Herecondensedfromthe"LondonIllustratedNews"(June17)isthecommentofthedistinguishedEnglish authorandhistorian,ArthurBryant, onthissorrybusiness.
Mr,Churchill'srecentremarkson SpainintheHouseofCommonsrub bedanumberofwell-meaningpeople upthewrongway.ThosewhoformerlyviewedtheSpanishCivilWaras atestingbattlefieldbetweendemocracyandFascismseemtofeelabout Spainto-daymuchasthemorepious kindofschoolboyfeels,whengrown up,abouthisoldschoolandthehomericcontestsofhishappy,ferocious, partisanyouth.Theywant,ofcourse, likeeveryoneelse,tobeatHitler.But thesatisfactionofdoingsowouldseem almostasoberpleasuretothemcomparedwiththeecstatic,poeticsatisfactiontobegotfromseeingDictator Francoviolentlyslungout.Itwas inSpainthattheyfirstpinnedtheir heartstoanembattledideology,and thereissomething,eveninBloomsbury,aboutafirstlovethatnolater attachmentscaneverquiteobliterate.
Yet,leavingideologyforamoment outofthequestion,whatarethefundamentalfactsaboutSpainsofaras theyaffectthiscountryandthecause furwhichitisfighting?Thefirstis thatenunciatedbyMr.Churchillin theHouserecently.Inthesummer of1940,whenourplightwasalmost desperate,thisvaliantEnglishman, whomeventhemostbellicosenonbelligerenthasneverdaredtocallan appeaser,warnedbothItalyandSpain inturntokeepoutofthewar,declaring,atthesametime,thatwehadno miitantdesignsagainstthemortheir institutions,andthatwehadnowish buttoremainatpeacewiththem.In thishewasprobablyspeakingfor99 outof100Britishpeople.Mussolini's Italychosetodisregardthatfriendly adviceandwarning.Bydoingsobeforesheruinedherself,shenearly broughtdownourcauseandthatof humanlibertythroughouttheworld.
ShecuttheMediterraneaninhalf,isolatedMalta,andencircledourforcesin Egypt,which,withtheout-numbered MediterraneanFleet,alonethenstood betweenHitlerandhisambitionofan AxisblocfromthePacifictotheAtlantic,Tensofthousandsofour countrymenlosttheirlivesasaresult andalongperiodwasprobablyadded tothewar.Spain,ontheotherhand, thoughherentryintothewarinthe summerof1930wouldhaveletthe GermansintoNorthAfrica,given themtheFrenchFleet,closedthe WesternMediterranean,andexposed ourvitalandprecariousSouthAtlantictradeandsupplyroutestooverwhelmingattack,deliberatelyand wiselychosetokeepthepeace.She didsoagainintheautumnof1942, when,asMr.Churchillrevealed,itlay withinherpowertowreckourcrucial NorthAfricanexpeditionattheoutset.Forwhatevermotives,andin theteethofideologicaldifferences,her GovernmentpreferredpeacewithBritaintosubserviencetoGermany-and in1940,atanyrate,suchapreference inaStatewithalandfrontierexposedtotheGermanArmy,showedacertaincourage,ifnothingmore.Yet ourwould-beidealogicalcrusadersurge usnowtomakenodistinctionbetween ItalyandSpain.Both,theydeclare, wereFascist,andbothmusttherefore hetreatedalike.Inotherwords,the friendshipthePrimeMinisteroffered toSpaininthedayofourweaknessis toberepudiatedbyusinthedayof ourstrength.Thisisalittlelikethe moralityofHerrRibbentrop.Itwould illbecomeEngland,andillserveher causeintheworld.toshowsuch Machiavellianduplicity.Norwould suchanactofcynicalbadfaithredoundtothecredit-orultimatewelfare-oftheSpanishpartyorfaction itassisted.Itwouldalmostcertainly makeitintenselyunpopular.Spaniardsresentforeigninterferencein theirownaffirsevenmore,ifpossible,thanwe.
