"ForsometimepastIhavegiven considerationtothisestablishment," saidHisGrace."Ihavelongfelt thatlittleornothingisbeingdonefor thefull-blooded,half-castes,andquadroonnativesinthesouthernportion ofWesternAustralia,andfromtime totimeIhavelearnedwithperturbationofthefactthatmanyaredrifting intotheGreatSoutherntownsand leadingidleanddissolutelives.In 1940theFederalDirectorofNativeAffairs,Mr.E.W.P.Chinnery,inhisreporttotheFederalGovernment,recommendedconsiderableextensionsof theuseofMissionsinassistingaboriginesandhalf-castes,andtheCommonwealthcensus,takeninthatsameyear, revealedthatthehalf-castepopulation hadtrebledsince1901. Ofthetotal numberofhalf-castesinAustralia,18.9 percent.areinWesternAustralia. Theforegoingmerelyconfirmedmy viewthatwehave,hereinWestern Australia,averyrealproblemwhich mustbefaced.Irealisethateven inpeacetimetherearemanyobstacles inthewayofestablishingsuchaMission,andthatintimesofwarthese obstaclesaremultiplied.Nevertheless,Iresolvedlastyeartoproceed withtheestablishmentoftheMission andcommencedpreliminaryinvestigationswiththeGovernment."

TheArchbishopintimatedthatthe MissionStationwouldneedtobeselfsupportingsofarasispossible,and thatconsiderableworkmustbefound farthenativestohelpprovidefdrtheir materialneeds,andalsobecausesuitableemploymentisnecessarytoassist intheirspiritualandmoralrehabilitation.
TheproposaltoestablishtheMission hasreceivedtheapprobationofHis ExcellencytheApostolicDelegate (MostRev.JohnPanico,D.D.,J.U.D.), andatitslastmeetingtheNational EpiscopalCommitteeofthePontifical MissionAidSocietiesallocatedan amountof£1,500towardstheestablishmentcosts.Thissumwillhelpconsiderablybutitwill,ofcourse,only coverpartoftheexpenses.
Afterpreliminarypererrationsand discussions,ithasbeendecidedtoestablishtheMissionatWandering Brook,nearthetownsiteofWandering,adjacenttothemainroadfroin PerthtoWilliams.Thispositionis regardedasbeingcentralandallofthe nativeswithintheareaextendingto Dwarda,Boddington,Narrogin, ianis,PingellyandBrooktonwillbe withintheambitoftheStation,and nootherMissionaryareaswilloverlap.TheMinisterforNativeAffairs hasdulyissuedanauthorityinfavouroftheArchbishoptoestablishthe Station,whichistobenamed"St. FrancisXavier'sNativeMissionStation."
Atthepresenttime,theSurveyorGeneral,theCommissionerofNative Affairs,andtheConservatorofFore'stsareconferringwithregardtothe gazettalofalargeNativeReserve withinwhichtheMissionStationisto beerected.Thecentralareacom-
prisesanabandonedfarmof2,600 acresmortgagedtotheAgricultural Bank.andtheCrownwillclearthe mortgageinorderthatthismaybe includedinthereserve.Additionally, Crownandforestlandswillalsobeincluded,andanareaofnotlessthan 7,000acres,andpossibly11,000,willbe gazetted.Theareaselectedforthe Missionarybuildingwillbegrantedby theCrowninfeesimpletotheArchdioceseofPerth.
Arrangementsarenowbeingmadeto definethebestpositionfortheconstructionoftheroadwayintotheMissionStation,andtheworkofbuilding theroadwillbeputinhandasquickly aspossible.ThedistancetotheMissionStationfromPerthwillbe76 miles,andthat'ofthisdistance72 mileswilltraversethePerth-Williams andWilliams-Pingellyroads.TheMissionStation,whenestablishedwill thereforebeapproximatelythesame distancefromPerthasNewNorciais -withineasydistanceoftheCity,yet sufficientlyremotefromthelarger townstoprecludethenativesbeing undulyinfluencedbycontactwiththe settlers.
