Anexplanationisnecessary.Russiaisinabadway.Shehasnoinexhaustiblereservesofmen.One-third ofherpopulationwaslosttotheAxis inlastyear'scampaign,andatpresent theAxisPowersoutnumberthefree Russiansroughlybyaboutthreeto two.Russialastyearlostaboutsixty percent.ofherfood-producingterritory,andisdailylosingthebestof whatremainedtoher,Sheneverhad muchsurplusfood.Howsheisgoing tofeedhermillionsofpeopleduring thiscomingwinterisaproblemnotyet solved.Itisaseriousandtragicproblem.Russiaalsolostlastyearto theAxisaboutseventypercent.of herindustrialproductionandhassince beendependentonherAlliesfor munitions.

NowthisrefusalofRussiatoallow ourtroopstoenterhercountrymakes itextraordinarilydifficulttohelpher bydirectmilitaryintervention.To establishasecondfrontbylandingon theEuropeancoast,whichisstrongly defended,isnotapromisingproposition.
TheAxishasinGermany,Italyand theirassociatedvassalstatesatotal populationofaround180,000,000people. Thesecouldfurnishanarmyofaround 10,000,000,andthesecouldbeequipped andsuppliedbythegreatindustrialestablishment,inGermanyandother countries,probablyshortlytobesupplementedbytherehabilitationofthe capturedmineralandindustrialregions intheUkraine.Bestinformationis thattheAxisprobablyhasanarmed forceofsome9,000,000,ofwhich 4000,000maybeinRussia;250,000in NorthAfrica;750,000guardingthe AtlanticcoastfromNorway,inclusive, totheSpanishborder:250,000inthe Balkans.Thisleavesabout3,750,000 menunaccountedfor,andpresumably inreserveandavailabletomeetasecondfront.

Assumingthatthedestinationofan expeditionaryforcecouldbekeptsecretfromtheenemy,whichinitselfis doubtful,onlyapartofthe750,000Axis troopswatchingthecoastofEurope wouldbeimmediatelyavailabletoopposealanding.Butairforcescould arrivewithinafewhours,andtheAxis airforceisformidable,andwould makeitverydifficulttodebarkall themanythingstroopsashorewould need.
TheoverthreemillionAxisreserves areundoubtedlydistributedinvarious places.Somewouldarrivesoonand otherswouldfollowquickly.The possibilityofanexpeditionaryforceofthemaximumsizeourshippingpermits-beingabletomakeheadwayagainstsuchastrongdefensivearmy, isveryquestionable.Thiswillexplainwhytherehasbeenhesitation aboutopeningasecondfront.It wouldhavebeenopenedlongago,had therebeenanyreasonablechanceofits succeeding.
Insteadofasecondfront,hadtroops beensenttoRussia.commencingin June,1941,astheBritishstartedto do,untilstopped,bythistimealarge AlliedArmymighthavebeeninRussia,ononefront,andunderonecommander,andthepresentsummercampaigninthatcountrymighthavetaken atotallydifferentcourse.

Thespeakerbeganbycallingattentiontowhathecalledthe"RealAbsence"ofGodinthesecularistmodern world;thefactthatreligion,instead ofbeingattheheartofsociallife-as ithadbeenintheMiddleAges-was somethingseparatefromlifeandalien toit,beingincreasinglyregardedasremoteandunimportantbyplainmen andwomenofourtimewhoweregraduallylosingholdoftheremnantsof Christianfaithandculture.Heproceededtotracetheoriginandprogress ofthe"secularState"fromtheperiod oftheeighteenthcenturyrevolutionin Europesoastoshowtheconsequences ofacceptingtheprinciplethatreligion wasa"privatematter"andthatthe Stateshouldbeindifferenttobeliefs, Forsometime,cultureandmorality remained,generallyChristianincharacter,thoughtheeconomicsystemof theindustrialagehadalreadyrejectedtheGospelinthenameof"laissez faire,"andtheChristianconceptionof propertyandwealthasa"stewardship'. nolongerobtained.