Thisisnottosaythatweinthis countrywanttoseeFrancoorany otherdictatorpermanentlyestablishedastherulerofSpain,orforone momentapproveofsuchaconception ofgovernment.MostEnglishmen

wouldgladlygivetheirlivesrather thanallowasimilarruletobeestablishedinthiscountry.Butmost Englishmen,Ifancy,wouldgivetheir livesjustassurely(weretheyever byillchancebroughtfacetofacewith it)toterminateintheirownlaw-abidinglandtheanarchy,lawlessnessand violencewhichexistedinSpainbefore Francorosebytheswordtopower.I happenedbyanevilchancetosee somethingofthatanarchy,andallthe specialpleadingofidealistswillnever convincemethatwhatIsawwasanythingbutcruelandevil.Thatit arosefrompastneglectandsocialinjusticeIamfullypreparedtobelieve, butIdonothold--andscarcelyany Englishmandoeswhenheisbrought facetofacewithit-thatcrueltyand injusticejustifycrueltyandinjustice. Ablood-frenziedcrowdwreakingvengeanceonthehelplessandinnocentis asterribleandvileaspectacleasa tyrantdoingthesamething.Agang oflawlesstoughsishatefulwhetherit doesitsdirtyworkinblackshirtsor red.Ifalloweditshead,italways producesadespoticmilitaryreaction. Ifanyonewantstostudythetragic storyofthelastSpanishRepubliche willfinditdispassionatelysetoutin oneofthegreatesthooksofourage, SalvadordeMadariaga's"Spain-the workofamanwhohatesFranco'sdictatorshipandallitstandsfor.Yet theoverwhelmingimpressionleftbya readingofMadariaga'stragicpagesis thattheinevitableconsequenceofthe Republicanleaders'failuretokeep publicorderwasamilitarydictatorship-inotherwords,Franco. ThetruthisthattheSpanishproblemisanintenselycomplicatedone, andoflongandpainfulstanding.It
isnottobesolvedbytheresolutions ofEnglishdebatingsocietiesortheinnocententhusiasmofBloomsbury's socialgatherings.Itspringsfrom Spanishhistory,geographyandclimate:aboveall,fromtheconsequence ofthesethings-theSpanishinability tocompromiseandtheSpaniard'sinstinct,alikesonobleandsoridiculous,todieforhisopinions.Britons, thoughtheysometimes(astheworld periodicallydiscovers)diefortheir convictions,neverdosofortheir opinions.Theymerelymodifythem bydiscussionandpeacefulcontroversy. ThatiswhythemakeParliamentary democraticwork.Spaniardsarenot that-yet. Perhapsintimetheywillbecomeso, astheirregionalismgrowslessintense andthespreadofknowledgebecomes moregeneral.WhatSpainprobably needsto-dayaboveeverythingelseis someunifyinginstitutionorsymbol whichcanarouseacommonenthusiasminallSpaniardsandgivethema commongroundonwhichtheycan graduallybreakdownthebarriersof internicinehatred,fearandrevenge. Theyneedaconstitutionalmonarchy likeours,or,tousealessinsular idiom,suchastheirownmonarchy wasintheunifyingdaysofFerdinand andIsabella,Perhapsonedaythe worldwillseeaKingofSpainwho marriesananarchist'sdaughterand givesaredandgoldenPrinceofAsturiastoapeoplereborn.Thenonce againSpainmaydotheworldsome greatanduniqueservice,asshedid 11 thefifteenthandsixteenthcenturies,whensheenlargedforalltimethe materialandspiritualfrontiersofhumanity.FortheSpanishraceisone oftheverygreatestofallthegreat racesofmankind,andthefiresof Spanishgenilfsandfaitharenotextinct,Theymayonedayblazeinto anewcreativeflamethatwillwarm andilluminatethewhole'world.
ThebestserviceBritonscandoto Spain-aseveryBriton'fromWellingtononwardswhohashadlongexperienceofSpanishpoliticshasadvisedistoleaveheralonetoworkout.her ownsalvation,and,insteadofdarkeningIberiancounselwithangryAngloSaxonwords,dotheirbesttounderstandthepeculiarpoliticaldifficulties underwhichSpaniardslabour. Let us.injusticetoagreatpeople,rememberthatwetoohadsuchup'sand downsinourearlierdemocraticevolutionthreecenturiesago.andthat, whenEngland,tryingtorunbeforeshe couldwalk,lapsedintoanarchy,a militarydictatorcalledOliverCromwellruledherforsevenYearsbythe sworduntil,onhisdeath,anothermilitarydictatorcalledGeneralMonkdiscardedtheswordandrestoredtherule ofCrownandParliament.

Well,thatisawideanddeepprohlcm.
