly,Ibelieve,to prayerinemergency.Onceoneyear-oldwaschokingwitha halfpennyhehadmistakenfor "somfingnice,"andIwasfully occupiedinshakinghimupside down,bankinghisbackand keepingacalmexterior.

Thehalfpennycameupand theflurrywasover,andtwelveyear-oldsighedandsaid:"Iwas prayingallthetime,Icantell you!"

Thesemusingsareperhaps usefulandperhapsneedexplanation.Whycannotwefindtime topraymoreoftenwithour children?Why,inspiteofour shortcomings,dotheyseemto prayinpleasingandunexpected manner?

Ithinkpeopleareinclinedto overlookthedomesticrevolution anditseffectonreligion. Gonearedayswhenonlythe verypoorhadnohelpinthe house.Once,eleganceandcultureandpoetryandpietywere builtonthesolidhonestyofthe faithfulservant.

Ifwecanjustrememberalwaysthatlittleeyesareonus aswedipourfingersinthe stoup,orbendourkneetoOur LordinHis"littlehouse,"that littleheartsareliftedupwhen wepointouttothemhowthe goodGodmadetheworld-velvetpetalsinflowers,hidden gloryofchrysanthemumsinNovembergloom-greatfurnaces meltingsteel,carsglidinginthe rainandlamplight,dawnbreaking,thunderrollingitsdrums.

Parentsaretobecongratulatedonthesacrifiesthey aremakingcheerfully,inspiteofmountingcosts,toensurethattheirchildrenhavethebenefitsofareligious education.OneshudderstothinkofthedevastatingeffectsofaThirdWorldWar.OvilizationisbeingsharplydividedbetweenthosewhoadheretoChristianstan-.. dardsandthosewhohavethrownthem,overboard.

NationsthathaveembracedCommunismhavepreparedthegroundforthismaterialisticphilosophybydeprivingyouthofitsbirthright-aChristianeducation. UnlessawideanddeepChristianitypermeatesthesouls ofmen,democracyasweunderstanditwillgraduallybut surelydisappear.Thepresentindicationsarethat,autocracymilitantandatheistic,isonthemarch.Thoughthe battleofgunshasceased,awarofidealsandpolitical objectivesisbeingwaged.Wrongstandardsandprinciplesarelikelytoprovemoredestructivethanthe atomicbomb.

IfAustraliaistosurviveasaChristiannation,our nationaleducationprogrammewillhavetoincludesome adequateformofChristianeducation.Theissueforusis Christiancivilizationorbrutaltotalitarianism.

ThespiritthatpermeatesAquinasisessentiallyCatholic,andthereforeculturalinthehighestsenseofthe term.EveryboyisexhortedtomanifestinhisdemeanourthosequalitiesthatgotomakeaCatholicgentleman andascholar.Itisnotmerelythateveryeffortismade tomakeeachclass-roombreatheanatmosphereofreligion,manliness,andculture.Everyboyisexpectedto carryintosportandsociallife,thelessonsofmodesty andself-restaintthathehaslearnedintheclass-room.

Itisverypleasanttobeabletoreportaveryfinereligiousandmoraltoneamongsttheboys.Thisisinno smallmeasureduetothekindlyinteresttakeninthe CollegebyHisGrace.theArchbishop,insupplying Aquinaswitharesidentchaplain,andarrangingfora rosterofvisitingchaplainstoadministertothespiritual needsoftheboys.

ItakethisopportunityofthankingHisGraceforhis greatinterest,andofthankingtheresidentchaplain,Rev. FatherRogers,andthevisitingchaplains,Rev.Dr.Sullivan,andtheRev.FathersRussell,JohnstonandMcBride.

TheHolyNameSocietyisflourishingandisdoinga greatdealforthespiritualupliftofitsmembers.Kyran O'DonnellwaselectedPresidentfor1949.Rev.FatherJ. Lynch,thediocesanspiritualDirectoroftheHolyNam, SocietytakesapersonalinterestintheCollegeBranch, andthisismuchappreciatedbytheBrothersandBoys.