Hepointedoutthattheprinciplesof libertyandhumanityforwhichmoderndemocracyprofessedtostandwere bounduphistoricallywiththeChristianviewofmanasanimmortalbeing subjecttoalawofGodabovethatof theState;asthisdeclined,andthe economicoutlookdominatedlife,the dangerofatotalitarianregulated"leisureState"grew,inwhichfreedom woulddisappear,andsecurityand plentyforallwouldbesoughtbycontrollingeverythingbureaucratically, andorganisingthewholeoflifeand thoughtonanewmechanicalplan. TheagnosticismofthemodernState,itstendencytomachineprogressand tosurrenderto"evolutionary"economicforceS,andtheprevailingcontemptfortradition-especiallyreligioustradition-leditinevitablytodrift inthedirectionofthisnewservilism. Heconcludedthatthefightforliberty mustbeginintherealmsofthespirit,byrestoringtheChristianviewofman andthemeaningofhislife.Failing this,themoralvacuumnowexisting wouldbefilledbyanewStatepolicecodeofethicaldisciplineenforcedon all-asystemperhapslessinhuman, butnoless"totalitarian"thanthose wewerefightingto-day.
ThepractisingChristianswerea minority;buttheywerenotyetfaced withorganisedopposition,orbyanypositive onthepartofplain people,Thesituationcouldbesaved, hebelieved:(1)Byastrongassertion ofChristiansocialprinciples,andan organisedefforttoinfluencepublic opinionfortheirapplicationindealingwithcurrentproblems.This meantplansforlegislationonaChristianplan,foraChristian"ideological" propagandainoppositiontotheideologiesofsecularism,andafirmChristiandefencesystemagainstattackson thefamily,decency,etc.(2)ByprovidingforthefuturebyareorganisationofpubliceducationonChristian lines.TheChristiandenominational schoolsystemshouldbepreservedand extendedasfaraspossible;buthe alsospokestronglyinfavourofamove byalltheChristianbodiestodesecularisetheStateschool-bothbyintroducingdirectreligiousteachingfor non-Catholicchildrenonan"agreed syllabus,"andbya"Christianisation" oftheculturalsubjects,particularly history,literatureandscience.

thisisinaccordancewiththecustom oftheChurch,whichreckonstheday fromsundowntosundown. BlessedOliverwasbornnearOldcastle,Co.Meath,in1629. Leaving Irelandattheageofsixteen,heenteredtheIrishCollege,Rome,tostudyforthepriesthood.Hehadabrilliantscholasticcareer,andonbeing ordainedwasappointedProfessorin theCollegeofPropaganda,Consultor tovariousCongregations,andRoman AgenttotheIrishBishops.Hewas distinguishedforhissanctityevenina cityofholypriests,notedforhislearn. inginahomeofculture.
ThePrimatialSeeofArmaghbecamevacantin1668.Variousname, weresubmittedtotheHolyFather forachoiceofsuccessor.PopeClementIXsaidtotheconsultingbody:

Howhatedthe"massingpriest"wasespeciallywecanimagine.OliverPlunketknewwhatwasinstoreforhim; hehadnoillusions.

ReturningtoIreland.thenewArchbishopfuundhislongsufferingcountry enjoyingabreathingspace,butas eventsproved,itwasonlyapreludeto anotherattack.Grateful,however,for smallmercies,heavailedhimselffully ofthecessationofopenhostilitythen prevailing.Hefoundthestateofreligioninapitiableway.Wellnigh ruinedbypersecutionandinternaldisruption.Priestswerefewinnumber, andtherewerebuttworesidentbishops.Falsebrethren,renegadesto thefaith,weretherealsodoingtheir fellwork.

