IfthaChristiansinWestPunjab,whoaremostlyfarmers, wouldsettleinEastPunjab,the paperstates,itwouldopenfarm jobsfordisplacedMoslemsheree relievetheshortageoffarmlabourersinEastPunjab,and,if theChristianssettledintheborderdistricts,itwouldalsolessen thedangerofborderraidsby eitherMoslemsorHindus.BecauseofthecomparativelyfriendlyrelationsbetweenChristians andothersegmentsoftheIndian population,hestated,theywould notincurtheriskofpersonal dangerthatMoslemswouldby migratingtoEastPunjab.

ManyoftheChristiansin thisareawhomthedislocations haveleftwithoutlandandjobs arereportedreceptivetothe paper'sscheme.Iftheyleave PakistanforIndiathepopulation oftheChurchinPakistan,now estimatedatonly162,000,will beevenfurtherreduced.The workofconversiontoChristianityhasbeenconsiderablyslow-al upherebecausepagansaremore anxioustoembraceMohammed anismforeconomicreasons.

Thereareinallabout240 Lepersattheestablishment,which isaboutfourmilesfromDerby. 'Ilesituationisideal,andthe Leprosariumwellsetup.The hospitalisinthecentreofthe settlement,andissurroundedby wellbuiltlivingaccommodation forthosewhoarenothospital cases.Theenormoustaskof lookingafter,andfeedingthepatientsisinthecapablehandsof Mr.Carrollandhisassistantsuperintendent.Theyhavegotthe dutynotonlyoflookingafterthe welfareofthelepers,buthave frequentlytoundertakearduous journeysintotheinterior,when areportcomesinthataleperhas beenlocated.DuringmystayI frequentlymetboththeSuperintendentandtheAssistantSuperintendent,andtheirwives,and wasimpressedwiththeinterest islikhtheytookintheirwork, theChristiancharitywhichthey practised,aswellasthenonchalantwaytheycarriedoutdutieswhichnecessitatedcontinual contactwiththoseinfectedwith thedreaddisease.

Thirteenhundredmilesfrom Perth,thesourceofsupply,the Superintendenthastoprovide forthosepeople.Hehastoforeseeandcarryastockwhichwill lasthimforaslongassix months,ashehastoprovide fortransportdifficultiesandbe preparedtocarryonthroughthewetseason.Theestablishment isinmanyrespectsselfcontained.Theyruntheirownlight- ingplantandwatersystem. Theyrepairmostoftheirown machineryandputuptheirown buildings.Theyhaveherdsof goatsandpigs,theirowlnbutcher shopandbakery.Thoughmuch oftheworkisdonebythe natives,theymustbetrainedand supervisedtoanextentwhich wouldnotbenecessaryinthe caseofwhitepeople.Allthin1s donebytheSuperintendent,hit assistant,andtheirwives.They leadalonelyandahardlifein verytryingclimate,andshould receiveeveryconsiderationfrom theGovernment.

EXCELLENTMEDICALCARE.

Naturallythehospitalisthe mostimportantpartoftheLep- rosarium.Infactthewholesettlementisahospital,asallare potentialpatients,andaresubject tion,tosupervisionandinspecevenwhentheyhavebeen declarednegative. Iwasgiven permissiontovisitthehospital onemorningwhenthenative's werebeingtreated.ThreeSisterswereengagedingivinginjections,wearingrubberglovesas necessaryprecaution.Atthe sideofeachSistertherewasa trayofsterilisedsyringesand anothertraycontaininglittlebottlesofthedrugsbeingused.At presentthreeoftheverylatest drugsarebeingtriedonpatients invariousdegreesofinfection.

WORTHYCAUSE.

TheSistersofSt.JohnofGod, sowellknowninthisState,undertakethenursingofthelepers. TheseNunscannotbetoohighly praisedforthewayinwhich theydotheirwork,anduseevery meanstolightenthelotofthe unfortunatepeople.TheeveningIarrivedIwasentertained withaprogrammeoffirst-class musicbyanorchestraofabout thirtylepers.Mostoftheplayerswerepure-brednatives,who outafewyearsbeforehadnever evenseensomeoftheinstruments theynowplayedsoproficiently. Thehappinessdepictedonthe facesofthosenativesasthey playedmademerealisewhata distractionitmustbetothemto beabletoturntheirmindsto music,andforgetforatimeat leasttheafflictionwithwhich theyareburdened.Manyof themareabletoplayseveralinstruments,andmostofthem,I wasastonishedtolearn,were abletoreadmusic.Thetone wasexcellentandthetimingperfect.Severaltimesthateveningtheysangtotheirownaccompanimentinperfectharmony andtune.Theorchestraisthe workofMotherAlphonsus,who isinchargeoftheSistersatthe Leprosarium.Withpainstaking careshehastaughtandencouragedthemtodeveloptheirnative tastesandlovefornrisic.Many anhourofthetimethatwould havebeenspentinmopinghas beengivenbythenativestomasteringtheirinstruments.Idoubt ifanycommunityofthecame sizehaseverachievedsuchmusicalsuccessasthesenatives.But

