TheStateisNotAboveMoralLaw

ThefollowingisthetextoftheJoint StatementissuedrecentlybyArchbishopBeovicb,theAnglicanPrelateRt.Rev.B.P.Robin,andthePresidentoftheCouncilofChurches-the Rev.J.C.Hughes.

Thecrisiswhichconfrontstheworld transcendsallpolitical,economicand militaryconsiderations;itisessentiallymoralandspiritual.Whatisat stakeisnothinglessthanthemaintenanceordestructionofthefundamentalprinciplesofChristianityas controllingidealsinthelivesofpeopleandnations.

Therefore,withoutcompromiseof anythingdistinctiveinourrespective doctrinesweareinfullagreementregardingthenecessityofstatingand applyingtheprinciplesofChristianity insuchawayastosecuretheireffectiveinfluenceinthehandlingofsocial, economic,andcivicproblemsbothnow andinthecriticalpost-warperiod.

Weareconvincedthatthewarought nottoberegardedasanisolatedevil.

Ratherisitonesymptomofadeepseatedmaladyreachingtothevery soulsofmenandsocieties.Thismaladymaybebrieflydiagnosedasa widespreadandgrowinglossoffaith intherealityandcharacterofGod andthetruenatureanddestinyof man. ChristianPrinciples.

Webegin,therefore,withasummaryrestatementoftheseChristian principles:-

GodistheCreatorandSustainerof allthings:Heisalsotheuniversal FatherandLord.AllmenareHis childrenandunderobligationtolove andobeyHim.Itthereforefollows that

(1)Theprimaryrelationshipofhuman lifeistoGod.

(2)Theprimarypurposeofhuman lifeisthatforwhichGodmade it.

(3)TheprimarylawofhumanWeis thatlaiddownbyGod.

Wethereforedeclarethatnosocial structurecanendure,andnonewordercanbeeffective,whichisnotconsciouslybasedonandcontinuallyrelatedtothesethreefacts.

TherelationofmantoGodcanbe maintainedonlybythefulfilmentofa twofoldobligation

(a)Adoration,praise,andreverence forGod.

(b)Obediencetothepurposeandlaw ofGod.

SincemenarechildrenofGod,and, therefore,brothersoneofanother,this obligationofworshipandobedience requiresbothindividualandcorporate expression.Thesocialexpressionof religioninworshipistheessentialbasis ofthesocialrelationshipsoflife.Since thisobligationtranscendsallother loyalties,theState,intheinterestof itsownstability,mustencourageand protectitscitizensintheirfulfilment ofthefirstlawandrightofhuman life.Itmustrecognisethatreligious freedomisthefoUndationofallfreedom.

ThePurposeandLawofGod.

Fromthisprimaryrelationshipof mantoGodarisethethreerelationshipsofmantohisfellows:-

(a)Asamemberofthefamily.

(b)AsamemberoftheState.

(c)Asamemberofthewholefamily ofnations.

InalltheserelationshipsGod'spurposefortheworldistheunitingof allmankindintooneorganicBodyin theunityofHisSpirit.Thispurpose isachievedonlywhenallsocialrelationshipsarecontrolledbytheLawof GodcontainedintheScripturesandset forthintheTenCommandmentsand, aboveall,inthelifeandteachingof OurLordJesusChristtheSonofGod. Tothislawtheconscienceofman hearswitness.Thislawistheulti-

Fromtheprinciplesalreadystated certainsocialobligationsinevitably arise.Theindividualhasobligations asparentandchild,asacitizenof theStateandasamemberofthe largerfamilyofmankind.Heis boundtorespectthelife,personand propertyofhisfellowmenofevery socialpositionineveryraceandnation,tobehonestandtruthfulinall hisdealings,togiveajustreturnin workorgoodsormoneyforvaluereceived,tocontrolhisappetitesinrespectoffoodanddrink,tousehis sexualpowersandimpulsesonlywithin thebondofmarriage,toobeyjustly constitutedauthority,andtoexerthis influenceinfavourofhonestadministrationandtheattainmentofsocial justice.

TheLawforStates.

Werejectthedoctrinethatthe Statecanbeabovethemorallawor exemptedfrommoraljudgments.

