Liberalisminpoliticshasstoodfor equality,civil,political,andeconomic. Hencedemocracyhasbeenfavoured byLiberalism,asalsoFreeTrade.Ultra-LiberalstendtowardSocialism, butitisquestionableifthisbeLiberalismatall,Itmaybeareaction againstLiberalism.

Liberalisminthoughtrejectsauthorityforliberty,justasinlawitrejectsstatusforcontract.HencemodernsciencehasbeenfosteredbyLiberalism.

InProtestantcountries,thetriumphD.TheLiberalsays:youdeniedE ofLiberalismwillmeanthetriumphandF,etc.,andnothinghappenedto ofCatholicism.Thiscariousfactisyou,whynotdenyD?Thenhesays: duetothetruththatLiberalismisnottrydenyingC. Thenhesays:take areligion.Ifafteracenturyoftrulythenextstep,deny13. Thenhesays: brilliantandamiableUnitarianism,bearealProtestant,denyA.Thus thereareonlyabouteightythousandLiberalismpenetratesthroughtheneUnitariansinAmericato-day,thisisgationsofProtestantism.Liberalism becauseLiberalismisnotareligion.ifalsopenetratesthroughthebadlogic ofProtestantism.ACatholicbelieves inA,B,C,etc..becausehebelievesin thealphabet,thefohndationofall knowledge.TheProtestantregards thealphabetasametaphysicaltheory, whoseGreeknameplainlyshowsitto bederivedfromclassicpaganism.But. likealearnedpigatafair,theProtestantwillpickoutanumberofseparatelettersandtrustthose.The Liberalsays:butdon'tyousee,withoutthealphabet-theory,theseisolated lettersareofnouse.SotheProtestantispenetratedbyLiberalismagain. LiberalismcannotpenetrateCatholicismprimarilybecause,asareligion ofauthority.CatholicismistheantithesisofLiberalism:secondly,becauseCatholicismisallaffirmation("In himwasyea."2Cor.i.181:thirdly, becauseCatholicismisaclosedsystem oflogic.whichcaneasilybedenied, butcannotbecontroverted.Catholicswhobecome-Liberalsinreligion ceasetobeCatholics.Thatis,they giveuptheirreligion.

Liberalisminreligion:whatisit? Ofcourseitrejectsauthority:but whatisleftthen?AvagueemotionAssnperhapsorahaltingeffortto constructanethicoutofscience.Sciencecannomoreconstructanethic thansciencecou1.1inspireyouthsand maidenswiththetenderpassion.The natureofscienceandethicsisdifferent.Sciencesays,itis;whileethics rays,thoushalt.Thereisno"thou shalt"inscience.Sciencecan,of coarse.tellamanthatifheeatpoison bewilldie,ifhediechildlesshisrace perish,iftheablerindividualsof eachgenerationdieout,thehuman mewillretrograde.Itisgoodthat scienceshouldtellusthesetruths.But sciencecannotsay,onlyreligioncan say,thoushallnotcommitracesuicide.Forthatstatementhasnothing scientificaboutit.Thatisacommand.Acommandmustbebasedon authority.Sciencedealswithfacts, notwithfaiths.Therewillneverbe areligionofscienceanymorethana religionofarithmetic.Arithmeticis andofthesciences,butallthesciences arealikeinthis,thattheydealwith facts,eitherlogicalornatural,not withfaiths,eithertheologicalormoral. HencethereisnosuchthingasLib. cultisminreligion.