AninvitationtostafftheMission hasbeenacceptedbyHisLordship BishopRaible,P.S.M.,inhisposition asSuperiorofthePiousSocietyof Missions.TheSuperiorandManager oftheMissionStationwillbeVery Rev.AlbertScherzinger,P.S.M.,who hashadmanyyearsofexperience amongtheblacksinWesternAustralia,andwhowillbringtotheMission thebenefitofhiscomprehensiveknowledgeofnativesandtheircustoms.He willbeassistedbyBrotherssimilarly experiencedamongnativesandcompetentagriculturalists.
AstheMissionStationwillinclude anorphanage,theArchbishophasinvitedtheNunsofSt.JohnofGod,of BroomeandBeagleBay,tofounda ConventandtostafftheOrphanage andcareforthewomenandgirlson theStation.TheProvincialhasreadilyagreedtosupplythestaffand,additionally,will,ifnecessary,sendsouth trainedhalf-castegirlstoassistthe Sisters.
FatherScherzingerwillarrivein Perthearlynextweektocompletearrangementsregardingtheconstruction oftheroadandtheprefabricationand erectionofthefirstmissionarybuilding.Thedifficultyofreadilyobtainingmaterials,etc.,will,nodoubt,resultinsomedelay,butnevertheless,it isintendedtoproceedasrapidlyas possiblewiththeactualestablishment.
Inconcludingtheannouncement,His GracetheArchbishopsaidthathe wishedtoexpresspubliclyhissincere appreciationoftheeverreadycooperationandkindlyinteresttakenin theproposalbytheCommisisonerof NativeAffairs,Mr.F.I.Bray.He alsowishedtothanktheMinistercontrollingtheDepartmentofNativeAffairs(theHon.A.A.Coverley),and theMinisterforLands(theHon.F.J. Thereis.Itisforeshadowedinthe OldTestamentandclearlystatedin theNew.Inthefirstchaptersof GenesisthereismentionoftheomnipotentWordofGodcreatingall thingsandalsooftheSpiritofGod whichhoveredoverthewaters.It istheNewTestamentwhichreallyenlightensusastothisdoctrine.Our Lordsays,inJohnXIV.,16-17,"Iwill asktheFatherandHeshallgiveyou anotherParaclete,theSpiritofTruth." Herethethreepersonsarecloselyindicatedasdistinctpersons.Thereis firstofallGodtheSon,whoisspeaking,andofwhosedivinitytherensno question;thenthereisGodthe Father,whomOurLordistoask,and thereisGodthe'HolyGhost,Whois tobesent,Again,inMatthew XXVIII,19,theApostlesaretoldto goandteachallnationsandtobaptise"theminthenameoftheFather andoftheSonandoftheHolyGhost."
Theyaretoldtodothis"inthename" andnotinthenames,toshowthat thereisonlyoneGod;andthreePersonsarementionedtoshowthatthere arethreePersonsinthisoneGod. Fromtheverybeginningthishasbeen thefaithofChristians.
Ofcourse,howallthiscanbeisa mysterytous.Wedonotknowhow thistruthCANbeso,butweknow thatitISso,becausewehaveiton theveryhighestauthority:thatof JesusChrist,God,andthatofthe ChurchwhichHefounded.Even thoughwecannotunderstandthis truth,itisnotrepugnanttoourintelligencetoacceptit;itisnotacontradictiontosaythatGodisoneinHis essenceandThreeinPersonality.Anythingcanbeoneinonerespectand threeinanotherrespect.Forexample,manwhoisasinglebeing,is threefoldinhisrational,animaland vegetativelife.Thedifficultyis,as CardinalNewmansays,thatwhenwe discussGodweareforced"toapply arithmeticalnotionstoHim."Thatis tosay,wecanonlydiscussHimwho isinfiniteaswediscussoneanother, andtoapplyfinitetermstotheinfinitemustnaturallyleadusintoadie. advantage."Nohumanwords,"says theCardinal,"areworthyoftheSupremeBeing,noneareadequate,but wehavenootherwordstousebut human."

