About60.000outof204,553whoformallyapostatised fromtheChurchwhileAustriawasunderNazidominationhadreturnedtothefolduptotheendof1947.Figuresforthecurrentyeararenotyetavailable. ThereturntotheFaithbegan slowlywhiletheNazisstilldominatedAustriaandincreasedwith

Accordingtoaprecisofthe ThirdBeveridgeReport,just published,theauthorclaimsthat theState"shouldencouragevoluntaryactionofallkindfor socialadvancement."Thereporturgestheencouragementof friendlysocieties,co-operationof publicauthorities,andvoluntary agencies.
Thisdocumentisthesequelto thefamousBeveridgePlanissued in1942,whichwashailedwith moreenthusiasmthanintelligent criticismbypracticallyeveryoneexceptCatholicsociologists. Thepressintonedsomeparticularlysillypanegyrics,asifBeveridgehadproducedbothanoracleandapanacea.
TheCatholiccriticismofthe BeveridgePlanandofmany othermeasuresdesignedtoestablish"socialsecurity,"isthatthey areservileintheirmethodsand necessarilyonlytemporaryplastersontheevilsofpovertyand insecurity.Manyarealreadyin processofprovingthemselvesno betterthandevicesfortherestorationofslavery.
Appealing the.BritishGovernmenttoimplementtheproposalsinhissocialsecurityplan, SirWilliamBeveridgein1942 claimedthat'hewasnotasked todesignthewholesuitbutonly thetrousers. Idesignedthe trousersandwehadbetterput themonimmediatelysothatwe can,withafreemind,alsosee aboutthecoatandotherparts ,,fthereconstructionwardrobe."
Now,thatispreciselymyobjectiontothisandsimilarkinds ofservilecure-alls.SirWilliam Beveridgeundoubtedlymadethe trousers,butwithoutanyreferencetothefigureofhumansocietytheywouldhavetofit.But moreextraordinarilystill,he 'tieapairoftrouserswithout anythoughtofthecoatandother accessories.Hemadethemwithoutadvertencetothefullstature ofman.Hencenoonehastitle tosurpriseifthetrousersalready appearshinyonthesurface,a trifleshortinthelegs,andalittle
tightaboutthewaist,andwitha touchofbaginess.Withsomeof usthereiseventhehorridsuspicionthattheseatisoutofthe trousers,andthatsociallywtare indangerofbeingindecentlyexposedtotheentireworld.
Thebesttailorintheworld cannotmakeapairoftrousers withoutthecorrectmeasurementsofthepersonheproposes tofitandwithoutreferenceto thecolour,cutandgeneralappearanceoftheremainingapparel.Butthatisexactlywhat SirWilliamdid.Hemadea pairoftrousersforBritishsocietyandsomehoworotherheis determinedtosqueezeitinto them.Theremaybeatearor twointheprocess,butheisconvincedthatclothesmaketheman. Thislop-sidedsocialphilosophy dogsallourreformers.Firstly,theycannotseethatmanhasLis headinheavenandsocannot makehimahatorahalo.And thentheysetaboutmakinghint trouserswithoutmeasuringhis height.
Itisalltoopainfullytruethat untiloneknowseverythingone cannotknowanything.Thepart hasmeaningonlybyreferenceto thewhole.
Anygivensectionofknowledgewilllackrelevanceand meaningunlessitisrelatedtothe totalityofbeing.Indeed,where theperspectiveisawry,thepart verysooncomestobelarger andmoreimportantthanthe whole,andhencelargerandmo'e importantthanthetruth.
AtthetimeSirWilliammade hismetaphoraboutthetrousers, heappealedtotheGovernment tetakeitsimaginationinboth hands.Andinsobertruth;t wouldneedtodoso,foranyone withhalfaneyecanperceive thatsocialservices,whilethey mayhelptowardssocialsecurity.willdoirreparableharmto sotialfreedom.Itisearnestly tobehopedthatnoonewillever askSirWilliamtomakeastart onthecoat.Foritwouldhave tohealongclericalcoattocover theholesinthebacksideofhis precioustrousers., Inthesixyearsthathave elapsed,however,thereare symptomsthatLordBeveridge hasrealisedthathistailoringis alittledemode.Hehascome, perhaps,totherealisationthat thereisaveryshortstepbetween theStateactingasmid-wife, crecheattendant,educator,jobfinder,nurse,chemist,doctor, traveldirector,amusementcontroller,etc.,etc.,andtheState owningitscitizen,individually bodyandsoul.Thequestionthe modernplannersmustfaceis this:isitdesirabletoleavemdividualsandcorporationanylibertyatall?Dotheirplansincludeaplantoleavethecitizen therighttomakehisownplans?
