Thegrowthofalargenumberof thosewholivewithoutworkingis.in itsbulk,amodernphenomenon.The "poorman"ofto-daywasalmostunknownsevencenturiesago.Therich manofto-daywholivesoninvestmentsanddoesnoworkofsocialvalue wasthenpracticallyunknown;orwas known(anddetested)astheJewish usurer.Thelandedaristocracywere notrichincurrencyorincredit.But thesocialservicestheyrenderedwere almostasmultipleintheexecutiveand judicialsphereasthoseofamodern ColonialAdministrator.Asaclass theyhadlittleornothingincommon withthemodernrichmanwholives withoutworkingandentirelybyinvestments.Iamoftheever-strengtheningopinionthatuntilthemodern non-workingrichmandisappears,and themedievallandlordreappears,there willbelittlehopeofsoundsocialbetterment.

Isayadvisedly"landlord,"because IholdthatCommunismcanbebeaten onlybyagroupoffreemenonthe land.Inatown-organisationCommunismcanbebeaten,andseemingly isbeingbeaten,byanintelligentsia applying,withgreaterintelligence, againstComuniststheirowntotalitarianism.Butthistotalitarianism, whichwilldriveoutCommunistslavery,willnotdriveoutslavery.Indeedthepresentsymptomsseemto confirmthatapriorilikelihoodthat thepurelyintellectualtotalitarianism nowreapingitsfirstvictoriesoverCommunismwillbringinconditionsstill moreservileandmorelastingthan thosesponsoredbyLeninandStalin.

Thegood,then,thatcancome,yet maynotcome,fromCommunismis theconviction,especiallyamongstCatholics,that"ifanymanwillnotwork, neitherlethimeat."

Asecondgreatgoodwhichmaycome ofCommunismisalivelysenseofeach

individual'sdutytowardsthegroupsof whichheisanindividual,e.g.,tothe family,thecity.thenation,thebrotherhoodofmankind.

WecannotgivetoBolsheviststhe creditofdiscoveringthisfundamental socialprinciple.Itwasalreadyknown totheGreekPhilosophersandmedievalScholasticsastheprincipleofgeneraljustice.Theanalysis.ofthesubjectgivenbySt.ThomasAquinasin his"Summa"hassurprisesanddiscoveriesforstudentsofsocialscience.

ButthisscienceoftheGreekpagan philosopherswaslittlebetterthana science.Inotherwords,itwasa thoughtifnotaconvictionwhenit oughttohavebeenalife.

Communistsaredetermindthatthis socialsciencewhichgivesusthedoctrineofgeneraljusticeshallbealife, evenifitcostsuntolddeaths.Individualsandwholeclassesofindividuals whoarenotofservicetothegroup mustbeeliminated.Alas!theWorld War1,withitsvictorythatcost10 milliondeaths,hassuggestedtoenthusiastsofsocialpeacetheruthlessnessofwar.

Wehaveventuredtosuggestthat goodcancomeoutof(abadsystem) Communism,ifmenofgoodwillonly seethecryingneedofthetwoprincipleswehavenamed-"Everyone,who canwork,shouldwork,"and"EveryoneshouldworkfortheCommunity."

Butitcanneverbesufficientlyemphasisedthat"heresyisatruthinisolation,"andthegreatertheprinciple fromwhichthetruthisisolated,the greatertheheresy.Communismaswe seeitinpractice,ifnotinprogramme orprinciple,bydenyingGod,hasisolatedthetwotruthsfromtheirfundamentalprinciple.Onlytheprinciple ofajustGodWhodiedfortheindividualcansafeguardtheindividualin hisrights.Butthetwotruthsof man'sdutyofworkandofserviceare sofar-reachingthat,ifisolatedfrom theprinciple,theycanendonlyinsocialslaveryorinsocialchaos.

OnlytheCatholicChurchstandsbetweenthemodernworldandveryeffectiveslavery;becauseonlytheCatholicChurchwithitsdoctrineoffreewill andRedemptioncanlookonworkand servicenotjustasadutytotheState, butasthewillandexampleofaselfsacrificingGod.