A.:Ithasbeensaidrepeatedlyin thissessionthatallCatholicsareencouragedtoreadtheBible-butonly Catholiceditions.Thismayseembigotedtoyou,butitwon't,Ithink,if youhearthereasons,TheCatholic ChurchteachesthattheBibletobe properlyunderstood,andtobereally profitabletothereader,mustbeproperlyinterpreted,Therearemany differentmeaningsgivenforsomevery importantpassagesoftheScriptures, youknow.Thewriterscouldhave onlyintended-toexpressoneidea,so itfollowsthattherei'sonlyonecorrectmeaningtothesedisputedpassages.Whichisthisrightmeaning?
Ifwecan'tgetatthemeaning,the Biblewoudhemoreofahindrance tranahelptoourreligion.The Church,sincesheclaimstobeChrist's Church,saysthatshealonecangive ustherightmeaningforthesepassages.Whatfollows?TheChurch forbidshermemberstoreadany Biblesbutthosewhichhavenotesfor theexplanationofthesedifficultparts. TheBiblesmentionedinyourletter, then,wereprobablynon-Catholic Bibles,nodoubtmanyofthemexcellenttranslations,butwithoutthese essentialnotes.

Besidesthesegeneralreasons,thereareotherparticularreasonswhyweshouldbeinterestedintheconversionoftheaboriginals.Firstofall-.wecameasstrangersintoalandthatonce wastheirs,andtheyhavehadtoyield-thebestandmostfruitful partsoftheirhomelandforourhabitation.Notonlythatinsteadofreceivingprotectionandfairtreatment,theyhadtosuffer injusticeandhardshipatthehandsofthenewcomers.Theywere oftenclassedwithkangaroosanddingoes,tobedrivenoutorexterminated.Thecomingofthewhilemenhasbroughtdisease andsemi-starvation,andreducedthemtoaskeletonoftheirformer numbers.Surelythereisacollectiveobligationuponustocompensatethispeoplefortheirlossandfortheirsufferings,byputting withintheirreachthefaithandallitsblessings.
Then,themissionstotheaboriginalsare,inaspecialsense,our misions.Otherregionsoftheearthcanbeleftmorenaturallyto thecareofothernations;buttheChurchthroughouttheworld wouldhavereasontowonderifAustralianCatholicstookno thoughtfortheconversionofpaganswithintheirborders,andleft ittostrangerstodoaworkthatwassoobviouslytheirown. Australiawasformanyyearsdependentforherpriestsonother countries.ThereNNassomuchdifficultyinthepioneeringdays inprovidingfortheneedsofthewhitepopulationthatwecanunderstandwhytheblackswerecomparativelyneglected.But,now, theChurchisfirmlyestablishedinmostpartsoftheContinent, andvocationstothepriesthoodhavebecomesonumerousthatwe mayfeelassuredthatinthegreatdevelopmentofnativemissions which.wehope,isnowathand,Australiawillbeabletoprovideas manypriestsasarerequired.And,withapopulationofoneand aquartermillionCatholics,thereshouldbeamplesupportforthcomingforalltheneedsofthemissionsandthemissionaries.Unlikemostcivilisedpeoples,wehaveourmissionsinourownterritory,andunderourowngovernment.Inthesecircumstances,if wetakeourobligationsseriously,weshouldbeabletopresentto theCatholicworldamodelofwell-organisedmissionaryactivity.

ThatGod'smorallawshouldbepromotedandmadethepublicopinionof allnations;andthatthisshouldbeunquestionable.Withthisasbase,there shouldbeplentyofroomforthefreedom,integrity,andsecurityofnations, nomatterhowlittlemaybetheirextentofterritoryortheircapacityfor defence.
