Agitationforupeningasecondfront inEuropeagainsttheAxisPowershas existedforoverayear.In"America"

May23,1942),severalplansfordoing so,eachproposedbyaprominent statesmanorwriter,butalldifferent, werediscussed.Thosewritersdid, however,agreethatthematterwasso urgentthatimmediateactionwasimperative.BoththeAmericanand BritishGovernmentshaveannounced thattheyhaveapprovedtheideaof openingasecondfront,butatapropertimeandplacewhichforthepresent,andforverygoodreasons,isa Statesecret,ItwasfurtherannouncedatthebeginningofJunethatan understandingwithRussiahadbeen reachedonasecondfront.

Todatetherehasbeennosecond front,andpopularagitationisarising foranexplanationastowhyallthis delay.ForfromRussiacomesword thatthatcountryisindirestraitsand cannotalonebeartheweightofa mightyAxisoffensive.

Anexplanationisnecessary.Russiaisinabadway.Shehasnoinexhaustiblereservesofmen.One-third ofherpopulationwaslosttotheAxis inlastyear'scampaign,andatpresent theAxisPowersoutnumberthefree Russiansroughlybyaboutthreeto two.Russialastyearlostaboutsixty percent.ofherfood-producingterritory,andisdailylosingthebestof whatremainedtoher,Sheneverhad muchsurplusfood.Howsheisgoing tofeedhermillionsofpeopleduring thiscomingwinterisaproblemnotyet solved.Itisaseriousandtragicproblem.Russiaalsolostlastyearto theAxisaboutseventypercent.of herindustrialproductionandhassince beendependentonherAlliesfor munitions.

ThecurrentAxisoffensivehascut offthelineofsupplymaintainedby theUnitedStatesandGreatBritain viathePersianGulf,exceptasto

proposal

whenitisnightforweeks.Atthis seasonoftheyear,continuousdaylight exists,andlosseshavebeensevere. However,lossesintimesofwarmust; ofcourse,beexpected.

Itseemsclearthat,formorethana year,troopscouldhavebeensentto Russiatohelpherresistherstrongadversary.Duringthislongperioda verylargenumberoftroopsmight havebeenprovided.In1917and191S, wesentourtroopsdirectlytoFrance, toaidourAllieswheretheywerethen fighting.Theirarrivalandinterventionwithinayearandahalfdecided thewarinourfavour.Nobodythen suggestedasecondfront.AlltheAlliesworkedtogether,underasingle commander,onasinglefront,and theywon.Whyisitnecessarytoreverttoasecondfrontinthiswar?

soldWashingideaofthe Caucasia,stillwithintheRussianlines. TheonlyotherrouteacrosstheArctic OceantonorthRussianportsisinfestedduringthesummerwithhostilesubmarinesandplanesandamuchtoo smallproportionofthegoodsshipped arrives.

Itseemsamplydemonstratedthat Russia,outnumberedbyherpowerful enemy,withinsufficientfoodinsight, withinabilitytomanufacturethe munitionsneededforherdefenceand withtheroutesofsupplyfromherAlliespartlycut,isinahadway.It

StalinwouldnothaveBritishtroops inRussia.Why?

hasaccusedreasonabletoourpeople andtotheBritishthattheRussians hadarighttodemandasecondfront andthattherewasanobligationto organiseone.Whywasitnotdone?

ThebestmethodtohavesavedRussiawouldhavebeentohavesenttroops toherowncountry,Thesearoute tothePersianGulf,whilelong,hasalwaysbeenopenandisstillopen.Losses onthisroutefromsubmarineshave beensmall.Theroutethroughthe ArctictonorthRussiafunctioned quitewellduringthedarkwinterdays

WhenthepresentRusso-German warstartedinJune,1941,theBritish didrushaviationunitstoMoscowto helptheirnewAllyandpreparedto sendmoreairforces,andtanktroops, andexperiencedgeneralsandstaffs. DidtheBritishcarryouttheirintention?Theydidnot.Russiaacceptedtheplanesandthetanks,butshe wouldnothaveBritishsoldiers.Those thathadarrived,supposingtheywould bewelcomed,quicklycamebackhome. Russiaadmitswithinherborders veryfewoutsiders.NoteventheAmericantruckdriverswhobringLeaseLendgoodsfromtheIranrail-headto' theRussianoccupiedzonegetin.The Americantrucksandtheircontentsdo, butthetrucksaredrivenoverthe CaucasianmountainsbyRussianchafleurstotheirownrailroads.Afew Allieddiplomatsandhighofficialsare admittedtoRussia,Theyarecare-

R.:Thatisnotquitetrue.Itimplies,increatedintelligentbeings,the possibilityofnotobeying,atleast whilsttheyarestillinastateofprobation.However,themeritoriouschoice toserveGoddoesimplyanencounter withandthedeliberaterejectionof motivesorinducementsnottoobey, Suchtemptationscouldariseeither fromoutsideoneself,orfromwithin oneself.Weknowthatthefirsttemptationencounteredbyourfirstparents wasfromoutsidethemselves,SatansuggestingtheirrebellionagainstGod. Rut,beforehisownfall,SatanorLuciferwasnottemptedbyanother.Aware, livhisintelligence,bothofhisown magnificentendowments,andofhisdependenceuponGod,hecouldfreely choosetoconcentratehisattentionon himself,ignorehisdependenceonGod, andeventuallydeclarehisindependenceofGod.Thishechosetodo,and thus,asOurLordsaid,"Hestoodnot inthetruth."

rightlyquarrelwithanyofthoserequirementsinthenameofreason.Even asregardsthesecondcondition,ifa mandidnotknowofanydivinerevelation,hewouldhavetoadmitthat "if"Godhadrevealeddirectlyagiven wayinwhichHeshouldbeworshipped, menwouldheobligedtoadoptthat waythemomenttheybecameawareof thefact.

