Perhapsthemostinterestingpointin thismasterlyanalysisisSalazar'sdeclarationofhisfaithinnational,free andindependententitiesasthebest basisfororganisation,andforthesolutionofworldproblems.WhilerecognisingtheinterdependenceandfellowshipofStatesheconsidersthattwentiethcenturymanisnotyetcapable ofresolvingsuchproblemsbymeansof supra-national,continentalorworld formsoforganisation.
Beingoutoftheconflict,wemight quitenaturallyconsiderourselvesunaffectedbytheresultofthewar,Dr. Salazarsaid.Thiscannotbesosince thenon-combatantcountriesareinthe warliketheothers.Thereasonfor ist,befoundinthewidespread natureoftheconflict,inthefactof internationalsolidarityandintheintentionoftheprincipalleaderstoimprovetheoccasionbyreformingthe world.
Reformingtheworldmeanssimply tolaydownsomerulesoflifeforthe peoplesoftheworldandtodevelop socialandpoliticalidealslikelytoimprovethelifeofmenandtopromote 1theprogressandwell-beingofnations. Aneworderisawaited,butonlythe resultofthewarwilldeterminewho istodefineit.Ithasbeenauthorita-
tivelydeclaredthatthisordermustbe acceptedwillinglyorbyforce.Hence we,too,inanycase,areconcernedin thematter.
FactorsThatWillDetermineNew Order.
Lifeto-morrow,inmanyofitsaspects,willnotdependonwhowinsthe victory,andcivilisationwillbesustainedbyideaswhicharealreadyalive everywhere,inthemidstandinspite oftheconflict,andareproducingtheir ownatmosphereineverycountryin EuropeandAmerica.Neverthelessit iscertainthattheprocedureandperhapsevensomeofthesolutionswill dependonthevictorsandontherelativestateoftheirforcesattheend ofthewar.
Forthisreason,perhapF, andbecausethewarunfortunately threatenstobealongone,neitherside hasgonebeyondmakingvaguestatementswhich,fromprudenceorfrominherentdifficulties,leavesomedofthe essentialpointsunanswered,Thus evenifitwerelegitimateandcogvenienttodosoonewouldnotbeableto enterintoanydiscussion.
ThreeTendenciestobeFeared.
Formypart,perhapsunjustifiably,I fearthreeparticulartendenciesinthe schemeforsettingrighttheworld-the desireforanidealstateofaffairs,givinganunrealvaluetoaspirations;the rutofwarinthehabitofacollectivisedlife;thepredominanceofeconomic considerations,thatis,thesubordinationofallsolutionstotheeconomic exigencieswhichwouldmakecivilisa-
tionlosethecharmandvaluewhich humanityhasputintoit,andwould revolutionisetheworldwithoutbringingpeace.
Whateverformtheseplansmaytake, theywillrestontwobasicproblemsorderandinternationalcollaboration.
WiththeexceptionofCommunism, whichwillcontinuetobeafactorof disorder,theimmediateconcernofall willbetoseethatorderismaintained whereitstillexistsandisre-establishedwhereithasbeendestroyed.The problemisallthegreaterandmore seriousonaccountofthehatred,the trailofviolence,destitutionandother resultsofthewar,andnosensibledirectionofeventsmaychallengetheinternalorganisationofanyState'which isinitselfaguaranteeoforder.Only Communisminmyopinionisthegreatesthumanproblemofalltimes,Imean thatitisaproblemofthebasicconceptsofhumanityandofindividual andsociallife,andthereforeamatter ofthegravestrisktoWesternorChristiancivilisation.
ExtinctionofLiberty.
Itisprobablethatnoconceptoflife haseverbeforeexhausteditselfsocompletelyinthecourseofasocialexperiment.Neverbefore,itseems,have science,technology,andorganisation beensubstitutedforthathumanand spontaneousinitiativethatmakesfor thesweetness,richnessandattraction ofotherinterpretationsofwhatlife andmanrepresent.Ithasbeenshown thatso-calledmaterialprogress-militarypower,marvellousmachinesand industrialplants-mayco-existwith thediminutionandextinctionoffree will.WheretheStateandtheMachineabsorbman,thereisnoroom leftforhumanliberty.Itisdoubtfulwhethertheseessentialaspectsof thequestioncaneverbeforgotten-no
matterwhatfellowshipswarmayinkpose.