Inthefirstplacemuchpainandsufferingspringsfrommoralcauses,from theevilactionsofmen,Inthesecondplacepainandsufferingsprings fromnaturalcauses,andifweexpectedGodtopreventallsufferingand physicalpain,intheworldasitis,we wouldhavetoexpectadirectdivine interventionineachcase,aconstant settingasideofthenormalcourseof nature.
Inthethirdplacethehistoryofmankindshowsushowmuchthehuman raceowestosuffering,notonlyinthe moralsphere,butalsointhefieldof humanendeavour.Wouldmanhave achievedsomuchhadhelivedalways inanelysianworldfreeofsuffering?
ButIthinkyouareconcernedmore particularlywithoneaspectofthis problem,becauseyoustressthepoint ofsufferinginachildnotoftheage ofreason.Whyshouldtheinnocent suffer?Whyshouldachildsuffer whocannotbenefitfromsuffering?
Inanswertothis:
Isitcertainthatsuchchildrenreallysuffer?Youyourselfcannotrememberhavingfeltpainorhungerbefore youreachedtheageofreason.If youwereunconsciousyouwouldnot sufferpaineventhoughyouappeared tobeinagony.Somesaythatchildren.beforetheageofreason,areunconsciousofpainandthatitmaybe reasonablyheldthattheydonotsuffer.Whateveraboutthis-andIdo notputitforwardasmyopinion-it isobviousthatamansufferslessfrom painthelesshismindentersintoit, andIthinkyouwillagreethatalittle childisnotcapableofexperiencingthe agonythatpaincanbringtoagrown person.

Thepointwasinreferencetothe chargeofexcessivecruelty-levelled againsttheInquisition.Itwaspreciselyintendedtoshowthattheywere notexcessiveifviewedinrelationto .thescaleofpunishmentsandthetype ofpunishmentinflictedbyothercourts bothatthattimeandevenmuch lateron.
Whetherornotit'wasrighttoinflictanypunishmentinthenameofreligionisanothermatter.Thatpoint wasnotsofinethatyoushouldhave missedit.
Ipresumethatyoudonotmeanby yourremarksthattheSpanishInquisitionwaswhollyevil,foritwas not,.Itdidagreatdealofgood.I presumeratherthatyoumeanthatthe excessesoftheInquisitionwereperpetratedinthenameofreligion.In otherwords,becausethewolfdressed himselfupinsheep'sclothing,the sheeparealltoblamefortheravages. MuchhasbeenwrittenontheSpanishInquisitionbyunscrupuloushistorians,'whosepurposeinwritingwas tocastdiscreditontheCatholic Church;andforatimetheseaccounts wereallowedtogounchallenged,so thatevenCatholicsbegantothink thatthelesssaidaboutitthebetter. Averydifferentattitudeissucceeding theseideas.Catholichistoriansare investigatingthis,thing,thatwassupposedtobetheghastlyskeletonin ourcupboard,andtheyareexposing, forwhatitisworth,muchthatpassed ashistory.Ireferyoutosuchbooks as,"TheInquisition,"byMaycock: "IsabellaofSpain,"byWalsh:"HistoryofSpain,"byBertrandandPetrie:andPastor's"Historyofthe Popes."
TheChurchhastherightandthe dutytopreserveunadulteratedthe truthsentrustedtotheApostleswhen Christsentthemtomakedisciplesof allnationsandtoteachallnations whatsoeverthingsHehadcommanded them(seeMatt.28,19-20).The Churchalwayshadthatright,andit retainsitto-day,asmuchaseverit did,anditstillfulfillsitsdutyinthis respectwhereverthereisaCatholic Bishop.Thisnecessaryworkisdone onthesameprincipleas
wouldpassa"PureFoodsAct,"and imposepenaltiesforbreachesofthis law.Therewouldbethisdifference, however,thattheChurch'spenalties wouldbespiritualonesonly.
Now,inthedayswhenChristianity wassynonymouswithCatholicismand Christianitywastheofficialreligionof nations,theStateregardedoffences againsttheofficialreligionasoffences againstthecivillawandestablished order.Consequently,theStatealso claimedtherighttopunishheretics, andonprinciplethatrightwasrecognisedbytheChurch.
Andinthosedayscivilpunishments wereverysevere.Norwasthatseverityrelaxedformanycenturiesafter. Seventyyearsagoayoungservant girlwastransportedforlifetoTasmaniaforscorchinglinenwhilstironing.
We,atleast,shouldbethelastto condemnthecivilpenaltiesofthe 16th.centuryfortheirseverity.