ANANALOGYTHATFAILS.

Q.:Thisistantamounttoaskingaman whowantsahometobuildhishouse (a)onacertainfoundation,(b)to thespecificationsofaparticulararchitect,(c)furnishitwithinternal draperiesandexternalfishponds,and (d)builtitlargeenoughtoaccommodatenotonlyhis"inlaws,"but alsohisneighbours.

R.:Thatanalogywon'tpassmuster. Forahousewouldstillbeahouseon whateverfoundationitwasbuilt;but worshipwouldnotbeworship,inthe religioussenseoftheword,unlessit wereoffereddirectlytoGod.Secondthereisnoobligationtoacceptthe specificationsofaparticulararchitect forthebuildingofahouse;butthere isanobligationtoobeyGodinany prescriptionsHechoosestomakeconcerningman'sconduct,religiousor otherwise.Thirdly,whilstparticular internaldraperiesandexternalfishpondsarenotessentialtoahousethat amanmaydwellinit,areligionto bepractisedbymanmustbeadapted tohiscompleteandtwofoldnatureas materialandspiritual.Thatisinaccordancewiththenaturallaw(of whichyouaresofondtgoverningthe typeofexistencethatishis.Finally, religionisnotaquestionofaccommodatingone's"in-laws"andone'sneighboursaswellasoneselfinahouse builtforhumanuseandbenefit,Itis aquestionofrenderingtoGodtheacknowledgmentduetoHim,aduty

AlthoughthesendingofBritishand AmericantroopstoRussiawouldhave beenthequickestandsurestwayto sendmilitaryaidtothatcountry,the BritishGovernmenthasnotpublicly indicatedanydesiretodososinceits initialabortiveattempt.Andthe AmericanandRussianGovernments haveatnotimepubliclymentioned thesubject.

Stalinhasmadeseveralspeechesaskingoutrightformilitaryaid.Hehas alwaysinsistedthatitbeonasecond front.Hisambassadors,Maiskyin London,andLitvinovatWashington haveablypresentedthesedemands. NoneofthesegentlemenhavementionedsendingtroopstoRussia;never havetheyinvitedBritishorAmericans tocometotheircountry.Neverhave theyexplainedwhytheywouldnotbe welcomed.Alwayshavetheyasked thatwefighttosavethemand,of coure,ourselves,butthatwedoour fightingelsewhere,

TheBritishandAmericanGovernmentshavebeenandaredoingall thattheyhavebeenpermittedtodoto aidRussiabyfurnishingmunitions, andnowfood.Theyhavenotbeen abletodomore,againstwhatisclearlyaRussianobjectiontohavingAmericanandBritishtroopsinherterritoy.HaseveranAllyactedthatway before?

ItmaywellbethatRussia'srefusal topermitAlliedtroopstoenterwithinherbordersisduetofearthattheymightbeusedlatertooverthrowtheir Communistformofgovernment,as theyattemptedtodoin1919;orperhapsRussiafearsthatitsownpeople mightlearnfromassociationwithAmericansandBritonsthattheirwidely advertisedworkers'paradiseandfreedom,professedtoexistinRussiaalone, doesnotinfactcomparefavourably withthestandardsofwesternnations, butratherthatthereverseisthe case;ortheRussiansmayfeelthatthe presencewithinthecountryoflarge numbersofforeigners,heretoforerepresentedtotheRussiansassuffering fromtheopiumofreligion,mightproduceademandforreligiousliberty withinRussia.Onemayconjecture otherreasons.ButitseemstheRussianGovernmenthasadeep,strong aversionagainsthavingforeigntroops onhersoil.

NowthisrefusalofRussiatoallow ourtroopstoenterhercountrymakes itextraordinarilydifficulttohelpher bydirectmilitaryintervention.To establishasecondfrontbylandingon theEuropeancoast,whichisstrongly defended,isnotapromisingproposition.

TheAxishasinGermany,Italyand theirassociatedvassalstatesatotal populationofaround180,000,000people. Thesecouldfurnishanarmyofaround 10,000,000,andthesecouldbeequipped andsuppliedbythegreatindustrialestablishment,inGermanyandother countries,probablyshortlytobesupplementedbytherehabilitationofthe capturedmineralandindustrialregions intheUkraine.Bestinformationis thattheAxisprobablyhasanarmed forceofsome9,000,000,ofwhich 4000,000maybeinRussia;250,000in NorthAfrica;750,000guardingthe AtlanticcoastfromNorway,inclusive, totheSpanishborder:250,000inthe Balkans.Thisleavesabout3,750,000 menunaccountedfor,andpresumably inreserveandavailabletomeetasecondfront.

InvestALLyoursavingsinAustralia'swareffort.AdvancesubscriptionsmaybemadeNOWinAustralia's £100,000,000AusterityLoan,through anybankormoneyorderpostoffice.

Tostartasecondfrontwouldrequireaseaexpedition.Therewould beawidechoiceastowhatpartof Europeitshouldgoto.Wherever thismightbe,itisdoubtfulwhether enoughshippingcouldbeassembled tomovemorethan200,000menata time.Moreprobably,itwouldbeless thanthisnumber.WeretheytodebarkinMurmansk,orinthePersian Gulf,wherethereareportfacilities fordischargingcargoesfromships, theoperationwouldpresentnogreat difficulties.Itwouldbeanothermattertounloadshipsintheopenseaand transfertheircargoeswithheavy tanks,gunsandotherimplementsof wartobeacheswhicharealmostsure tobedefendedbyacapableenemy.