"WeCatholicshavedeclaredthatthe existingnationalsystemofeducationis wrong,becauseitfailstoprovideareligioustraining,anddirectedourchildrentoavoiditwhenevertheycould doso,"hesaid."Butmedidnotleave theproblemonthistheoreticalplane. Andwhatalternativeafterallisthereforthenextgenerationapart fromCatholicism(whichcansatisfyallthatisbestinhumanaspiration)?Onallsidesthereishope,howeverirrational,ofanew orderarisingoutofthisconflict,socialreconstructionofcommunitiesandnations.Howmucheasierallthisworldwouldbetorealise ifAustraliaenjoyedacommonreligiousbeliefandasinglephilosophyoflife.True,thesocialreconstructionenvisagedbytheChurch proceedsfrompremisesofpurereason,buteventhesehavebeen vitiatedbyreligiouserrorandstillmorebyindifferentismwhich issooftencalledtolerance.
TherecurringFeastofXaviershouldthenbetheoccasionfor therecallingtoAustralianCatholicmindsnotonlyofthetremendousresponsibilitiesthatfalluponthemasCatholicsnormally,but ofthetremendousincreaseinthese.duetothecircumstancesof thetimes,andsholdbeawarningagainstcomplacency,andthat temptationwhich,thoughprevalent,iscompletelyforeigntothe Catholicoutlook,thatis,thattheFaithisaprivateconcern,and thattheCatholicobligationfinisheswiththeefforttosaveone's ownsoul.Faiththatisnotapostolicincharacterverysoondeclinesanddies,becauseFaithworkeththroughcharity.Faithis dynamic,itmustradiate,andthisbringsustothequestionofhow onecangivetheFaithtoothers,underGod,ifitdoesnotsuperaboundinourownminds'andhearts.Personalholinessisthena prerequisiteoftheapostoliclife,fornoone,asthelatePopedeclared,cangivewhathedoesnotpossess.Thetime,moreover,is ripefortheconversionofAustralia.ThenationalcharactercombinedwiththetraditionsofdecayedLiberalismhaslargelyuprootedpositivereligiousantagonism,butithasmadeatthesame timeforreligiousindifference,atypeofspiritualdolcefaniente. Thisatmosphereofvagueness.uncertaintyanddoubtisamilieu pregnantwithpossibilitiesItisagoldenopportunityforthe ChurchinAustraliaandwemustseizeit.Fortheconversionof Australiatotheonetruefoldwouldgreatlyfacilitatebothsocial andeconomicreformswhichthemassofthepeoplesoardentlydesire.Itisourgreatnationalresponsibility,withtheaidofSt. FraancisXavier,tomakethiscountrythesouthernland)fthe HolySpirit.

TheFeastofSt.FrancisXavierislikeanoteofreveilleinCatholicAction.Truethemovementhascommenced,hasgathered impetus,andgivenpromiseofbringingforthverymuchfruit.But itwillneverbecompleteuntilitisall-embracing,forCatholicActionisnotthesoleprerogativeofyouth,becauseitisCatholiclife aimingtoembraceinthemysticalbodyofChristeverybaptised soul.InthemeantimetheworldoutsidetheChurchdriftsfarther andfartherfromthedoctrinesandthewayoflifepreachedand livedbyChristOurLord,andfinallythegreatcalamityofwarhas comeuponChristendom.Andwhileoneapprehendswithanxiety thefearfulspiritualaftermaththatfollowsinthewakeofwar,to theapostleitisalsoamilieuofintensepossibilitiesforgood.The heartbreak,thedisillusion,thecynicism,thedespairofpost-war periodsisauniqueopportunityforanyonewithaconstructiveidea. Andwhatalternativeafterallisthereforthenextgenerationapart fromCatholicism(whichcansatisfyallthatisbestinhumanaspiration)?Onallsidesthereishope,howeverirrational,ofanew orderarisingoutofthisconflict,socialreconstructionofcommunitiesandnations.Howmucheasierallthisworldwouldbetorealise ifAustraliaenjoyedacommonreligiousbeliefandasinglephilosophyoflife.True,thesocialreconstructionenvisagedbytheChurch proceedsfrompremisesofpurereason,buteventhesehavebeen vitiatedbyreligiouserrorandstillmorebyindifferentismwhich issooftencalledtolerance.