Now,inadditiontothisattitudeof theStatewhichregardedoffences againstreligionasoffencesagainstthe StateandpunishedthemwiththeaccustomedSeevrityofthetimes,there werespecialproblemsinSpain.'The JewsandtheMoorswhoformeda largepartofthecommunitywere adoptingChristianityfrommotivesof expediencyandwereaverydisruptiveandunrulyelement.Theyalso usedtheirorthodoxyasacloakfor politicalintrigues,andonthewhole theyformedthegreateststumbling blocktoFerdinandandIsabellain theirpolicyofunitingSpain.ConsequentlytheSpanishInquisitionwas setup,withtheapprovalofthe Church,anditwasasnecessaryfor SpainatthattimeastheCriminalInvestigationBranchisnecessaryforour ownpoliceforceto-day.
Casesweretriedandthosewhopersistedintheirdisruptivedoctrines wereallowedtopassintothehandsof thecivilauthorities,andwerepunishedinthemannerofthosetimes.They werenomoreseverethantheoutrageousburningsofso-calledwitchesin Protestantcountriesofalaterdate. Nevertheless,thePopeprotested stronglyagainsttheseverityofthe Spanishauthorities.
CardinalXimenesexpostulatedwith Ferdinandandwastoldbythismonarch,"Ifthiscouncil(i.e,theInquisition)hasanyjurisdiction,itisonly owingtotheKing."PopesSixtusIV. andInnocentVIII.protestedagainst whattheyconsideredtheexcessesof theInquisition,andPopeLeoX.actuallyexcommunicatedtheInquisitors ofToledo.
Andthatistheextenttowhichthe ChurchcanheblamedfortheSpanish Inquisition.ItwasaninstitutionintendedtothetruthoftheChurch's doctrinesinadifficultanddesperate period:thepunishmentsinflictedby theStateforwhatitregardedasoffencesagainstitselfwereinkeeping withtheseverityofthetimes:and theabusesofthisinstitutionwerecommittedindefianceoftheChurch'srepeatedprotestsandinstructions.
Oneexampleofthismould-behisIan'sworkisenough.Fromhim emanatedthestorythatTorquemada puttodeathover8,000victimsduring histermofofficeontheInquisition. statementattheverystartwillonly leadtofailureanddisappointment.
Apartfromtheinformationgivenin thefirstpartofyourarticle,thecontentsofthewholearenotlikelytobear thedesiredresult.Theredoesnot seemtobeanycleardefinitionof artinitselforinitsapplication. Gropingaimlesslyamongstpotsand panswillnotleadusveryfar,evenit westudycloselythelocomotiveswhich Eric-Gillenjoyeddesigning.

OurCatholiccultureisaglorious heritage,andassuchitmustbestudiedbythechampionexponentsinour Faith,anditsapplicationtoeverydaylifeactivities.Wemustgoback tothegrandagesofChristianity, whereallreformersandtheirfollowers mustlookforinspirationiftherevival istobearanylastingfruits.Genuine growthalwayscomesfromtheinside.

HisGracetheArchbishopwaspresent,andabignumberofPriestsand Brothersfromthemetropolitanarea.

ThecelebrationofSundaynextisinvestedthisyearwithpar-ticularimportance,becausetheeffectsofthewarhavebeenwell nighdisastrousincountrieswhichhavehithertobeenthevery backboneofthemissionfields.Itisparadoxicalbuttruethatthe missionarieswhorenouncetheworldinordertobringtopagan racesthegoodtidingsofthePrinceofPeacearethemselvesthe firstvictimsofwar.Althoughfewofthemareclosetothescene ofwarfare,yetallofthemhaveexperiencedashortageofsupplies. Their"lifeline."thefundofthePropagationoftheFaith,isseriouslycurtailed.Countrieswhicharcinvolveddirectlyorindirectlyinthewarareseverelytaxedtoprovidewarequipment whilepatrioticappealsleaveverylittlemoneyforanyotherneeds. Againinotherlandsmissionariesarerecalledhomeformilitary serviceandcannothereplaced.Suppliesfromhomecountriesare alsolimited,ifnotentirelycutoffduringvar.Theresultisthat inmanycasesmissionstationshavetobeabandonedorleftwitha hopelesslyinadequatestaff.Thereisalsothefurtherdifficulty wheremissionsarestaffedbyreligiousofanalienraceandtheir Movementsarenecessarilyconfined.

