Whileitmaybetrueofasmallminoritythattheydoremainawayfrom churchbecauseofamisunderstanding ofOurLord'swordsconcerningprayer toourHeavenlyFatherinsecret,itis nottrueofthevastmajority.
IftheyremainawayfromtheChurch
-Ispeakofthemany-itisnotbecauseofanyconvictionthatChrist wishesthemtoprayathomeonly.It isbecausetheywantadayofsportor pleasureonthegolflinksorthetennis courts,inthebushorinthesurf.and havepracticallyforgottenChristand whatHetaught.Iftheyclosethe doors,itisnotusuallytoreadthe BibleandtopraytotheirFatherin secret.Itisrathertoimmersethemselvesinthedevoutreadingofthe "SundaySun"orthe"SundayTelegraph"or"Truth."
Theyliketoenjoytherestfulfeeling ofbeingabletolieundisturbedinbed.
TheydonotpraytotheirHeavenly Fatherinpublic;andtheydonot praytoHiminsecret.Asfarasmany ofthemareconcerned,theydonot prayatall. Itisnotthatthereisanythingwrong ininnocentrecreationonSunday,providedonefulfilsone'sdutytoGod.The realtroubleisthatmanyso-called Christianstaketheirpleasuresandtheir recreationswithoutanythoughtofGod orthedutyofworshippingGod. * * * * WHYCATHOLICSGOTOMASS.
Andnow,letmeenlightenyouon anotherpoint.OnSundays,theCatholicchurchesarefilledtooverflowingseveraltimesover.Andthousands ofdevoutCatholicswill'befoundin thechurch,notonlyonSundays,but everymorningoftheweek.Itispossiblethatthereareafewhypocrites amongstthem;probablythereare.But theoverwhelmingmajorityofthemgo toMass,not"tobeseenbymen,"not forpurposesofparadingavirtuethey donotpossess,buttofulfiltheirduties toGod.Theydonotgoinorderto createtheimpressionthattheyare saints,butbecausetheyknowtheyare sinnerswhoneedthemercyofGodand theassistanceofHisgrace;because theyknowtheyarethecreaturesof GodandoweHimrecognitionandpublicaswellasprivateworship;because theyknowGodistheirBenefactorand Provider;andultimatelytheonly BenefactorandProvider.
Thatisthesimpletruth.Andto suggestthatitishypocrisyormakebelieveistobeguilty,consciouslyor unconsciously,ofacalumnywhichisa
theirmeaning;ortoprovethatthey containthefullteachingofChrist. ItisonlyfromtheChurch,which Christcommandedustohearandobey, thatweknowwhatBooksconstitute Scripture,andthatScriptureistheinspiredwordofGod.

Bythespecialrequestofthe Bishop-elect,HisGracetheArchbishopofMelbourne,MostRev.D.Mannix,D.D.,waspresentattheconsecrationtopreachtheoccasionaldiscourse. In1912,theSolomonswerecreated aVicariate.Mgr.Bertreux,whohad beenappointedfirstVisitorandthen PrefectandthenBishop.diedin1918. afteralifeofunweariedservice.But thebloodofmartyrsistheseedof Christians,andto-daytherearetwo flourishingVacariatesintheSolomon Islands.

