TheBeveridgereportonSocialInsurance,strippedofallthesuperlatives withwhichithasbeendescribedbyitsauthorandbyjournalisticyes-men, emergesasthegreatestpieceofnonsenseinthehistoryofthelasttwenty.
Themountainindeedwentintolabour,andalas!broughtforth mouse.The"greatrevolutionarysocialplan.'withitsgreatpromise socialjustice,isreducedtosimplyanotherissueofpeasoupforpaupers.
Thejournalistic"build-up"whichprecededthepresentationoftheReport wasanobjectlessoninhowNOTto publiciseaplanofsocialreform.The preliminaryboost,whichwasgivenin thePress,continuedformonthsbeforehand.Theannouncementofdetailsoftheplanwasaccompaniedby averitableshowerofpresseulogies which,comingfromacknowledgedorgansofthecapitalistsystem,were enoughtomakeaninfantsuspicious ofthebonafidesofeverybodyconcerned.
Thedetailsoftheplanaremostinvolved,buttheyalldependonthe oneprinciple-thatworkers,employers, andtheStatewillfinance,bymeansof regularcontributions,asystemofsocialinsurance,underwhicheverypersonwillbeassuredofaminimumlivingallowanceintimesofunemployment,andofnecessaryhealthandmedicalbenefits.Thepaymentswillbe madebytheState.
Incommentingonaplanofthis nature,onethingcomesimmediately tomind.Aslongasoursocialsystem issufficientlyhomicidaltofaceindividualswiththethreatofunemployment andofstarvation,thentheremustbe aplanofthisnaturetotakethisbarbaricthreatoutofthelivesofmen andwomen.Freedomfromwantis oneofthemostelementaryrightsof thehumanbeing,andtheBeveridge planisonewayofgivingthatelementarything.

Atpresentthewarseemstohavetakenatufninourfavour,andthevalorousdeedsofthemeninthebattlelinesrichlydeservethepraisethey havereceived.Incidentallythesuc'essesinNorthAfricaprovidegood materialforpoliticianstocapitaliseuponfortheirownbenefit.Butthewar isnotyetwon,anduntilthefightingisfinishedthereisnoproperplacefor emotionaloptimismorforslackeningcfeffort.Everythingthatcanpossiblybedoneneedstobedoneifthewaristobebroughttoaspeedysuccessfulend.
Mechanisationofarmiesisofsupremeimportanceinthewar,butifvictories arebeingachieveditisinspiteofapronouncedinefficiencyonthepartof thoseresponsiblefortheworkofsupplyandwhoaccordingtorecentstate mentsintheHouseofCommons,arenotgivingthesoldiersthearms,particularlythetanks,thatarerequired.Thepointsfromthedebatehave theirrepercussionsforusinAustraliaandNewZealand,notonlybecause ourmendependupon134ltishtanksintheMiddleEast,butbecauseourown defencerequirementsinAustraliaareinfluencedbyEngland.
CommentingeditoriallyontheParliAmentarydebateontheconductofth., war,the"NationalReview"hasthefollowingtosay:-
Inthestateofarmednakedness whichfollowedDunkirk,Britain'sobviousfirsttaskwastoturnoutwhateiterweaponscouldbequicklyproducedinordertoprepareagainstwhat thenseemedthethreatofimminentinvasion.ItappearsfromtheParliamentarydebatethatwethereforeconcentratedoncruiserandinfantrytanks armedwithtwo-pounderguns.
Butanattemptwasalsomadeto digesttheexperienceofDunkirk,to forecasttherequirementsof1942,and todesignandmakeanewtankcapable ofquickmassproductionforusein thepresentyear.OutoftheseeffortsemergedtheA2'2tan-laternamedtheChurchill.
Inconception,therewasclearly nothingwrongwiththisplan.What waswrongwithitsexecution,andpar cicularlythequalityoftheworkactuallydone.TheA22wasorderedoff thedrawingboardsLordBeaverbrook statesthatits"reliabilitywasnotsatisfactory.' Mr.Lytteltonaddsthat whenthefirstfewwereputout,it seemedpossiblethatfailureofthetype mighthavetobefaced.
ButadjustmentsweremadeandimprovementswereeffectedsothatChurchilltanksarenowbetterthantheoriginaldesign:and,indeed,accordingto Mr.Lyttelton,thismodelactually "willnowrunwithoutmajorrepairs
abouthalfthedistancewhichaperfecttankwouldrun."
UnreliableinDesert.