HavingnowexaminedcertainerroneousopinionsregardingtheChurchand theSocialQuestionandgivenyoua bird-eye'sviewofsomeofthepeaksof socialhistory,Imusthurryonandask thequestion:Whatisthebasisofa naturalsociety? Iamafraid,however.thathavingaskedthequestion,I willbeunabletoansweritinthetime permitted.Iwillhavetocontent myselfwithmerelystatingsomeofthe fundamentalfeatureswhich,according tothemindoftheChurch,shouldmark suchasociety.

So,forexample,thedignityandfreedomofmanshouldbeevidentandthe FamilyandPropertyshouldflourishin suchasociety.Thewelfareofthe 'familyisoneofthemainaimsofCatholicsocialendeavour,thestrength ofanationshallbejudgedbyits homes.Theworldhasdriftedintoindividualism;personalismandthecorporateaspectofsocietymustberestor-

ThereasonablenessoftheChurch's teachingonsuchaquestionasthe smallunitinbusinessisbecomingmore apparent,thoughImustadmitthat thepracticaldifficultiesinthewayare verygreat.Butthetheoreticaldifficultiesaredisappearing.Theadmirationforthelargeunitisaformof spiritualvenerationlikethevenerationofaverysmallboyforaverybig water-melon.

Take,bywayofillustration,thestock argumentthatweshouldbaskinthe efficiencyofmass-productionandin theeverlastingsunlightoftheLeisure State.Now,ofcourse,thereisnot theslightestevidencethatinthepast large-scaleproduction,orthefactory system,havebroughtusnearertothis idylliccondition,butthebourgeois mind,liketheboyontheburningdeck, isnotalwaysparticularlybright.But itshouldatleastbeevidentthatno matterwhatthepast,wearenotmakingmuchheadwayto-daytowardsthe leisure-stateIgrantthatmanisoverrworkedandthatmorereasonableworking-hoursshouldbeachieved;butit wastheindustrialrevolutionthat broughtinexcessiveworking-hours. Anditisextremelyunlikelythatthe problemofunemploymentwillbeovercomebyshorteninghours:rather,attentionwillbegiventotheproduction ofnewgoodsandservicesparticularly asincome-levelsrise.Theleisure-state maybeoverthehorizon,butthehorizonisnotcominganynearer.Inany a,eIthinkamanwouldratherwork tenhoursadayinhisowntimethan sixhoursofsomebodyelse's.He wolldratherfeelfreetotakehisown siestaeachdaythanbegrantedanextrafortnight'sholidayattheendof theyear.

B'utwhyinthenameofallthatis powerfulshouldthisbeanargument forlarge-scaleproduction.Ifthe smallunitisasefficientasthelarge one,orcanhemadeso,asundoubtedlyitcaninasurprisingnumberofinstances,theniftheworldwantsmore leisureitcanhaveitwithsmallunits aswellaswithlarge.Thefreeman cantakehisleisureashewills.Ifind thatthisargumentconvincedpeople whousuallyworshipunthinkinglyat theshrineofthebigfactoryorshop. Thereseemstobenoneedtoadduce thefurtherphilosophicargumentthat onlyafreemancanmakethebestuse ofhisleisure,orthatcreativeactivity inworkisinitselfasdesirableas morespare-timetoreadthelatest novels.

