Therefore,whenGodcreated man,HeatthesametimecreatedSociety.Thisisclearbeyond thepossibilityofdoubt,foritis asnaturalforamantoassociate withhisfellowsasitisforfish toswimorbirdstofly.Now, whenGodcreatedman,Hewas boundtoprovidehimwitha never-failingstorehousefrom whichtodrawonforhissubsistence,andthisHedidinthefertilityofthesoil.

ButwhataboutSociety?Did GodleaveSocietytoscramblefor themeansitwouldneed?As weallknowonlytoowell,no soonerdoestheStatearisethan itneedsrevenue.Thisneedfor revenuesissmallatfirstwhile populationissparse,industry rude,andthefunctionsofthe State withfewandsimple.But, thegrowthofpopulation andadvanceofcivilisation,the functionsoftheStateincrease andlargerandlargerrevenues arerequired.

Now,HeWhomadetheworld andputmaninit,Hethatpre- ordainedcivilisationasthemeans wherebymanmightrisetohigh- erpowersandbecomemoreand moreconsciousoftheworkof hisCreator,musthaveforeseen thisincreasingneedforState revenues,andhavemadeprovi- sionforit.That'istosay:The increasingneedforStaterevenueswithsocialadvance,beinga natural,God-ordainedneed, theremustbearightwayof raisingthem-somewaythatwe cantrulysayisthewayintendedbyGod.

Itisclearthatthisrightway ofraisingpublicrevenuesmust accordwiththeMoralLaw. Therefore, itmustnottakefrom theindividualwhatrightfully belongstohim.Itmustnot givesomeanadvantageover others, asbyincreasingthe pricesofwhatsomehavetosell andothersmustbuy.

Itmustnotleadmeninto temptation,bizrequiringtrivial oaths,bymakingitprofitableto lie,toswearfalsely,tobribe,or totakebribes.