Eventhisbynomeansexhaustsour unhappyexperienceintankdevelopment.Forexample,Crusadertanks provedunreliableunderdesertconditions.ThetroublesreportedbyMr. Lyttletongosofarbackasthepilot modelofthistank."Theturret,for instance,wastoosmallforthemanof ordinaryphysique,thetraverseofthe gunwasinterferedwithifthelidof thesecondaryturretwasup,andthe driver'svisionwastoolimited.The fan-driveassemblygavetroublefrom thepilotmodelstage,anditwasthis whichitwasfoundsodifficulttorectify.
"Nofewerthaneightdifferentattemptsweremadetoputthefandrivingassemblyright,andevenat theenditwasnotabsolutelysatisfactory.Itwasthecoolingsystemof theCrusaderswhichcausedthemto breakdownundertheconditionsof theWesternDesert."
LaggingBehindGermanDesigns.
TheConservativememberforEast Willesden,Mr.S.S.Hammersley,gave furtherparticularswhichthrowaninstructivelightontheprocessesoftank development.Hesaid:
"HowisitthatourArmystilllags behindtheGermansindesign?To
obtaingooddesignsyouhavetohave aclearandcompleteknowledgeofthe purposeforwhichthearmamentisintendedandthewayinwhichitisproposedtobeused,andtocombinethat knowledgewithcompleteco-operation betweentheuserandtheproducer. Giventhosefundamentals,youcanset yourtechnicianstowork,development workcanbecarriedon,anddesigncan beperfected.
"Inourpresentorganisationthose fundamentalsarelacking.TheArmy knowsvaguelyandinaccuratelywhat itwants.Itcannotknowaccurately andwithprecisionbecauseithasnot atechnicalstaffwhichwouldenable ittolaydownprecisedetailsofaproblemtheessentialsofwhicharenotimmediateneeds,butanticipatedrequire. mentsbasedontechnicalknowledge. ThereforetheArmy restricttheir specificationstotheperformance.
MayBeDisastrous.
"TheMinistryofSupplydesignsand producesthearmamentwhichintheir opiniontheArmyrequires. In thesecircumstancestheMinistryof SupplystressestotheArmythegood pointsofthearmamentitproposesto makeandslursoverthebadones.
"Theresultmustbeharmfulandit maybedisastrous.Itmeansthatthe Armyisinvariablyover-confidentand itislefttotheGermanstodiscover technicalweaknessesandfortheBritishArmytofindoutthosedefectsas thebattleproceeds."
Suchgeneralitieswouldbebad enoughfromthelipsofanyresponsible memberoftheHouse.Inthiscase theirweightwasallthegreaterbecauseMr.Hammersleyhasspecial knowledgeofarmsproduction,spoke underastrongsenseofdutywiththe objectofremovingcardinalandpersistentevils,andinthisdebatedrove homehispointwithanillustration thatraisesthemostsearchingquestions andfar-reachingdoubts.
A"Demonstration."
"AtthebeginningofJunethisyear," continuedMr.Hammersley,"ademonstrationwasarrangedforallthehighuppeopleresponsibleintheArmy andtheMinistryofSupply.Ishould notbesurprisedifcertainseniormembersoftheGovernmentwerepresent. Theywereshownanewtank.The performanceofthattankwasgood.
"Buthowmanyofthespectatorsof itsperformanceknewthatintheplannedproductionofthetankonlyone outofeighteenwastohaveengines similartothetankthatwasdemonstrated?Iftheydidhowmanyof themrealisedthatthebulkoftheproductionwhichwasplannedwasfora tankwhichwasinmanyrespectssimilarbutwhichwouldhaveanengine
lessthanhalfthehorse-powerofthe particularexamplewhichwasdemonstrated?
"Isuggestthattheywouldhave beenverysurprisedif,insteadofseeingtheprototypeofthesmallquantity ofproduction,theyhadseentheprototypeofthelarge,quantityofproductionandhadlearnedthatthatprototypecouldnotberunforthreesuccessivedayswithoutbreakingdown.I suggestthatthosepeoplewhosawthat demonstrationcameawaywithaquite erroneousimpression,andifthatimpressionisnotcorrectedwearenow sowingtheseedsforfuturedefeat."
Mr.Hammersleyspokeverylatein thedebate,andhissearchingcriticisms aswellasthismonstrousexampleof misconductthereforeescapedthenoticeofthepressandthepublicgenerally.Butthismattercancertainlynotbeleftwhereitis;andtheHouse ofCommonswillnotcarryoutitsduty toitselfandthenationunlessthisparticularchargereceivesmostsearching investigation.