Thesearetheinevitableresultsofwar,anditisimpossibleto estimatethedamagedonetothemissionsduringtheseperiods.It hasbeenestimatedthathaditnotbeenfortheGreatWarnations whichto-dayarestillpaganmighthavebeenwontoChristianity. Hencedespitethehardshipswhichwarimposesonthecommunity atlargeinthenationalinterest,theplightoftheMissionsentails yetgreatergenerosityonCatholicsforthepreservationofChrist's work.AfterallthisisthewholepurposeoftheChurch'sexistenceandwork-to"gointothewholeworldandpreachtheGospel toeverycreature."HenceChrist'scommissiontoHisChurchdevolvesnotmerelyuponthefewwhosedirectvocationitistowork inthemissionfields,butasacommonobligationuponeverymem- beroftheChurch.Thelaityaswellasthehierarchymustdo everythingpossibleinaccordancewiththeirstationinlifetocarry outthecommandofOurDivineLordandassistinthespiritualand temporalsupportofthemissions.TheApostolicspiritisever atestofthevigourofCatholicisminanycountryandAustraliaunhappilyisnotyetfully"mission-minded."Yetthesupportofthe missionsshouldnolongerbeamatterofpiouscaprice.forthelate HolyFatherspokeof"thestrictdutyofallChristianstowards missionco-operationbecausetheyareChristians,livingmembers oftheMysticalBodyofChrist,andpossessingthepreciousgiftof Faith,whichimmensenumbersofmendonotpossessbecausethey havenotreceivedtotesmallestannouncementofDivineredemp- tion."
What,itmaybeasked,isthebestmeansofassistingtheMissions?Andtheanswerundoubtedlyistobecomeamemberofthe AssociationforthePropagationoftheFaith.Upto1922this workwascarriedonasamoreorlessprivateventure,butinthat yearitwasmadetheofficialinstrumentoftheHolySeeforthe supportandextensionoftheMissions.ItthereforetakesprecedenceovereveryotherformofMissionaid,andduringthelastcenturyithasbeenmainlyresponsibleforthegrowthoftheChurch throughoutthepaganworld,TheobligationswhichthePropa- ghtionoftheFaithimposesuponCatholicsareveryslight,but fidelitytothemwouldensuretremendousadvanceintheconversionofthe"othersheep."Tobeginwith,everyCatholicmust knowsomethingoftheMissionsandcometoregardthemaspart ofhisordinarylifeasamemberoftheChurch.Again,prayeris necessarytotheMissions,becausethroughprayercomesthegrace ofGod,whichisthechiefelementinconversionasinallother *ritualmatters.Butprayermustbesupplementedbyhuman 0-operationandhencematerialassistanceisrequired.Thisthe PropagationoftheFaithhasarrangedsoastobewellwithinthe financialreachnf.everyCatholic.Themonetaryrequirement amountstoonehalfpennyaweek.NoconscientiousCatholiccan :landapart,fortheFaithofitsnatureisdynamicandradiateson asides."FaithkepttoitselfisadeadFaithbecauseFaithmust henlivenedbycharitynritcannotlive,andcharitymustexpand die."

TherearetwoentirelydifferentpositionswhichthepresentPopecould havetakenonthewar.Hecoul, havesaidtohimself:Warisane.sil andprofanething.TheHolydews missionisspiritual;modernstatesignoreitsauthorityandareincreasingly self-sufficient.Therewillbenopeace untiltheworldisconvertedtoJesus hrist.13uttheworld,ingreatmeasure,hasrepudiatedtheSaviour. HencelettheChurchwithdrawand abstain'fromeveryphaseofthisconflict,andcontentitselfwithsalvagingmen'ssoulsamidthereignofevil, andleavethehopeofjusticetothe LastJudgment,thehopeofpeaceuntil theworldtocome.
Orhecouldsaythat,becausethe Churchisendowedwithasublimereligiousmission,shecannotremaina strangertotheconflict.ThePopeis mostfaithfulto.theChurch'soriginal mandatetorendertoGodthosethings thatareGod's,torendertoCaesar whatisCaesar's,whenheispresentto thewar.Thepolicyofpresence,not ofwithdrawalandabsence,shallhe thepolicyoftheHolySee.