But,eveniftherestorationofpropertymeantadeclineinlivingstandards,itmuststillberestoredbecause itmeetsafundamentalneedofman. Man'sspiritualandsocialneedstake precedenceoverhiseconomicneeds.On thispointthereisnobetterauthority thanPiusXI,whowrote:"Goodsare producedmoreefficientlybyasuitable distributionoflabourthanbyscattered

effortsofindividuals.Hencethesocialistsarguethateconomicproduction,ofwhichtheyseeonlythematerialside,mustnecessarilybecarriedoncollectively,andthatbecause ofthisnecessitymenmustsurrender andsubmitthemselveswhollytosocietywithaviewtotheproductionof wealth.Indeedthepossessionofthe greatestamountoftemporalgoodsis esteemedsohighly,thatman'shigher goods,notexceptingliberty,must, theyclaim,besubordinatedandeven sacrificedtotheexigenciesofefficient production.Theyaffirmthattheloss humandignity,whichresultsfrom' thesesocialisedmethodsofproduction, willbeeasilycompensatedforbythe abundanceofgoodsproducedincommonandaccruingtotheindividual whocanturnthemathiswilltothe comfortsandcultureoflife.Society. therefore.asthesocialistconceivesit, isontheonehandimpossibleandunthinkablewithouttheuseofcompulsionofthemostexcessivekind;onthe other,itfostersafalseliberty,since insuchaschemenoplaceisfoundfor truesocialauthority,whichisnot basedontemporalormaterialadvantages,butdescendsfromGodalone,the Creatorandlastendofallthings."

Iamawarethatthereare thosewhowillstillmaintainthatan enunciationofprinciplesisnotparticularlyhelpful.Butitisideasand theorieswhicharethemostpotent forceintheworld:theyalsoachieve thequickestresults.OnthispointI cannotrefrainfromquotingChesterton again,anditisfittingthatIshould dosointhisroomwherehangstheportraitofthatgreatknightoftheHoly Ghost."Suppose."wroteChesterton once,"thatagreatcommotionarisesin thestreetaboutsomething,letussay' alamp-post,whichmanyinfluential peopledesiretopulldown.Agreycladmonk,whoisthespiritofthe MiddleAges,isapproacheduponthe matter,andbeginstosay,inthearid manneroftheschoolmen,'Letusfirst ofallconsider,mybrethren,thevalue oflight.Iflightbeitselfgood-' Atthispointheissomewhatexcusably knockeddown.Allthepeoplemake arushforthelamp-post,thelamp-post isdownintenminutes.andtheygo aroundcongratulatingeachotheron theirunmediaevalpracticality.But asthingsgoontheydonptworkout soeasily.Somepeoplehavepulled thelamp-postdownbecausetheywantedtheelectriclight;somebecausethey wantedtheoldiron:somebecausethey wanteddarknessbecausetheirdeeds wereevil.Somethoughtitnotenough ofalamp-post,sometoomuch;some actedbecausetheywantedtosmash municipalmachinery;somebecause theywantedtosmashsomething. Andthereiswarinthenight,noman knowingwhomhestrikes.Sograduallyandinevitably,to-day,to-morrow orthenextday,therecomesbackthe convictionthatthemonkwasright afterall,andthatalldependsonwhat isthephilosophyoflight.Onlywhat wemighthavediscussedunderthegaslamp,wenowmustdiscussinthe dark."

Amancangraspanideal,hecannotalwaysunderstandamethod;least ofallishelikelytobeconvertedto themethodwhenhehasnotgotthe ideal.ThereisanotherreasonwhyI amsomewhatcharyaboutrecommendingmeans,andthatisbecausemeans oftengowrong.Butgiventheendone canbeapragmatistwiththemeans. However,Idonotwishtheimpression togaingroundthatCatholicsocial thoughtisanaridmatter,orthatsteps cannotbetakennowtolaythefoundaionsofaProprietaryState.

