PHENOMENALGROWTH OFTHEGIRLS'MOVEMENT

TheCatholicGirls'Movement,inamagnificentefforttoassistthe Citizens'ReceptionCouncil,haveraisedover£943inthreeshortweeks.The C.G.M.candidateinthe"Adopt-a-Digger"PopularHostessCompetition, MissDaphneDudley,wasaneasywinnerintherecentcontestforwhichthe moneywascollected.OnMondayeveninglast,attheIndependanceDay Ball,theLordMayor,Dr.Meagher,announcedtheresultsofthecontest, andtheLieut.-Governor,SirJamesMitchell,presentedagoldentokento MissDudley,andcongratulatedherandtheMovementontheiroutstanding achievement.TenhostessestookpartintheAppeal,thegrandtotal being£2,149.

TheC.G.M.hasmadegreatstrides sinceitsinceptionjusttwelvemonths ago,andnotleastcreditableamongst manyotherinterestsisthefinerecord ofwareffortactivitieswhichitalreadyhastoitscredit.Membership oftheMovementhasnowreachedthe 750mark,withnewmembersstilljoiningeveryweek.

NowthereasonswhytheCatholic Churchrefusestoacceptthispractice aremany.First,becauseitwasreintroducedincomparativelymodern timesbyatheistsandmaterialistsin anendeavourtodestroytheChristian doctrineofimmortalityandtheresurrectionofthebody.Itisarather vividandimaginativewayofimpressingbeliefthatallisoveratdeath. ThestatementoftheAustralianMinistertoRussia(Mr.Slater),whorecentlyreturnedfromtheSoviet,that "ReligiousFreedomisasgreatinRussiato-dayasinAustralia,exceptthat noreligiousorganisationcanexertpoliticalinfluenceontheGovernment" ("Sun,"22/6/'43),makesstrangereadingbesidetheirrefutablestatisticsin the1943editionoftheofficialYear BookoftheCatholicChurch,"AnnuarioPontificio," published recantly,andthestatementof WalterGraebner,senior correspondentinRussia,forthe"Time Life.'magazines,andauthorof"Round TriptoRussia,"whorecentlybroadcasthisimpressionsoverWEAF.of theU.S.NationalBroadcastingCornpany'ssystem.

AgainstMr.Slater'sstatement,WalterGraebner'sexperienceintheSovietledhimtothefollowingconclusions:

(1)Churchesaresubjectedtocontinuousandpotentpressurethrough exorbitanttaxes;onebeingcitedas requiredtopaytheequivalentof 19,000dollarsayearforthemereprivilegeofkeepingitsdoorsopen.

(2)Churchgoersarediscriminated againstintheirjobs.

(3)Noclergyispermittedtoreplacethosealreadyinthecountry.

(4)Since1917,about1,600Catholic churcheshavebeenclosedinRussia.

(5)Whileanti-religiouspropaganda waseasedwiththestartofthewar, competentobserversregardthisasa war-timeexpedientandbelievethe CommunistregimeinRussiaisbasic-

Icons,Mr.Graebnersaid,areimpossibletoobtainintheRussianshops, sincetheirmanufactureandsaleare prohibited.

OnhislastSundayinRussia,hesaid, hevisitedtheCathedralatMoscow andfoundthelargebuildingcrowded andwithmorepeoplestillarriving. Mostofthemwereelderlyormiddleagedwomen,hesaid,buttherewasa surprisingnumberofchildrenandRed Armymen.

"AtthetimeoftheRevolutionthere were454GreekOrthodoxchurches openinMoscow,"Mr.Graebnersaid. "By1934therewerelessthan60.Now thereare26.

Churchgoersdonotgetaltngaswell intheirjobsasthosewhostayaway. Sinceallthemonasterieshavebeen closed,nopriestshavebeentrained toreplacethosewhodieorwhohave leftthecountry.Soon,therefore, theremaybenoprieststofunctioneveninthefewchurchesthatare stillopen.

"Since1917,about1,500RomanCatholicchurcheshavebeenclosedin Russia.Oneofthethreestillopen inMoscowisadministeredbyanAmericanfromMassachusetts,Rev.LeopoldBraun.Forhispluckandpatienceunderextremedifficulties,Father Braunhasbecomeworldfamousinreligiouscircles.