PopePiusXII,saysProfessorGuido Gonellainhisrecentbook,"AWorld toReconstruct."chosethelatteralternative.Hemadeknownhischoiceina seriesofgreatutterances,from1939to 1943,ontheconditionsofajustpeace andapost-warorder,whichhavepassedintotheworld'shistory.Butthe Pope'spresence-inamoralsense-to theconflictwillmeanlittlepractical unlesstheFaithfulthroughoutthe worldarethemselvespresenttoits moralproblems;forthePopespoketo justthatpurpose.
InordertoaidCatholicstoexercise thatpolicyofpresence-asopposedto absenceandaloofness--ProfessorGonella,aneditorofthesemi-officialVaticanorgan,"OsservatoreRomano," wrotetheseriesofprofoundandthoroughlypreparedstudiesofthePapal peaceideas,whichthisbookcontains. Rev.T.LincolnBouscaren,S.J.,professorofCanonLawinWestBadenCollege,hastranslatedfromtheItalian. Andthesameidea,thatofaidingnot onlyCatholics.butallpersonswho willrespectandappreciatethegreat moralprinciplestowhichthePope appeals,inspiredtheCommitteeonthe Pope'sPeacePlanoftheAmerican Bishopstohavethistranslationappearundertheirspecialauspices.They areanxiousthatitshallreceivethe widestpossiblecirculationandattention.
Thisisnocasualproduction;though personal,itisnotjustaprivatework. Theauthor'schaptersonthiswhole seriesoftremendouslyimportantand controversialsubjectsappearedweek afterweekundertheeyesoftheHoly Fatherandwithhisapproval,andin collaborationwithVaticanexperts. Dr.Gonellamakesnoexplicitclaimsof authority.Buthespeakswithsuch certitudeanddefinitenessastotheessenceofthePapalprogrammethatit leavesnodoubt,fromthataspect alone,ofthegreatweightofhisinterpretation.
"AWorldtoReconstruct"isno merescholarlycollectionofprinciples andinformation.Itisdominatedby groupofpowerful,far-reachingideas. Theseideasarepresentednotsimply asspeculations,butasasternmoral imperative.Sincethismoralimperativepiercestotheheartofcertain majordecisionsardentlydebatedit) Congressandminutelydiscussedin
platformcommitteesofthemajor politicalparties,wecaninnomanner be"present-totheworlddramagoing onaroundus,unlessweourselvesare fulls-awareotthemoralissuesinquestion.
ThePapalPeacePlan,asinterpreted byDr.Gonella,proposesasthebasis forafuturepeacea"federatedsociety" offreeandindependentpeoples.He explainsthisasathoroughlyChristian idea:notassomethingdirectly"set up"byChristianity,asitwouldsetup areligiousorganisation,butasanindirectcreation:astheinevitablelogicalconsequenceofthepenetrationof thetemporalorderbythelife-giving tenetsofChristianity.
Suchabroadproposal,however, meanslittleornothingunless,weknow moreindetailjustwhattheauthor hasinmind.Heisguidedbycertain leadingthoughts,expressedwithgreat clearness,insistenceandaconfidence thattheycanbefullydocumentedand authenticatedfromtheteachingsof theChurchandtheutterancesofthe HolySee.
SocietyofFreePeoples.
Firstof-all,suchaninternationalsocietyistobemadeupoffreepeoples.
InthefirstpointoftheChristmasmessageof1939,theHolyFatherdeclared thatafundamentalrequisitefora justandhonourable toeverynation,largeorsmall,powerfulorweak,itsrighttolifeandindependence."In1941,thePopeadded thattheremustbe"noroomforthe violationofthefreedom,integrityand securityofotherstates."
America'sforeignpolicy,therefore, mustnecessarilybeguidedbythisconsideration,since,saysGonella: Theforeignpolicywhichregards theparticularinterestsofapeople asitsuniqueobjective,invariablyends bydenyingallreciprbcityofrights anddutiesamongnations:thatis. itcicniesallsoundinternationalcooperationfortheattainmentofthe commongoodofstates.
Inequalitiesofright.saysGonella, areoffsetbyequalitiesofright."in theinternational,asinthedomestic community,whereallracesandclasses haveequalrights. And"material forcecannever(exceptinthecaseof defence)heusedasaninstrumentof foreignpolicy,"inaproperlyorganised internationalcommunity.
Thisisparticularlyseeninthefield ofeconomicco-operation.Nonation hastherighttoexploitanotherorto establishoveritapoliticalhegemony,merelybecauseofitseconomic dependence.
Severeblame,likewise,istobelaid uponthe"calculatingegoism"shown ininternationaltrade.