Evenasabigmanwithbreadthof viewandadministrativeability,may succeedingainingdistributivejustice forallhispeople,soshouldapowerful nationformgroupsamongtheweaker ones,allowingeconomicandpolitical freedom,evenassistingthemtoupholdwhatbelongstotheminvirtueof thenaturallawandthelawofnations. Eachraceofmen,thoughitbecoloured,hasthe.righttoliveanddevelop. Thesystemofgrabbing,ofmonopolising.notonlyofthewealthofweaker peoples,butofthebloodandsweatof theirverypersonsinunjustwages mustbeabolished.
Again,evenaspoisonnowadaysis controlledandwithheldfromabusive measuresofrecklesspeople,soshould therebeapowerfulandjustbody thatwouldcontrolarmaments.Both excessiveandinadequatearmaments createathreattothepeaceandtranquillityofpeoples.Lettherebea limitofsufficiencyandproportion.In theplanofChristianpeace,itfollows
thatpactsortreatiesbetweennations shouldbehonourable,workableand observable,

Thesubstanceofthisprecept,asfar asitrelatestoSundays,hasalreadybeentreatedundertheThirdCommandmentoftheDecalogue,There are,however,afewmatterswhichbelongmoreproperlytothisplace.
Twokindsofdaysareherementioned: Sundays;(2)certainother holydays,someofwhich-i.e.,those fixedtoaparticulardate,likeAll Saints-maycoincidewithaSunday, andotherswhichneverdo,being "movable"feasts,liketheAscension.
HowcomesitthatthedutiesofhearingMassandrestingfromworkare mentionedtwiceoverintheCatechism -thatis,bothundertheThirdCornmanclmentoftheDecalogue,andagain here,undertheEcclesiasticalPrecepts? Thereasonis.asregardsSundays,that thecommandtohearMasscomes partlyfromGod,andpartlyfromthe ChurchspeakinginHisName.Aswe sawwhenexaminingtheDecalogue, GodcommandedtheJewstokeepthe seventhdayreligiously:andnow, undertheChristianLaw,theChurch ofChrist,armedwithHisauthority, pointsoutthewayinwhichChristians aretocarryoutthisreligiousobservance.Hencethelatter,asfarasit concernstheSunday,onlycomesundertheCommandmentsoftheChurch partially,whileasattachedtoholydays,itbelongstotheseexclusively,
Butthoughtheseholydaysareof purelyecclesiasticalorigin,notonthis accountistheirneglecttobedeemed ofcomparativelysmallimportanceor asatriflingsin.TomissMass,orto workneedlesslyonthesedays,isas muchamortalsin,bywhichHeaven maybelost,asitwouldbeonSundays.

TohearMassdevoutlyonemustpay properattention.Thisisoftwokinds: Internalattention,whichmeansthat theworshipper'smindappliesitselfto thewordsandactionsofthepriest,or tothesacredmysteriesbeingenacted, ortopraisingorworshippingGodin prayersorholymeditation-inother words,attentionwithactualdevotion. Thenthereisexternalattention,which onlyrequiresthattheworshipper shouldnotoccupyhimselfinanyway thatisofitsnatureincompatiblewith thehearingofMass,thoughhismind maybeconstantlyandwilfullydistracted,Forexample,sleepingorconversingearnestlyforagreatpartof theMass,wouldbeincompatibleoccupations,Now,onlyexternalattention isstrictlynecessaryforabarecompliancewiththelaw.Thisisveryfar fromrecommendingthislowestform ofattention,Atthesametime,the factthatitjustsufficeswillbeofcomforttothescrupulous,whosometimes fancytheyhavenotheardMassbecausetheyhavebeengreatlydistractedduringit.Evenwhendistractions arewholly;wilful,andhencevenially sinful,itisbynomeanseasytoavoid hearingMasssubstantially.Indeed, giventhatapersonispresent,thathe startswiththeintentionofjoining intheHolySacrifice,anddoesnotretractthatintention,itishighlyimprobableheshouldfailtofulfilinsubstancehisdutyofhearingMass,althoughhemaynothaverecitedany prayersatallofhisown.Theuse ofaprayer-book,orbetter,still,aMissal,isverydesirableandtoberecommended.
