WHATITALLABOUT?

LetusstartinMexicoonNovember8,lastyear.Atthattime andplaceasmanyoftheformer membersoftheSpanishCortesas survivedthedefeatoftheRepublicansbyFrancometinconclave torestoreagovernmentinexile. TheirrealleaderwasIndalecio Prieto, leaderoftheSpanishSocialists, andtheSocialistsdominatedthemeeting.Itdrewupa manifestoandelectedJOseGiral PresidentoftheSpanishRepublic.Thuswasconsummateda longmovementthathadstarted almostimmediatelyafterFranco's victory.

ThisgroupmeetinginMexico preferredtocallthemselvesRepublicans,forreasonsthatwillappearinamoment.Theyhadtakenstockofthereasonsfortheir failureinSpain,andhadmostly cometotheconclusionthatthe realreasonforitwastheCommunists.

Moreover,liketheSocialistsin mostofEurope,theyhadbecome thebitterestenemiesoftheCommunists,who,they,said,are',not interestedoneiotainthewelfare oftheworker'sorofSpain,but onlyintheforeignpolicyofRussia.

Meanwhile,however,inParis, aftertheliberation,therewasrevealedanothergroup,whichcalled itselftheSupremeJunta.Thiswas aCommunist-dominatedgroup, thoughtheprincipalfigureinit wasafellow-traveller,JuanNegrin.

Strangelyenough,however,anothermemberof,itwasourold friend,theCatholic,GilRobles, leaderoftheCatholicRepublicans intheso-calledLoyalistGovernment,andinexilesincethetriumphofFranco.

NEGRINTRIESTO

INFLUENCEU.N.O.

WhenthisParisgroupheardof theprojectedMexicomeetingthey senttheirstooge,Negrin, tosee theU.S.StateDepartment,and tomakehiswayontransitvisa toMexico.

November20,1945,fromMexico, thatNegrinhad"declaredwaron theSpanishRepublicanGovernment."

TheCommunistfellow-travellers, theCommunistpress,andthe dupesofthepartylinealljoined inacampaignofcharacterassassinationintheapprovedfashion: theself-styledSpanishRepublican Governmentwerecalledappeasers,Francoagents,Fascists,allthe badnames.

Now,whatdoesallthisaddup to? Thereareobviouslytwo groupsoutsideofSpainwhichare biddingforworldsupport.They areagreedononlyonething:get ridofFranco.

Butonegrouptakesordersfrom Moscow;theotherrefusestodo that.OnegrouptheCommunist,wantsaviolentover-throwof Franco;theothergroupholds,in thewordsofPrieto,asreported intheU.S.Socialistpress,that "themainpointistogetridof Francowithoutinflictingonthe Spanishpeoplethehorrorsofan insurrection."

COMMUNISTSHAVE UNLIMITEDMONEY

TheCommunistgroupseemsto haveunlimitedmoneyttheSpanishgoldthatwasstolenfrom Spain);theRepublicanscomplain ofpoverty.TheRepublicans wantasecretplebisciteballotto settlethequestioninSpain,and saytheyareconfidentoftheresult;theCommunistsareviolentlyopposedtothis-naturally, sincetheyareasmallminority.

Whatislikelytobetheoutcomeofallthis?

Inordertoanswerthatquestion,wehavetoestimatesomeof theotherforcesthatareinvolved.

ThefirstoftheseistheUnited Nations.AtSanFrancisco, FrancoSpainwasexplicitlyexcludedfrommembership.At PotsdamtheexclusionwasrepeatedbyStalin,Truman.and Bevin.Later,PresidentTruman saidwedonot"like"theFranco Government.Buthehadalso saidwedonotliketheTitoGovernmentinJugoslavia,andhe laterignominiouslyrecognisedit. DittoforBulgariaandRumania.

FRANCODIDNOTATTACK USINTHEBACK

Thisthesishasthisinitssupport:thatasafactFrancodidnot attackusinthebackwhenweinvadedAfrica,thathedidnotcaptureGibraltar,ashecouldhave, andthatasafact,thepricehe demandedfromHitlerwasdeliberatelysohighthatHitlercould notacceptit.

ThoseopposedtotheHayes' thesisofferthelamerebuttalto theseargumentsthattherealreasonwhyFrancodidnotenter thewaragainstuswasGerman stupidity,buttheycan'tget overthefactthathedidn't,and afterMr.Hayes'arrivalevenbegantohelpus.

Itdoesseemtobeafact,however,thatFrancodidreallyexpectHitlertowin,atleastbeforeAmericagotintothewar. But,then,whodidn't?-aboveall inEurope.

Thereistheargument,and, afteritisallspunout,thismuch iscertain:logicwon'tsettleit,as manyatriumphantdebaterhas foundbefore.Whatwillsettleit willbeacombinationofforceand self-interest.