Whatofthepeopleforwhomhelabouredandsufferedsomuch?They wereignorantintherestrictedsense, thattheywerenotabletoreaand write.Why?becauseofthelawof 1581whichforbadeaCatholicteacher toteachanyone.Soratherthansend theirchildrentohereticalteachers,Catholicparentspreferredtobringup theirchildrenwithoutthisso-called education,
Theywerepoor.Why?becausefor attendingMasstheywerefined£500and wereluckytogetoffsolightly.To beaCatholicmeantthatyoucouldnot enteranyoftheprofessionsoracquire land.Sopovertyandstarvationwas thepricetheypaidtokeeptheFaith.
IsitanywonderBlessedOliverlovedthemfortheirignoranceandtheir poverty?Hewentupanddownthe countryputtingcourageintothewaveringheartsofhisflockinthosedark days,keepingthelightofFaithalive. ThatIrelandcamethroughtheordeal withherFaithintactis,underGod, dueverylargelytothelaboursand wisdomofDr.OliverPlunket.
Abrieflookatthepoliticaltrendof eventsin.Irelandisnecessaryifwe wouldunderstandtheeventswhichled tohismartyrdom.
Fromtheyear1649,whenCromwell landedinIreland.till1660,whenKing CharlestheSecondwasrestoredtothe throneofhismurderedfather,thesufferingswhichtheIrishCatholicsenduredarewithoutaparallelinancient ormodernhistory.
Ourco-religionistsatthatdatewere massacredinthepublicsquares,burnt withinthechurches,driventostarve onthemountainsofi'onnaught,orsold asslavestothesugarplantersinthe Barbadoes.
UnderCromwell'sironruletheconfiscationofCatholicpropertywasin harmonywithhisbanishmentofthe rightfulowners.InthereignofChar.

sionswasdecidedbyLotteryinGrocers'Hall,London,duringJulyof 1653, ButtheRestoration,whichbrought unboundedjoytotheProtestantsand CatholicsofEngland,broughtlittleor nomeasureofjusticetotheCatholics ofIreland.
CharlestheSecond,thoughaCatholicatheart,forreasonsofState hadtobeanominalProtestantking. Hewascalledtothethroneonthe understandingthathewouldbehead oftheChurchestablishedbythelaw oftheland.And,whilehecouldbe justtotheCatholicsofEngland.he founditdifficulttorepealtheActof SettlementinIreland-thatis,torestoretheCatholicstotheirestatesplunderedbyCromwell.TheProtestants wereinpossession,andCharleswasa Protestantking,dependingonanation thatwasofficiallyProtestant.
Duringthefirsthalfofthereignof Charles,theIrishCatholicsweretoleratedtoliveandpractisetheirreligionsolongastheymadenoprotestagainsttheglaringinjusticeof theirplunderers.Men,too,likeEssexandOrmondasViceroys,savedthe Catholicsfromtheactivehostilitiesof theirenemies.
Buttheopeningoftheyear1673 broughtaviolentchangeinthepolicyoftheGovernment,andthatchange affectedtheIrishandEnglishCatholicsalike.
TheProtestantismoftheKingwas suspected,andasweshallsee,notwithoutreason.TheQueenwasaCatholic.TheDukeofYork,heir-presumptivetothethrone,hadembracedthe Catholicfaith;hisfirstandsecond wiveswereofthesamefaith.The factthatEnglandwasalliedtoFrance, aCatholicPower,againsttheDutch,a ProtestantState,wasbroughtforward toprovethatthereexistedadangerousconspiracyagainstthechurchesof theReformation.InIrelandtheProtestantpartyinpossessionoftheCatholicestatesbecamenervousofthe situation.Andtheleaderofthat
partywastheProtestantBishopof Meath,who,asscoutmasterinCromwell'sarmy,hadpossessedhimselfofa largeincomefromtheconfiscatedlands oftheCatholics.Itvaseasytounderstand,therefore,whytheinjusticeand persecutionpersisted.Therestoration ofCatholicism,ortherecognitionofCatholics'rights,wouldhavetobereturnedtotheChurchandpeople.
FrombothsidesoftheChannelcame thedemandformorerestrictivelegislationagainsttheCatholics.Forthat purposetheTestActwaspassed, againstafeebleopposition,inthe HouseofCommonsandtheHouseof Lords.ThethreeclausesofthisAct providedthat:Allpersonsholdingany office,civilormilitary,shouldtakethe OathofSupremacy-thatis,declare thattheKingheldsupremespiritual power.AllshouldreceivetheSacramentaccordingtotheritesofthe ChurchofEngland.Allwhorefused todeclareagainstTransubstantiation shouldpayapenaltyof£500,andwere renderedincapableofholdingany officeoftrust.
Thisrigorouslawwasrigorouslyenforced,andtheDukeofYork,brother oftheKing,wasunderthenecessity ofresigninghispositionofLordHigh Admiral.
TheeffectofthislawinIrelandwas thatthecelebrationoftheMasswasan actoftreasonbythepriest,andtreason,too,foralaymantoharboura priestorallowMasstobesaidinhis house.God,inHisEucharisticrobes, wasdeclaredafeloninIreland!