TherecurringFeastofXaviershouldthenbetheoccasionfor therecallingtoAustralianCatholicmindsnotonlyofthetremendousresponsibilitiesthatfalluponthemasCatholicsnormally,but ofthetremendousincreaseinthese,duetothecircumstancesof thetimes,andsholdbeawarningagainstcomplacency,andthat temptationwhich,thoughprevalent,iscompletelyforeigntothe Catholicoutlook,thatis,thattheFaithisaprivateconcern,and thattheCatholicobligationfinisheswiththeefforttosaveone's ownsoul.Faiththatisnotapostolicincharacterverysoondeclinesanddies,becauseFaithworkeththroughcharity.Faithis dynamic,itmustradiate,andthisbringsustothequestionofhov, onecangivetheFaithtoothers,underGod,ifitdoesnotsuperaboundinourownminds'andhearts.Personalholinessisthena prerequisiteoftheapostoliclife,fornoone,asthelatePopedeclared,cangivewhathedoesnotpossess.Thetime,moreover,is ripefortheconversionofAustralia.ThenationalcharactercombinedwiththetraditionsofdecayedLiberalismhaslargelyuprootedpositivereligiousantagonism,butithasmadeatthesame timeforreligiousindifference,atypeofspiritualdolcefaniente. Thisatmosphereofvagueness.uncertaintyanddoubtisamilieu pregnantwithpossibilitiesItisagoldenopportunityforthe ChurchinAustraliaandwemustseizeit.Fortheconversionof Australiatotheonetruefoldwouldgreatlyfacilitatebothsocial andeconomicrefor,mswhichthemassofthepeoplesoardentlydesire.Itisourgreatnationalresponsibility,withtheaidofSt. FraancisXavier,tomakethiscountrythesouthernlandofthe HolySpirit.

ThemainfunctionofthatInstitutionwastotrainboysintheprinciples morality,withaview tomakingthemgoodandusefulcitizens.WiththehelpoftheBenedictineFathers,theywerehopefulthat theyhadsucceededintheirreligious obligationstowardstheboys,andall wouldagreethattheerectionofthose buildings,insuchacomparatively shorttime,andtheworkmanshipdisplayedinthevariousphasesofthe buildingswasclearevidencethatthe boyswerebothindustriousandcapableinthirrespectivetrades.
About18monthsago,attherequest oftheMilitaryauthorities,thoseresponsiblefortheClontarfOrphanage didaNationalservicebygivingup thatfineinstitutionfordefencepurposes.Withtheapprobationofthe MostRev.Dr.Prendiville,Archbishop ofPerth,theyevacuatedallthesenior boys,includingthoselearningthevarioustrades,fromClontarftoBindoon,

wheretheaccommodationwasentirely inadequate,withtheresultthatthe boyswerecompelledtosleepintents andtoputupwithnumerousinconvenciesuntil,bytheirownefforts,they succeededinerectingthatfinepileof buildings,whichwasmostsuitablefor itsvariouspurposes.
Whenitwasrememberedthatonly afewyearsagotherewasnotastone uponastonewherethosebuilidngsnow stood,andthataremoteandpracticallyanunknownareahadbeenturned intoahiveofindustriousactivity, centredroundacomfortablehome, andthatallthatprogressandcomfortablelivingconditionshadbeen broughtaboutbytheabilityandindustryoftheboys,itwouldbeeasilyconcededthattheboysinBindoonSchool haddoneexcellentwork,notonlyin makingacomfortablehomeforthemselves,butalsoinqualifyingtotake uptheirdutiesintheStateasindustriousandusefulcitizens.
Inthemidstoftheirmanyactivities,theboyswerehappy,contented anddocile;theytookaprideintheir work,becausetheyfeltthattheywere doingsomethingusefulthatwould benefitthemselvesandothers,and, moreover,theydearlylovedprogress andgoodresults.Thatwasahappy stateofaffairsandtheyallthanked Godforit.Still,themembersofthe staffandhimselfwerenotwithoutmomentsofanxiety,broughtabout,in themain,bythebig,compulsoryexpenditureandourlimitedsourcesof revenue.However,theboyshadto beprovidedwithsuitableaccommodationandthatwastheirfirstconcern andduty.