Nowwhataretheusestowhichsuperfluouswealthcanbeput?TheMechlinUnionpeople,aninternationalbody ofCatholicsocialstudents,tellusthat alegitimateuseforsuperfluouswealth isinvestmentinindustry.Ifearthat theirstatementistoobroadasit stands.Ihaveafeelinginmyheart thatSt.Thomaswouldhavesaid,"Let thembeanathema."Ontheother hand,FatherVincentMcNabbsays thatabakercannotgoonextending histradeindefinitelyforthemerelove ofriches,especiallyifheisharming othersellers.Iaminclinedtoagree withtheDominicansofarasthisparticulartradeisconcerned.Thebread marketisfairlylimited,thatisthere areonlyacertainnumberofloavesto begold,andevenifthelargebakeryis moreefficientthanthesmall,(whichis doubtful,thedifferenceinthefinal pricetotheconsumerissmallbecause ofthehighproportionwhichthecost oftherawmaterials,particularlyflour, bearstototalcost.Themarginwould bestilllessifwagesinthelargerbakerywereincreased.Thereforeifa manisobtainingonlyamodestincome outofthistrade,Ifearthatifhewere toextendandtakeonmoreemployees orinanywaymateriallyharmhis rival'sbusiness,hewouldbeguiltyof avarice.AtthesametimeIdonot wishtodenythatinvestmentisalegitimatefunctionforsuperfluouswealth, butthestatementneedsconsiderable qualifications."Aneconomicscience alientothetruemorallawhasarisen andfreereign(is)giventohuman avarice,"wrotePiusXI.

Nowanotherverydesirablereform nchichwouldassisttherestorationof propertywouldbethepromotionof creditunionsonStarr-Bowkettorsimilarlines,toassistpeopletowardshomeownershiporsettingthemupinsmall productiveordistributive.unitsof theirown.Itissurprisinginhow manydirectionsthiscouldbedonein time.Ihavebeenemphasisingwhat economistscallthetertiarytradesas distinctfromruralandmanufacturing industries,becauseitisfairlyclearhow theconceptofthesmallowneroperates inthelatterandbecauseabout50per centofthebread-WinnersinWestern Australiaareengagedintertiaryproduction.Andownershipcanbeextendedinthisfield.Ihavementionedtheretailstores,buthotels,accountingbusinesses,andtaxi-drivers arebutafewofamotleyhostofothers

agreaterpoolingoftechnicalknowledge.Theseareonlyafewofthe manysuggestionswhichcouldbemade toshowthatoncetheidealofproperty isgraspedbythesocialreformermeans canbefoundbywhichhecanprogress towardsthepracticalachievementof thatideal.

Idonotwishtheimpressiontobe gainedfromwhatIhavesaidthatCatholicsocialreformisconcernedonly withlong-termplansorshort-termobstruction.TheChurchisnotblindto measureswhichcallforimmediateactiontoalleviatepresenteconomicdistress.ThusShestressesthedesirabilityoftheFamilyWage,aplanfirst putintoforceinCatholiccountriesand highlycommendedbyPopePiusXII. Itissometimessaidthatindustrycannotaffordtopayhigherwages.Such astatementisincorrectsofarasmany WesternAustralianindustriesareconcerned.Figuresavailable manyfirmsandmanyindustriescan affordamuchmoreampleremunerationfortheiremployees.Priceand profitcontrolareothermeasures whichwouldgoalongwaytowards betteringpresent-dayeconomicconditions,andthereareothers.

Ihaveendeavouredtogivesomeidea oftherichnessandthedepthofCatholicSocialTeaching,butIamafraid thatnotverymuchcanbedoneina lectureofalittleoveranhour.SoI havetreatedonlytheChurch'sauthorityinsocialmatters,thefactthatthe Catholicsocialmindhasbeenevident inallagessincethetimeofChrist,and afewoftheaspectsoftwoofthefundamentaldoctrinesofCatholicsocial teaching-theFamilyandProperty.I wouldhavepreferredtoenlargeonany neofthesesubjects.Atthesame timeIwouldhavewishedtospeakto youonathousand-and-oneotherthings sowideistheChurch'steachingonthe socialquestion.Iwouldhaveliked tohavespokentoyouonothermatters rangingfromusuryandtheproblemof themachinetotheChurch'steaching onformsofgovernment.forthereIsa littlemoretothelatterproblemthan iscontainedinBelloc'slucidtag: "Theawfulpowerthatdweltonprivilege, Thatwentwithwomenandchampagneandbridge, Broke;anddemocracyresumedher reign Thatwentwithbridgeandwomenand champagne."