Whenweconsidertheunspeakable holinessofthisGreatSacrifice,nodegreeofinteriorpietywillappeartoo greatforItsdeserts.Hence,allshould strivetoassistatItwithdeepestinwarddevotion,anduseeveryhelpto thisend,Themeasureofgracesand blessingsreapedwilllargelydepend uponpersonaleffort.
Henceitisincompatiblewiththe properrespectandattentionnecessary totheSupremeSacrificetocomelate forMass,eventhoughonemaynot therebyfailtofulfiltheobligationimposedbytheCommandment.SimilarlytoleavebeforeMassisfinished withoutasufficientreasonisanabuse, acauseofscandal,andoftenasevere distractiontoothersinthechurch.
Thepracticeofkneelinginthe churchporchisalsotobediscouraged, asitindicatesalackofrespectand oftencausesinconveniencetoothers. Suchfalsemodestyasmaycausea persontoindulgeinthispracticeisremarkablyabsentonotheroccasions outsidethechurch.

AreaSchoolshavebeen'workingin Tasmaniaforthepast10yearsorso, andsosuccessfulhavetheyproved thatthereistalkofintroducingthem intoSouthAustralia,VictoriaandNev. SouthWalesonafairlylargescale.
Therehavebeenanumberofobjectionsraisedtotheschemefromvarious sources,chiefofthembeingthe"asold asAustralia"problemofreligiouseducation.
TheprinciplegoverningAreaSchools istoestablishinanumberofcountry centresakindofRuralTechnical School,towhichpupilswillbebrought dailybybusfromdistrictswithina radiusof30miles.Originallythese schoolswereintendedtocaterforchildren12yearsofageandupwards,but sosuccessfulhastheschemeproved thatithasbeenextendedtoinclude schoolchildrenofallages.
Besidestheusual"cultural"subjects, suchasEnglish.History,etc.,boysare taughtAgriculturalScience,sufficient plumbingandcarpentryfortheordinaryworkaboutthefarm,theelements offarmmechanics,inadditiontopracticalexperimentsintheparticulartype ofagricultureforwhichthedistrictis noted.
Girls,ontheotherhand,goinfor housekeeping,homebudgetingand management,cooking,sewing,interior decoration,andhomecrafts
ThemainobjectionraisedbyCatholicsisthatwhichtheCatholiccommunityhasalwayshadonthequestion ofseculareducation.Butitisagreed thatourCatholicschoolshavetoadopt asimilarkindoftrainingtothatprovidedbytheAreaSchoolsifCatholic childrenaretobeabletoholdtheir influenceintheruralcommunitythatwewouldinfactneedtohaveour ownAreaSchools.

OnWednesday,August9,theNorthamTownHallpresentedananimated appearancewhenthe13th,annualCatholicSpringBallwasheld.A-recordassemblageof760peopleattended,thuseclipsingallpreviousfunctions yetheld.Owingtothelimitedfloor spaceinbothhalls,thecommitteeregretfullydecidedtoclosethedoorsat about9.30o'clock,consequentlyover onehundredpeoplewereunabletogain admission.TheRev.FathersT.Lenihan,Brennan,J.Lynch(Midland Junction)andChaplainsKellyand O'Callaghanwerepresent.
ThedecorationsintheTownHall werecarriedoutby Mrs. R. Henwood andMr.H.E.Bradley.Thestagede pictedagardensceneofspringtime flowersswayinggentlyunderacanopy ofstarsandabeautifulcrescentmoon.