"WhenWendellWillkievisitedMoscow,hemadeapointofspendingone afternoonwithhim.FatherBraun, whohasbeeninRussiasince1934,has acongregationofbetween25,000and 30,000,whotaketurnsworshippingin hissmallChurchofSt.Louis. BesidesRussians,theyincludePolesand Lithuanians.Between150and200 attendmorningMass,heldeveryday at8,andover600cramthechurchon Sundaysbetween9and10a.m.

"FatherBraunlivesalonewithhis bigGermanpolicedogintheoldFrench Embassy,aboutthreemilesfromthe Kremlin.Lifeisn'tveryeasyforhim. Herarelyhasmorethanenoughfood forthenextmeal;hiscarhasbroken downfivetimesandwhenitisrunning hecan'tgetenoughgas;heavycharges aremadeonhimforgasandlight;he risesat5o'clocksixdaysaweek,eats nobreakfastandridesthestreetcar fornearlyanhourtohisparish.

"WhenIleftMoscowhismainworry wasaboutkeepingwarmduringthe winter.Somehowhehadmanagedto getastove,buthehadnoidea'what hewouldburninit.Buthissources ofcigaretteswereholdingupfairly well,andoccasionallysomeonegives himabottleofrum,whichhegenerouslyservestofriendswhocometo seehim.Whenthewarstarted,all theanti-religiouspropagandainRussiastoppedovernight.Manualsencouragingatheismwereremovedfrom theschools,andanti-religiouslectures infactories,universitiesandhallswere cancelled.

"TheGodlessSocietywasdissolved, andafewmorechurcheswereopened. Forconsumptionabroadanelegant bookwasproducedwhichsoughtto provethatreligiousfreedomexistsin theSovietUnion.

"Itmaybethat,astheSoviet Uniongrowsolder,itistakingaless sternattitudetowardsreligion.This iscertainlywhattheGovernment wouldliketheworldtothink.Many, however,feelthatthechangedattitude ismoreawar-timeexpediencythanthe realthing.AsalliesoftheUnited Nations,theSovietscouldnotletre ligiousaffairsprejudicethechancesfor militaryunity.Germany,too,was promisingreligiousfreedomtothepeopleinSovietterritories,thatwere threatenedbyinvasion.Additionally, theGovernmentmighthavethought thatacurtailmentofanti-religiouspropagandawouldrallyallforcesinthe countrymoresolidlybehindthewar effort.

Butthatsurelyhasbeenthetrouble inthepast.Naturalman,however well-intentionedatthestart,isinsufficientforrectifyingthespiritualdisorderswhichlieattherootofsocialinjustice.Andperhapsthemostconvincingproofofthisisthefailureof thehumanitariansofthe19th.century. MenlikeWilberforce,Shaftesbury,and Howarddidmuchindeedtoalleviate injusticeandcruelty,buttheydidso fromsentimentalreasonsinflamedby thespectacleofbrutalityandnotfrom rationalgroundsincensedbytheprevalenceofinjustice.Andtheconsequenceoftheiractivityisthattheydestroyedthefruitsofaneviltreewhile leavingitsrootsintact.Anditwas onlyamatterofashortwhiletillthe basicprinciplesofdisorderbrokeout innewdirectionswithnewmanifestations.AndthisispreciselythecriticismoftheSocialismtowhichthe PrimeMinisterpinshisfaith.Itbeginswithatotallyfalseviewofhuman nature,omittingthecentralfactofits incompletenessandlackofsufficiency. Andhenceitendsbylookingtothe futurewithanutterlyill-foundedoptimism.Indeedjustwhenthere mightseemsomehopeofunanimityaboutthespiritofreconstruction,we aremadesharplyawarethattheold basicconflictisstillthereandasalive asever-theconflictbetweennaturalismandsuper-naturalism,betweenthe secularandthespiritualview,between theChurchandtheWorld.

TheLeaderoftheOppositionannouncedthattheArchbishopshad done"agrandservicetoAustralia."

Heagreedthat"theworldmustbereconstructedonaspiritualandreligious basis."Ilespokeofthegrowthof materialisminthetotalitarianstate anditseffectonpeaceandprogress, buthegavenohintofawarenessthat bothofthesethingsareinourmidst.

Buttherewasonedissentientvoice whichclaimsourattention,becauseit wasthevoiceofBishopBurgmann, whohascometoberegardedasthe publicexpressionofmilitantAnglicanisminAustralia.