TheConfraternityofSt.VincentdePaulmeetsevery secondTuesday.Theoffice-bearersfor1949are:President,KyranO'Donnell;Hon.Secretary,Kevin Finucane;Hon.Treasurer,BasilChristie.Amongthe charitableworksoftheSocietyistheorganisingofa treatforthelittleboysatCastledare.Themembers visitedtheHomeonSaturday,5thNovember,andgave theboysathoroughlyenjoyableafternoon.

TheannualretreatfortheseniorstudentswasconductedbytheRev.FatherHogan.C.SS.R.atthecommencementofthesecondterm.FatherHoganwarmly commendedtheboysonthewhole-heartedspiritwith whichtheyenteredintotheexercisesoftheretreat.

Theroll-callcontinuestogrow.Thisyeartherewas amarkedincreaseinthenumberofday-boys.Thenumberofboardersis200,andday-boysnumber120.We aregratefultotheTramwayDepartmentforsupplying twobusesmorningandafternoon.Itisveryconvenient tohavethebusescomingrightouttotheCollege.

ThomasMeagherwaselectedseniorprefectandcaptainoftheCollegefor1949.Hewasablyassistedinhis responsibledutiesbyhisfellow-prefects:KyranO'Donnell,KeithTowning,TerenceMerchant,Dermot O'Connor,GarrettCullity,JohnLaneandKevinDuff.

TheLeavingCertificateresultswerequitesatisfactory.Thereweretencompletepassesandtendistinctions.

JohnMageepassedinsevensubjectswithfourdistinctions.HewasawardedFirstPlaceinW.A.,inthe CommonwealthPublicService,andsecuredanEngineeringCadetshipintheP.M.GDepartment.

JohnFrisinapassedinsevensubjectswiththree distinctions.HispassadmittedhimdirecttotheMelbourneUniversityforhismedicalcourse.

JohnWalshpassedinsevensubjectswithonedistinction.

TheJuniorCertificatecandidateswereverysuccessful.Outofaclassof34,thirtygainedcompletepasses andtherewerefourpartialpasses.

IntheSecondandFirstYearSub-JuniorExaminationsconductedbytheChristianBrothers'Secondary Schools'AssociationofW.A.,andinwhichthereisvery keencompetition,Aquinasheadedtheaggregateinboth examinations.

IntheSecondYear33boyspassedwith114distinctions.IntheStateaggregate,RaymondSimswasfirst withninesubjectsandeightdistinctions.JephsonSinclairwasthird;BrianMcNamarawasfifth,BrianTraverseighth,andJamesKeatingninth.RaySimsobtained100percent.inArithmetic,Algebra,andGeometry.BrianTraversobtained100percent.inChemistry.NevilleManuelsecuredFirstPlaceinHistory, andPatrickMurrayFirstPlaceinFrench.

IntheFirstYear48boyspassedwith124distinctions.GeraldGauntlettwasfirstintheStateaggregate, BrianMcKittricksecond,BarryKillerbyseventh,John Cawleyeighth,andFrancisBrownninth.GeraldGauntlettwasFirstinLatin,French,GeometryandBookkeeping.FrancisBrownwasfirstinEnglish,andJohn CawleyequalfirstinHistory.

Theaboveresultsareampletestimonyofthefine spiritofstudyintheCollege.Parentsareaskednot tomakerequeststhatwouldinanywayinterferewith thestudyperiodsoftheSchool.AtthispointIwould liketoappealtoparentstomakethemostoftheopportunitiesthattheCollegeoffers.Fartoomanyboysleave schoolattheJuniorstandard,andtherefore,inmost casescarryalifehandicap.Theperiodfollowingthe Juniorisinvaluablefromtheeducationstandpointand multipliesopportunitiesforasuccessfulcareer.Aboy goingonthelandrequiresagoodgeneraleducationup totheI.eavingstandard.Heistheninamuchbetter positiontostudyfarmingscientifically,andgrapplewith theproblemsthatthemanonthelandhastoface.