Manhasaninherentrighttofreedom.Hehasarightalsotohold suchprivatepropertyasmaycontributetothefulnessofhispersonaland ,ociallifewithoutimpairingtherights ofothermen.

ItisthereforethedutyoftheState ti,respectanddefendthefreedom andrightoftheindividualtolivein accordancewiththelawofGodinrelationshipwithhisfellow-menandto controlandrestrainhimonlywhere heisindangerofinfringingthesame rightsinhisfellow-men.

ItisthedutyoftheStatetotake measurestoabolishgraveinequalities inwealth,toprovideequalopportunitiesofmoral,mentalandphysicaleducationforeverychildandtoassistin securing,subjecttotherightsofconscientiousobjectors,thatalleducation shallbebasedonitsonlytruefoundation,theChristianreligion.

ItisthedutyoftheStatetosafeguardthefamily,whichisthedivinelyordainedbasisofhumansociety,to upholdthesacrednessandpermanence ofthemarriagebondandtoencourage theraisingoflargefamiliesunderconditionsofeconomicsecurity.

ItisthedutyoftheStatesotoregulateprivateenterpriseandtheconditionsofcommerceandindustryas tomaintainthedignityoflabour, whethermentalormanual,toensure itsjustrewardandalsothatcondi-

tionsoflabourshallnotbedetrimentaltophysical,mentalandmoral health.

ItisthedutyoftheStatetorecognisethatthenaturalresourcesofthe StateareGod'sprovisionforthe needsofthewholecommunityandto seethattheseresourcesaredevelopeel, butnotabusedordestroyed.

WarisseenasSymptomofDeep-seatedMalady StatementonReality&Character ofGod&onNature&Destiny ofMan

ThelawofGodisbrokenif:

(a)TheStateinfringesman'srightto T' God.

(b)TheStatewhollysubordinatesthe individualorthefamilytothe State.

(c)TheStateallowsindividualsor groupstoexeroisepowertothe detrimentofindividualorcommonrights.

TheLawasBetweentheNations. Nopermanentpeaceispossiblebetweennationsunlesstheprinciplesof theChristianreligionaremadethe foundationofinternationalrelations aswellasofsociallife.

WeacceptthefivepointsofPope PiusXII,ascarryingoutthesaprinciples:-

1.Theassurancetoallnationsof theirrighttolifeandindependence. Thewillofonenationtolivemust nevermeanthesentenceofdeathpasseduponanother.Whenthisequality ofrightshasbeendestroyed,attacked orthreatened,orderdemandsthatreparationshallbemade,andthemeasureandextentofthatreparationis determined,notbytheswordnorby thearbitrarydecisionofself-interests butbytherulesofjusticeandreciprocalequity.

2.Thisrequiresthatthenationsbe deliveredfromtheslaveryimposed uponthembytheraceforarmaments andfromthedangerthatmaterial force,insteadofservingtoprotectthe right,maybecomeanoverbearingand tyrannicalmaster.Theorderthusestablishedrequiresamutuallyagreed organicprogressivedisarmament,spiritualaswellasmaterial,andsecurity fortheeffectiveimplementingofsuch anagreement.

3.Somejuridicalinstitutionwhich shallguaranteetheloyalandfaithful fulfilmentofconditionsagreedupon andwhichshallincaseofrecognised needreviseandcorrectthem.

4.Therealneedsandjustdemands ofnationsandpopulationsandracial minoritiestobeadjustedasoccasion mayrequireevenwherenostrictly legalrightcanbeestablished,anda (ContinuedonPage12.)

BytheFirstCommandmentGodrequiresustoworshipHimasourLord andGod.Inthestrictsenseworship istobepaidtoGodalone,i.e.,worship inthesenseofadorationortheselfabasementofmanbeforehisCreator. ButwepayworshipalsototheVirgin MaryandtotheSaints.Thespecial (butstillsecondary)worshipwegive toOurLadyiscalled"hyperdulia,"for shepossessesanexcellenceentirely unique,althoughitisinfinitelyinferior tothatofGod.TotheSaintsand Angelswepayaworshipcalledsimply "dulia."

Inthismatterisisunfortunatethat thesameterm"worship"isappliedto GodandtoOurLady,theSaintsand Angels,forittendstostrengthenin STOVE-Wood,Gas;newandused. Goodstockspaints,enamels,sprinklers, andtaps.Hassell's,559WellingtonSt.