Whateverotherreasons,ofStateor,0themilitarysituation haveoccasionedthevisittothisStateofthePrimeMinisterand theGovernor-General,itisafairassumptionthattheirvisitisnot entirelyunconnectedwiththereferendawhichtheFederalGovernmentproposestotakesomemonthshence.Thepurposeof thisexpensiveappealtothepeopleistoobtaintheirconsenttoan amendmentoftheConstitution.Theresultofsuchanalteration wouldbetoplaceunlimitedpowerinthehandsoftheFederal Government.Nowthefearisabroad(andwithoutprejudiceto thesincerityoftheFederalCabinet)thatvastpowersgrantedfor theconductofthewarmaybeemployedinthepost-warperiodfor thefurtheranceoftheLabourObjective,i.e.,Socialism.Andit isfurtherapparentthateveryincreaseinFederalpowerisagain attheexpenseofStateandlocalgovernment.Itisthereforenot surprisingthattheFederalGovernmentshouldbeapprehensiveof theoutcomeofsuchproposalsinaStatewhichafewyearsagovoteddecisivelytosecedefromtheCommonwealth.

Thereisanythingbutaclear-cutconvictioninthisSlatethat thealterationswhichtheFederalGovernmentproposestomaketo theConstitution,arenecessaryforthesuccessfulprosecutionof thewar.Itiswidelyfeltthattheissuecouldwellholdoverfor themorebalancedconsiderationitcouldreceiveinpeace-time.For itiscertaintherelationsofStatestoCommonwealthwillbea majorproblemforAustraliaafterthewar.Anditwouldbedisastrousindeedifthepowerssoughtunderthepleaofunityshould serveonlytosowtheseedsofbitterdomesticdiscord.Although theproposalshavenotyetbeenmadeinanywayspecific,itiscertainthatCanberraismakingabidforpracticallyunlimitedauthority,anditisimpossibletoforecastwheresuchpowers,ifgranted. mighteventuallylead.Itwouldseemalessdrasticmeasurefor theFederalGovernmenttoseekwhatadditionalpowersitneeds asspecificanddelegatedauthorityfromtheStateParliaments, ratherthantoappealtothepeopleovertheheadsoftheirown locallyelectedbodies.TheprocedurealonegivesrisetouneasinessandsuspicionastoFederalintentionsregardingStatesovereignty.
Asamatterofgeneralprinciple,manypeoplewillvigorously opposeanyfurthertrendtowardspoliticalandeconomiccentralisation.Theyfeel,quitejustly,thatitisvaintostruggleagainst NationalSocialisminGermanyifwefinishupwithaverysimilar formandspiritinAustralia.Theattitudetakenbytheofficial Catholicstatement,"ForFreedom,"was,thatifthedemocratic basisofAustralia'snationallifewasfoundedinrealityatall,therestrictionsofthewarmustbeconceivedofasavoluntaryandtemporarysurrenderbythepeopleofcertainrightswhichmustrevert tothemafterthewar.ThenotionthatthesurrenderwasvoluntarywasratherrudelyshakeninthesmallerStatesafterthemanhandlingtheyreceivedfromCanberraovertheUniformTaxation issue.Andtheexpressconditionthatthewar-time"controls"are temporarycausesuneasinesswhentheFederalGovernmentseeks unspecifiedpowerswithoutevenalimitintime.Itseemstomany thatthestageisbeingsetforfull-scaleSocialism.

