Withthissamenotionofprotecting thesanctityofMatrimonyanditsholy purposes,theChurchhassurrounded theSacramentwithanumberofspecialsafeguards.Shehasdonethisby institutingcertainimpedimentstomarriageandbypointingoutotherswhich areGod-made.

There-creationoftheSynodwould seemtoindicatethattheSovietGovernmentnowintendstoexerciseadirectandopencontrolovertheOrthodoxChurch.Thedangerofthisnew developmenttotheverycoreofa Churchtraditionallyonlytooinclined tofititselfintothepatternofanabsoluteState,isobvious.

Thesympathyofthemasses,especially ofthepeasantry,fortheclergywas manifestedfromtheverybeginning, andledtheGovernmenttoavoidacts ofviolencesofaraspossible,though therewereperiodsofmarkedviolence datingfromthetrialin1922ofthe fifty-fourOrthodoxandCatholicclergy, severalofwhomwereexecuted.In general,however,the.campaignagainst religiontooktheformnotofactiveinterference,butoforganisedvilification, mockery,andabuse,withoutrightto defenceorreply(this,asiswell known,wastermed"freedomofworshipandfreedomofanti-religiouspropaganda").Thetaskofedifyingand enlighteningthemasseswithaviewto deliveringthemfromthethraldomof superstitionwasentrustedparticularly totheLeagueoftheGodless,anorganisationwhichpublished,until1941, anti-religiousjournals,thechiefof whichwere"Bezbozhnik"("TheAtheist")and"Antireligioznik."

Despiteofficialtoleration,manyrestrictionswereinpracticeimposed upontheclergy.Theyweredenied civicrightsandtheirchildrenwererefusedpubliceducation.Theywere alsoforalongtimedeniedtheright toliveintowns,ameasurewhichgave riseto"itinerantclergy,"whotravelledaboutfromplacetoplace,housed andprovidedforbythelocalpopulation.Theestablishment,inrivalry withtheOrthodoxChurch,ofthatcuriousinstitutionknownasthe"Living Church,"wasafurtherinstanceofthe Government'searlyeffortstodisrupt theChurchasawhole.The"Living Church,"supportedatfirstbytheSoviet,fellintodisreputefromthemomentofitscreation.Itfailedtofind theslightestfavourwiththepeople, and,althoughitsorganisationstill exists,thefactthatitisnowignored bytheGovernmentwhilethePatriarchateofthetrueChurchisrestoredis furtherevidenceoftherealityofthe devotionwhichthelattercommands andwhichtheGovernmentrecognises.