FollowinguponexpressionsofdismayandconcernbyFederal Ministersatthegrowthofdrunkenness,theNewSouth\Vales Cabinethasdecidedtoclosesly-grogshopsandnightclubs,and thereiseveryindicationthattheFederalGovernmentwillact shortlytoendthewidespreadabusesconnectedwiththeliquor trade.Nowitisundoubtedlytruethattheadventofwartoour verygateshasgiventhepeopleaprofoundshockandthatimmediatereactionistowardsirresponsibilityandexcessesofvarious kinds.Butthis,wefeelconfident,willshortlygiveplacetoa morebalancedoutlookandthepeoplewillseetheneedofclear headsandcourageoushearts.Ifthisdoesnothappen,andhappensoon,thentherewillbenoneedofaninvasionoftheseshores, forweshallhavedefeatedourselves.TheGovernment,too,to someextent,sharesthegeneralperturbation.foritsknowledgeof thesituationismorecomplete.Butitistobehopedthatitwill nobepanickedintothegraveerrorofattemptingtomeetexcess withexcess. *
Inaword,theremedyforexcessivedrinking.isnottobefound inprohibition.andtheauthoritiesshouldnotpermitthemselvesto bestampededintothisfacileoutlookbythenon-Conformistreligiousbodies.Theirpressurewillbesevere,buttheirattitudeisillconsidered,becausetheydenythelineofdemarcationbetween moderateindulgenceandabuse.Iftheirphilosophywereapplied tolifegenerally,itwouldquicklybefoundimpracticable,forit wouldbenecessarytohedgelifeaboutwithallsortsofregulationscalculatedtoremoveeverypossibilityofwrong-doing.And evencouldthisbeachieved,theresultwouldnotbevirtue(which mustarisefromtheexerciseoffreechoice),butanegativeandreluctantactflowingfromcompulsionandthefearofconsequences.
Whatiswantedisnotprohibitionbuttemperance-andthatnot merelyinitsnarrowapplicationtosuchaffairsasdrinkingand gambling,butinthewidesenseinwhichitcharacterisesallthe moralvirtuesandimpelsamantogovernhisnaturalappetitefor thepleasuresofthesensesaccordingtothenormprescribed byreason.
Quiteapartfromthepracticalfailuresofprohibition,itis absurdtosupposethatvicecouldbeeradicatedorsolidvirtue inculcatedbyasetofexternalregulationsalone.Prohibitionis nomorearemedyforalcoholismthanissterilisationaremedy forsexualism.TheCatholicappealistoreason.Itrealisesthe inherentabsurditiesanddangersinvolvedincompleterepression. Theveryexistenceofnaturalappetitesnegativesthepuritanbeliefthatoneshouldtreatthemasiftheydidn'texist.Wewere giventhesensesforpleasurebyGod.Theyarethereforegood. Excessintheirfunctioningisthepointwhereevilentersin.A rationalmandoesnotabusethethingshereallyloves.Itisnot atasteforgoodbeerthatusuallyengendersdrunkenness,somuch asadepravedappetiteforcheapwine.Itissignificantthatup totheReformationthereoccursnocivillegislationagainstdrunkenness.Thesubsequentcropoflawsagainstintemperancepoints tothepassingawayofaninfluencehithertofoundsufficientto promotesocialwelfarebymoralmeans.Thesereflectionsdo notmilitateagainsttheCatholicpracticeofadministering"the pledge."Inthefirstplaceitisnotamoralsanctionbinding undersin,andsecondly,therearetheexceptionalcaseswhere habitualindulgencemakestemperanceamoralimpossibilityeven inthosecircumstanceswhicharesafefortheordinarycitizen. TheycalledthemselvestheSpartacists, andundertheleadershipofKarlLiebknechtandRosaLuxembourg,Communistgunmenroamedthestreets..\ Redarmywascreated,wentintoactiononApril25,andkilled325peoplinMunichalone.
Butthenumbermighthavebeen326. Theyhadrakedwithmachine-gunfire thehomeofamanwho,unmovedby threats,hadmountedthepulpitofthe CathedralagainsttheordersoftheRed Committee.Finally,itwasdecidedhemustbeassassinated.
Fourdayslater,atthreeo'clockin theafternoon,CommanderSeiler,of theRedArmyoftheSouth,andhis aide-de-camp,Brongratz,armedwith ordersfromEgelhofer,appearedatthe doorofhishomeincompanywitha grialpofRedsoldiers.