Nowanadmitteddifficulty, fromtheCatholicpointofview. ofbringingintoeffectareal politicalandeconomicdecentrali-
sationisthatinourculturally andsociallyimpoverishedsociety thereexistalltoofewintermediatebodiesbetweentheindividualandtheState.And thisisapretextonwhicha power-hungryStatewouldbe quicktoseize,forinourphilo ophyitislegitimatefortheState tohandlewhat,cannotbedone bylowerandle-complexorganisations.
Butsuchanattituderemains pretextual,becauseifthesenaturalassociationsofmenbanded togetherforself-helpdonotexist insufficientnumberandstrengtn, itisthebusinessoftheGovernment,nottocreatethemfron above,buttofosterthemfrom below.Thiswouldbestbedone byacknowledgingthatthecivil serviceisover-swollen,thatmany functionsnowperformedbythe Governmentcouldbebettercurriedoutbylesserbodies,andthat itwouldmakeforbettergovernmentwerethecentralexecutive lessburdenedwithamultiplicity ofminormatters.Inthisway therewouldbecreatedanalmssphereofco-operativedesire amongcitizenswhonowregard thegovernmentasadistantand impersonaltask-masterandthemselvesasinsignificantcipher,
Inthisconnectionitwould appearthatLordBeveridgeis thinkingalongsimilarlines,and thathisviewsarehavingsome weightintemperingthepassi.tn for"planning"inBritain.It wascertainlyrefreshingtoread thattheBritishPrimeMinistse hadordereda10percentcut inthecivilservice,involvingthe dismissalofmorethan70,000 persons.Forassuredlyitwas notasignofsocialhealththat thecivilserviceofGreatBritain shouldhavemorethandoubledin thepast10years.Ifeelconfidentthatsimilaractioncould betakeninAustraliawithvery beneficialresults,forweare afflictedwiththesameillnessof "planning,"eachstepofwhich inevitablymeansaddinganother legiontothearmyofofficials.If alltheboardsnowexisting,and incontemplation,werehere enumerated,itwouldmakethe LitanyoftheSaintsappeara veryabbreviateddocumentby comparison,althoughitmiglit haveadifferentaromafromthe odourofsanctity.
However,whileLordBeveridge isworthyofcommendationfor thisratherobviousproposal,his viewsonfamilylifedonotawakenanypronouncedenthusiasm. His"ThirdReport'suggests communalnightnurserieswhere childrencanbeplacedsothat parentsarefreetoenjoythemselveseverynowandagain.He describesthehousewife'sjobwith alargefamilyas"franklyimpossible"-anditwillremainso unlesssomehouseholdtasksnow doneseparatelyineveryhome canbedonecommunallyoutside thehome."Thereportstresses theneedforrestcentresfor mothersandcheaperholidayaccommodation.
Now,IsupposeeveryreasonableChristianrealisesthate.,e7 possibleencouragementshouldbe giventowivestobecomethe mothersoflargefamilies.This involve,financialassistance,help inthehomeandproperperiods ofrelaxation.ButifLordBeveridge,oranyoneelse,imaeities thatitispossibleordesirableto removefrommotherhoodalarge measureofself-sacrifice,theyare sadlyastray.Andcertainly,of allthethingsonearth,theone inwhichprivacyandthepersonaltoucharemostnecessary isfamilylife.Hence,Isay,a plagueuponcommunalnurseries! Thecommonman,Ifancy,does notfancyanybodyelsetakingin hiswashing,letalonehischildren.Why,theabominablehabit ofengaging"baby-sitters"ispreferabletocommunalnurseries, thoughitisplainthatbothsystemsmighteasilydeffenevateinto "funkholes"forpeoplewho wantedtoescapetheresponsibilitiesofmarriedlife.Byall

DespitethefactthattheBritish andAmericanshavehadtoswallowjustsuchremarksinthe over-ridingneedofhavingSpain intheWesterndefencebloctor thesavingofEurope,Professor Murdochfeelsnoneedofmuzzlinghisprejudices.