Thisdoesnotmeanthatweshould eliminateasingleCatholicfeaturefrom FarrpopularservicesjusttosuitnonCatholicprejudices,butitshouldcounselprudenceinournon-liturgicalpublic servicessothattheydoconveytoout-

Theactualpracticeofdevotionto OurLadyortheSaintsisasignofa properly-developedCatholicfaith,but itisnotofobligationundersin,exceptwheresomeactcommandedby theChurchunderpainofsinhappens toinvolvesuchdevotion(e.g.,wherea FeastofOurLadyisaholidayofobligation,orprayerstoOurLadyareenjoinedasa"penance"inConfession.) However,beliefintheefficacyofsuch ofthesedevotionsasareapprovedby theChurchformspartofourfaith,and hewouldbeaveryrashandfoolhardy personwhoattemptedtodispensewith everysortofintercessiontotheSaints andespeciallytoOurLady.

Thesamenaturalinstinctthatleads ustoworshipGod'sperfectioninitself willmoveusalsotoveneratethetraces ofthatperfectionasitappearsconspiculouslyinsaintlymenandwomen. Thegoodnesswhichthesesoulspossess isareflectionofGod'sgoodness,anda participationinit.So,byhonouring themintheproperway,weoffertributetoGod,theGiverofallgood. Hence,whilewecanaddressourprayersdirectlytoGodandHecanhear uswithouttheinterventionofany creature,yetitisreasonabletobelieve thatourprayerswillbemorereadily heardifofferedthroughthosewhoare morepleasingtoHimthatweare

Justastheworldisaccustomedto showmarksofesteemtoitsgreat statesmen,generals,poets,inventors, etc.,soitislawful,praiseworthyand meritorioustohonouranyonewhom weknowwithcertaintytohavedied inthegraceandfriendshipofGod TheChurchencouragesCatholicsto praytoOurLadyandtheSaints,providedthereisnothingobjectionable intheformofhonourpaidtothem.

TheCouncilofTrenttaughtthat"the SaintsreigningwithChristoffertheir prayersformentoGod:thatitisgood andusefultocalluponthemwithsupplication,andtohaverecoursetotheir prayers,helpandaid,inordertoobtainbenefitsfromGodthroughJesus Christ,WhoaloneisourRedeemerand Saviour."Thus,theinvocationand intercessionoftheSaintsarenotopposedtothefaithandtrustweshould haveinGodalone:theydonotwhittle downourbeliefintheall-sufficient meritsofChrist,noraretheyopposed toScriptureandtheteachingofthe Fathers.RatheristhegloryofGod verymuchincreasedinasmuchasdevotiontotheSaintsinspiresustoimitatetheirvirtues.IndeedGod'sown preceptsencourageustoapproachHim attimesthroughHisservants,andthe principleandpracticeofinvokingthe aidofourfellow-creaturesisclearlylaid downbothintheBibleandinthewritingsoftheFathers.Moreover,prayers totheSaintsoccurinalmostallthe ancientliturgies.

How,then,canwehonourtheAngels andSaints?Themostpopularform ofdevotionistoaddressprayersofpetitiontoGodthroughthem.Soweseek throughSt.Josephthegraceofahappy death:welooktoSt.Anthonywhen thingsgetmislaid:weplacethepurity oftheyounginthehandsofSt.Aloysius.Butthemostpracticalformof

devotiontotheSaintsconsistsinendeavouringtoimitatetheirvirtues.So wemayaspiretocopySt.Joseph's amazingspiritofsubmissiontothe willofGod,thejoyfulnessofSt.FrancisofAssisithegreatloveofGodof theLittleFlower,theapostolicspirit ofSt.FrancisXavier,thecharityofSt. VincentdePaul,theprayerfulnessof St.TeresaofAvila,orthepenietntial spiritofSt.GerardMajella.Inall this,ofcourse,itwouldbeamistaketo endeavourtoreproduceactualpracticesemployedbytheSaints.Theaimis, rathertorecapturetheirspiritandto applyittotheparticularcircumstances ofourindividuallives.Anythingout ofthewayshouldnotbeundertaken withoutspiritualdirectionfromapriest.