TheBishopofGoulburnthoughtit athousandpitiesthattheArchbishops hadnotmadeclearwhattheymeant byCommunism,whichtheylinked withNazismandFascismasthingsto becondemned.Iftheymeantathe-

'sticCommunism,noChristianwould object.ButiftheymeantCommunismasitisassociatedwiththeSoviet Union,HisLordshipfearedthatthis wouldbeconstruedasacondemnation ofRussia,whichwouldberesented moststronglybymanyloyalChristians.

Now,Imaybewrong,butitseemsto methattheBishopofGoulburnhas emphasisedadistinctionwherethereis infactnodifference.Hisstatement wouldseemtoinferthattherearetwo typesofCommunism-oneinRussia, whichisnon-atheisticandpracticedby Christians,andonefortherestofthe world,whichhasgone"haywire."

This,ofcourse,hasnofoundationin historicalfact.Theoriginalgodless productisaRussianexport,andthe SovietistheonlytrueMeccaofCommunists.Ipersonallyshouldlike verymuchtohearmoreaboutthe

TheBishophadotherviewsequally interestingandequallyobscure.He isreportedassaying,"IfwewantcooperationwemustasktheStatetoorganiseitandenabletheStatetodoit thetaskoftheChurchistoencouragestrongandspeedyactionon thepartoftheStateandlettherebe asmuchco-operationinitasthesituationmakespossible." Iammildly surprised.InmyignoranceIhadimaginedthatco-operationessentiallyimpliedself-helpbytheunionofindividuals.AndIhadthoughtthatat thisparticularhistoricaljuncturewhen theStateisencroachingintoeveryfield thatitevenmeantthebandingtogetherofliberty-lovingindividualsfor theprotectionofpersonalrightsagainst theState.TotalkofState-organised co-operationisliketalkingoftheistic Communism.Thereisnosuchanimal. AndiftheBishopreallybelievesthat thereis,whatrealobjectionhasheto NazismandFascism,andhow,inthis respect,aretheydifferentfromthe Soviet?

AsforthetaskoftheChurchinregardtothefutureoftheState,itmay beaswelltoindicatethatCatholics holdviewsdiametricallyopposedto BishopBurgmann's.TheofficialCatholicStatementontheSocialQuestion,"ForFreedom,"issuedin1941, stated:"ThepeopleofAustraliahave voluntarilysurrenderedtheirliberties totheGovernment,becauseofthe

crisis.Thisisatemporarysurrender. Withthepassingofthecrisisthese libertiesmustberestored,formanyof themarethebasiclibertiesoftheordinaryman toomuchpowerisas dangerousinthehandsoftheStateas itisinthehandsofanindividual itisbetterthatauthorityshouldbe sharedamongsmallerbodiesthanconcentratedinthehandsofalmightygovernments."TheBishopisapparentlyawareofsomedifficultyinreconcilingco-operationwithtotalitarian, whetherundertheguiseofSocialism orsomethingelse.Butinthelastresorthewillchoosetotalitarianism,givingco-operationtheverylongchance of"asmuchasthesituationmakes possible"--whichwillbenil.

Thepromulgationofthe"NeTemere"decreeof1908provoked averitablesectarianstorm.PeoplesaidthattheChurchwas completelyunreasonableandhigh-handed.Yet,after30years, theHierarchy,sofarfromrelaxingtheconditionsofmixedmar- riage,wasmoved,evenattheriskofgreaterinitialdefection,to makethemyetmorestringent.Allofwhichdemonstratesbe- yondfurtherdisputehowtheChurchdisapprovesofmixedmar- riagesandhowSheisinducedtotoleratethematallonlyfrom fearofgreaterevilsandscandalsbeingprecipitated.ThealmostcertainspiritualshipwreckoftheCatholicpartyorofthechildren, .orofboth,isprovidedagainstbythedifficulty,amountingtoim- possibility,ofobtainingadispensationinthecasewherethe womanisanon-Catholic.Thisisveryunderstandable.Inmost casesitisthemotheralonewhoistheeducatorofthechildren. Evenifshedoesnotenjoyamonopoly,hersisthepredominating influence.Butgiventhebestintentionspossible,ifsheisnota Catholic,shecannottransmittheFaithtoheroffspring. * *