Subsidiarytoalltheutherpoliciesof theRuralMovement,butinmany casesthenecessaryeffectivemeasure bywhichtheycanberealised,isthe spreadingofknowledgeofeverytechnicalimprovementwhichisavailable intherealmofagriculture.Thereare fewwhowilldenythenecessityfora specialpolicyofthisnature,forthe Catholicfarmer,astrongtraditionalist inmanyhealthyrespects,haswithrelativelyfewexceptionsclungtotraditionalbutout-datedmethodsofagriculturewhichhavereducedtheproductivevalueofhisfarm.
Nowherehastheauthorityoftheexpertbeenmoredecriedthaninthis field.Inthissuspiciontherehasbeen acertainhealthinessandacertain wisdom-ahealthinessinthatthe modernworldhastoocompleteareverencefortheexpertmind,awisdom inthattheexpert,immersedinhis Ansubject,mightbeinclinedtobe dogmaticaboutimprovementswhich thefarmcannotafford.Thissuspicion,however,hashadoneunfortunate resultinthedeteriorationofthe friendlyrelationswhichshouldexist betweenAgriculturalDepartments,researchworkersandthegeneralfarmer.
Thissuspicionhasbeenwidespread inthepastandisonlynowbreaking down.Infactitisonlyincertaindistrictsthatrelationsareuniformlyharmonious,anditmustbeadmittedthat ,therearemanyCatholicfarmerswho arethebackboneoftheoppositionto thespreadoftherealpracticalknowledgewhichthedepartmentalofficers haveattheirdisposal.For,indeed, theprincipleonwhichtherelationsbetweenexpertandfarmersshouldbe basedisnotdifficulttoarriveat.The roleoftheexpertistotransmitthe knowledgewhichhepossesses.The roleofthefarmeristoassessthat knowledge,applyittotheconditions ofhisownholding,andtoadoptin practicethatwhichthefinancesofhis

Thechangethathascomeoverthe Nazioutlookonthewarwasevidentin Goering'sspeechattheBerlinSportspalast-oneofalongseries,which mighthavebeenarrangedtocelebrate avictoryontheVolgabutwhichwere devotedinsteadtocajoleries,promises andthreatsdirectedtotheGerman people.AndGoering,withsomeadmissionsofGermanweakness,announcedtheabandonmentofthepretencethatGermanrulewasforthe benefitoftheconquered.Heannouncedalsothat,insteadoftheblitzkrieg,Germanywouldresorttothe warofeconomicendurance.
Thebrutalityofthestatementthat, whoeverstarved,Germanswouldbe fed,toredowninonesentencethe facadeoftheNewOrder;confirming onceandforallthattheconquered ContinentwouldbereducedtothewildernessofpresentdayPolandor Greece.AndwhateverBerlincando bytheenslavementofforeignnations tocreateanimpregnableGermancitadelwillbecarriedoutwithcalculated thoroughness.
Buteventhiswillnotmeetthe maindanger,andthemainfear,ofthe GermanHighCommand.Byextendingittconquestswithofitachievinga militarydecisionithascreateditsown SecondFront,whichmustbeheldby depletedforces.Andmeanwhilethe armiesoftheAlliesareactuallygrowinginnumberandinnumbers,with choiceofthetimeandplacetostrike. -"CatholicTimes."

farmallowshimtoadopt.Certainly thereshouldbeanendtotheunworthy rejectionoftheexpert'sknowledgesimplybecauseitcomesfromtheexpert.
TheMovement'saimis,infact,to utiliseeveryatomofexpertknowledge whichisavailable,andbytheorganisationofgeneraldistrictmeetingsand fielddayswhichwillbeaddressedby farmerswhohavemadeasuccessof someparticularphaseofagriculture, orbydepartmentalofficers,itwill,providethechannelforthetransmission ofthisknowledge.Thisbecomesespeciallynecessarybecauseofthe Movement'spolicyofIndependent Farming,wherethevarietyofproductstobecreatedforwillrequirea widerrangeofskillonthepartofthe individualfarmer.
THEMACHINERY'OFTHERURAL MOVEMENT.
Tohelpintheachievementofthese objectivestheRuralMovementis graduallydevelopingthenecessarymachinerywhichwillensuethatallits campaignsandindividualeffortswill beproperlyco-ordinated.Carehas beentakenandwillcontinuetobe takeninthefuturethattheMovement willnotbecomeoverloadedwithmachinerytothedetrimentofthefreedomandthespontaneityofindividual groups.Withintheselimits,however, thedevelopmentofaproperorganisationattheparochial,theregional,the diocesanandthenationalstagesisa necessity.