Wool-classingandsheephusbandryhavebeenintroducedintotheschoolcurriculum.Weoweadebt ofgratitudetoMr.Keenan,SecretaryoftheWoolclassingAssociationfortheinterestheistakinginour wool-classingdepartment.Noeffortonhispartseems tobetoomuchwhenitisacaseofhelpingtheboys interestedinsheepandwool.

TheDuxoftheCollegefor1949isBasilChristie. Basilhasbeenagoodstudent,andhashadaverysuccessfulscholasticcareerattheCollege.

Muchimportanceisattachedtospeech-training.RegularlessonsaregivenbyMr.K.Hynes.Weare gratefultoMr.HynesforhisinterestintheCollege, andforhisdramaticworkintheSub-LeavingClass.

Unfortunately,theDebatingClassesweregreatly handicappedbythepowerfailuresduringtheyear. KeithTowningwaselectedpresidentoftheSeniorDebatingSociety,andDermotO'Connorsecretary.

Dancingclasseswereheldregularlyduringthewinter term.ThePrefectsaretobecongratulatedontheir organisingabilityshowninconnectionwiththePrefects'danceheldattheMarelleearlyintheThirdTerm Itwasanoutstandingsuccess.WeappreciateMiss MerciaScott'sinterestinthedancingclass,andthe assistanceshegaveattheCollegePrefects'Dance.

Naturallyinaboardingschool,muchattentionis giventoorganisedgames.Theyarenecessaryforthe moralandphysicalwelfareofgrowingboys,andthey playanimportantpartincharactertraining.Onthe playingfield,personalandselfishinterestsmustbe submergedforthecommongood,whilstthereisdevelopedaspiritofco-operation,mutualassistance,self control,andadeterminationtostriveforsuccess.

After-schoolhoursofthefirsttermfoundmostboys enjoyingaswimfromtheCollegejettyinAquinasBay. InadditiontotheusualSwimmingCarnival,aninterhousecarnivalwasheld.Itprovedverypopularand entertaining.PatWalshwastheSchoolSwimming Championfor1949.

IntheInter-SchoolCarnivalweweresecondto ScotchCollege.WecongratulateScotchontheirsuccess.AquinasinverygratefultoMr.Gibsonforhis excellentcoachingoftheboysformanyyears.Next yearwehopetohaveimprovedfacilitiesforswimming. Itisproposedtohavearacingbaths50metreslong, consistingoffiveswimminglaneswithturningboards ateachend.

Rowingpracticecommencesearlyinthefirstterm. Thetrainingofthecrewsisnotsevere.Seldomdothe boysrowformorethanonehourintheafternoon. ThisyeartheHeadoftheRivercrewwasnotselected untilamonthbeforetheevent.HowwelltheFirst Eightrowedisknowntoyonall.Theirvictoryisa triumphofwhichwearealljustlyproud,andfor whichweoweadebtofgratitudetoMr.A.Dobson,a loyal,enthusiastic,andcapableoldboy,whogiveshis servicesascoachofthecrew.Themembersofthe winningcrewwere:-RonCurtis(stroke),TomMeagher,LouisMojzer,AntonyAkkermans,PatWalsh, KeithTowning,FrankTyson,JohnPannellandPat Murray(Cox).TheSecondEightandFirstFourrowed wellandweresecondintheirrespectiveraces.The neweightappropriatelynamedthe"BrotherFoley" afterthefirstHeadmasterofAquinas,isamasterpiece ofworkmanshipandacredittothebuilder,Mr.Neale. ofBassendean.OurthanksareduetoMr.JoeSaunders, anotherenthusiasticandgenerousoldboy,forhis coachingoftheSecondEight.

Footballisprobablythemostpopulargameatthe College.TheSeniorXVIIIhadamostsuccessfulyear. ThoughstrongoppositioncamefromScotch,the1948 Premiers,AquinaswentthroughtheAlcockCupSeries undefeated.WearedeeplygratefultoMr.J.Dolan forhisexpertcoaching.TheBrothersandboysfully appreciatethefactthattheircoachhasbeenentrusted withthecoachingoffleeStateFootballTeam.Inthe absenceofMr.DolanwiththeStateteam,Mr.M. Cronintookoverthecoaching;wearedeeplygrateful toMr.Croninforhisvaluableassistance.Inconnection withtheFirstXVIII,IwishtothankMr.E.Scahill, whoprovidedtheteamwitha"victorydinner,"and alsoMr.J.L.Walshwhohasprovidedanappropriate trophyforeachmemberoftheteam.PercyJohnson hasbeenadjudgedthebestandfairestplayerfor1949.