Assumingthatthedestinationofan expeditionaryforcecouldbekeptsecretfromtheenemy,whichinitselfis doubtful,onlyapartofthe750,000Axis troopswatchingthecoastofEurope wouldbeimmediatelyavailabletoopposealanding.Butairforcescould arrivewithinafewhours,andtheAxis airforceisformidable,andwould makeitverydifficulttodebarkall themanythingstroopsashorewould need.

TheoverthreemillionAxisreserves areundoubtedlydistributedinvarious places.Somewouldarrivesoonand otherswouldfollowquickly.The possibilityofanexpeditionaryforceofthemaximumsizeourshippingpermits-beingabletomakeheadwayagainstsuchastrongdefensivearmy, isveryquestionable.Thiswillexplainwhytherehasbeenhesitation aboutopeningasecondfront.It wouldhavebeenopenedlongago,had therebeenanyreasonablechanceofits succeeding.

Insteadofasecondfront,hadtroops beensenttoRussia.commencingin June,1941,astheBritishstartedto do,untilstopped,bythistimealarge AlliedArmymighthavebeeninRussia,ononefront,andunderonecommander,andthepresentsummercampaigninthatcountrymighthavetaken atotallydifferentcourse.

Confidenceshouldnotbelostinthe AmericanandBritishGovernmentsbecausetheyhavenotyetopeneda secondfront.WhentheRusso-Germanwarstartedlastyear,atatime whentheUnitedStateshadnotyet enteredthewar,theBritishhesitated notaninstant,sentsuppliesasasked forandwouldhavesenttroopsalso.

TotheBritish.thenfightingalone againsttheAxis,theentranceofRussiaintothewarappearedtobeaGod send.Theyrushedtohelptheirnew ally.

WhentheUnitedStatesinturncame intothewar,therewasnothingmore thatshecoulddo.Shehadalready undertakentofurnishsuppliesand troopstheRussianswouldnothave SuppliesaregoingovertoRussiainas greatquantitiesaspossibleanditis everyone'shopethatsomehowthey maysufficetokeepRussiaaliveand fighting.

Soletnotourpeoplebetooimpatientaboutasecondfront.Theadvisabilityofopeningasecondfront,if practicabletodoso,isconceded.The practicaldifficultyofdoingitisgreat. Whentherearesufficientfacilities readytoenableasecondfronttobe openedwithsomereasonablechanceof success,ourPresidenthasannounced thatitwillbedone.Tosendour soldierstoaprobabledefeat,withthe incidentallossofmuchshippingand ofmilitarystores,becausetheywere toofewagainsttoomany,wouldserve neitherRussianorourcause,It mightheafirststeptolosingthewar.

IfRussiahasnotreceivedthefightingaidofherAlliestodate,itisfor reasonsbestknowntoherself.Russiaisreceivingthebestpossibleaid we,underthecircumstances,cangive her.

ByspecialinvitationoftheAnglican BishopofBallarat,RightRev.Dr. Johnson,Mr.D.G.M.Jackson,thelaymanwhorecentlyattendedtheNewcastle"ReligionandLifeWeek"asCatholicrepresentative,gavealunchtimeaddresstotheAnglicanSynodof thatdioceseonthesubjectof"ChristianCollaboration."

Thespeakerbeganbycallingattentiontowhathecalledthe"RealAbsence"ofGodinthesecularistmodern world;thefactthatreligion,instead ofbeingattheheartofsociallife-as ithadbeenintheMiddleAges-was somethingseparatefromlifeandalien toit,beingincreasinglyregardedasremoteandunimportantbyplainmen andwomenofourtimewhoweregraduallylosingholdoftheremnantsof Christianfaithandculture.Heproceededtotracetheoriginandprogress ofthe"secularState"fromtheperiod oftheeighteenthcenturyrevolutionin Europesoastoshowtheconsequences ofacceptingtheprinciplethatreligion wasa"privatematter"andthatthe Stateshouldbeindifferenttobeliefs, Forsometime,cultureandmorality remained,generallyChristianincharacter,thoughtheeconomicsystemof theindustrialagehadalreadyrejectedtheGospelinthenameof"laissez faire,"andtheChristianconceptionof propertyandwealthasa"stewardship'. nolongerobtained.

Aturningpointcamewhenthenow "agnostic"Stateassumedcontrolof publiceducation,dissociatinggeneral instructionwiththeteachingofreligion,withwhichithadalwayshithertobeenassociated.Thismeantthat thepeoplereceivedaone-sideddevelopment,beinggivensecularknowledge, butnosystematiccharacter-training orreligiousandethical"formation": this,too,inaworldwherethehostile secularistforceswereleadingtheattackonfaith,bothintheintellectual andsocialspheres-the"Churches" beingcondemnedasfraudulentinstitutionswhoseaimwastoprovidea "moralpolice"tobuttressanunjust socialorder.

Familylifewasfallingtopieces(11 becauseofinsecurityandfragmention producedbyasystemofgodlessmechanisedindustrialismbasedsolelyon theprofitmotive;(21becausethereligioussanctionsofmarriageandfamilylifewerelessandlessregarded;(3) becausethenewmaterialistoutlookon lifeledmentoregardeconomicprosperity,pleasureandsocialwell-being asthefirstthingsinlife,andtoadapt thefamilynumberstotheirsocialconvenience-hencesterilitythroughcontraception,eveninclasseswhereno

realprivationpresseduponthefamily.