ThedefeatofCatholicSpainwould havemeanttheimplantationofCommunism,whereashertriumphwillbe anexampleandanencouragementto allthosenationswhich,moreorless agitatedbysubversiveforces,mustbe preparedtodefendwithcourageand alacritycivilisationandCatholiclife.

AndyettherewereCatholicnewspapersandreviewsandalsoveryprominentCatholicpeople,whofellvictim totheshamefulRedpropaganda!The consequencestheirattitudeledtowere disastrousindeed.Itissurprisingand trulyincomprehensiblehowtheycould thinkandpropagatethattherewereno substantialdifferencesbetweenthe NationalistandtheReds.Isispossibletoadmitthattheirconsciencewas ateasewhenatastrokeofthepenor inafewwordstheyspreadtheastoundingstatementthattherewasnodifferencebetweentheincendiaries,murderers,profanersofimagesandchurches, sacrilegiousviolators,commontheives, andperpetratorsofthelowest,most repugnantandbrutalcrimes and ,,theSpainofFrancoatwhosesidewere tobefoundtheEcclesiasticalHierarchy,regularandsecular,andallsincere Catholicsunitedtoitbythebondsof faithandecclesiasticaldiscipline?Did theyignoretheChurchsrigidexclusivismandcompleterejectionofall compromisewiththeReds?Werethey justifiedintheirviewsbecauseamere handfulofecclesiasticsinthehandsof theRedsdidnothavethecourageto confessChristbeforeHispersecutors? Moreover,nearlyallofthemhadbeen deprivedoftheircassockorwerewearingitwithdishonour.Wecouldapply tothemthewordsofSt.Augustine: "Exieruntexnobissednonerantex nobis."("Theycamefromusbutdid notbelongtous.")

ThefactthatsomeCatholicsofthe Basqueprovinceswereinacertainway alliedwiththeRedsprovesnothing againstthegeneralcharacterofthe war.ThosemisguidedBasqueSeparatistscommittedagraveerrorbyal'lowingafewirresponsibleleaderstoimposeuponthemamonstrousalliance withtheswornenemiesoftheirreligionandoldcivilisation.Theydisobeyedtheirbishopsandtarnishedthe glorioustraditionofagenerousand mostreligiouspeople.

Incidentally,allowmetowarnyou againsttwohookswhichappeartobe popularinPerth.

Notlongagoafriendofmineasked meifIhadreadDon,Madariaga'sbook on"Spain."Inthecourseoftheconversationmyfriendtoldmethata friendofhis,wellcultured,endowed Withasoundjudgment,andoccupyingahighposition,fullyagreedwithMadariaga'sviewsabouttheCivilWarin Spain.Well,tosaythatIwasthunderstruckistosaytheleast,butmy notionsofsoundjudgment,logicalperceptionandcriticalknowledgesuffered aterribleandshamefulconvulsion.

DonMadariaga'sbookisnicelyprinted,extremelyexpensive-Ipaidtwo guineasforit-butisisgoodonlyfor lightingthefire.

Attheendofhisprefacehesays: "I-hardlyknowthemenoftheRight.

Ontheotherhand,everyoneof theleadersoftheLeft-LargoCabellero,Prieto,Azana,Besteiro,Fernando delosRiosAraquistain,Negrin,AlvarezdelVayo-wereoldacquaintancesorfriendsofalifetime.Itwas

aroundtheNationalMovement,by "theconspiracyofsilence"andthe ominousBolshevist,Masonic,andSeparatistpropaganda.

Thebishopsofthewholeworld,the differentCatholicRites,theGenerals ofReligiousOrders,allhastenedtosignifytheiradhesiontotheSpanishbishops.Thisreferendumbythenumberofprelatesandnationsrepresented hasatrueuniversaloremumenical character.

DonMadariagaisoneofthebest knownmenresponsiblefortheSpanishtragedy,andyetheisfullyunconsciousofhismistakesandhasnota wordofrepentanceandretraction. MadariagapraisesRightandLeftand atthesametimereproachesthemfor sacrificingtoomuchbloodtotheir ideals.Theidealiststatesman,after drivinghispoorcountrytowarand ruin,doesnotnoticethatitisutterly unjusttoapplythesamestricturesto theincendiariesandgangstersaswell astothedeefndersofreligion,family andcountry.Hetriestoaccomplish theimpossible:hetriestocompromise. TherecanbenomistakeforinHisinfinitewisdomandtruthOurLordhas saidplainlyandmostemphatically: "Nomancanservetwomasters.For eitherhewillhatetheoneandlovethe other.orhewillsustaintheoneand despisetheother."

