(2)MembersofofficialCatholicActionarenotfreelances,butdependent onthedirectionoftheHierarchy.There isavocationtotheStateofCatholic Action,thoughthis"State"doesnot likethepriesthood,giveusaspecial ineffacablecharacter.However,avocationtoCatholicAction,likethatof thePriesthood,requiresfitnessinthe subjectandacceptancebytheHierarchy.

(3)Fitnessrequirestrainingandability.ThereisaplaceinCatholicActionforeveryCatholicwhoiswilling toworkforChrist,forCatholicAction isaswideinitsscopeastheneeds ofallofus.Itembracesthewhole ofourlines.Atthesametimewemust insistontheimportanceoftheleaders -"militants"theyaresometimescalled, whosetaskisthatofplanningoutand directingCatholicActionactivities,as wellasleadingtherankandfile-the ordinarymemberswhohavenotperhapstheability,timeorinteresttobe leaders.

(4)CatholicActionisessentially "vocational"oroccupational.Ittries togathertogetherpeopleofthesame typewhoseinterests,occupationsand problemsarethesame.Thuswehave groupsoffarmers,policemen,tramwaymen,Universitystudents,teachers, etc.

(5)CatholicActionispractical.It doesnottackletheoreticalproblems, butactualhere-and-nowneedsrevealed bytheenquiry.