Hepointedoutthattheprinciplesof libertyandhumanityforwhichmoderndemocracyprofessedtostandwere bounduphistoricallywiththeChristianviewofmanasanimmortalbeing subjecttoalawofGodabovethatof theState;asthisdeclined,andthe economicoutlookdominatedlife,the dangerofatotalitarianregulated"leisureState"grew,inwhichfreedom woulddisappear,andsecurityand plentyforallwouldbesoughtbycontrollingeverythingbureaucratically, andorganisingthewholeoflifeand thoughtonanewmechanicalplan. TheagnosticismofthemodernState,itstendencytomachineprogressand tosurrenderto"evolutionary"economicforceS,andtheprevailingcontemptfortradition-especiallyreligioustradition-leditinevitablytodrift inthedirectionofthisnewservilism. Heconcludedthatthefightforliberty mustbeginintherealmsofthespirit,byrestoringtheChristianviewofman andthemeaningofhislife.Failing this,themoralvacuumnowexisting wouldbefilledbyanewStatepolicecodeofethicaldisciplineenforcedon all-asystemperhapslessinhuman, butnoless"totalitarian"thanthose wewerefightingto-day.

ThepractisingChristianswerea minority;buttheywerenotyetfaced withorganisedopposition,orbyanypositive onthepartofplain people,Thesituationcouldbesaved, hebelieved:(1)Byastrongassertion ofChristiansocialprinciples,andan organisedefforttoinfluencepublic opinionfortheirapplicationindealingwithcurrentproblems.This meantplansforlegislationonaChristianplan,foraChristian"ideological" propagandainoppositiontotheideologiesofsecularism,andafirmChristiandefencesystemagainstattackson thefamily,decency,etc.(2)ByprovidingforthefuturebyareorganisationofpubliceducationonChristian lines.TheChristiandenominational schoolsystemshouldbepreservedand extendedasfaraspossible;buthe alsospokestronglyinfavourofamove byalltheChristianbodiestodesecularisetheStateschool-bothbyintroducingdirectreligiousteachingfor non-Catholicchildrenonan"agreed syllabus,"andbya"Christianisation" oftheculturalsubjects,particularly history,literatureandscience.

Inconclusion,Mr.Jacksonspokeof theneedtopreparethewayforclose collaborationamongChristiansbyan increaseofmutualknowledgeand consultation,withaviewtobreaking downprejudicesanddestroyingillusionsandmisunderstandings.

ShewasbornofexcellentCatholic parentsatAvilainthekingdomof oldCastile,inSpain,onMarch28, 1515,anddiedontheeveningofOctober14,1582,buttheFirstVespers ofthenextday(the15th.)having beensaid,thedayofherholydeath iscelebratedonthe15th.everyyear;

thisisinaccordancewiththecustom oftheChurch,whichreckonstheday fromsundowntosundown. Shewasinflamedwithagreatdesireformartyrdomatanearlyage,. .iuetoherconstantreadingofthe livesofthesaintsandmartyrs.So youseehowgoodreadinghadmuch todowithherearlytraining,andyet howcarelesspresent-dayparentsare inallowingtheirchildrenatanimpressionableagetoreadallkindsof rubbish.Shealsoevenatatender agehadagreatloveandpractiseda filialdevotiontowardstheBlessedVirgin.

Inthetwentiethyearofherlifeshe enteredtheConventofSt,Maryof MountCarmel.Thereshelivedfor twenty-twoyears,tormentedbygrievousillnessandvarioustemptations.In spiteoftheassiduousattentionof cleverdoctors,shesufferedterribly. Theirmedicinesservedonlytoincreaseherdistempers;ononeoccasionshelayforfourdaysinastateof coma,duringwhichtimeitwasexpectedthatever3-momentwouldbe herlast.Itbeingonceimaginedthat shewasdead,agravewasdugforher, andshewouldhavebeenburiedifher fatherhadnotfortunatelynoticedcertainsymptomsoflife.Sheremained acrippleforthreeyears.Afterbearingthisgreattrialheroicallyshewas perfectlyrestoredtohealththrough theintercessionofSt.Joseph.She wasfavouredwithmanyvisions.Especiallynoteworthywashervisionof Hell.Inherlife,writtenbyherself, sherelatesthatonedaywhilstshe. wasatprayershehadavisionofhell inwhichsheseemedinspirittobe placedinaspotwhichshehat.deserved;thatis,intowhichthevanities anddangerousamusementsofher youthwouldhaveledherhadshenot beenreclaimedbytheDivineMercy, "Everythingseemsendurableincomparisonwithoneinstantofsuffering suchasthoseIhadthentobear.I cannotdescribethatinwardfireor thatdespair,surpassingalltorments andallpain.Itisthesoulitselfthat istearingitselftopieces.Allwas thickdarkness,thoughtherewasno light,yeteverythingthatcouldgive painbybeingseenwasvisible."Years afterwardsitchilledtheverybloodin herveinstothinkofit.

Thesweetnessofhertemperand thegoodnessofherheartcausedher tofallintosmallfaultswhichshebitterlyregretted.Gradually,through gracesobtainedbecauseoffaithfulnesstoprayer,shesawclearlythat theMastersheservedwasnotcontentwithhalves,thatHeisajealous God,demandingafull-heartedservice fromthosewhowishedtobeHis friends.FormanyyearstheHound ofHeavenpursuedher,Shefled Him,buteventuallysurrenderedcompletely.SherealisedGodwantedher tobringbackthestrictobservanceto theCarmeliteOrder,andtothatshe devotedtheremainingyearsofherlife.

Westandamazedatwhatsheaccomplished.Practicallypenniless,in theteethofbitterestopposition,demoniacalandhuman,inspiteofthe desertionofherfriends,shesucceeded inbuildingthirty-twoconvents,and evenwonherpointwheremenwere concerned.Fortheaustereruleof theOldCarmelitewasacceptedby themalso.