TheaimofMinorSeminariesisto prepare,inthemosteffectivepossible way,youthswhoareaspirantstothe priesthood,sothattheymaybeas worthyashumanbeingscanbefor thesublimestdignitythatGodconfers onmen.TheMinorSeminarywill contributetoincreasethenumberof priests,willimprovetheformationof priestlyvirtueinthecandidatesfor thepriesthood,andwillthus,with God'shelp,furnishtheChurchwitha clergymarkedbyholinessandlearninginahighandexcellentdegree.We haveeveryreasontobeproudofour clergy,buttheopeningofaMinor Seminarywillincreasethissatisfaction.
TheNewSeminary. ThepropertyatGuildfordwasa spaciousresidencecontainingthirteen largerooms,amagnificenthall,aboat houseontheriver,besidesampleouthousefacilitiesandbeautifullykept grounds,includingtenniscourtsand playingareas,togetherwithanorchard andvineyard.Thepropertyhasbeen adapted,atnolargecost,totherequirementsofaSeminaryinthemost idealofsurroundings. Itsoutstandingpracticaladvantage liesinthefactthatithasbeencomparativelyeasytokeepwithinthe limitsoftheoriginalestimatesfor whichprovisionhadalreadybeen made.
Theoriginalsiteacquiredforthe SeminaryatAttadalewillremainat thedisposaloftheBishopsoftheWesternAustralianProvince,andatsome futuredate,whentimesandconditions permit,theSeminarycanbemoved there.Whenthetimecomesforthe removal,theGuildfordpropertywill betransformedintosomeotherinstitution,theSeminaryfundsusedfor itspurchaseandimprovementbeing recoupedforthecontinuationofthe originalprojectatAttadale.

"Fourthly:withinthelimitsofanew orderfoundedonmoralprinciples,once themoredangerousprinciplesofarmed conflicthavebeeneliminated,thereis nocausefortotalwarfareorfora madrushtoarmaments-Thecalamityofaworldwar,withtheeconomic andsocialruinandthemoraldissolutionandbreakdownwhichfollowinits train,cannotbepermittedtoenvelop thehumanraceforathirdtime.In orderthatmankindmaybepreserved fromsuchamisfortuneitisessential toproceedwithsincerityandhonesty toaprogressivelimitationofarmaments.Thelackofequilibriumbetweentheexaggeratedarmamentsof thepowerfulStaterandthelimited armamentsoftheweakeronesisa menacetoharmonyandpeaceamong nations,anddemandsthatapeaceful andproportionatelimitbeplacedupon theproductionandpossessionofoffensiveweapons.
"Inproportiontothedegreein whichdisarmamentiseffected,means mustbefoundwhichwillbeappropriate,honourableandefficaciousin orderthattheprinciple'pactsmustbe observed,'mayonceagainenjoyits vitalandmoralfunctioninthejuridicalrelationsbetweenStates.Sucha principlehasundergonemanyserious crises,andhassufferedundeniableviolationsinthepast,andhasmetwith anincurablelackoftrustamongthe variousnationsandamongtheirrespectiverulers.Toprocuretherebirthofmutualtrust,certaininstitutionsmustbeestablishedwhichwill merittherespectofall,andwhich willdedicatethemselvestothemost nobleofficeofguaranteeingthesincere observanceoftreatiesandofpromoting,inaccordancewiththeprinciples oflawandequity,necessarycorrectionsandrevisionsofsuchtreaties.
"Wearewellawareofthetremendousdifficultiestobeovercome,and thealmostsuperhumanstrengthand good-willrequiredonallsidesifthe doubletaskwehaveoutlinedistobe broughttoasuccessfulconclusion. theseprinciplescanbefollowedintheir entirety,andbeartheirfullestfruits onlywhenstatesmenandpeople,employersandemployees,areanimated byfaithinapersonalGod,thelegislatorandjudgetowhomtheymust onedaygiveanaccountoftheiractions,Forvileunbeliefwhicharrays itselfagainstGodtheRuleroftheuniverseisamostdangerousenemyofa neworderwhichwouldbejust;onthe otherhand,everymanwhobelievesin GodisnumberedamongHispartisans andpaladins.Thosewhohavefaith inChrist.inHisdivinity,in.Hislove, inHisworkofloveandbrotherhood amongstmenwillmakeaparticularly valuablecontributiontothereconstructionofthesocialorder.Allthe morepriceless,therefore,willbethe contributionofstatesmenwhoshow themselvesreadytoopenthegatesand smooththepathfortheChurchof Christ,sothat,freeandunhindered, itmaybringnations,andmayco-operatewithitszealandloveintheimmensetaskoffindingremediesforthe evilswhichthewarwillleaveinits wake.