WhatmakestheSpanishquestionsodifficult,however,isthat inthisinstanceforceisonone sideandself-interest,forus,ison theother.

NeitherGreatBritainnorthe UnitedStateswantsaCommunistcountryplantedontheAtlanticandtheMediterranean.That wouldbeafirst-classdisaster.But Russiaobviouslydoes.Andat presentsheseemstowieldthe forcetocompelustogiveher whatshewantsanywhere.And shecertainlywantsaCommunist GovernmentinSpain.Soour self-interestisatoddswithher force.Itremainstoseewhatwe candoaboutit,orwillhavethe couragetodo.

Thisalsowill,infactmust,suit BritainandtheAmericans.

Whatkindofagovernment (mildFrancoaccept?Itseems nowthatheisanxioustogetrid oftheFalangists,whoarecertainlyFascists,andhavenoplace inthemodernworld.TheFalangiststhemselvesseem,willing togetout,providedtheycanescapefromSpainwiththeirskins whole,about15,000ofthem.

IftheCommunistscomeinthey willnotescape.WilltheyescapeiftheRepublicananti-Communistscomein?(Itwouldseem probable,fortheRepublicansdo notwanttocomeinbyrevolution.Francohaslittlebylittle gotridoftheFalangists,though hehadnotallowedaone-party systemtobesupersededbyademocraticregime.

WhatwouldFranco'stermsbe ifheyieldedtoUnitedNations pressure?Iamnotinhisconfidence,naturally,butitwould seemthattheywouldbeabout these:

Firstofall, ofcourse, there wouldhavetobeguaranteesthat Russiawouldnotrulethecountry. Thiswouldalsobethedemand ofBritainandtheUnitedStates, unlesstheyhavetakenleaveof theirsenses, andaredetermined tobetrayWesterncivilisation, andabandantheirownsafety.

Idonotthinktheywill,unless againtheysimplyclosetheireyes torealities.Ireallybelievethat somedaywewillputastoptoappeasement,asBritaindidafter Munich,whenitbecameaquestionofPoland,andSpainmay wellbethestoppingpointthis time.

SoFrancocouldwellagreewith usthere.

COULDWETRUSTSPANISH REPUBLICANGOVERNMENT?

Whatisitallabout?Withall thatsmokefloatingabout,just whereisthefire?Whosetit, andhowbigisit?

Nearlyeverybodyseemstothink thereisjustonesimplealternative.Allyouhavetodoischoose. YettheSpanishsituationis aboutascomplicatedasany puzzleeverdevised.Thesimple good-v.-evilformuladoesnot work.Itis,infact,disastrous.

SomeoftheRepublicansalmost begantothinkthatmaybeNegrinhadgivenuptheCommunists.Mostofthem,however, wereafraidtotakeachanceand electedGiral.

Wearetoldthatspecificinstructionshadcomefrominside SpainfromtheundergroundSocialist,Anarchist,andLabour groupsthattheCommunists"had tostayoutofSpain."Negrin wasnotevenallowedintheCabinet. Ontheotherhand,ex-AmbassadorHayes,inhisrecentbook, "WartimeMissioninSpain,"offersthethesisthatFranco,with aGermanarmyonhisborders, wasmerelytryingtoputHitler offwithfairwords.

ItisatthispointthattheSpanishRepublicansareapproaching theU.S.Governmentwithaplan. AftertheUnitedNations,the Communists,andFranco,they arethefourthelementintheproblem. Theyarecertainlyanti-Communist,perhapsthemostantiCommunistamongalltheliberal forces,becausetherearenofellow-travellersamongthem.

Oneoftheirorgans,the"New Leader,"showsthisbeyondcavil. AndtheyarecertainlythebestinformedabouttheCommunist partylineamongallanti-Communists,asthissameorganabundantlyshows.

PLANOFSPANISH REPUBLICANS

TheCommuniststhemselves,by theirviolentattacksagainstthe SpanishRepublicanGovernment inexile,whichislargelySocialist, showwherethewindisblowing.

ItisassumedalsothatFranco willbewillingtobowoutofthe picture, providedtheCommunists donotcomeininhisplace. It isalsoassumedthatifFranco doesbowout, hewillbewilling toyieldtoaGovernmentwhich willbeSpanishandnotRussian.

Next,IthinkthatFrancoand hismoderatesupporters(notthe Falange,ofcourse)woulddemand thatanysuccessorstohisregime wouldnotbepersecutorsofthe CatholicChurch.(TheFalange isopposedtoeverythingthe Churchstandsfor.)Couldwe trusttheso-calledSpanishRepublicanGovernmentinexileto guaranteethis?