Thiswillseemcontrarytofactto seinereaders.ThereareLiberalreligions,sc.Unitarianism;andthereare Liberalsinallthechurches,aswe knowtooursorrow.Quiteso,but theLiberalsectsorschoolsarenotreligions.andtheLiberalsinallthe dinrchesaremenwhoeitherhavelost orarebywayoflosingtheirreligion. Ifanyonewishestoknowhowto startanewreligion,lethimstudy suchthingsasMohammedanismand Mormonism.Thereweretwonewreligions.TheyarenotLiberal,notin theleast.Theywerestartedinthe onlywayareligioncanbestarted; byauthority.AprominentLiberal clergymanhaslatelyannouncedthat weneedanewreligion.Weurge uponhim:firstcatchyourauthority. Unlessyoucandothat,thewhole thingisafailure.Sciencewillnot do,forscienceonlydealsinfacts.Religiondealsinvalues.Iftheclergy. maninquestionistostartanewreligioneitherhe,orsomeonecloseto him,mustreceivearevelation.That istheonlywaythatanyreligionever gotstarted.Ifheweretosaythat Protestantismneverclaimedaspecial revelation,wewouldremindhimthat Protestantismneverclaimedtobea newreligion.ProtestantismisaChristianheresy.Itclaimedtobe,perhapsoriginallywas,areformedCatholicism.Asweknowitto-day,itisa deformedCatholicism.AllthereligionthereisinProtestantismisCatholicandnoneoftheLiberalismthere isinProtestantismisreligion.Wedo notknow,GodknowswhatthatLiberalclergymanwilldo,unlesshechangeshisprinciplesandmethods.He willnotfoundanewreligion.He hasnotthestuffreligionsaremadeof. Liberalismisnotreligion,butProtestantismcanbepenetratedbyLiberalism.Thisisprobablyduefirst, tothenegativecharacterofProtestantism,andsecondlytotheillogicalnessofProtestantism.Thedifference betweenaCatholicandaProtestant mightliephrasedthataCatholicbelievesA,R.C.D.E,andP.etc.A ProtestantonlybelievesA,B,C,and

thousandofthemjointhe,hurch,becauseLiberalismnotbeingar.iligion, whyshouldaLiberaljoinachurch? ThetriumphofLiberalist,fr3mGenevatoCanterbury,wouldleavejust oneand,broadly,speaking,onlyone religionwestofConstantinople.Irefertothereligionthatstillconducts itsservicesinthesonorouslanguage ofCiceroandVirgil.

Now,thetroubleisthatProtestants,whobecomereligiousLiberals, ceasetobeProtestantsandgiveup theirreligion,exactlyasmuchasLiberalCatholicsceasetobeCatholics. Onlythereisnotenoughdisciplinein theProtestantbodiestoexpelorto silencethem. Sotheyretaintheir pulpitsandtheirinfluence.Liberalismspreads.ProtestantismispenetratedbyLiberalism.Theillogical andnegativesideofProtestantism ha:.checkedProtestantdisciplineand openedthedoor.IneveryProtestant body,notatallexceptingtheAnglicanChurch.whichisProtestantinthe originalsenseofareformedCatholicism,thereisaninternecineconflictbetweentheorthodox,whoseorthodoxy isCatholicasfarasitgoes,andthe Liberals,whoarenotreligious.

ThesameLiberalclergyman,who saidweneedanewreligion,saidthe churchmustpreachmoreeconomics. Wemightsay,thathehadnomore politicsthanhehadreligion;thatyou couldnotturnanationintoaforum anymorethanyoucotildturnareligionintoLiberalism.Wesuppose thatistrue.Wesupposehisideas areallnegative.Wesupposehebelievesindivorce,that,ishedeniesthe family;andhebelievesinindustrial equality,orsomethinglikeit,thatishe deniesproperty.ButwedonotsupposethathebelievesinPolyandryor FreeLoveorSocialismorCommunismorinanyothergreatandbeautifulandfascinatingfalsehood.Wedo notthinkofhimasanarchangelruined.Howeverthatmaybe,hethinks hehasideasoneconomicsandhe wantstopreachthem.Now,thisis whatalltheLiberalswant_topreach. Theyhaveevenoriginatedakindof devotionwhichtheycall"SocialService."Thisisaneconomicactivity whichbeginswherethealtarguild stopsandstopswherethepolicebegin.