Supposeamarriedwomanofthiskind wentintoashoptobuyacoatforsale inthewindow,andsupposetheassistantbehindthecountersaid:"Showwe yourmoneyfirst."Theshopperwould heinsultedandwalkout,orreport tlfhtshopassistantforincivilitytowardscustomers.Andthatmarried womanactspreciselylikethattowards God.Shesaysineffect:"0God,you wantmetobearchildren.Sendme themeansfirst.""Showmeyour moneyfirst!"Justwhatshehadcomplainedaboutandfeltsohurtthat anyoneshouldsaytoher.Thatis oneofthebigfaultsintheworldof to-day.Lackoffaithandtrustin. CommunionBreakfast.

Boulder.Heenlistedsoonafterthe outbreakofwarandafterseveral monthsinEnglandsawactiveservice inseveraltheatresoftheMiddleEast. ParochialEfforts.Theannouncementoftheresultofeffortstoraise moneyduringtheyear,wasmadeatSt. Joseph'sHallonMonday,October26th, toawell-attendedsocialevening.Notableinterestwasdisplayedthroughout theHallastowhichofthethreeStalls hadsucceededinbeingabletogainfirst place.TheBunburyStallwon,having thusbecomethemeritoriousleaderfor 1942,withtheirtakingshavingreached thetrulyhugesumof#304.TheSouth BunburyStallranintosecondplace, handingovertheverycreditableamount of£235.Relativelytotheforegoing,the ChildrenofMary,whoarenowdownto halfstrength,mayhavedonebestofall, fortheirtotalstoodat#125.

Thegrandtotal,whichdoesnotinclude thesecondcollection,standsat1664. Theextraordinaryachievementofthe parishisreallyaparadox,becausethis year,wedidnotandcouldnotruna bazaaratall.Wereceivednopatronage fromthemilitary,whowerenotquarteredatBunbury,andagoodthirdofour people.areworkingwiththecolours.Yet, innoyearrecently,haveourbazaars equalledtheamountalreadystated.The parishworkedwith100%good-will,not onlythecollectors,andorganisersof socials,whothroughoutdidtheirwork faultlessly,butthepeoplethemselvescooperatedsofullyandgenerouslywiththe schemesforraisingmoney,particularly thedirectgiving.

Obituary.Weregrettoannounce thatMrs.W.Cliffordpassedawayat St.JohnofGodHospitalduringthe week.Herlongandpainfulillnesswas bornewithsuchChristianfortitudeasto giveedificationeventotheSisters.R.I.P. SUNDAYMASSES

St.Patrick's,7.30and9.30 membersoftheSocietywouldever betruetotheirpledgeandanedificationtoallmembersofsociety.He exhortedthosewhowerenotyetmemberstojointheSocietyandtotake anactiveinterestinallparishaffairs. InconclusionFatherLynchcongratulatedthepresident,Mr.Grant,onthe successwhichattendedhiseffortsand extolledtheworkhedoessothoroughlytohelpthepriestsoftheparish.

Mr.Leonard,oftheDiocesanCouncil,referredeloquentlytothework thatCatholicsmustundertaketomeet thechallengeofpaganphilosophies. Theyhadacompleteanswertothese falsedoctrinesinthepapalencyclicals andtheymustmakethemselvesconversantwiththeseencyclicalsand thenhavethecouragetospreadthese doctrineswhichunlikethoseoftheir opponentsgaveaconstructive,remedialpolicytoaworldflounderinginthe darkness.

"Itism.yprivilegethiseveningto giveabriefsketchoftheheroiclife andlaboursofBlessedOliverPlunket, ArchbishopofArmaghandPrimateof allIreland,whowascruellyexecuted fortheFaithatTyburn,London.on July11,1681.Hewasthelastmartyrtodiethere.CardinalMoran,a greatadmirerofhisandonewho;lid muchtohavehimbeatified,callshim thebrightestjewelintheIrishChurch throughoutthepersecution,and;lie onewhoincriticaltimesbyhismighty laboursdidmuchtokeeptheFaith aliveinIreland.Heisjustlycalled thesaviourofourcountry'sfaith.

BlessedOliverwasbornnearOldcastle,Co.Meath,in1629. Leaving Irelandattheageofsixteen,heenteredtheIrishCollege,Rome,tostudyforthepriesthood.Hehadabrilliantscholasticcareer,andonbeing ordainedwasappointedProfessorin theCollegeofPropaganda,Consultor tovariousCongregations,andRoman AgenttotheIrishBishops.Hewas distinguishedforhissanctityevenina cityofholypriests,notedforhislearn. inginahomeofculture.

ThePrimatialSeeofArmaghbecamevacantin1668.Variousname, weresubmittedtotheHolyFather forachoiceofsuccessor.PopeClementIXsaidtotheconsultingbody:

"Whydelaydiscussingthedubicus meritsofotherswhilewehavehere:n Romeanativeofthatisland,whose meritsareknowntousall,andwhose laboursinthiscityhavealreadyadded somanywreathstothepeerlessglory oftheIslandofSaints;letDr.Myer PlunketbeArchbishopofArmagh,"

Thenewdignity,humblyaqepted bytheholypriest,wasnosinecure.He wastoreturntocertaindeath,torture, orimprisonment.Fortheywerethe timesofthePenalLaws.Itisalmost impossibleforusto-daytorealisewhat theIrishandEnglishCatholicshad tosufferfortheirfaith.Atwhata priceourforefathershandeddownto usthatgloriousheritage.Theysaw their"priesthoodhunteddownlike wolvet,theiraltarsoverthrown,and theythemselvesexposedtothesavage hatredofabrutalsoldiery."Takean, historian'sdescriptionofLordInchiquin'sbutcheriesintheSouthofIreland:"Sometimeshismenflungwhole bandsofinnocentvictimsfromthe rocksintotheseaorfromthebridge intotheriver.OthersputloadedpistolsintothemouthofunoffendingCatholicsandfiredthemoff.Theytook infantsbytheheelsandknocked theirbrainsagainstrocks.AtCork, theFranciscanProvincialhadred-hot ironthrustbeneathhisnails.The CathedralatCashelreekedwithblood likeaslaughterhouse. Slowfires, quicklime,andthehangman'snoose werethemethodsemployedtoexterminatethepeoplewhenbriberyand "corruptionandtheimpositionofheavy finesandevictionfailedtomakethem denytheFaithofChrist."