Thesecondbookisentitled"Freedom'sBattle,"writtenbyAlvarezdel Vayo.Thewholebookisatravesty iiihistory."VayoisaCommunist, though,likemanyCommunists,hedoes notweartheredstaronthelapel,"says hisfriendandadmirer,Madariaga.And inanotherplace:"Vayo,thechief CommunistagentinsidetheSocialist Party,inco-operationwithCodevila, theagentoftheComiterninSpain,had succeededinunifyingtheCommunist YouthsandSocialistYouths,both Marxistorganisations."Andagain, "SenorAlvarezdelVayowasmoreover atthetimeGeneralCommissarforthe army,apointwhichshouldbenoted, sincehehadbeenforyearsthechief agentofBolshevisminSpain?'I hopethisisenoughtojudgetheman andhisbook.

Butinspiteofallthemaliciouspropagandascatteredallovertheworld, Catholicsshouldnothaveanytrouble infindingoutWhichpartywasright andwhichonewrong.

Theecumenicaltestimonyofthe Spanishbishopsandallthebishopsof theworldshouldbeasureguidancein thismatter.

ThisworldadherencetotheSpanish Hierarchywasnotapurematterof courtesyoramarkofcondolencefor thedamagessustained,oranauguryof peaceandtriumph.ItwastherecognitionofthejusticeoftheNational Movement,whichwasnotarebellion againsttheconstitutedAuthorities,but apatrioticmovementagainstthemost tremendoustyrannies,outragesandinjustices,absolutelynecessarytosafeguardthemostsacredthingsofthe Spanishnation-faith,civilisation, morals,science,art,traditions.

Theyacknowledgedtheuniversal transcendencyoftheNationalistcause forChristiancivilisation.Itisevident.Leninhassaidit:"FirstRussia,thenSpainafter...."

PiusXIforbadeallcompromisewith Communism.TheHierarchyofthe wholeworldrecognisesthatNational SpainstatestheprincipleoftheuniversalstrugglebetweenChristiancivilisationandRedatheism.Consequently,fromthepointofdiscipline, CatholicscannottakesideswithRed SpaininalliancewithCommunism.

Moreover,thecommunionofprinciplesmanifestedbetweentheSpanish bishopsandthoseofthewholeworld hasadogmatictranscendency.There isinthiscaseanextra-conciliarconsensus,morallyuniversal,thatdefines adoctrine.Thereforetothinkthatit ispossibletodefendtheprinciplesof RedSpainistoactagainsttheconsensusoftheuniversal,teaching Church.

"Itiscertainlyveryshallow,'says ArnoldLunn,"toassumethatbecause FrancoacceptedthehelpofHitler, enemyofCatholicism,hisclaimtobe defendingCatholicismwasamerepretext.Nationsfightingforexistence havealwaysacceptedhelp,wherehelp wasavailable,irrespectiveofthereligiousorpoliticalviewsoftheirallies. EnglandisaChristiancountry,butwe madeeveryefforttosecureanalliance withRussia.Andrightlyso,forour objectiveisthedestructionofNazism, andwemaylegitimatelyplayoffone anti-Christiandictatoragainstanother. Assoldierheiswellknownallover theworld.HewastheyoungestGeneralofEurope.Hisundauntedcourageisproverbial.Hewoninnumerabledecorationsinthebattlefield.His militarygeniusshoweditscapabilities allthroughouttheSpanishCivilWar.

ThisisthemanwhomProvidencehas placedattheheadofSpain.Hedeservesamonumentgreaterthanthe Escorial.Hisnamewillberepeated withloveandvenerationbyallgenerations,andwillstandsidebysidewith Pelayo,FerdinandtheSaint,andIsabella.

WithFrancoattheheadoftheGov. ernmentSpainwillregainhernatural dignity.Foroneofthequalitiesd theSpanishpeopleistheirastonishing vitalitythatenablesthemtorecover fromaperiodofrepressioninmuch lesstimethatmightbelogicallyexpected.

