WhileatParisIsavebeenparticularlyinterestedinthedis: cussionontheDraftDeclaration ofHumanRights.Asthepress hasindicated,someofthearticles inthisDrafthavealreadybeen determinedbytheThirdCommittee.

Ihavenoticed,however,that theCatholicPressinsomecountrieshasexpressedregretthat theDraftDeclarationhasomittedanyspecificreferencetothe Creatorofmankind,andevento theNaturalLawasabasisof humanconduct.Naturally,asa Bishop,Ishouldhavelikedtosee thesefundamentaltruthsand otherprinciples,suchasthebasic rightsofthefamily,mentioned emphatically.

Nevertheless,itiswelltoTeadsehowdifficultitistofabricateadocumentthatwillbeacceptabletothedivergentphilosophiesof58nations.Itisamatterofhighimportancethatthis Declarationshouldbeendorsed unanimously,for,asastatement ofprinciplesofconductbyindividualsandStates,itprovides abasisofmuchsignificanceon whichnationsmayuniteforthe welfareofmankind.

Theenumerationofhuman rightsandofthelimitations uponStateinterferencewithindividualrights,ascontainedin theDraftCharter,are,ifnotas ccmpleteasweshouldlike,at leastsatisfactoryinsofaras theygo.Ananalysisofthe28 articlesintheDraftdemonstratesthatthefreedomsofmankindarefairlywellprotected, anditisevidentthatmuchcare hasbeentaken,inadroitphras-ing,tolimittheencroachmentof StatesuponHumanRights.

TothisextenttheCharter mustbeofmuchinteresttoall Christians.Thechiefanxietyof suchpeopleshouldbethatthe generalprinciplesoftheDraft wouldbeadopted.Sometimes evenabriefdefinitiveamendment,oradeletion,maydestroy theeffectivenessofageneralised statementofprinciple.

Onecriticismlevelledagainst theDeclarationofHumanRights bysomenewspapersanddisillusionedpeopleisthatthehigh principlesenunciatedmaynever beimplementedbyStates,when theyfindsuchprinciplesconflictingwithpracticalStateissues. TheDeclaration,however,isnot aConvention.

InthisregardalsoCatholics mightprofitablyadoptamore positiveattitude.Inthefirst place,itisobviousthatagreat amountofsincerityexistsamong thosewhoarefashioningtheDeclaration.Itischaracteristicof themtostatewhattheycannot accceptorwhattheycanaccept.

Whattheydoaccepteventually asadeclarationofprinciplescannotbecasuallydisregarded.

Inthesecondplace,itisthe dutyofthepopulacegenerallyin thesenations,andIshouldsay particularlythedutyofCatho-

lies,toseetoitthattheprinciplesofconductwhichhavebeen determinedatU.N.areobserved withinthecountriesthatfashionedsuchprinciples.

Toalargeextentthiswasthe themeofthemagnificentoration deliveredbytheAustralianPresidentofU.N.,Dr.H.A.Evatt, attheCommemorationGatheringoftheAssemblyonOctober 23.There,inthegreattheatre whichwascrowdedwiththousandsofdelegatesandcitizens, thePresidentemphasisedthat U.N.wasattemptingtoplanand speakinthenameofthepeoples oftheworld,inordertobring peaceandsocialsecuritynotarily tothosewhoarenowliving,but alsotothoseyetunborn.This

simplyphrased,butobviouslysincerestatement,evokedanovation inthatvastassembly.Themost effectivemessageinitwasthe earnestappealtotheWorldtocooperatewiththesincereeffortsof U.N.,therebymakingU.N.nota mereassemblyofdelegatesor countries,butanassemblyin which,andthroughwhich,the nationsoftheEastandtheWest mightexpresstheirdesireanddeterminationforpeaceandsocial security.

AsaCatholicBishop,1 feel thattheCatholicsoftheworld canplayanimportantpartin bringingabouttherealisationof thateloquentlyexpressedhope. Theycandothisnotonlyby theirdeterminationtoseethat theworthwhileproposalsofU.N. shouldbeimplementedintheir countries,butalsobywhatwe believeisthemosteffectivemethodofco-operation-constant prayertotheCreatorofMankind,askingHisblessingonthe well-intentionedfashionersof peaceandjusticeandHisaidto maketheireffortseffective.

Fromearlymorninguntil lateatnighttheMissionershave beenonthejob,fromthefirst Massat6o'clock,until'thelast Confessionat10.30,sometimes evenlater,duringthepastfeel weeks.

TheattendanceattheMasses increasednoticeablydaybyday. Theywerefollowedbyashort instructionontheCommandments,whichwerebothhelpful andinformative.

Asaconvertmyself,thelunchtime5lectures,givenmoreespecialyfornon-Catholics,wereof particularinterest.Noonelisteningtothemcouldfailtohave beenimpressedbytheirclarity andconciseness,eachproblemof to-daybeingtreatedwiththe franknessdemandedbythemodernworld.

Eacheveningwouldseethe crowdshurryingtotheCathedralatleasthalf-an-hourbefore theservicewasduetobegin,as itquicklyfilledup,butitwas wellworththeeffort.Each missionerhadhisowninimitable wayofputtinghissermonacross, andeachonehadalsothatdelightfulsenseofhumourwhich issonecessarytocreatethat personaltouchandfriendlyatmosphere.Ithink,maybe,it wassometimesusedasthejam

tohidethepill!Butatnotime didtheypullanypunches!

DuringFatherCrowe'svivid sermononHell,Iwasreminded ofthetimewhen,asachildof twelve,Ioverheardadisgruntled schoolcompanionsay,justbefore theannualretreat:"Another Redemptorist,Isuppose-that's suretomeanasermononHell!" Itdid,butitmeantmuchmoretsowedtheseedswhichresulted nineyearslaterinmyreception intotheChurch.

Theunsavourybusinesscommencedduringthewar,when camp-followersandmistressesof servicemenwerepaidinthesame wayandatthesamerateashonourablewivesandmothers.A lotofshoulderswereshrugged, butnothingwasdonetoendthe abuse."C'estlaguerre,"wasa fairlygeneralattitudetowards thisscandal,asitwastowards teachingyoungtroopstheuseof contraceptives.

Norcanitbeverypleasantfor thethousandsofdecent,Godfearingcivilservantstorealise thattheywillhenceforthberegallystigmatisedaspersonsoflow moralityfortheconsequencesof whoseincurableweaknessthe communityatlargehastopay throughthenose.

Thisisnotanoccasionfor cautiousdebateandmatureconsideration.Incommondecency itisaplainissueinblackand white.Nojustificationwhatever canbebroughtforwardforthis flagrantproposaltobolsterup vicefinanciallyItwillestablish aprecedentthelogical(conclusionofwhichcanonlybethe universalrecognition,tolerationandencouragementofeoncubinage.

Mostseriouslyitwillstrikea mortalblowatdieinstitutionof marriagealreadyundermined.It seemsundeniablethatthepoliticiansdonotrealisewhatafundamentalthreatsuchaposition portends.TheStateisnotan aggregationofindividualsbutan organicunionoffamilies.FamilylifeisthebasiccellularstructureofcivilisationasWestern manunderstandsit.Thetraditionaltestofgoodgovernment hasbeen,andshouldhe,whether

Thisisaremarkablebookfor tworeasons. First,becauseit waswrittenbyawoman,and mostbooksontheNavycome fromthepensofretiredSea Lordsandtheircomrades;and, secondly;becauseshehasnot beencontenttowriteaboutany particularaspect,shiporaction, buthasattemptedtocraminto itsfourhundredoddpagesthe origin,developmentandorganisationofourNavy.