TheparochialunitoftheN.C.R.M. istheParishSection,andthekernel ofthisistheRuralGroup.TheParishSectionisthemassorganisationof theparish,whichaimsattheincorporationofeveryCatholicintheparishinto itsranks.TheRuralGroupisthe nucleusofleaders,ofthesemen-and womenintheirownRuralGroupswhoarereadytobeformedinthe spiritoftheMovementandtodevote themselvestotheachievementofits objectives,activelyandwithallthe self-sacrificewhichanactiveindividual andsocialapostolaterequires.
TheworkoftheRuralGroupisthe mostfundamentalactivityofthe wholeMovement,andtherecanbeno successwhateverintheworkwhich theMovementsetsitselfunlessthe MovementisitselfcomposedofamultitudeofactivelyworkinggroupsimbuedwithalltheidealismoftheMovementantideterminedthatitshallnot fail.
TheextensionofRuralGroupsto everypossibledistrictisthereforea corollary,andthemostimportantpresenttaskoftheMovement.Thereis nowayinwhichanindividual,priest orlayman,canassisttheMovement morepositivelythanintheformation andtheproperconductofaNewRural Group.
Theformationwhichisgiventhe membersofaRuralGroupisinthree spheres-thespiritual,theintellectual, andthesphereofaction.Ofthespiritualmuchhasbeensaidalready,ofthat fundamentalformationinthewayof charitywhichisatthesametimethe immediateandtheultimateobjective oftheMovement.Theprayerswhich aresaidatthe*meetings,therecitation ofadecadeoftheRosarywhichislaid downintheConstitution,theregular HolyCommunions,theretreatsand thedaysofrecollectionwhicharefosteredbytheMovement-thesearethe normalmethodswhichareadoptedfor ensuringthebasicspiritualfirewithoutwhichnoMovementofCatholic Actioncanhopeforsuccess.
TheRuralGroupgoesevenfurther initsformation.Thereisnomodel formemberscomparablewiththe modelofJesusChrist,and,whileindividuallythemembersmayhavetheir ownprivateandparticulardevotions, the,greatmeansofspiritualformation
whichismadepossibleforthemasa modelfortheirownlivesisthelifeof ChristHimself.
TheGospelEnquiryisthecharacteristicofthespiritualsectionofthe meetingsofallproperCatholicAction groups,andithasbeenconductedwith greatsuccessamongRuralGroups. Foreverymeetingaparticularpartof theNewTestamentisselected.It isreadbeforehandbyeachmemberof theGroup,andthearrangement)fthe programmeoftheMovementensures thatthelifeofOurLordistakenina propersequence,sothatafteratime thestudyofthewholeoftheLifeis completed.Ateachmeetinganumberofquestionsarediscussedwithreferencetotheparticularpassagewhi hasbeenread,andthequestionsare soframedthattheknowledgewhichis acquiredisnotonlyofthefactsofthe lifeofOurLordbutoftheintimate correlationbetweentheincidentsof thatLifeandtheparticularir-.dents whicharetobeencounteredinthelife oftheaveragetamer.
Totakeoneinstance,theEleventh Meetinginthisprogrammecontainsa GospelEnquirywhichdealswiththe TemptationintheDesert.Theconnectionbetweenthefirstofthetemptationsandthenormaldefectswhich ariseoftenonthelandthroughoversolicitudeconcerningmaterialthingsis obvious.Thisparticularmeditation mightseemalittleinappropriateat themomentwhentherewardsofthe
landcanhardlybesaidtobefound inmaterialthingsatall,butitisan importantspiritualreflectionformembersofaMovementwhichseeksto doagooddealintheeconomicand financialsphefe.Itwouldbemore thaneasyforourMovementsimplyto becomeasocio-economicorganisation, andanappreciationofthesignificance ofthisparticularincidentintheLife ofOurLordwouldrevealthefallacy ofsuchanobjectivetotheleadersof theMovement.
Thesamecanbesaidforthemultitudeofotherincidentswhichmakeup thatportionofthemeetingentitled theGospelEnquiry.LiterallyhundredsofexamplesofthepracticalcharityofChristaretobefoundinthe NewTestament,andtheMovement foundsitshopesofaspiritualrevolutiononthecompletelynewoutlook whichwillcomefromthisrealisticappreciationofthemodelgiveninthe lifeofOurLord.