TheSpanishbishopspublishedacollectiveLetterwhichhadaworld-wide resonance,anditsrepercussionwasfelt overthewholeCatholicworld.This documentwassignedbytheSpanish bishopswithcompletefreedom. Whethertheinitiativecamefromthe Civilauthoritiesornot,ithasnothing todowiththeintrinsicvalueofthe document.Thebishopswerefully consciousofwhattheyweredoing. Theyweresubmittedtoaninterrogationaboutthesubstance,form,expediencyanddiffusionoftheLetter.Moreover,theyWereinformedthatthe Vaticanhadknowledgeoftheproject.

The1943SpeechNighta6theChristianBrothersHighSchool,Highgate, washeldintheParishHallonMondayweeklast,inthepresenceofa crowdedaudience,includingseveralof theclergyandChristianBrothers.Very Rev.FatherWallace,Adm.,presented thetrophies,andwassupportedin hisremarksbyPresidentWalter Dwyer.Priortothedistributionof prizes,adelightfulmusicalprogramme underthedirectionofRev.Brother Collopywassubmitted,consistingof choral,dramaticandmusicalitems. Alltheitemswerethoroughlyenjoyed bytheaudience,andshowedunmistakeableevidenceofthehighmusical andculturalstandardprevailingamong thepupils.

Entertainmentsfortheyearwere broughttoaddsebyaFeteheldin theSchoolontheeveningsof16th. 17th.,and18th.ofthismonth,and eventhoughitnecessitatedagreatdeal ofwork,theeffortsofthepeopleconcernedwerewellrewardedbyhugesocialandfinancialsuccess.

TheChildrenofMary"hightea,"held onSunday,December19,wasavery jollyaffair,andalthoughsocialactivitieshavebeenveryfewduringthe year,theoldcrowdralliedaroundfor thewind-up.

SomehowIcan'thelprecallingarecentincidentinwhichafriendofmine, aschoolteacher,questionedaclassof thirty-threechildreninoneofourlocal Stateschoolsastowhytheyweregiven aholidayonChristmasDay.None ofthekiddiesseemedtoknow.He askedthemwhathappenedonChristmasDay,andagainnooneknew notoneoutofthewholeclass!

Iwonderhowanyofthethousands ofmenandwomenandgirlswhohave beencrucifiedtothealmightymachine infactoriesthroughoutthelandsince warbegan,howmanyeverstoptorememberthatwedeclareapublicholidayonDecember25tocelebrateSomeone'sbirthday?

FortheCatholic,themidnightMass atChristmas,andeveryMassforthat matter,istheIncarnationonceagain, andthechurchinwhichhekneelsbecomesanotherBethlehem-another "houseofBread,"fortheChristwho comesonearthagain,comesthistime hiddenbeneathawaferofbread.

ThatiswhatChristmasmeansto'a Catholic-somethingmorethanjusta longsleep-in.

Mammoncanbutgrowolderanduglier.Theworldisgrown old,thefleshweakerandmoreinsistent,andthedevilbutmore experiencedinvarietiesofthe'oldlies.Buttotheendoftime theChristChildisbornagainthattheworldmayrenewitsyouth inHim,thefleshitsfealtytothespirit,andthedevil-thathe temptnottheLordHisGodintheleastoftheseHislittleones. Christmasisthefeastofthepoor.Itisalsothefeastofthe poorrich.Howhardlyshalltheypassthroughtheeyeofthe needlewhohavenotofferedtheirwealthattheCrib,notas largesse,butasowinginstrictjusticeinacknowledgmentofthe KingshipoftheChild.Bethlehemspeakstothepoorinavoice theyunderstand.ofcourageandofpatience.Buttothoseowners ofcapitalwhohavemadepovertydegradingandinevitabletothe massesundertheindustrialorder,itspeakswithmenaceandthe threatofjudgment.Bethlehemisapotentialdangertotherich intwoways:firstly,iftheyhavefailedtofindroomintheirinns, notrecognisingtheidentityoftheChild,and,secondly,iftheyregardtheMangerasasentimentalpiousmemoryhavingnopracticalapplicationinmoderntimes.ForChristspeakseverthrough HisChurchtotheworldandinthisworld-shakingmatterofsocial justiceHespeaksagainwiththeterriblesimplicityandcandour ofachild.Thesinoftheemployerwhowilfullydefraudsthelabourersoftheirjustwagecriestoheavenforvengeance.Truly Iristmasistheseasonofpeace,butnotofcontentmentwith thingsastheyare,notpeacewithouthonour.Weprayonlyfor thatpeacewhichisthatofChristandwhichwillbehadonlyin thereignofChrist.