Isisgreatlytothecreditofthe GovernmentDepartmentthatit doesnothesitatetosupplythe mostexpensivedrugsinthehope ofdoingsomethingforthesepoor natives.Sixtyormorepatients receiveintravenalandintermuscularinjectionseveryday,and everyfortnightabloodcounthas tobetakenbyoneoftheSisters ofthosewhoaregettingthis treatment.Everydetailofthe treatmentiscarefullytabulated, andthequantityofthedrugadministeredandthedietisadjust- edasaresultofahighorlow bloodcount.Thosewhoarefamiliarwiththiskindofworkwill appreciatethelabourwhichthis new,treatmentmeanstotheSistersinthehospital,buttheyare sointerestedinthetreatment thattheydonotthinkofthe workitentails.Iwastherein winterweather,buteventhenthe heatwasverytrying.Whatit mustbelikeinthesummer. shuddertothink.Yetdayafter daytheygoonwiththeirwork ofmercy.

NATIVERETREAT.

WhileIwasattheLeprosar-iumItooktheopportunityof conductingalittleretreatforthe natives.ThereareaboutahundredCatholiclepersattheSettlement,andtothemIpreached eachnight.Ifoundthemvery goodlistenersindeed,butitwas notaneasytasktososimplify' mylanguagethatitwouldbeunderstoodbyall.Manyofthem arereasonablygoodatEnglish, butsomeofthemareverylinkedintheirvocabulary.Ifound thattheonlythingtodowasto takeoneidea,andexpressitover andoveragaininvariousways, andtoillustrateitwithalittle storywherepossible.

ABNORMALLIFE. Itwasverysadtoseethe numberofyoungboysandgirls inthecongregationafflictsIwith thisterribledisease.Thenatives,andespeciallythelepers,

SeveralofFatherUeda'sconvertsareinSugamoprisonnow, havingbeenbroughttoTokyofor afinaldecisionontheirdestiny.

MoststrikingcaseofFather Ueda'scareerwasthatof"the otherSergeantUeda;"forwhom thepriesthadbeenmistaken.He, too,finallywoundupintheprison,andFatherUedawasexonerated.Whatthepriestfeltis instructingthismanhewillnot say,butthefactisthathebaptisedhisdoubleandaccompanied himtoexecution.

Objectivewasre-affirmed.There isaverystrangereluctanceon Labour'sparttomakeitsfinal aimsclearbeyonddoubt.Itis allthemoreoddinthatbydoing soitcoulddisarmthewholearsenalofpoliticalcriticismand wintoitselfsolidfriendsandallies.

Furthermore,agreatdealrf waterhasflownunclrthesocial bridgesince1921,andthepresent universaltrendtowardstotalitarianiMscannotbeignoredinassessingthevalueto-dayofasocialinterpretationgiven27years ago.ThiBishops'Statement acknowledgedthewarasonefactorwhichhasgivenastrongimpetustotheideathattheGovernmentshouldtakeafarmoredirectpartineconomicaffairs.

Anotherpuzzlingaspectofthe matteristhatwhilethePrin:e Ministerprofessessomekindof moderation,howeverslight,in thematterofnationalisation,and isinsistentonitsimplementation byconstitutionalmethods,twoof hisCabinetcolleaguespublicly advertiseamuchwiderfieldof governmentinterference,and suggestthatitwillbebrought aboutindespiteofthelaw(an.I inferentially,ofthepeople'swill). Itmaybewelltostressandrestressthatevenwherfromits nationalimportance,someindustryshouldcomeunderpublic controlbecausethereisnoother wayofdealingwithit,itshould notbeconductedasacentralised monopoly.Directgovernment ownershipandcontrolisnotthe onlywaytosecurethecommon goodinpublicutilitiesornationalindustries.Andinrepro toMr.Chifley'squasi-defir.ition, itshouldbenotedthatthequestionofeflici/icyisofsecondary importance.Itwill,asarule, bemoreconsonantwithpersona' libertyandthepublicgoad,for theStatetoexercisestrictsupervisionoverthelarge,monvol;sticenterprisesthantobringthmn undergovernmentownership.The caseforco-operativeownership andcontrolhasnever,beenseri ouslyfaced,anduntilitis, "nationalisation"willbemoreof apretextthanaseriouseffortat socialreform.