Betweentheintellectualandthe"active"formationoftheRuralGroup thereisacloseconnection.Theformerleadstothelatter.Theintellectualformationisbasednotonlyonthe studyofabstractliteraturebutonan objectiveenquiryintotheactualfacts ofthelifeonthelandinallitsaspects. AndifnottheCommandmerits, whatofheroismthattheworldsobadly needs?

Andhe,EdmundCampion,wasas cleverasanyofthem;hewasunder thepatronageoftheEarlofLeicester; hehadattractedthefavourablenotice ofQueenElizabethherself.Hewould beordainedanAnglicanminister,he wouldbesecureofhisincome,probablysomedayhewouldbemadea bishop.Hewouldbesecure,comfortable,respected,andwouldhavetime forthequietstudythatheloved.
Afterall,thenewreligionwasrapidlybecomingthereligionofhiscountry;itwasthereligionofthegovernment,oftheuniversities,ofmanyof hisfriends,ofsomanylearnedmen. Thereligiouschangeswereregrettable, buthewasnottoblameforthem,and muchofthedoctrineandpracticeof theoldfaithstillremained. Campionlovedhiscountryandhiscountrymenandthestudiouslifeofhisuniversity;allheaskedwastobeleftin peace,withawell-filledlibraryathis disposal,andwithasufficientincome.
Ifheremainedamemberofthenew religionallthesethingswouldbeassuredtohim.
Butthentherewastheotheralternative,thesecondchoice.Hecould becomeaCatholic,giveuphiscareer asaministerintheAnglicanChurch, withitssafeopportunitiesforpower andwealth,andforundisturbedstudy.
IfhebecameaCatholichewouldhave toleaveOxford,foramaninhispublicpositioncouldnothidehisreligion. Thelawoftheuniversityorderedhim toattendtheAnglicanservices,and asaCatholichecouldnotdothis.The sourcesofhisincomewouldprobably 1,,stopped,andhewouldbecomejust apoorscholar,andforapoorCatholic scholartherewasnotmuchchanceof employment.LeavingOxfordhewould leave,probablyforever,thestudent's lifethathadbeenhisfortenyears, withitsoldtraditionsandcustoms andcomradeship,sodeartohisheart. Hisfriendswouldbeamazedandperhapspityhim,butbetweenthemthere wouldbeabarrier.HewouldperhapshavetoleaveEngland,andlive inexileupontheContinent,asso manyCatholicshadbeenforcedtodo. Thechoicemusthavebeenhardindeed;ononesidewaswealthandrespectandsecurityandthelifeofa
EDMUNDCAMPION.
scholar,ontheothersidewaspoverty andexileandthedishonourattached tobeingamemberofanunpopularand persecutedreligion.
Inthecourseoftheyear1569EdmundCampionmadehischoice-he L11,,setobecomeaCatholic.Thechoice wastotakehimfarandwideandfar fromEngland,andwasatlasttolead himbacktoEnglandasapriesttoa fewshortmonthsofpriestlyworkand amartyr'sdeath.Butthefuturewas hiddenfromhiseyes,andprobably whenhechose,thelifeofagoodCatholiclaymanseemedtobetheoneto whichGodcalledhim.HewasforcedtoleaveOxford,hisscholarship andincomewerewithdrawn,andhe waspenniless.HewenttoIrelandas atutorinthehomeofanoldpupil, hutthiscongenialoccupationdidnot lastforlong,forpersecutionbrokeout inIrelandandCampionwasonce moreafugitive,HefledtoEngland, andfromtherecrossedovertoCalais andthencetotheseminaryatDouai, forhehadcometorealisethatGod calledhimtoanevenfullerrenunciation-toworkasapriestfortheconversionofEngland.
ForalmosttwoyearsCampionremainedatDouai.Thenin1573,lie left,tojointheSocietyofJesus,which hadbeenfoundedbySt.Ignatiusonly thirtyyearsbefore,forhefeltthat Godcalledhimtoalifeofperfectperpetualpoverty,chastity,andobedience asaJesuit,andtoworkthustosave souls.HewassenttoPraguetodo hisnoviciate,completedhisstudies there,andwasordainedpriest.
In1580FatherCampionwassummonedtoRomeandtoldthathewas togotoEnglandwithFatherRobert Parsons.TheyearsatPraguehad beenapreparation,andnowEdmund Campionwasreturningasapriestto theEnglandwhichhehadlefteight yearsbefore,andthedeathsentence wasthepenaltyinEnglandforbeing aCatholicpriest.