Fromasobermanwhoiseternallypreachingtoleranceofall kindsofintolerablethings,itis rathershockingtoreadsuch phrasesas:"theunspeakable Franco,""thechiefcontemporary prophetoftyranny,""thebrutal littleCaudillo."Hisattitudeto theSpanishGovernmentisnota reasonedone-headducesnoevidence.Itisaprejudicebornof theBlackLegendwhichwas partandparcelofthatliberal secularisminwhichtheProfessor wasbroughtup. ProfessorMurdochwasreally ledintothisdigressionbythereflectionthatthereis"toomuch negationinourpolitics.Our chiefstockintradeisourviolent oppositiontothis,thatandthe otherthing."Hequotesthe WesternapproachtoSpainasa goodexample.IthinkProfessorMurdochhasmisreadthe situationintwoparticulars.Forif thedemocraticsystemshaveone weaknessmorepronouncedthan another,itisthehatredand dreadofpoliticaldoctrine,for anythingdefinedinclear,unequivocalterms.Lethimpondertheblessedword"socialism," withwhich,Imightrespectfully suggest,heshouldhavecommencedbywayofdefinition. Whereclear-cutideasarelacking, therecanscarcelybeviolentoppositiononareasonablebasis.
NowCommunismhasprecisely thisquality.Itknowsinclear outlineexactlywhatitwants;it haswell-provedandadaptable techniquesforobtainingit.The onlyotherthingofthatkindis Catholicism.Alltherestcomprisesawelterofwoollynotions andever-corrigiblehypotheses. ThatiswhybothCatholicism andCommunismareonthe march,fortheybothofferatotal explanationoflifeinthoselucid, unmistakabletermswhichthe averagemanwantsandneeds. means,letmarriedpeoplehave theirpleasure;butwhatiswrong withtheirrevivingthehomepleasuresofthepast?

OnEasterEve,1944,thetown ofCreteil,nearParis,suffereda terriblebombardmentbythe enemy,between400and500 bombshavingdestroyedorseriouslydamaged800buildings.
TheCarmelofSt.Therese, foundedin1664bytheQueen Marie-Therese,wifeofLouis XIV.,sufferedseverely.Allits rcofswereliterallysmashedto fragments,andmorethan300 panesofglassbroken.Thenuns weremiraculouslypreserved fromdeath.Inthemidstof thehavoctheycongregated.a theRev.Mother'scell,reciting theRosary,andwhenthebombs ceasedfalling,chantedtheMagnificatinthanksgivingfortheir preservation.
Thekitchen,theoffice,andthe vestibuleadjoiningtherefectory wereasfullofholesasasieve. Tremendousexpensehasbeenincurredtorestoretheconvent eventohabitablecondition.This calamityfollowedacruelexpropriationbytheFrenchGovern. ment,whichhadforcedtheCarmelitestotransfertotheirnow semi-ruinedpremises-thecompensationallottedtothembeing barelysufficienttomeetone-sixth oftheestimatedcost.

ThatinitselfwouldbesufficientreasonfortheChurchtoforbidthepractice.Thereare, however,manyotherreasons,and theyareappreciatedbymost non-Catholics.Itistruetosay thatthevastmajorityofnonCatholicsalsoburytheirdead, fortheyfeelthatthereissomethingveryunbecominginputting theminafurnace.Christians havealwaysreverencedthedead bodiesoftheirfellowmen,becausetheyknowthattheirbodies riseagain,becausetheyknow thatthosebodieshavebeenannointedduringlifeinBaptism andatdeathinExtremeUnction.
TotheCatholic,itseemsthe mostreverentthingtoburythose bodiesingroundwhichhasbeen speciallyconsecrated,and,accordingtotheceremoniesoftheritualwhichfromtimeimmemorial havebeenadaptedforburial ratherthanforburning.To us,itseemsfarmorereverent thatthebodyshouldbeallowed todecomposeaccordingtoits nature,thanthatitshouldbe violentlyconsumedbyfire.
Youmustalsorememberthat wearenottheonlypeopleopposedtocremation.Manyjurists,doctors,andinsurancecompaniesopposeitbecauseitobliteratesallevidenceofthecauseof death.Autopsiesperformedmany monthsafterdeathhaveoften provedthatthepersonhadbeen poisoned,andhasbroughtwelldeservedpunishmentonthe guilty,Werecremationtobecomegeneralitcouldbeaver easywayoutforthepoisoner. TheChurchtakesallthreepoints intoaccountwhensheinsistson burial.IfaCatholiciscremated,heforfeitstheprivilegeofa Catholicburial.Shouldhearrangetobecremated,noCatholicpriestmayadministertohim theLastSacraments,asheisin rebellionagainsttheLawofthe Church,andthereforetheLawof God.
Consideringtheunpopularity ofcremationevenamongnonCatholics,Ithinkthatthereis littledangerofthepracticebecominguniversal,soIamafraid thatyouwillhavetoputupwith thecemeteryorelsemovetoanothersuburb.Asregardsyour anxietyforspaceforworking men'shomes,Ithinkthatitwill beaverylongtimebeforeall