IfanordinaryCatholicwastreated asanalieninhisownland,deniedthe righttolive,andasonelearnedjudge said,"wasnotnesumedbylawto havetherighttobreathehisnative air:"ifanordinarymemberofthe flockwastreatedso,imaginetheodium inwhichapriestwasheld.Andespeciallyonewhowasknowntosay Mass,whichbylawwasdeclaredan actofidolatryandagrosssuperstition. Howhatedthe"massingpriest"wasespeciallywecanimagine.OliverPlunketknewwhatwasinstoreforhim; hehadnoillusions.

Country'swith BlessedOliverTiunket theBrutalPenalAge EarlyLaboursofSaintly

ReturningtoIreland.thenewArchbishopfuundhislongsufferingcountry enjoyingabreathingspace,butas eventsproved,itwasonlyapreludeto anotherattack.Grateful,however,for smallmercies,heavailedhimselffully ofthecessationofopenhostilitythen prevailing.Hefoundthestateofreligioninapitiableway.Wellnigh ruinedbypersecutionandinternaldisruption.Priestswerefewinnumber, andtherewerebuttworesidentbishops.Falsebrethren,renegadesto thefaith,weretherealsodoingtheir fellwork.

Undismayedhebeganthedischarge ofhissacredoffice.Forelevenyears helabouredunceasinglyintheface ofcrushingdifficultiestostrengthen faithandrestoremorals.Synods wereheldandschoolsopened.Priests ordainedanddisciplinerestored.Withinthefirstthreemonthsofhisarrival hehadconfirmedtenthousandofthe faithful.Oftenwithoutfoodorshelter,hemovedfromplacetoplace,frequentlyindisguise,administeringthe Sacramentsintheopen,exposedto windandrain.Illhealthandpoverty, misrepresentationandhatredwerehis lot,

Whatofthepeopleforwhomhelabouredandsufferedsomuch?They wereignorantintherestrictedsense, thattheywerenotabletoreaand write.Why?becauseofthelawof 1581whichforbadeaCatholicteacher toteachanyone.Soratherthansend theirchildrentohereticalteachers,Catholicparentspreferredtobringup theirchildrenwithoutthisso-called education,

Theywerepoor.Why?becausefor attendingMasstheywerefined£500and wereluckytogetoffsolightly.To beaCatholicmeantthatyoucouldnot enteranyoftheprofessionsoracquire land.Sopovertyandstarvationwas thepricetheypaidtokeeptheFaith.

IsitanywonderBlessedOliverlovedthemfortheirignoranceandtheir poverty?Hewentupanddownthe countryputtingcourageintothewaveringheartsofhisflockinthosedark days,keepingthelightofFaithalive. ThatIrelandcamethroughtheordeal withherFaithintactis,underGod, dueverylargelytothelaboursand wisdomofDr.OliverPlunket.

Abrieflookatthepoliticaltrendof eventsin.Irelandisnecessaryifwe wouldunderstandtheeventswhichled tohismartyrdom.

Fromtheyear1649,whenCromwell landedinIreland.till1660,whenKing CharlestheSecondwasrestoredtothe throneofhismurderedfather,thesufferingswhichtheIrishCatholicsenduredarewithoutaparallelinancient ormodernhistory.

Ourco-religionistsatthatdatewere massacredinthepublicsquares,burnt withinthechurches,driventostarve onthemountainsofi'onnaught,orsold asslavestothesugarplantersinthe Barbadoes.

UnderCromwell'sironruletheconfiscationofCatholicpropertywasin harmonywithhisbanishmentofthe rightfulowners.InthereignofChar.

lestheFirstthe300,000Protestantsof Irelandheldtheirdueproportion,onefifteenthpartofthelandedproperty ofthecountry.Tenyearsafterwards theCromwellianshadfive-sixthsofthc countryandwerealpiostcompleteownereofthecorporateboroughs.The desolatedcountry,withitsnobleg_astlesandruinedchurches,wasparcelled outinamostsystematicfashiontc thefollowersandfavouritesofthe regicide.Alargenumberofthesedivi-

sionswasdecidedbyLotteryinGrocers'Hall,London,duringJulyof 1653, ButtheRestoration,whichbrought unboundedjoytotheProtestantsand CatholicsofEngland,broughtlittleor nomeasureofjusticetotheCatholics ofIreland.

CharlestheSecond,thoughaCatholicatheart,forreasonsofState hadtobeanominalProtestantking. Hewascalledtothethroneonthe understandingthathewouldbehead oftheChurchestablishedbythelaw oftheland.And,whilehecouldbe justtotheCatholicsofEngland.he founditdifficulttorepealtheActof SettlementinIreland-thatis,torestoretheCatholicstotheirestatesplunderedbyCromwell.TheProtestants wereinpossession,andCharleswasa Protestantking,dependingonanation thatwasofficiallyProtestant.

Duringthefirsthalfofthereignof Charles,theIrishCatholicsweretoleratedtoliveandpractisetheirreligionsolongastheymadenoprotestagainsttheglaringinjusticeof theirplunderers.Men,too,likeEssexandOrmondasViceroys,savedthe Catholicsfromtheactivehostilitiesof theirenemies.

Buttheopeningoftheyear1673 broughtaviolentchangeinthepolicyoftheGovernment,andthatchange affectedtheIrishandEnglishCatholicsalike.