Omittingherefordiscussionof"forums."orfora,andofSocialService,if weenquirewhytheLiberalswishto preachoneconomicandpoliticalsubjects,thebestansweris:becausethey wishtopreach.Theyrealisethat thereshouldbesomethingpositiveand thatasermonshouldnotbeexclusivelyarebuketotheIrish.Thoseof themwhohavelivednearprominent psychologistsandknownthemsocially,areabletodipintopsychology,but scholarshipisnotpossessedbyrnan7 people,evenintheformofacountry placenexttoascholar.Sotheywant tohavesomethingtopreachabout. Hencetheywishtopreachoneconomics,exactlybecausetheyhavenoreligiousopinions,exceptdenials.They think,rightlyorwrongly,thatthey havesomeeconomicprinciples.We areinterestednowinthattheirplea foreconomicsisakindofconfession oftheirlackofinterestinreligion.

ThetriumphofLiberaliser,rvill meantheeliminationfromProtestantismofreligion.Sofarasithasgone Invarioussects,thathasbeenits meaning.IfLiberalismtriumphover Anglicanism,theEpiscopalChurch willbewhatwearegenerallythought tobebyoutsiderswhoseacquaint. anceischieflywithBroadChurchmen: achurchthatneverinterfereswithreligionorpolitics.Therearerrobably millionsinAmericato-daywhinagree withtheUnitarians,butonlyeighty

ThetriumphofLiberalismwould leaveCatholicismastheonlyreligion, torthereasonthatLiberalismisnot areligion_TheformerlyProtestant andnowLiberalpopulationwould not,however,jointheCatholicChurch. Theywouldsimplystopgoingtoany church.Nevertheless,theCatholic Churchwouldfindonegreatadvantage inthesituation.AsintheLatin countries,allwhowerenotCatholics wouldbepracticallyunchurched.Catholicismwouldbetheonlychurch. True,littleskeletonorganisationsof theoldProtestantchurcheswouldpersist,buttheywouldbeofnomoreimportanceinthelifeofthenationthan arethesectsof-SpainorItaly.To themanonthestreet,whetherhewerc CatholicorLibeial,therewouldbe onlyonepossiblereligion.Thatwould betheCatholicreligion.Hemight thinkitwasallnonsense.Hemight pretertostayoutofit.Hemight evenderideitandopposeit.Buthe wouldconsiderthat,ifyouwantedreligion,theCatholicChurchwaswhat youwanted.Thatisthesituationin Latincountriesnow,andthatwillbe thesituationinnortherncountries,if andwhenLiberalismtnurriphsover Protestantism.

Eventuallythissituationwouldresultinthetriumphwcatholicism. Manisareligiousanimal.Hisstrange psychologydemandsreligionsashis physicaltissuesdemandfleshfood.A nationofvegetarianswilltakethe fleshfoodthatisofferedthem,ifany beofferedthem,andanationofIib eralswilleventuallytaketheonlyreligiontheycanget.GraduallyCatholicismwouldgrow.Itmigntgrowin twoforms,AnglicanandRoman.If BroadChurchmanshiphadtriumphed intheEpiscopalChurch,religioncould onlycomebackastheChurchof Rome.ThetriumphofLiblralism willbethetriumphofCatholicismsaid, ifLiberalismtriumphsintheEpiscopal Churchalso,itwillbethetriumphof theRomanCatholicChurch.

TherearesomeEpiscopalians, strangeasitmayseem,evensome LowandBroadChurchmen,who wouldnotwelcomethetriumphof Romanism.Wewouldthatwecould makethemfeeltheforceofourargument.Whatwearetalkingaboutis somethingverymuchbiggerand moreappallingthanthethreatthat

terrifiedHighChurchmensometimes makethat,ifcertainthingshappen, wewillgotoRome.Wethinkthat doesnotexactlyhorrifythepartyopposedtous.Dearlyastheyvalueus, theymightbewillingtoseeus,some ofus.Romaniseforourowncomfort. Theywouldmakethatsacrifice.The argumentofthisarticleisverymuch biggerthanthat.Itappliestothe wholeProtestantpopulation,not merelytoafewhundredthousand HighChurchmenmoreorless.Itinfersacompletenewalignmentofthe wholereligioussituationandatremendousadvantagefortheLatinChurch. Thereisanoldproverb:Anyportin astorm.LettheProtestantsrealise thattheonlyhopeofProtestantismis theoldorthodoxy.Astotheout andoutLiberals,eveniftheyagree withthisargument,aswehappento knowthatsomeofthemdo.wecan. notexpectthatitwillinfluencethem. Theyarereallyagainstreligion.