Theforemostamongourmany friendsandgenerousbenefactorsisMrs. C.Muskwho,inherChristiancharity andlongvision,foresawthepossibilitiesthatlayinherfineproperty, knownas"Mt.Pleasant,'fortraining andeducatingboyswho,throughnp faultoftheirown,weredeprivedof thepropermeansofdevelopingtheir abilityandnaturalaptitudesformechanicalandfarmingwork.Withthat objectinview,shehandedover"Mt. Ifanyonehassolidgroundstobe proudthisafternoon,itistheCorm munityoftheChristianBrothers,and amongstthemmainlytheonewhois thesoulofthework,theleaderofthe wonderfulprogressmadeinashort timeinthebuildingofSt.Joseph'sCollege.Wealladmirewithheartsfull ofjoythemarvellouspowerofman's willwheninspiredbymotivesoffaith. Nodifficultiesareinsurmountable. Lackoffinancialmeans,obstructionon thepartoftransport,shortnessofmaterialsrequiredforthebuildings,ipsteadofbeingobstacles,areonlyinducementstospurtheenergiesofthe manwhoworksforGodandforthe welfareofyouth.Hereisthesecret ofthesuccessattainedbyRev.BrotherKeaneyandotherBrothersassociatedwiththischaritableinstitution. Faithguidesthem,faithencourages them,faithsupportsthem.
ThewordsofChristtoHisApostles:"Ifyouhavefaith,asagrainof mustard-seed,youshallsaytothe mountain:removefromhencehither, anditshallremove,"hasbeenagain realisedinourcase.Allofusinterestedinthisaffairheardonlyafew monthsagoamysteriousvoice,the voiceoffaithcommandingthenearbystonymountaintoremove,andthe mountain,obedienttothepromiseof Christ,wasmadeintopieces,which, takenbythefeebleantsofourlads, weresetdowninorder,theresultof whichisthissolidandmajesticedifice whichyoucontemplateinfrontofyou.
Donotbesurprisedtoseetherapid growingofthesebuildingsinspiteof thedeficiencyofmeans.ThisinstitutionenjoysGod'sblessing,foritisdestinedtomouldthemindsandheartsof ouryouthaccordingtoGod'splans. Ladswillbetaughtherehowtoform anunrightcharacter,howtofacesuccessfullytheproblemsofthislife,and alsohowtorunwithadvantagethearduouswaythatleadstotheeternal happyend.Childrenwillbetaught herehowtopracticetruecharityin
theirrelationswithGod,withthemselves,andwiththeirneighbours,by submittingtheiractionstothestrict observanceofGod'sCommandments. Thuswhenourboysleavethisinstitutiontheywillbewellimbuedwiththe rightprinciplesofpeacesobadlyneededinourdayswhenwehearsofrequently.aboutmen'shatredagainsteach other,thusmakinglifeunbearable.We all,attersomanyyearsofwar,are thirstyforpeace,but l cantellyou thatdurableandlastingpeacecannot befoundunlesssearchedforinitspropersource,thatis,intheprinciples anddoctrineofChrist.Wemaygeta sortofpeaceonpaper,but,together withthispeace,weshallinheritalso theseedofanotherevenmoreterrible war.Theonlytruepeaceisagiftof Godandnottheresultofdiplomatic negotiations,ingenuityofweapons, stidtig*ofleadersorsoldiers'heroism. Atrueandlastingpeacecomesfrom Christ,inco-operationwithman.For thepeacepromisedbyChristtothe shepherdsatBethlehemwasnotanabsoluteone,butaconditionalone.He promisespeaceprovidedtherearemen ofgoodwilltoreceiveit.Nowcanwe call"menofgoodwill"thisworldhardenedinitsapostasyfromGod?Should weexpecttruepeacewhilstmurderous egoismpretendstothecontrollingof ourdestinies,whilepagancustomspermeateallrealmsofSociety?No,true peacecannotbesecuredinthesecircumstances,andunlesswemakeabig changeinourwayofthinkingand doing,whichisverydifficult,ifnotimpossible,unlessweareinpossessionof theprinciplesofChrist,manwillcon-a tinuebeing"homohominilupus,"a wolftohisbrother.
Allthisshowshowgratefulwemust betotheChristianBrothersfortheir valuableeffortsineducatingouryouth onthesolidprinciplesofChrist,thus makingoutofladsgoodcitizensof thecountryandfutureinhabitantsof the"lastingcity."