TheAnnualAthleticMeetingwasheldattheWA.C.A.onSeptember28.NeilMacdougallwontheArchbishop'sCupforthechampionathleteafterkeencompetitionwithTomMeagherandPercyJohnson.Althoughwefieldedastrongteamforthe"Inters."on 22ndOctober,GuildfordGrammarSchoolprovedtoo strongandwonbyfourpoints.Interestwasmaintained untilthelastevent.WeheartilycongratulateGuildford onitssuccess.TomMeaghercompletedasuccessful careerinInter-SchoolAthleticsbywinningthethree opensprints,andestablishinganewrecordinthe220 yardsevent.

AttheStateChampionshipsheldinFebruary,Tom MeagherwontheJunior100yardsand220yardsChampionships.NeilMacdougallwonthe880yardsJuniorMinorChampionship.

AttheNewSouthWalesStateJuniorChampionshipsheldinSydneylastJanuary,TomMeagherwon the220yardsevent.

AttheSchool-boyStateChampionshipsheldon29th October,Aquinasrepresentativeswereprominent.Four Statetitlesweresecured.NeilMacdougallwonthe Under18MileandequalledtheStaterecord.Percy JohnsonwontheUnder17Hurdles;JohnMajorthe 880YardsUnder17;andPaulLeesonthe220Yards Under15.

ToMr.GeoffWorner,thePresidentoftheOld Boys'Association,Aquinasowesagreatdealforhis successfulcoaching.OurthanksarealsoduetoMessrs. J.Haire,K.Allen,andW.deGruclty,forthetimeand caredevotedtotheAthleticteam.

OurschoolCadetunitishavingaverysuccessful year;thenumbershaveincreasedfrom135to170. Capt.B.F.Prindiville,0.C.,wasablyassistedbyCadet LieutenantsT.Meagher,D.Barry,L.Aris,K.Towning, R.LambertandC.Ellies.Atthepotentialofficers' CourseinMay,Cadet-Lt.C.Elliesgainedfirstplacein theschool.TheCompanySergeant-Major,R.Rees,was thirdonthelistandwasrecommendedforacomnussion.

TheCadetunitprovidedaguardofhonourforthe AnnualEucharisticProcessionheldintheCollege groundsontheFeastofChristtheKing,alsoforthe processionsinhonourofOurLady,atSouthPerthand Palmyra.

ThedisplayattheCollegeonSunday,13thNovember,wasacredittotheunit.TheG.O.C.,MajorGeneralJ.S.Whitelaw,tookthesaluteandpresented thetrophies.WedesiretothankMajorSims,Capt. Watsonandstafffortheirinterestandhelpduringthe year.

Inrecentyearsmuchinteresthasbeentakeninrifle shooting,andourrifleclubhashadconsiderablesuccess.Thisislargelyduetotheexcellentcoachingof Mr.J.CullitytowhomtheBrothersfeelverymuch indebted.

OurthanksareduetoMr.FredWalshforhiswork intheboxingclass.ThetitleofCollegeChampionfor 1949waswonbyPatrickWalsh.

FatherTornaywastravelling toLhasa,capitalofTibet,On the17th.dayofhisjourney, half-waybetweenTekingand Lhasi,hewasarrestedbysoldiersintheserviceofthelama ofTibet.Theothermembers ofthecaravanwerepermitted toproceedafterofferingthesoldiersvaluablebribes,butFather Tornay,togetherwithanother Christianandtwoservants,were escortedbacktowardChinaby twoarmedTibetansoldiers. AfterreachingtheChineseborderonAugust11,theparty founditswaybarredbyfour armedmenwhoshotthepriest andhisChristiantravelling companion.Bothwerekilled instantly.Thetwoservants, however,wereabletoescape andreportedtheincident.