TheProtestantismoftheKingwas suspected,andasweshallsee,notwithoutreason.TheQueenwasaCatholic.TheDukeofYork,heir-presumptivetothethrone,hadembracedthe Catholicfaith;hisfirstandsecond wiveswereofthesamefaith.The factthatEnglandwasalliedtoFrance, aCatholicPower,againsttheDutch,a ProtestantState,wasbroughtforward toprovethatthereexistedadangerousconspiracyagainstthechurchesof theReformation.InIrelandtheProtestantpartyinpossessionoftheCatholicestatesbecamenervousofthe situation.Andtheleaderofthat

partywastheProtestantBishopof Meath,who,asscoutmasterinCromwell'sarmy,hadpossessedhimselfofa largeincomefromtheconfiscatedlands oftheCatholics.Itvaseasytounderstand,therefore,whytheinjusticeand persecutionpersisted.Therestoration ofCatholicism,ortherecognitionofCatholics'rights,wouldhavetobereturnedtotheChurchandpeople.

FrombothsidesoftheChannelcame thedemandformorerestrictivelegislationagainsttheCatholics.Forthat purposetheTestActwaspassed, againstafeebleopposition,inthe HouseofCommonsandtheHouseof Lords.ThethreeclausesofthisAct providedthat:Allpersonsholdingany office,civilormilitary,shouldtakethe OathofSupremacy-thatis,declare thattheKingheldsupremespiritual power.AllshouldreceivetheSacramentaccordingtotheritesofthe ChurchofEngland.Allwhorefused todeclareagainstTransubstantiation shouldpayapenaltyof£500,andwere renderedincapableofholdingany officeoftrust.

Thisrigorouslawwasrigorouslyenforced,andtheDukeofYork,brother oftheKing,wasunderthenecessity ofresigninghispositionofLordHigh Admiral.

TheeffectofthislawinIrelandwas thatthecelebrationoftheMasswasan actoftreasonbythepriest,andtreason,too,foralaymantoharboura priestorallowMasstobesaidinhis house.God,inHisEucharisticrobes, wasdeclaredafeloninIreland!

Theawfulterrorsandtheunexampledsufferingoftheclergyduringthose PenalDaysformedafittingnovitiate forPlunkettopreparehimforhis gloriousmartyrdom.

Whateverotherreasons,ofStateor,0themilitarysituation haveoccasionedthevisittothisStateofthePrimeMinisterand theGovernor-General,itisafairassumptionthattheirvisitisnot entirelyunconnectedwiththereferendawhichtheFederalGovernmentproposestotakesomemonthshence.Thepurposeof thisexpensiveappealtothepeopleistoobtaintheirconsenttoan amendmentoftheConstitution.Theresultofsuchanalteration wouldbetoplaceunlimitedpowerinthehandsoftheFederal Government.Nowthefearisabroad(andwithoutprejudiceto thesincerityoftheFederalCabinet)thatvastpowersgrantedfor theconductofthewarmaybeemployedinthepost-warperiodfor thefurtheranceoftheLabourObjective,i.e.,Socialism.Andit isfurtherapparentthateveryincreaseinFederalpowerisagain attheexpenseofStateandlocalgovernment.Itisthereforenot surprisingthattheFederalGovernmentshouldbeapprehensiveof theoutcomeofsuchproposalsinaStatewhichafewyearsagovoteddecisivelytosecedefromtheCommonwealth.

Thereisanythingbutaclear-cutconvictioninthisSlatethat thealterationswhichtheFederalGovernmentproposestomaketo theConstitution,arenecessaryforthesuccessfulprosecutionof thewar.Itiswidelyfeltthattheissuecouldwellholdoverfor themorebalancedconsiderationitcouldreceiveinpeace-time.For itiscertaintherelationsofStatestoCommonwealthwillbea majorproblemforAustraliaafterthewar.Anditwouldbedisastrousindeedifthepowerssoughtunderthepleaofunityshould serveonlytosowtheseedsofbitterdomesticdiscord.Although theproposalshavenotyetbeenmadeinanywayspecific,itiscertainthatCanberraismakingabidforpracticallyunlimitedauthority,anditisimpossibletoforecastwheresuchpowers,ifgranted. mighteventuallylead.Itwouldseemalessdrasticmeasurefor theFederalGovernmenttoseekwhatadditionalpowersitneeds asspecificanddelegatedauthorityfromtheStateParliaments, ratherthantoappealtothepeopleovertheheadsoftheirown locallyelectedbodies.TheprocedurealonegivesrisetouneasinessandsuspicionastoFederalintentionsregardingStatesovereignty.

Asamatterofgeneralprinciple,manypeoplewillvigorously opposeanyfurthertrendtowardspoliticalandeconomiccentralisation.Theyfeel,quitejustly,thatitisvaintostruggleagainst NationalSocialisminGermanyifwefinishupwithaverysimilar formandspiritinAustralia.Theattitudetakenbytheofficial Catholicstatement,"ForFreedom,"was,thatifthedemocratic basisofAustralia'snationallifewasfoundedinrealityatall,therestrictionsofthewarmustbeconceivedofasavoluntaryandtemporarysurrenderbythepeopleofcertainrightswhichmustrevert tothemafterthewar.ThenotionthatthesurrenderwasvoluntarywasratherrudelyshakeninthesmallerStatesafterthemanhandlingtheyreceivedfromCanberraovertheUniformTaxation issue.Andtheexpressconditionthatthewar-time"controls"are temporarycausesuneasinesswhentheFederalGovernmentseeks unspecifiedpowerswithoutevenalimitintime.Itseemstomany thatthestageisbeingsetforfull-scaleSocialism.