Thetragedyofitisthattherearetoofewwithafeasiblealternative.Thepeoplehavebeenlargelytrickedintoacquiescence, andinanycasenoneofLabour'sleadersapparentlycontemplated theSocialistObjectiveasapossiblerealityuntilveryrecently. FromtheCatholicoutlookthere.wouldbelittletochoosebetween SocialismandStateCapitalism,sothatifwearenottobedefeated inthesocialsphereasaresultofvictoryonthefieldofbattle,there isnoalternativeforthepreservationofindividualfreedomandthe rightofmentoanaturalandreasonablyhappylifeexceptthrough therestorationofproperty.Twoyearsbeforetheoutbreakof theworldwar.Mr.HilaireBelloc,inperhapsthemostprofound bookofourgeneration,"TheServileState,"laiddownthealternativesclearlyandstartlingly:"Ifwefailtorestoretheinstitution ofpropertywecannotescaperestoringtheinstitutionofslavery. Forthefirsttimeintheten-year historyoftheMelbourneCatholicEvidenceGuild,apriestmountedtheplatformontheYarraBankMelbourne's openforum,onarecentSundayafternoon.Rev.H.Morris,D.D.,Ph.D., L.SSProfessorofSacredScripture, Hebrew,andGreekattheSacredHeart Monastery,Croydon,addressedlistenersattheguild"pitch"ontheNecessityofReligionandontheAuthenticityoftheGospels.
AlargecrowdlistenedtoDr.Morris's expositionandnumerousquestions wereaskedandansweredonawide varietyofsubjects.Asthemeeting warmedup,Dr.Morriswassubjected tolivelyheckling,inthebestYarra Banktradition,buthewasquicklyat homewithhisalertandvolubleaudience.Itwasindicativethat,despite thevigouroftheheckling,aspontaneousandgenerousroundofapplause, ledbyFreethinkersandRationalists inthecrowd,wasaccordedDr.Morrisattheconclusionofhistalk.

Wemustbequiteclearinourminds, therefore,aboutthekindofworldwe wanttoseeestablished;whatSocial Justiceisandhowitcanbeattained andsafeguarded.
TheWorldWeWant isaworldinwhichthewelfareofeach istheconcernofallandinwhichthe

welfareofallwhomakeuphumansocietyistheconcernofeachmember ofthatsociety.
Wewantaworldinwhichthosewho rulerecognisethattheirauthorityis asacredtrustwhichtheyhavereceived fromGodHimselfandwhichthey mustexercise,therefore,inconfirmity withthewillofGod,whoisJusticeitself.
AsGodwillsonlythewelfareand happinessofHischildren,sotheState, whichreceivesitsauthorityfromGod, mustuseitsauthoritytopromotetrue welfareandhappinessamongthe citizenscommittedtoitscharge.

WhatIsSocialJustice?
SocialJusticemeanslivingourlives inconformitywiththelawsofGod andtheteachingsofChrist.Those lawsandteachingstellusthatwe mustloveandserveGodandthatwe mustloveourneighboursasourselves becauseweareallchildrenoftheone greathumanfamilywithGodasour commonFather.SocialJusticeconsistsofthesafeguardingoftherights ofeachmemberofthecommunityby insistinguponthefaithulperformance ofthedutiesofeachmembercfthe community,WherethereisSocial Justiceallworktogetherforthecommongood.
SocialJusticeclaimsthatitisonly rightthattheworkerwhofaithfully fulfilshistaskshallbeassuredofa livingwage;thatthosewhoareunemployedshouldbeprovidedwiththe opportunityofsupportingthemselves andtheirfamiliesbytheirlabours: thatthosewhothroughnofaultof theirowncannotobtainworkshouldbe providedwithdecentmaintenancefor themselvesandthosedependentupon them.God,whoiseminentlyjust andgood,hasprovidedsufficientby Hisbountyfortheneedsofall,The lawsofacountry,therefore,mustsafeguardthehappinessandwelfareofits citizensbyseeingthateachreceiveshis fairshare.
Inaword,SocialJusticemeansthe establishmentoftherightrelationship betweenmanandGod,fromwhichfollowsarightrelationshipbetweenman andman,betweenthecitizenandthe Stateandbetweencountryandcountry.
HowCanSocialJusticeBeAttained?
HowCanItsContinuanceBeSafeguarded?
SocialJusticecanbeattainedand safeguardedonlybyjustlawsand theselawsmustbebindingonrulers andgovernedalike.ButGodaloneis absolutelyjustandcivillawsobtain theirsanctionandtheirbindingforce onlyfromHim,whoisthesupremeauthorityinallthings.Civillaws,therefore,iftheyaretobejustandbinding, mustbefoundedonthelawsofGod.
Wewantanewworldinwhich rulersrecognisetheirauthority asasacredtrustfromGod.
Theselaws,havebeenlaiddownfor alltimeinChrist'steachingsandthey proclaimtheprinciplesgoverningSocialJustice.ObediencetoChrist's teaching,therefore,wouldeffectively guaranteeSocialJustice,Ifwetake butoneofGod'slaws-"Thoushaltnot steal"-itwillbeseenthatobedience tothislawwouldremovetwogreat injustices.Itwouldpreventanemployerpayingunjustwagesandit wouldalsopreventthewastingbyan employeeofhismaster'stime.Bothof thesethingsarestealing.Thiswould immediatelyremovetwogreatcauses offrictionbetweenemployersand workers,andhelptoestablishpeacebetweenthem.
Wesee,therefore,thatbylovingGod andshowingthatlovebyobedienceto Hislaws,SocialJusticewouldinevitablyberestoredtotheworld.All men,however,donotloveGod,and
somewillnotobeyHislaws.Itisfor thisreasonthatwemusthavecivil lawswhichenforcethelawsofGodand sobringharmonyintotheworld, ButWhatCanWEDotoEnsureSocialJustice?
ThesurestwayisbylovingGodourselvesandshowingthatlovebyobeyingHislaws,Secondly,wecanhelp otherstoknowandloveGod,sothat theytoowillkeepHiscommandments, WiththelawsofGodenshrinedin men'shearts,honouredandobeyedby all,civillawswouldsoonbemadeto conformtoGod'slaws.All,thendependsuponobediencetothatgreat law,"YoushalllovetheLordyour Godwithyourwholeheartandyour neighbourasyourself."Oncethe motiveformen'sactionssprangfrom thisgreatlawofGodallthingswould worktogetherforthecommongood andSocialJusticewouldbeattained.