Themeasureisunderconsiderationbyasub-committeeofthe HouseheadedbyRep.Pacifico Lim,whosupportsitvehemently anddiscountstheeffortsofreligiousgroupstopreventitspassage. Inbrief,theseamendmentsto thepresentlawareproposed:

1.Requirementsformarriage tobeconsent,capacity,celebrationandcivilauthorisationofthe personperformingtheceremony.

2.Removalofthecurativepro- visioninthepresentlawtothe effectthatabsenceofformalities doesnotinvalidateamarriage contractedbypartiesingood faith,andinthehonestbelief thateverythingislegal.

3.Restorationoflegalrecognitiontorelativedivorce(separation).

4.Broadeningofthecivilannulmentgrounds,toprovidefor nullificationofmarriagewhen eitherpartyparticipatesina ceremonywhileintoxicated,undertheinfluenceofnarcoticsor inahypnoticstate;concealmentofdiseasewhichwouldseriouslyendangerthehealthofthe innocentspouse.

TheStatementbeginswith' pointingoutthat,asaresultof theSecondWorldWar,GovernmentsindevastatedEuropehave beencompelledtointerfereinthe economiclifeofthepeopletoan extentheretoforeunknown.Even hereinAustralia,theideathat theGovernmentshouldtakea farmoredirectpartineconomic affairshassogrown,thatthere aresomewhoholdthattheGovernmentshouldassumedirect ro.rship,andcontroloflard amiindustry.Onthisaccount therehavebeenmanyrequests, thattheteachingoftheChurch shouldbesetforthwithgreater clarityanddetail.Thatbriefly istheobjectofthepamphlet.

Threeterms,whicharefrequentlyconfused,arefirstofall defined.ThetermsCommunism,SocialismandSocialisation arequitedistinct,andinreality havequitedifferentmeanings.

DEFINITIONS.

Communismisapoliticalphilosophy,basedonmaterialism.Ita aimiscompletecontrolofall economicresources:Itspoliticalobjectiveisdictatorshipby oneparty,andthisisachievedby violence,andthedestructionof allotherparties.

CommunismiscompletelyopposedtoChristianity.

Socialismadvocatesthatthe Stateshouldtakeover,andoperatetheentiremachineryofproduction,distribution,andexchange.ItdiffersfromCommunisminthatitsfollowers hopetoattaintheirendbypeacefulratherthanbyviolentmeans.

InthisstrictsenseSocialismis repugnanttoChristiansocial principles.

Socialisation,whenitsobjectis thesameasSocialism,is,of course,opposedtoChristian teaching.butifitmeansthatthe Statetakesoverpublicutilities suchasrailwaysandelectricity supply,ownershipandcontrolof basicindustries,andmonopolies, whichcannotsafelybeleftin privatehands,itisnotnecessarilycontrarytoChristianprinciples.TheChurchrefusesto

interfereinmatterswhichare purelypoliticaloreconomic,unlessproposedlegislationviolates anymoralprinciple.Thenshe mustinterfere.Apartfrom suchcircumstancesCatholicshave gotcompletefreedomtosupport ortoopposeanysuchlaw.

NORMALECONOMY.

TheteachingoftheChurchon thequestionofSocialisationcan beunderstoodonlyifcertain fundamentalprinciplesareappreciatedbeforehand.Itis,for instance,necessarytoconsider thetypeofeconomytheChurch regardsasnormal,andthevariousformsWhichStateinterferencemaytake.Itisperfectly obviousthatthewellbeingofthe individualisnotmeasuredbyhis bankbalance.Thestrengthof themarriagebond,thewelfareof familylife,thefreedomtopractisehisreligionandtoenjoyhis inviolablerights,mustgosideby sidewiththeequitabledivision ofthisworld'sgoods.

THEFAMILY.

Althoughtheprimarytaskof agovernmentistopromotethe ccmmongood,thisdoesnotmean thatagovernmenthaseitherthe dutyortherighttoregulatein detailthelifeoftheindividual orofthefamily.Thetaskof thegovernmentisratherto securetheconditionsinwhich boththeindividualandthefamilycanfulfiltheirproperfunctions.Thebasicinstitution withinthecommunityisthefamily.Thefamilycomesbefore theState.OneofthemostimportantfunctionsoftheState:s toassistthefamilytofulfilits purpose.Sincethefamilyisthe corner-stoneofsociety,itshould notbeatempoaryassociation. This,however,willinevitably happenunlessthefamilyisendowedwithpropertyhanded downfromfathertoson.The institutionofthefamilydefended bytheChurchisfarremoved fromtheemasculatedversionto whichthemodernworldhasbecomeaccustomed.InChristian thought'thehomeisatoncean economicandindustrialcentre preparinggoodsforfamilyuse; aschoolinwhichtheyoungare introducedtotheuniverse;a sanctuaryforrestandrelaxation;atemplededicatedtothe praiseofGod,"Theonlytypeof economiclifewhichisacceptable toChristiansistheoneinwhich thefamilyandthehomecan prosper,andasaunitypraise andserveGod.Thebesteconomicorderisoneinwhichthe majorityofmenareworking proprietors,wheretheyearna livingforthemselvesandtheir familiesfromworkingtheirown property,beitafarm,ashop,or smallfactory.Ownershipand controlbythefamilyofitsown resourcessecuresforitfreedom andvirility.