Thetragedyofitisthattherearetoofewwithafeasiblealternative.Thepeoplehavebeenlargelytrickedintoacquiescence, andinanycasenoneofLabour'sleadersapparentlycontemplated theSocialistObjectiveasapossiblerealityuntilveryrecently. FromtheCatholicoutlookthere.wouldbelittletochoosebetween SocialismandStateCapitalism,sothatifwearenottobedefeated inthesocialsphereasaresultofvictoryonthefieldofbattle,there isnoalternativeforthepreservationofindividualfreedomandthe rightofmentoanaturalandreasonablyhappylifeexceptthrough therestorationofproperty.Twoyearsbeforetheoutbreakof theworldwar.Mr.HilaireBelloc,inperhapsthemostprofound bookofourgeneration,"TheServileState,"laiddownthealternativesclearlyandstartlingly:"Ifwefailtorestoretheinstitution ofpropertywecannotescaperestoringtheinstitutionofslavery. Thereisnothirdcourse."Theterriblethreatofthatprophecy musthaveseemedveryvagueanduncertainwhenitwaswritten thirtyyearsago.buttheeventhascomeuponuswithbewildering rapidity.Thechoiceisbeforeusnow.

SocialJusticemeanslivingourlives inconformitywiththelawsofGod andtheteachingsofChrist.Those lawsandteachingstellusthatwe mustloveandserveGodandthatwe mustloveourneighboursasourselves becauseweareallchildrenoftheone greathumanfamilywithGodasour commonFather.SocialJusticeconsistsofthesafeguardingoftherights ofeachmemberofthecommunityby insistinguponthefaithulperformance ofthedutiesofeachmembercfthe community,WherethereisSocial Justiceallworktogetherforthecommongood.

SocialJusticeclaimsthatitisonly rightthattheworkerwhofaithfully fulfilshistaskshallbeassuredofa livingwage;thatthosewhoareunemployedshouldbeprovidedwiththe opportunityofsupportingthemselves andtheirfamiliesbytheirlabours: thatthosewhothroughnofaultof theirowncannotobtainworkshouldbe providedwithdecentmaintenancefor themselvesandthosedependentupon them.God,whoiseminentlyjust andgood,hasprovidedsufficientby Hisbountyfortheneedsofall,The lawsofacountry,therefore,mustsafeguardthehappinessandwelfareofits citizensbyseeingthateachreceiveshis fairshare.

Inaword,SocialJusticemeansthe establishmentoftherightrelationship betweenmanandGod,fromwhichfollowsarightrelationshipbetweenman andman,betweenthecitizenandthe Stateandbetweencountryandcountry.

HowCanSocialJusticeBeAttained?

HowCanItsContinuanceBeSafeguarded?

SocialJusticecanbeattainedand safeguardedonlybyjustlawsand theselawsmustbebindingonrulers andgovernedalike.ButGodaloneis absolutelyjustandcivillawsobtain theirsanctionandtheirbindingforce onlyfromHim,whoisthesupremeauthorityinallthings.Civillaws,therefore,iftheyaretobejustandbinding, mustbefoundedonthelawsofGod.

Wewantanewworldinwhich rulersrecognisetheirauthority asasacredtrustfromGod.

Theselaws,havebeenlaiddownfor alltimeinChrist'steachingsandthey proclaimtheprinciplesgoverningSocialJustice.ObediencetoChrist's teaching,therefore,wouldeffectively guaranteeSocialJustice,Ifwetake butoneofGod'slaws-"Thoushaltnot steal"-itwillbeseenthatobedience tothislawwouldremovetwogreat injustices.Itwouldpreventanemployerpayingunjustwagesandit wouldalsopreventthewastingbyan employeeofhismaster'stime.Bothof thesethingsarestealing.Thiswould immediatelyremovetwogreatcauses offrictionbetweenemployersand workers,andhelptoestablishpeacebetweenthem.

Wesee,therefore,thatbylovingGod andshowingthatlovebyobedienceto Hislaws,SocialJusticewouldinevitablyberestoredtotheworld.All men,however,donotloveGod,and

somewillnotobeyHislaws.Itisfor thisreasonthatwemusthavecivil lawswhichenforcethelawsofGodand sobringharmonyintotheworld, ButWhatCanWEDotoEnsureSocialJustice?

ThesurestwayisbylovingGodourselvesandshowingthatlovebyobeyingHislaws,Secondly,wecanhelp otherstoknowandloveGod,sothat theytoowillkeepHiscommandments, WiththelawsofGodenshrinedin men'shearts,honouredandobeyedby all,civillawswouldsoonbemadeto conformtoGod'slaws.All,thendependsuponobediencetothatgreat law,"YoushalllovetheLordyour Godwithyourwholeheartandyour neighbourasyourself."Oncethe motiveformen'sactionssprangfrom thisgreatlawofGodallthingswould worktogetherforthecommongood andSocialJusticewouldbeattained.

Newmeasuresresignedtoorganise ruralproductionandsecurethenecessarymanpowerforruralindustrieswere announcedbytheMinisterofCommerce (Mr.Scully)to-day.Stepsarebeing takenthroughthestandingcommittee onagricultureandtheStateDepartmentsofAgriculturetoestablishproductiongoalsineachState.

TheMinistersaidthatdistrictwar agriculturalcommitteeswouldbeestablishedineachState,suchasthose alreadyoperatingeffectivelyinNew SouthWales.Thecommitteewould beorganisedbydistrictofficersofthe StateDepartmentsofAgriculture.The newsystemwouldworkinclosecooperationwiththeman-powerauthorityandtheDepartmentofWarOrganisationofIndustry.

PoolingofLabourandEquipment.

"Themostpracticalapproachtoproblemsofruralproductionappearsto beinorganisingandpoolinglabour