"Alltheseformsofresoluteopposition,farfrombeingmitigatedoreliminatedinthecourseofthewar,have, onthecontrary,inmanyrespectsbecomeevenmoremarked.Butthat allthisandevenmoreshouldbecontinuedinthemidstofthesufferings ofthepresenttimeisasadcommentaryonthespiritthatanimatesthe enemiesoftheChurchinimposing uponthefaithful,alreadybearing manyheavysacrifices,theirksomeand thetroublesomeburdenofabitteranxietywhichweighsupontheirconsciences.Welove-andinthiswecall uponGodtobeourwitness-welove withequalaffectionallpeopleswithoutanyexceptionwhatsoever,andin ordertoavoideventheappearanceof beingmovedbypartisanship,wehave maintainedhithertothegreatestreserve.Butthemeasuresdirected againsttheChurchandtheirscopeare ofsuchanaturethatwefeelobliged inthenameoftruthtosayaword aboutit,ifonlytoeliminatethedangerofunfortunatemisunderstandings amongstthefaithful.

hospices,yourmonasteries,yourconvents,yourheroesandyourheroines, yourvoyagesandyourmissions,your generationsandyourcenturieswith theirschoolsanduniversities,alltheir testimonyisatriumphofyourCharity,thatcharitywhichembracesall, suffersall,hopesfurandaccomplishes all,becomingallthingstoallmen,consolingandcomfortingall,curingall andrestoringthemtothatlibertygivenbyChrist,unitingallpeoplesina peaceofbrotherlylove;thatcharity whichbringstogetherallmen,regardlessofcountry,languageorcustom, intooneunitedfamilyandmakesof theentireworldonecommonfatherland.

VeryRev.Dr.L.J.Goody,Rector ofSt.Charles',welcomedthosepresentastherepresentativesofthe manythousandsofbenefactors throughouttheState.Hewelcomed alsohisbrotherpriests,whoseliaison workinconnectionwiththeSeminaryhadbeeninvaluable.HisGrace theArchbishopwouldforgivehimfor placinghimsecond,continuedDr. Goody,forheknewthatallhiscarefulplanningandallhismanyworries wouldhavecometonaughtwithout theArchbishop'sco-operation.HeregrettedtheabsenceofHisLordship
BishopO'Collins,butitwasimperativeforhimtoleavefortheEastern StatesbeforetheSeminaryopening. Afteroutliningtheprogrammefor theafternoon,Dr.Goodyexpressedhis heartfeltregretthatthis,oneofthe mostimportantoccasionswhichhad beenwitnessedbytheChurchinW.A., shouldtakeplaceintimesovershadowedbythecloudsandtheapproachingthunderofwarfare.One couldvisualisethemightycrowdthat wouldhavebeentherethatafternoon. Wartimecausedtheexpenditureof largesumsofmoney,andanything additionalwasnotonlyunwise'but impossible.Hencetheoriginal
schemefortheSeminarywasput asideasimpracticable.Thenthepresentpropertyturnedup,whereforthe expenditureofacomparativelysmall sum,theyhadbeenabletofoundthe Seminaryandtohousetheseminarianssomagnificently.ClearlyProvidencewaswiththem.
HeprayedthatGodwouldgive growthandincrementtotheSeminaryfromitsmodestbeginnings,and wouldhelpitsSuperiorstoinspirethe youngstudentswiththatzealand goodwillthatwouldtidethemover therocksandshoalsontheirlongvoyagetothePriesthood.
Dr.Goodyconcludedbythanking theverymanybenefactorsoftheSeminary.Manyofthemostgenerous hadexplicitlywishedtoremainanonymous,andhenceitwouldbeinvidious tomentionanynames.Heinvited thosepresenttoinspecttheSeminary, andparticularlytheChapel.Everythinghadbeengivenspontaneously andnotonesinglepersonhadbeen approachedindividuallyforagiftor contr?butionwhichhadnotbeenalreadypromised.