Aboveallelseatthishistoricalmomenttherebirthofthe ChristChilddestridesthesocialquestion.InBethlehemisthe solutionofpoverty,evenastheriddleofpainisresolvedonCalvary.TothepoorBethlehemspeaksofthepotentialsanctityof poverty.Itdoesnotsaythatpovertyisadownrightevil,much lessadisgrace.WhileBethlehem'spovertyisvoluntary,itcounselspatiencetothosewhocannotchoosebutsufferwant.Yet itisnotcomplacent,acceptingdireneedasinevitable.Itbrings therichmenfromafarandacceptsashareintheirlargesse.In thatfirstmanger,thenucleusofChristiansocietywasestablished andthemeaningoftheCommon-UnionofSaintsmadeclear.Shep- herds,kingsandangelswereoneinfaithandadorationbeforethe spectacleoftheircommonSovereign.Thekingsmustcome againtotheCrib,andtheshepherds,too,fortheygrewonly worldly-wiseontheirreturntotheEast.Untilthisreturnis madeandthissubmissionrenewed,thepeaceoftheChrist-Child willnotreignontheearth.Nosystemoflogicornaturalreligion willinduceit,becauseitisthepeacethatsurpassethallunderstanding.ThismustbeourprayerfortheChristmastide:The peaceofChristinthereignofChrist.

OnTuesdayevening,December7, manyweretheanxiouseyescasttowardstheskiesasathunder-storm threatenedtoundotheworkofmany weeks'preparation.However,the stormofprayersandheartfeltwishes frombelowbanishedthecloudsoverhead,andallroadsthenledtoSt.Joseph'sSchool.TheenthusiasmandexcitementofabazaarwhichwastodecidethePopularGirlCompetitioncould notbesquelchedbythemerethreats ofastorm.Rumourhasitthatpeals ofthunderandaheavyshowershortly after8o'clockpassedunnoticedamidst theuproarofabazaarinfullswing.

Ourthreepopulargirlswereresponsibleforfilling-no,packing-our schoolwithfriendsandwellwishers.

Whenthepollwasfirstdeclaredat8 o'clock,aglanceattheblackboard showeditwasgoingtobeaneckand neckracebetweentwoofthecompetitors.At9o'clockthepublicvoting closed,andthesecretvotingcommenced.Fromnowonwardstheworkof theadjudicator,Mr.JimDarcy,grew heavierandheavier,reachingaclimax beforethefinalpollwasdeclaredat 10.30p.m.IndescribablewasthetensionwhenMr.Darcytookthechalkfor thelasttimeandplacedthefinalfiguresontheboard.Aburstofcheeringgreetedthewinner,MissTheresa Brown,whohadanarrowvictoryfrom MissDoloresArdagh,withMissMary Cermichthird.Thefinalfigureswere: MissTheresaBrown,37,310;Miss DoloresArdagh,35,773,andMissMary Cermich,17,127.

FatherCarmody,indeclaringMiss Brownthewinnerofthecompetition, congratulatedherandhersupporters ontheirmagnificenteffort.Heremarkedthat,withouttakinginany Twayfromthepopularityofthewinner,muchthankswereduetoherworkers,whowouldputtoshamethemost ardentvote-catchersofaparliamentary candidate;andthat,consequently,they hadeveryreasontotakealegitimate prideintheirvictory.

Ourthanksandcongratulationsgo out,too,toMissDoloresArdaghand hersupporters,whoweresonarrowly defeated.AsoneardentandArdagh supporterputit,"Wejustlackedthat verysmallextraefforttosnatchthe laurels."Seeingboththesestallsat (work,onewishedthatbothgirlscould hewinners-ifthatwerepossible.

Whentheyweredisregarded,itbegan todecay.Iftheyarenotnowimplemented,itmustperish.