Themostimportantfeatureofthenewdecree,however,is thatwhichrelatestotheseriesoftwelveinstructionswhichboth partiesmustattend.Certainpromisesarerequiredfromboth partiestoamixedmarriage,andifthesearetobemadeintelli- gentlythenon-Catholicmustunderstandatleastsomething,ofthe religionwithwhichheorsheagreesnottointerfere,andinwhich thechildren,bypromise,willbebaptisedandbroughtup.Nor couldthepriesthaveamoralcertaintythatthepromiseswould bekeptunlessheknewthatthenon-Catholicpartyhadatleast anelementaryunderstandingofwhattheyimplied.Andthein- structionsarenolessimportantfortheCatholicthanforthenon- Catholicparty,becausetheindifferencesofrequentlymanifested inregardtomixedmarriagesislargelyduetothelackofinstruc- tionstothepeople.Further,thegrowthofimmoralityhasmade themarriagecontractmoredifficulttoobservethaneverbefore. AndifitisdifficultbetweenCatholicssavingallthespiritualad- vantagesoftheFaith,themixedmarriagewilltryhumannature beyondwhatisreasonable.

CardinalMacRoryrecentlyexpress- edtheopinionthatiftheUnitedNationswinthewar,theAtlanticChartershouldbecertaintoendthePartitionofIreland.

HisEminencewasreplyingtoa paragraphaboutPartitioninanaddressfromtheChapterontheoccasion ofhisvisittoconsecrateClogher'snew Bishop,Mgr.O'Callaghan,whosedioceseisdividedbytheBorder.

Thepartitionofonecountrybyanother,theCardinalsaid,is"anintolerableinjusticeandinIreland'scase thisinjusticeisheightenedbythefact thatitfolloweduponcenturiesof confiscationandpersecution.

"Intheearlydaysoflawtherewere nowills.Ahusbandandfathercould nottakehispropertyawayfromhis family.Thengraduallyasthelaw tookshape,willsbecameveryimportant,somuchsothattodiewithout leavingawillwasadisgrace.Inthe wordsofachronicleroftheearlymiddleagesdescribingtheremainsofa personwhodiedwithoutawill,'the corpseliesblack,stinkingandintestate!"Noonewasanxioustoburyit.

Lateronwillscouldbemadeby wordofmouth.Malescouldmake themat14yearsandfemalesat12 years.UndertheFeudalSystemland wasveryimportant.Infact,land waseverything.In1832theWills Actwaspassed,andnowawillhasto besignedandwitnessedbytwowitnessesinthepresenceoftheperson makingthewill.SoldiersandmembersoftheR.A.N.canmakeawillby wordofmouth.Thewitnessesshould notbebeneficiariesorpersonswho couldperhapsundulyinfluencethepersonmakingthewill.Peopleofunmindcannotmakeawill.Howeverthesepeoplesometimeshaveperfectlylucidintervals.

Anumberofamusinganecdoteswere interspersed,includingtheclassicstory ofoneSugden,awell-knownlawyer, whomadethousandsofwills.However,itwasfoundthathehadnot madeonehimself!

Therearemanypointstoberememberedaboutwills.Afamousjudge whoevidentlyhadnotverymuchfaith inthefemalesex,saidthereweretoo manyforfemalestoremember."How canawomanrememberallthese cases,"hesaid.

Nomistakesareallowedinawill. Allwillsarerevokedbymarriage. Shouldawillbedestroyedandsomeonecouldrememberallthatwasin thewill,itisstillvalid.Therewere manyinterestinginstancesonthis point.

IntheDutchlawsofSouthAfrica husbandandwifeareequalandhave equalrightsinlaw.Inthetimeof EdwardVIalawwaspassedinwhich leavingmoneyforMasseswasforbidden.Thislawwasvalidtill1919.

WhenAnthonyEden,Britain'sForeignSecretary,anon-Catholic,laid proudclaimtolinealdescentfrom theCatholicthirdLordBaltimore,thr. "primemover"offreedomofreligious worshipinthecolan-ofMaryland, U.S.A.,backin1649,considerableinterestwasarousedinCatholiccircles.

Thediplomatmadetheclaimwhen headdressedajointsessionofthe MarylandGeneralAssembly.Ashe spokeintheHouseofDelegates,inAnnapolis,hestoodbeneathaportraitof SirRobertEden,hisgreat-greatgrandfather,thelatecolonialGovernorof Maryland.

TheEdenfamilyandtheCalvert family,whichproducedtheLordsBaltimore,wereunitedin1763,whenSir RobertEden,thelastBritishGovernor ofMaryland,wasmarriedtoCatherine Calvert,daughterofthesixthLord Baltimore.TheRevolutionaryWar blottedouttheCalvertestatesin Maryland.