instability,aslongasthisgroup doesnotbecomesonumerous, thatsocietyisdividedintotwo classesasitisto-day,andas longastheordinarymanisnot deprivedofthechanceofbecomingaworkingproprietor.Though. theChurchdesiresworkingowners,itdoesnotholdthatallpropertyshouldbeinthehandsof privateindividuals.Forexample,propertywhichcarries withitdominatingpower,cannotwithoutgravedangerbeleft inprivatehands.Thatdoes notmeanthattheCentralGovernmentisofnecessitytheproperbodytocontrolsuchproperty.Wherepossiblethisshould beexercisedbylocalauthorities, municipalities,andsuchlike.

CAPITALISM.

Itisnottheproperthingfor themainbodyoftheworking populationtoearnitslivingby workingforemployersasunder theCapitalisticsystem,orby workingfortheGovernmentas underCommunism.TheChurch isjustasemphaticincondemningCapitalisticMonopoly,asshe isincondemningCommunism. Bothsystemsgiveatinyfew controlofpracticallyallmeansof production,andthemassesown nothing.Smallandmediumproprietorsarecrushedoutbybralt systems,andhavegottobarter inordertolive.

RURALSETTIEMENT.

Onemethodofsecuringsmall proprietorsinacountrylike Australia,isbyencouragingand assistingfamiliestosettleonthe land.Alargepopulationofindependentsmallfarmerswould thenliveon,andfromtheproductoftheirow'nworkandinitiative.Letitnotbeforgottenthatnocivilisationhasever enduredinwhichthefarming communityofsmallholdingshas beenallowedtobedestroyed. Whatthefarmingclassdoesfor thefamilyinthecountry,the workingproprietor,thesmallfactoryowner,theprivatebusiness concerndoforthefamilyinthe city.Thereisnodoubtbutthat themoderntendencyistowards bigbusinessandmonopoly,which aresodamagingtofamilylife, andwhichdeprivetheindividual oftherighttosetuponhisown. Publicauthoritiesshouldthereforenotsetuphugeindustrial concerns,norpermitthemtofall intothehandsofafewmenin caseswheresuchgoodscanbe producedeconomicallybysmall firms.

TRUSTSANDCOMBINES.

Theprimaryformofgovern mentinterventionshouldbe Lb breakdowntheconcentrationof themeansofproductionwhere thisispossible,andtodistribute itamongsmallproprietors.This wasdonewithsomesuccessduringthewar,whennumerous smallfirmsproducedvaj-ious partsofcomplicatedmachinery. Thefinishingandassembling only,beingdoneinthelargefactory.Undernormalcircumstancesthisfacorywithitscomplexorganisationofpresidents, boardsofdirectors,engineers, specialists,andshareholders, couldbereplacedbyaco-operativeorganisationofsmallpro-

prietors,financedbytheirown co-operativebank.

Then,insteadofthenations economybeingdominatedby hugecompanies,trustsandcombines,withsuchdisastrousresults,therewouldbeasystemin whichthevastpercentageofthe populationwouldhaveatheart thematerialprosperityofthe nation,andeachfamilyorgroup offamilieswouldbeindependent ownerproducers.Theconcentrationofownershipisnotinevitable.Ithascomeaboutthrough manyreasons.Firstofall,men's mindshavebeenconcentratedon thequestionofmoneymakingto theexclusionofallelse.That materialismcanonlybecuredby spiritualremedies;bygetting mentoseethetruepurposeof lifehereonearth.Thesame smallgroupofmenhavebeenallowedtospreadtheircontrolover moreandmorefieldsofproduc-

tion,bypurchasingsharesin manypubliccompanies,andhave beenpermittedtobringabout untoldmiserybytheirspecula-tionswiththeseshares, ADVERTISING.

3.WhereSocialisationhasthe meaningwegivetoSocialism,n thepreviousnumber,itisneedlesstosayalsoopposedto Christianteaching.

4.IfSocialisationmeansthat theStatehastherighttoplace undercontrolthoseindustries whicharetoovitaltothecommongoodtobeleftinprivate hands,theninthatlimitedsense Socialisationisnotopposedto Christianteaching.

5.TheNationalisationofany particularindustry,withinthis limitedgroup,isnotopposedto Christianteachingsolongasit isnotintendedasonestepon theroadtototalsocialisation.