Eachindividualcaseofresumption ofthepracticeofreligionmustberegardedassoldierswouldviewthecaptureofapointofvantageinwar,for eachonewillbringothers.Asthe capturesgrowinnumberpublicopinionwillbegintosuffermodification.All intheareaareobservingtheLegionaries.Allaretalking,criticising,thinking;andheartsthat(werechillbegin toburn.Yearwillfollowyear,each withitssubstantiallistofcaptures.For manyyearsthegeneralattitudeofthe populacetowardsreligionwillseemto beunchanged.Then,justasatouch cancauseanant-eatenfabric,which lookedsound,tofallsuddenlyinto dust,someeventrevealsthatthe heartsofthepeoplehavereturnedto God..

Thetoastofthe wasSocproposedbyBro.T.Burke,M.H whosaid heregardeditasagreathonourtoproposethetoastoftheHibernianSociety.Ithadsprungfromahumble beginning,andhadgrowntothesize astheyknewthatday.Itsthree separatefunctions-thereligiouswelfareofitsmembers,theireconomic welfare,andtheirsocialwelfare,were definitelyinterwoven.Thedemonstrationthatmorninghadprovedthat thefirstofthesehadnotbeenforgotten;itspositionto-daygaveproofthat theeconomicwelfareofitsmembers hadbeenjealouslyguarded;andthose attendingthatCommunionBreakfast andthesocialeventsconductedbythe Societyknewtheextenttowhichthe socialaspecthadbeendeveloped.He congratulatedtheSocietyonitssuccessgenerally,andwisheditacontinuationofthatsuccess.

TheGrandSecretary,Bro.Edwards inresponding,heartilycongratulated Bro.Burkeonattaininghishighambition-electiontotheHouseofRepresentatives.AlthoughthisSocietywas non-political,itwasnaturalthatthey shouldrejoice.whenoneoftheirmembersattainedsuccessinthepolitical field.Afteranappealtothememberstocarrytheirenthusiasmaway fromthisfunctionandapplyittothe activitiesandmeetingsofthebranches,heintroducedBro.LeoO'Connor, whoalsorespondedonbehalfofthe Society. ,BrotherO'Connorwasgreetedwith applaute.HesaidthatwhenhearrivedinthisStatehehadnoideathat hewouldhavethepleasureofattendingsuchafunction.HecongratulatedBro.Burkeonhiselectiontothe FederalParliament.Hisspeechthat morningwasacredittohimself,to Australia,andtotheHibernianSociety,fromhisassociationwithwhich hisdebatingabilitywas,tosomeextent, attributable.Hejoinedwith theotherspeakersinofferinghiscongratulationstotheLordMayoronhis re-electiontothathighoffice.Hepaid atributetothebeautiesoftheCity ofPerth,andcommendeditscontrollersintheirforesightinsettingaside thesplendidKing'sParkandtheriver foreshore.Theyhadcertainlydone agoodjobinthematterofParkreservations.Hecongratulatedthe membersonthegreatsuccessofthe function,andhewasverypleasedto heartheremarksofHisGraceinrelationtotheSociety.Onhisreturnto Queenslandhewouldtellhisfellow.

Bro.Needhamalsoresponded,and saidheappreciatedthecongratulations ofthemembersonhisre-electionat MemberforPerthintheStateParliament.Heconsidereditahighhonour tobereturnedforthefourthterm, andhehopedtoprovbworthy.Itwas indeedagreatprivilegetobespared byAlmightyGodtobepresentatthe Cathedralthatmorning.Itwasa mostedifyingsight.Theyheardmuch aboutaneworder.Whattheyshould beconcernedaboutwasabetterorder. TheSociety,byitsdemonstrationthat morningsuggestedaneworderbased onChristianprinciplesandthepracticalcarryingoutofthetenetsofthe CatholicFaith.IfSocietyto-daycould beconductedonthebasisof"render untoGodthethingsthatareGod's, andtoCaesarthethingsthatareCaesar's,"thenthesacrificeofhumanlife wouldnothavebeeninvain.They hopedthatthewarwouldendinvictoryforourArmsandthatpeacewould beofatrulyChristiancharacter;and thatthosewhowouldguideourdestinieswouldturntoGodintheirefforts tosecurealastingpeaceandthepreventionofhorriblewars.

ThetoastoftheChairmanwasproposedbytheGrandTreasurer,Bro. Felton,whopaidatributetothesterlingworthoftheGrandPresidentasa CatholicandaHibernian.