HisGraceDr.Clunehappilysummed upthepositionwithregardstothe PerthHospitalwhenhesaid,"Itwasa causesomeritoriousthatitneededno advocacy,andthatbyhelpingitwe wouldonlybedischargingapublic duty."Thereisnoneedtoshow thattheneedisgreat.Despitetheordinarygrantof£23,000,withanadditionalsubsidyfromtheGovernment, PerthHospitalisatpresentpilingup adeficitwellover£130aperweek. Thefiguresareamazing.Duringlast 20year,sover65,000patientshavebeen treatedwithinthesewalls.Lastyear alone53,000patientsreceivedassistanceinthevariousdepartments.Of these4,519werein-patients,and2,463 operationswereperformed.Withregardtothelattertherecordisunique, inthatthedeathratewihin48hours ofoperationwas1.18percent.Of theseitmustberememberedthat thesedeaths,themajorityofthem havebeenthosewhohavebeenpast helpwhenbroughtintothehospital. I.-ARealDanger.

Economictroublesarecommonin everycountrynow,butIrelandisin dangerofbecomingthesceneofthe worstandlongestbattlesbetweenemployersandemployed.Thereare wagesdisputesoneveryhand,andin mostcasestheyareleadingtodeadlockandstop-page.

Itsvouldbefutileheretoattempt anyanalysisoftheparticularrights andwrongsinagiveninstance.Yet onemayusefullyconsiderthegeneral conditionsthatmustbeaimedatif thisruinousstateofthingsistobe ended.

Ourlabourproblemcanbesolved. Utopia,asaCatholiceconomisthas said,ishopeless,butsomethingshort ofUtopiaandvastlybetterthanwhat wecanendureisquiteattainable.

Bitterantagonismbetweenmasters andworkershasbecomeanordinary circumstanceinIreland.Whenoccasionallyafriendlycompromiseaverts deadlock.thepublicwelcomesitwith smuchsurpriseasrelief.There- 'markablefactisthatnoattemptis madetorenderamicablesettlements moregeneral-tomakethemtherule andnottheexception.

II=ThePopelkonomtst.

Foraclearleadonthismatterone cannotdobetterthanturntothefamousEncyclicalofLeoXIII.Itforeshadowedthecomingofcollectivebargaining,andthemostcrustedreactionarywouldhardlydenyto-daythe rightofworkerstomaketheirbargainsthroughthemouthpieceofthe unionsthatprotectthem.TheEncyclicalcontainedafurthersuggestion therealisationofwhichoughttobe hastened.ThePope-economistdesiredtoseejointassociationsofemployersandemployees.Hewishedtohave"thetwoordersbroughtmore closelytogether."Thiscontact,he said,"wouldenablethemtoeffect muchinthemattersofwhichtheyhad totreat."

AnotherpointthatthePopeemphasisedwastheneedforwatchfulana competentGovernmentintervention. Atonetime-bynomeansremotetheGovernmentalattitudewasoneof sternhostilitytoworkers'claims. Thereweremanylawstoprevent wagesfrombeingraised,andnonetopreventthemfrombeinglowered.

Inthepasttwentyyearsthelawhas beenmodifiedagooddealandthe workershavefairscopetofighttheir corner.ThewatchfulnessoftheState is,however.farbelowthenecessary standard."Itshouldlenditsinfluenceandauthority"-declaredPope Len-'totheremovalingoodtime ofthecauseswhichleadtoconflicts betweenmastersandthosewhomthey employ."Thisimportantrecommendationhasnotbeengiveneffectto. TheStateeverywhereshirksitsduty ofsteppinginquicklytosavenegotiationsthataredriftingtowardfailure. Consequentlyasettlementisoften longdeferred,tothedetrimentofpublicpeaceandprosperity.