AnInternationalInstitution,
ThesocietywhichthePopehasin mindisnotamereassociationofcompletelyindependentunits,bound merelybyagreementsorcontracts, butalivingandclose-knitinstitution.
ItisbaseduporAtheorganicconcept oftheinternationalcommunity,an Ideatowhichitheauthorconstantly recurs.Thesocietyofnationsisnot justagroupingforcertainpurposes: itisabody,ofwhichthevariousnationsformparts.Thatwhichunites thepartsisthesearchforthecommongoodoftheworldsociety;and eachnation,thoughitremainsbasicallyfreeandindependent,isobliged,as adutyofinternationalmorality,to subordinateitsownparticulargoodto thatcommongoodofallpeoples.
SovereigntyLimited.
Thismeans,fromthenatureofthe case,aclearandunequivocallimitationofnationalsovereignty.
TheState,saystheauthor,isamediatorbetweentheindividualandhumanity(asthefamilyisanintermediarybetweentheindividualand theState)andasasinglecountry "cannotliveinisolation."
Hemptheexistenceofaninstitutionwhich canbeatoncethe centrefromwhichemanatejuridical formsandthecentreforthecoordinationandlimitationofthewill ofstates;ahighersourceofobligationsandanorganforthecontrolof thearbitrarywillofnations.
Thefollowingparagraphsshowthe author'sthoughts:
Theinternationalinstitutionwill permittheStatetocomeoutofits isolation;itwillmodifytheabsurd ideaofunlimitedsovereignty:itwill makeofeverynationasubjectin associationwithothersubjectsin theCommunityofnations.
Inorderthatinternationalsociety arriveatthismaturity,itisnecessary thatthenaturallawofnationsbegivenrecognitionandeffect inpositivelaw.
Respectforthepersonalityofthe variousnationsdemandsthatthe lifeoftheinternationalinstitution expressitselfinformsofco-operation.Hencethewillwhichgovernsinternational,relationscannot beahegemonicwill(thatis,the willofthestrongest),northewill ofagroupwhichisinquystofparticularinterests,butitmustbea socialwill,thatis,thewillofthe institutionalorganismitself.
"Astatemay,"saysGonella,"andat timesshould,sacrificeitsowninterest forthegoodoftheCommunityof States."
DisarmamentandCoercion.
Theauthorappliesthisprincipleunhesitatinglybylimitingtherightto maintainarmamentsandtomakewar. Furthermore.comingtoanothervital point:
Onaninstitutionalbasisthenorm ofinternationalobligationwillreinforceitsauthorityandwillalsoacquirethatcoercivecharacterwhich itnowcompletelylacks.
Cansuchaninstitution,imposin5 suchsacrifices,usingsuchforce,beachieved?Isolationism,saystheauthor,isstrong: Formanyandcomplexreasons,al! desireforortendencytowardaninternationalorganisationalonglines ofsolidarity,islanguidandinoperat ive.Therootcausesaredeafness onthepartofthenationstothecall ofthemoralconscience,andamistakenviewoftheirownparticular interests.
Pastattemptsinthislineshouldbe studied,eventhoughseriousmistakes weremade."Insteadofindulgingin abstractanduselessspeculationsasto whatmighthavebeen itseems moremodestandusefultodowhatwe cantopreventthefruitsofexperience frombeinglost."
GalltoAction.
Sothereisnoroomatthisjuncture for.any"easypessimism,"whetheras tothepreventionofwarorthe trrganisationofpeace."Allarecalled" tothis"slowanddifficultbutconstructiveworkofelevatingthemoralconscienceofindividualsandnations." Theseven-pointPatternForPeace,issuedinthiscountry.laaautumn,likewisechallengedthe'moralconscience ofAmericanstoconstructandpatticipateinajuridicallyorganic,effectively coerciveinternationalinstitution.Dr. Gonellarepeatsthischallenge.His hookisstrongmedicine,muchstrongermedicinethanmostpeopleinthis countryandmostofourpoliticians arepreparedtoswallow.Butthe graceofGod,andthewideenlightenmentthistranslationisdestinedto produce,shouldgiveusstrengthto ruleoutvainexcuses,piousorprofane,andtoacceptthenecessaryinstrumentforpreventingarecurrence ofthoseconditionswhichwouldpermit,inPopePiusXII'swords:"The calamityofaworldwar toenvelop thehumanraceforathirdtime."
