CompulsoryUnionism
Itiscertainlynotinaccordancewith Catholicsocialprinciplesthatany manshouldbecompelledtojoinany givenunion,orworkatanygiven ade.Thechoiceofoccupationinlife isapersonalandindividualright.But iftheworkersinsomegiventrade haveformedaunion,astheyhavea righttodo,thentheyhavetheright todemandthatallwhodesiretoadopt thattradeshouldjointheunion.Trade unionsarelawfulasameansofsafeguardingtherightsofworkingmen. Buttheycouldnotbeasuccessful means,ifanyconsiderablebodyofthe mendidnotjointhem.Employers realisethat,andmaintaintheirright toemploynon-unionlabour,notinthe interestsoftheworkers,butprecisely becausetheworkerscannotdefend theirowninterestsunlesstheyare united.
Thereforeunionistshavetherightto refusetoworkwithnon-unionmen,if theexistenceandefficacyoftheunion demand;suchmeasures.Forfreeand independentworkerscouldbeusedto breakuplawfultradeunions,orto defeattheirpurposes.Therearetwo possibleexceptionstothisrule,however.OneI.,whereagreatergeneral good'isatstake.Forexample,in timeofwar,whentheveryexistence ofacountryisinjeopardy,workers havenorighttoputthegoodofthe unionbeforethegoodofthecountry; andtheyshouldwaittillmorenormal timestovindicatetheirprivileges,if thesuggestedmeasurescoulddoseriousharmtothewholecommunity. giventrade,unlesstheygiveevery facilitytoqualifiedmentojointhe union.Iftheymadeittoodifficult fornewmemberstojointheunion, theywouldbeguiltyofcreatinga monopoly,andviolatingthenatural righttoworkpossessedbyothers.
Compulsoryunionismcouldbejustified,firstly,onthegroundthateven therighttoworkhassocialimplications.Everyworkerowesthe'social dutytohisfellowworkerstojoinwith theminlawfulmeasurestosecuretheir rights.Secondly,theindividual workerwhorefusestojoinaunion mustrememberthatheisenjoyingconditionsmadepossibleonlybytheorganisedunions.Itisbyunionactivityoveralongperiodofyearsthat theconditionoftheworkershasbeen improved,hoursmadereasonable,and wagesjust.Itwasbecauseunorganisedworkerswerepowerlesstosecure fromindustrydecentworkingconditionsthattheunionscameintoexistence:anditwasonlybycollective bargainingthatsomesemblanceofjusticewasobtained.Toenjoyprivileges othershavemadepossiblebytheir contributionstothecommonfundsof theunions,andtimeandworkdevoted totheirinterests,yettocontribute nothingtowardsthecontinuedinfluenceoftheunionsoneselfisnotjust.
Butconsiderthefollowingquestions: Whyshouldaworkerbecompelledto payexorbitantinitiationfees, andunlustexactionsasregularcontributions, orjoinanyunionwhichCommunists areusingfortheadvancingoftheir owncauseinAustralia?
Heshouldnotbecompelledtodo anyofthesethings.Buttheexaction ofexorbitantfees,andtheundueinfluenceofCommunists,areabuses which'donotnecessarilyrendercompulsoryunionismwrong.Theseabuses can,andshould,beremediedfrom withintheunionbythemembers themselves.Aboveall,iftheCommunistsadmitthepowerofaunion bytheirveryeffortstogaincontrolof it,otherandbetter-balancedworkers shouldbeallthemoredeterminedthat theywon't.Thisdemandsjoining theunion,andtakinganactiveinterest initsadministration,ratherthanabstaningfromdoingso,tryingtocarry onasanon-unionist,andleavingthe uniontobewhite-antedbytheCommunists.