III.-OwnershipForAII.

Averyvaluableprinciplelaiddown byPopeLeowasthis:-

"Thelawshouldfavourownership, anditspolicyshouldbetoinduceas manypeopleaspossibletobecome owners." Themeaningisnottobemisconstrued.Theownershipinquestion hasreferencetothemeansofproduction,whetherland,industrial,machinery,orotherwise.ThePopeyearned toseetheworkersobtainingaproprietorialholdonthelandstheytilledandthemachinestheyused.Anearlier passageintheEncyclicalmakesthis remarkablyclear:"Asmallnumberofveryrichmen havebeenabletolayuponthe teemingmassesofthelabouringpoor ayokelittlebetterthanslaveryitself." Asregardsindustrialconcerns,the claimtopartownershipfortheworkersis-nowbecomingaplankinthe politicalplatform,anditissafetosay thatthedemandwillbepresseduntil itisconceded.Thagriculturalpositionisbynomeanssowelladvanced. Legislationofthehighestutilityhas beenandisstillbeingpassedtomake farmerstheownersofthesoiltheycultivate.Therewasnocorresponding benefitforlandlabourerstill'theLabourersActwaspassedtoprovidecottagesandplotsforalimitednumber.

Whenweseeseriousupheavalsin agriculturallabour-whichisbyfar themostdocileandtractablesection ofthetoilingpopulace-wehavereasontoconsiderhowlittlehasbeen donetohelpthisnumerousandusefulclass.PopeLeopointedoutthe pathofsecuritynotonlyforemployersbutforpropertyitselfwhenheexpressedhisdesirethattherankand fileoftheworkingpeopleshouldshare inTheownership.alternativeisSocialism.Russiastandsoutasaproofthatthealternativemaynotbeveryremote. W-AmericanPictureofPossibilities.

ThegreatPontiffwasnotunmindful ofthedutyofLabourevenintimesof disputeandconflict,Hewarnedworkersagainstdeliberatelyinjuringpropertyoroutragingthepersonofan employer.Heforbadetheworkman toresorttoviolenceinrepresentinghis cause.Heexhortedhimnottoengageinriotorbuildhishopesonthe foolishpromisesheldouttohimby menofevilprinciples.

Americaseemstobethefirstcountrytoopenitseyestotheresultsthat wouldbeachievedifPopeLeo'sgood counselwereputintoaction.RecentlyanAmericanauthoritypennedthis significantpassage:"Imagineemployeesgettingatleast alivingwage.Imaginethemorganisedintheirownunionstobargainwith theiremployers.ImaginetheGovernmentinterveningwhennecessaryto secureforthemtheirrights_andestablishpeace.Imagineemployersand employeesunitedinjointassociations todealwithmattersofcommoninterest.Imaginetheemployeesfairly upontheroadtowardsowninginpart thethingswithwhichtheywork.Imagineallthiscontinuingfortwenty years.Bytheendofthattimewe wouldhaveanewcountry,andlabour difficulties,exceptofaminorkind. wouldbeended.---s"IrishRosary."

TheinterestsofCatholicchildrenin regardtoeducationareexpectedtobe fairlywellsafeguardedastheresultof asagreementthathasbeenreached throughaconferenceoftheleadersof theCentrists,theBavarianPeople's 4,..-Party,andtheDemocrats.Although 'thecompromisedoesnotentirelysatisfyCatholics.yetitdoesmakeprovisionforconfessionalschoolsinwhich Catholicchildrenwillbetauhttheir religion.Nothing,however,hasbeen saidofthemannerinwhichtheseconfessionalschoolswillbereservedor arrangedorregulatedandmanyimportantquestionsconcerningthemarestilltobedecided.Thematterhas stilltobeacteduponbytheReich stag.