Over140,000Poleshavealreadybeen shotorhangedbytheGermans.One andahalfmillionhavebeendeported toGermanyforforcedlabour,twomillionshavebeendrivenfromtheir homesintheWesternProvincesof Poland,andsenttotheEast,andhundredsofthousandsareinconcentrationcamps.Thesefiguresweregiven atarecentmeetinginLondonofthe PolishNationalCouncil,whichdrew theattentionoftheParliamentsofall freenationstothecrimescommitted byGermanyagainstPolishcitizens.

HereferredtotheGermans'deathly fearofaPolishrising,andsaidthat theauthoritiesthisyearhadsent1,200 officersofthereservetoconcentration amps.SeveralscoresofPolishprisonerswerechargedandtried,andas arule,sentencedtodeathorlife-long imprisonment.Headded:
"InFebruaryofthisyearspeciallecturersarrivedinPolandfromGermany,andatconfidentialmeetings theyreviewedthegeneralwarsituationandexplainedthenecessityofincreasedterrorisminthefollowing words:

Newmeasuresresignedtoorganise ruralproductionandsecurethenecessarymanpowerforruralindustrieswere announcedbytheMinisterofCommerce (Mr.Scully)to-day.Stepsarebeing takenthroughthestandingcommittee onagricultureandtheStateDepartmentsofAgriculturetoestablishproductiongoalsineachState.
TheMinistersaidthatdistrictwar agriculturalcommitteeswouldbeestablishedineachState,suchasthose alreadyoperatingeffectivelyinNew SouthWales.Thecommitteewould beorganisedbydistrictofficersofthe StateDepartmentsofAgriculture.The newsystemwouldworkinclosecooperationwiththeman-powerauthorityandtheDepartmentofWarOrganisationofIndustry.

"Themostpracticalapproachtoproblemsofruralproductionappearsto beinorganisingandpoolinglabour
andequipmentwhereitisneeded,districtfordistrict,"saidMr.Scully."This canbedonebyasystemofplanned agricultureinstitutedbyacentralbody, suchasthestandingcommitteeonagricultureco-ordinatingactivitiesright throughtothelocaldistrict.Bythis meansallthemanypracticaldifficultiesoflocaldistrictswillreceivedetailedconsideration,andtheirlocal peculiarities,needsandrequirements canbeco-ordinatedintoanAustralianwideplan."
TheMinistersaidthattheGovernmentwouldsetproductiongoalsfor thestandingcommitteeonagriculture toorganiseStateforState.Thedistrictcommitteeswouldenablefarmers toparticipateinaclosetohomeorganisationtomeetthesegoalsandto minimisethemanypracticalobstacles tomanpowerandequipmentwith whichtheywerefaced.Thekeensupportofthefarmingorganisationwould beanimportantfactorinitssuccess.