ThebasicpointsofCatholicsocial teachingaresosimplethatIwould liketoseethemincludedinthepostprimarysyllabusofourCatholic schools,ascivicsusedtobetaught whenIwasatschool.Simpletextbookswrittenwiththeneedsofchildreninmindarealreadyavailable,and nodoubttheirproductionwillbecome morefrequentastimegoeson.To methisappealsasbutoneofmanydesirablereformstoourCatholiceducationalsystem. ThereareotherproblemsoftheapplicationofcertainCatholicsocialprinciplestotheworldto-daywhichstill presentcertaindifficultiesandothers whichrequiremorecarefulformulation.Thenagaineventhesimplest principlesrequireconstantthoughtto seehawtheycanbebroughttobear

onthecomplexmodernworld.Itis forthesereasons,andasastillfurther concretesignoftheChurch'spractical interest,thatIhopethatbeforelong RomewillseefittoestablishanAcademyoftheSocialSciencesasshehas establishedanAcademyoftheNatural Sciences.However,evento-daythe CatholicSocialGuildcouldrunacompleteSocialJusticeWeekwithoutonce deviatingfromprinciplesalreadyclear. lylaiddownbytheChurch,andit would-belikethevoiceofAssisiraised intheland.

Ihave,asIsaid,limitedmyselfto thetreatmentofsomeofthesimpler aspectsofPropertyandtheFamily, becausetheseideasarefundamental. Youmayhaveallthefinancialreforms intheworld,butinthelongrun,withouttherestorationofproperty.they willavailbutlittle.EveninSoviet Russiaitmightbepossibletohavea perfectfinancialsystem.Neverthelessaredistributionofincomeandof theownershipofmoneyisimperative to-dayaccordingtothewordsofthe Popes.Itissometimessaidthatthe instinctforpropertyisnotinnatein man,butpropertyisasessentialto thenatureofmanasismonogamy. PrivateLeoMcGradejoinedthe A.I.F.inJuly,1940,attheageof19, andwassentoverseasinJanuary,1941. Hisadvancedtrainingwascompleted intheMiddleEast,andfornine monthshewasstationedonthePerimeterduringthesiegeofTobruk. Throughoutthewholeofhismilitary careerhehadshowngreatfortitude andcourage,whichstoodhimingood steadinthemanydangersandnarrow escapeshepassedthroughunscratched.

OnJuly27,1942.hewastakenprisoneratRuinRidge,wherehisbattalionputupsuchaheroicresistance, buttonoavail.

ThesuccessofCommunismis,innosmallmeasure,duetoa thoroughunderstandingandexploitationofmobpsychology. Perhapsthemostcharacteristicnoteofthemodernmind,apart fromthedistastefordiscipline,istheaversiontothought.Itis preciselythisrejectionofreasonandtherelianceonintuition,emotionand"expert"advicethathaswreckednon-dogmaticreligion andliberalpoliticsandhasmadethemodernworldeasypreyfor superstitionandoppression.Thesocialquestion,whichisuppermostinallmindsbecauseitaffectsallmosttangibly.hadbeenso obscuredbyiniquitous"systems"andirrationalreformprogramme,thatitlentitselfadmirablytopsychologicaltreatmentby Communism.Inthemidstoftheuniversalconfusion,Communismtriumphantlyannouncedasolutionofterrifyingsimplicity. TherewereonlytwomajorpointsofsocialevilWarandFascism. Theydidnotsayhowthiswasso.Theysimplyproclaimedit andhavenotceasedtorepeatit.Itwasnot,ofcourse,mentioned thatWarexcludedclassstrugglewhichlayattherootofCommunisttheoryandpractice,orthatFascismwasahotchpotchofall non-Communistelements,includingwhatisleftofdemocracy.

Sunday,November7,1943,willforeverremainadayofbeautifulmemor. iesformanylittleboysandgirlsin theSacredHeartParish,foronthat day,atthe8o'clockMass,fifty-four ofthemwereprivilegedtoreceiveour DivineLordintotheirlittleheartsfor thefirsttimeinHolyCommunion.

LongbeforeMasswastimedtostart, peopleflockedtothechurch,taxing theseatingaccommodationtotheutmost,foritisremarkablehowthe beautifulceremonyofFirstHoly Communion,age-old,yetevernewas itis,delightstheheartsofallCatholics.

Itiswithfeelingsofjay,notunmixedwithreverence,thatourgoodCatholicmothersdelighttoadorntheirlittle childrenforthis,theirfirstreception oftheDivineGuest,andsoitwasa mostcharmingpicturethesmallpeople presentedas,dressedinspotlesswhite, theyenteredthechurch,proceedingup theaisletotaketheseatsreservedfor them.Lovinghandshadbeautifully decoratedtheHighAltarwiththe choicestofblooms,butnoneweremore fragrantthanthat"bouquetofsweet flowers,"kneelinginsuchreverent adorationbeforetheirEucharistic King.

ThroughouttheMassthechildren's voiceswereliftedinsongandprayer, particularlylovelybeingthenewhymn, "Jesu,Jesu,CometoMe."Justbefore receiving,theyrecitedaloudtheirlit. tleActs.Thesolemnityofthismomentwaspoignantwithmemoriesfor manyinthatlargecongregation,as thoughtsofsuchanotherdayintheir ownlivescamecrowdingin.

Atthealtarrails,thechildren'sre collectedattitudeandreverentbearing wasevidencethattheyunderstoodthe momentousnessofwhatwashappening. Carefulandthoroughteachingwasreflectedinalltheiractions,andtheir teacheristobecomplimentedonthe beautifulwayinwhichthechildren werepresented.

Inashortaddresstothechildren, ,Rev.FatherWallace,aftercongratulatingthechildren,toldofthejoyand blisswhichwastobetheirsthatday, andurgedthemtokeepspotle,ssthe sweetinnocenceoftheirsouls.He spoketenderlyoftheloveJesushad forthem,andofhowdeartoHisSacredHeartweretheirprayers.Heaskedthemthen,toprayfortheirpriests, fortheirteachers,andfortheirparents.Hebeggedofthemtoremain everfaithfultoJesusintheBlessed Sacrament.Buttotheparentshis wordswerelesstender.Theywere sternandfraughtwithwarning.Some, hesaid,werepresentthatmorningfor thefirsttimeinmanymonths,becausetheywishedtoseetheirlittle childmakeitsFirstCommunion,but, hesaid,theywerealreadypreparedto snatchthatjoyfromtheirlittleonetopluckitstraightfromthearmsof itsEucharisticKing-bytheirbadexample,bytheirinfidelitytotheSundayMassandtheSacraments.Heremindedthemthattheyweretheguardiansoftheprecioussoulsoftheirlit. tlechildrenandGodwouldonedayrequireanaccountoftheirstewardship.

THEGOVERNMEN7'ofWesternAustralia,headed byMrWillcock,hasarecordofserviceand achievementtowhichtheCommonwealthGovernment paystribute.Inthedarkdaysthatfollowedtheentry ofJapanintothewar,theWillcockGovernmentwas constantlyconferringwiththeCommonwealthGovernmentandtakingactivestepstoensurethegreatest possibledegreeofsecurityforthecitizensofthe State.

Inrecentmonths,Mr.Willcock'sMinistryhas beendevotingitselfassiduouslytothedevelopment ofplansfortheState'spost-wardevelopment,and1 havereceivedvaluabledocumentationtobeplaced beforetheNationalWorksCouncil,whichisthebody chargedwithpost-warworks.

AsaWesternAustralian,Iaskmyfellow-citizens toreturntheGovernmentwhichhasdischargedfaithfullyandwellitstrusteeshiptotheStateandwhich isbestfittedtocarryoninthecrucialdaysahead.
